		<official-title display="yes">To authorize the Administrator of General
		  Services to convey a parcel of real property to the Alaska Railroad
		  Corporation.</official-title>

		<section display-inline="no-display-inline" id="HC169DE37A7C8403FB004AD72F640758B" section-type="section-one"><enum>1.</enum><header>Conveyance of GSA Fleet
			 Management Center to Alaska Railroad Corporation</header>
			<subsection id="H5C9F0484B2A243D0A278E6A789AE545C"><enum>(a)</enum><header>In
			 general</header><text>Subject to the requirements of this section, the
			 Administrator of General Services shall convey, not later than 2 years after
			 the date of enactment of this Act, by quitclaim deed, to the Alaska Railroad
			 Corporation, an entity of the State of Alaska (in this section referred to as
			 the <quote>Corporation</quote>), all right, title, and interest of the United
			 States in and to the parcel of real property described in subsection (b), known
			 as the GSA Fleet Management Center.</text>
			</subsection><subsection id="HD2A20F839C444CDD92FB79C925E25D00"><enum>(b)</enum><header>GSA fleet
			 management center</header><text>The parcel to be conveyed under subsection (a)
			 is the parcel located at the intersection of 2nd Avenue and Christensen Avenue
			 in Anchorage, Alaska, consisting of approximately 78,000 square feet of land
			 and the improvements thereon.</text>
			</subsection><subsection id="HA9C092A47FE543058C330084D1ABBEF6"><enum>(c)</enum><header>Consideration</header>
				<paragraph id="H212CB418F13549C892BC7400DD1398AA"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">As consideration for
			 the parcel to be conveyed under subsection (a), the Administrator shall require
			 the Corporation to—</text>
					<subparagraph id="HFD3C878B1C014F61B7D773161330E168"><enum>(A)</enum><text>convey replacement
			 property in accordance with paragraph (2); or</text>
					</subparagraph><subparagraph id="H37E32E52760F45448916CA405508A6"><enum>(B)</enum><text>pay the purchase
			 price for the parcel in accordance with paragraph (3).</text>
					</subparagraph></paragraph><paragraph id="H0B72D0BD854749C1BBC7EA365BEE8EB9"><enum>(2)</enum><header>Replacement
			 property</header><text>If the Administrator requires the Corporation to provide
			 consideration under paragraph (1)(A), the Corporation shall—</text>
					<subparagraph id="H0B7F7406DF864463BCE126C06CB9E4D1"><enum>(A)</enum><text>convey, and pay
			 the cost of conveying, to the United States, acting by and through the
			 Administrator, fee simple title to real property, including a building, that
			 the Administrator determines to be suitable as a replacement facility for the
			 parcel to be conveyed under subsection (a); and</text>
					</subparagraph><subparagraph id="H08DD671DB28644C19BB745F3F1006FF7"><enum>(B)</enum><text display-inline="yes-display-inline">provide such other consideration as the
			 Administrator and the Corporation may agree, including payment of the costs of
			 relocating the occupants vacating the parcel to be conveyed under subsection
			 (a).</text>
					</subparagraph></paragraph><paragraph id="H2851E233A5E44FD28B2297594F30C6E6"><enum>(3)</enum><header>Purchase
			 price</header><text display-inline="yes-display-inline">If the Administrator
			 requires the Corporation to provide consideration under paragraph (1)(B), the
			 Corporation shall pay to the Administrator the fair market value of the parcel
			 to be conveyed under subsection (a) based on its highest and best use as
			 determined by an independent appraisal commissioned by the Administrator and
			 paid for by the Corporation.</text>
				</paragraph></subsection><subsection id="H048E8658E3F44A94889C00809B16FE14"><enum>(d)</enum><header>Appraisal</header><text>In
			 the case of an appraisal under subsection (c)(3)—</text>
				<paragraph id="H12D38C013934438BBFDF6E007691B35E"><enum>(1)</enum><text display-inline="yes-display-inline">the appraisal shall be performed by an
			 appraiser mutually acceptable to the Administrator and the Corporation;
			 and</text>
				</paragraph><paragraph id="HBAD96A2D4958412EBAD37F4436A6BF4"><enum>(2)</enum><text display-inline="yes-display-inline">the assumptions, scope of work, and other
			 terms and conditions related to the appraisal assignment shall be mutually
			 acceptable to the Administrator and the Corporation.</text>
				</paragraph></subsection><subsection id="H512C17B255934DA08FC72B8BBABD0065"><enum>(e)</enum><header>Proceeds</header>
				<paragraph id="H65D5668833694986A3BAEE8F60366D90"><enum>(1)</enum><header>Deposit</header><text>Any
			 proceeds received under subsection (c) shall be paid into the Federal Buildings
			 Fund established under
			 section
			 592 of title 40, United States Code.</text>
				</paragraph><paragraph id="HB81C18EAEFBD4A9F838D36EC1CB8E7B7"><enum>(2)</enum><header>Expenditure</header><text display-inline="yes-display-inline">Funds paid into the Federal Buildings Fund
			 under paragraph (1) shall be available to the Administrator, in amounts
			 specified in appropriations Acts, for expenditure for any lawful purpose
			 consistent with existing authorities granted to the Administrator; except that
			 the Administrator shall provide to the Committee on Transportation and
			 Infrastructure of the House of Representatives and the Committee on Environment
			 and Public Works of the Senate 30 days advance written notice of any
			 expenditure of the proceeds.</text>
				</paragraph></subsection><subsection id="H67C1772D2F7E427BBF99FE20C0C5009C"><enum>(f)</enum><header>Additional terms
			 and conditions</header><text>The Administrator may require such additional
			 terms and conditions to the conveyance under subsection (a) as the
			 Administrator considers appropriate to protect the interests of the United
			 States.</text>
			</subsection><subsection id="HA8A130D796B147F9AFE96E93E8961715"><enum>(g)</enum><header>Description of
			 property and survey</header><text>The exact acreage and legal description of
			 the parcels to be conveyed under subsections (a) and (c)(2) shall be determined
			 by surveys satisfactory to the Administrator and the Corporation.</text>
