		<official-title display="yes">To authorize the Secretary of the Interior
		  to conduct a study to determine the feasibility of implementing a water supply
		  and conservation project to improve water supply reliability, increase the
		  capacity of water storage, and improve water management efficiency in the
		  Republican River Basin between Harlan County Lake in Nebraska and Milford Lake
		  in Kansas.</official-title>

		<section display-inline="no-display-inline" id="H60073AB9D8C94E878CE6E5A630DEAC30" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Lower Republican River Basin Study
			 Act</short-title></quote>.</text>
		</section><section id="H67B3E08074234080AD80C0B1B1352D3D"><enum>2.</enum><header>Republican River
			 Basin feasibility study</header>
			<subsection id="H670562BB0E8843B1832E65EE61CC8B53"><enum>(a)</enum><header>Authorization of
			 study</header><text>Pursuant to reclamation laws, the Secretary of the
			 Interior, acting through the Bureau of Reclamation and in consultation and
			 cooperation with the States of Nebraska, Kansas, and Colorado, may conduct a
			 study to—</text>
				<paragraph id="HA86DAE30EB6643819578D3DE7C2700FF"><enum>(1)</enum><text>determine the
			 feasibility of implementing a water supply and conservation project that
			 will—</text>
					<subparagraph id="H83296CBDD47849F885C99296C2AC0093"><enum>(A)</enum><text>improve water
			 supply reliability in the Republican River Basin between Harlan County Lake in
			 Nebraska and Milford Lake in Kansas, including areas in the counties of Harlan,
			 Franklin, Webster, and Nuckolls in Nebraska and Jewel, Republic, Cloud,
			 Washington, and Clay in Kansas (in this section referred to as the
			 <quote>Republican River Basin</quote>);</text>
					</subparagraph><subparagraph id="H9EC77C2860E54A14B7C8F9DFA147F2D3"><enum>(B)</enum><text>increase the
			 capacity of water storage through modifications of existing projects or through
			 new projects that serve areas in the Republican River Basin; and</text>
					</subparagraph><subparagraph id="H1EB24EBDD06546F482379FE54B8015D2"><enum>(C)</enum><text>improve water
			 management efficiency in the Republican River Basin through conservation and
			 other available means and, where appropriate, evaluate integrated water
			 resource management and supply needs in the Republican River Basin; and</text>
					</subparagraph></paragraph><paragraph id="H9AACB99CE970431282AA61FAC7032093"><enum>(2)</enum><text>consider
			 appropriate cost-sharing options for implementation of the project.</text>
				</paragraph></subsection><subsection id="H972C827811174E9C95ADF0CA80A203C4"><enum>(b)</enum><header>Cost
			 sharing</header><text>The Federal share of the cost of the study shall not
			 exceed 50 percent of the total cost of the study, and shall be
			 nonreimbursable.</text>
			</subsection><subsection id="H21086E2AE8BE4B9A9E4FE91CF15C3F18"><enum>(c)</enum><header>Cooperative
			 agreements</header><text>The Secretary shall undertake the study through
			 cooperative agreements with the State of Kansas or Nebraska and other
			 appropriate entities determined by the Secretary.</text>
			</subsection><subsection id="HD288DB9BF606480DB1009FC495029BD0"><enum>(d)</enum><header>Completion and
			 report</header>
				<paragraph id="H9BDBAF4DA9524658A278C26DE901F43"><enum>(1)</enum><header>In
			 general</header><text>Except as provided in paragraph (2), not later than 3
			 years after the date of the enactment of this section the Secretary of the
			 Interior shall complete the study and transmit to the Congress a report
			 containing the results of the study.</text>
				</paragraph><paragraph id="HC54E9D0548D44AF1B87EAEED92FCEBFC"><enum>(2)</enum><header>Extension</header><text>If
			 the Secretary determines that the study cannot be completed within the 3-year
			 period beginning on the date of the enactment of this Act, the
			 Secretary—</text>
					<subparagraph id="HC621BFBCB56D4DB79296F3A6118B61D7"><enum>(A)</enum><text>shall, at the time
			 of that determination, report to the Congress on the status of the study,
			 including an estimate of the date of completion; and</text>
					</subparagraph><subparagraph id="H151BFF26AB8D46F4AEE8B6FE67BD534"><enum>(B)</enum><text>complete the study
			 and transmit to the Congress a report containing the results of the study by
			 not later than that date.</text>
					</subparagraph></paragraph></subsection><subsection display-inline="no-display-inline" id="H4B1B69EF81094024B61CCCB54653BFD3"><enum>(e)</enum><header>Sunset of
			 authority</header><text>The authority of the Secretary to carry out any
			 provisions of this Act shall terminate 10 years after the date of the enactment
			 of this Act.</text>
