		<official-title>To authorize the Secretary of Transportation to carry out
		  certain transportation projects in the State of California to relieve
		  congestion on State Route 91.</official-title>

		<section display-inline="no-display-inline" id="H50E98903F406461893FFDDA1D267E8E2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote>California State Route 91 Congestion Relief Act</quote>.</text>
		</section><section id="H4644A85905DC470F9D3331714D0036E4"><enum>2.</enum><header>Authorization of
			 highway projects</header>
			<subsection id="HF88EEEBA60144E6EB678255EF0A4161F"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of Transportation is authorized to carry
			 out the following projects:</text>
				<paragraph id="H4AF27B0078504F689207B64B8D19DD00"><enum>(1)</enum><text display-inline="yes-display-inline">A project to add one general purpose lane
			 in each direction from State Route 55 to the Riverside County line.</text>
				</paragraph><paragraph id="HAE133358BEF6427AA42209F42CFC42BC"><enum>(2)</enum><text display-inline="yes-display-inline">A project to add an auxiliary lane along
			 State Route 91 in each direction from State Route 241 to State Route 71.</text>
				</paragraph><paragraph id="H7F14A4F693604E76A69E76AABD554432"><enum>(3)</enum><text display-inline="yes-display-inline">A project to add truck storage lanes in
			 both directions at the existing commercial vehicle enforcement facility on
			 State Route 91.</text>
				</paragraph><paragraph id="HE1BEC523639745E1ACEA1B8F5572A753"><enum>(4)</enum><text display-inline="yes-display-inline">A project to divert traffic from the State
			 Route 241 Toll Road via a direct connector to the State Route 91 Express Lanes
			 (HOT) to improve the traffic operation of the interchange and alleviate traffic
			 between Orange and Riverside Counties.</text>
				</paragraph><paragraph id="H9FEAF40DD3474D3383DF5446D70187EE"><enum>(5)</enum><text display-inline="yes-display-inline">A project to add freeway-to-freeway
			 connectors between State Route 56 and Interstate Route 5.</text>
				</paragraph></subsection><subsection id="H2B04BBB6A85A4EFAB03E83B4FF5DDEE5"><enum>(b)</enum><header>Applicability of
			 title 23</header><text>The Secretary shall carry out the projects authorized by
			 subsection (a) in accordance with the requirements of title 23, United States
			 Code.</text>
			</subsection><subsection id="H87131517B45142A49E84E074004814C2"><enum>(c)</enum><header>Federal
			 share</header><text>The Federal share of the cost of a project carried out
			 under subsection (a) shall be 80 percent.</text>
			</subsection><subsection id="H3148C2E6842B4D97B1D284E997E4D3D7"><enum>(d)</enum><header>Delegation</header><text display-inline="yes-display-inline">The Secretary may delegate to the State of
			 California responsibility for carrying out a project with funds made available
			 to carry out this section.</text>
			</subsection></section><section id="HE3A67F442E6E4D0BA1F5FA3E292B3DCC"><enum>3.</enum><header>Authorization of
			 appropriations</header>
			<subsection id="H90F71AE7211E4E57B8A1D7158276BBE3"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">There is authorized
			 to be appropriated from the Highway Trust Fund (other than the Mass Transit
			 Account)—</text>
				<paragraph id="HDB035FB9985B47EB8D44D0C00F66D3E"><enum>(1)</enum><text display-inline="yes-display-inline">$221,325,000 to carry out section
			 2(a)(1);</text>
				</paragraph><paragraph id="H9D662A254DA14525889500F46D5FF320"><enum>(2)</enum><text display-inline="yes-display-inline">$40,700,000 to carry out section
			 2(a)(2);</text>
				</paragraph><paragraph id="H4D653DE2FB4A4E2A9B99D4F63D72E048"><enum>(3)</enum><text display-inline="yes-display-inline">$7,080,000 to carry out section
			 2(a)(3);</text>
				</paragraph><paragraph id="HF51969CC0DBB4EF8A0A6BB23FBECF2E1"><enum>(4)</enum><text display-inline="yes-display-inline">$56,000,000 to carry out section 2(a)(4);
			 and</text>
				</paragraph><paragraph id="HC75AE50E70684CD48CC0A86FBFBFDF24"><enum>(5)</enum><text display-inline="yes-display-inline">$65,000,000 to carry out section
			 2(a)(5).</text>
				</paragraph></subsection><subsection id="HEA4411C5D7034D2FB036E43B2C82F7F"><enum>(b)</enum><header>Period of
			 availability</header><text>Funds authorized by subsection (a) shall remain
			 available until expended.</text>
