		<official-title>To ensure that Federal student loans are delivered as
		  efficiently as possible in order to provide additional grant aid to
		  students.</official-title>

		<section display-inline="no-display-inline" id="H04BED246C097453F8604F1611E90B774" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Student Aid Reward Act of
			 2007</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H56D8D64D93654C0AB0B4F559CEE82D9C"><enum>2.</enum><header>Student aid
			 reward program</header><text display-inline="no-display-inline">Part G of title
			 IV of the <act-name parsable-cite="HEA65">Higher Education Act of
			 1965</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/20/1088">20 U.S.C. 1088 et seq.</external-xref>) is amended by inserting after section
			 489 the following:</text>
			<quoted-block display-inline="no-display-inline" id="H0082CC8C97DF4B56BB649C00C6A383E6" style="OLC">
				<section commented="no" display-inline="no-display-inline" id="H638A83E466AC45C6BD5FE3AEF83033FE" section-type="subsequent-section"><enum>489A.</enum><header>Student aid reward
				program</header>
					<subsection commented="no" display-inline="no-display-inline" id="HEA377F63E54749029CC1F548FC659B3"><enum>(a)</enum><header>Program
				authorized</header><text display-inline="yes-display-inline">The Secretary
				shall carry out a Student Aid Reward Program to encourage institutions of
				higher education to participate in the student loan program under this title
				that is most cost-effective for taxpayers.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="H1FF21FADD90F4117AA19B027F7DF7B52"><enum>(b)</enum><header>Program
				requirements</header><text display-inline="yes-display-inline">In carrying out
				the Student Aid Reward Program, the Secretary shall—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="HF2869BCE4C5644ECAB3DB58DB36C28C"><enum>(1)</enum><text display-inline="yes-display-inline">provide to each institution of higher
				education participating in the student loan program under this title that is
				most cost-effective for taxpayers, a Student Aid Reward Payment, in an amount
				determined in accordance with
				<internal-xref idref="HDB6540BEEAE945B4858D5E81DB2F805E" legis-path="460A.(c)">subsection (c)</internal-xref>, to encourage the
				institution to participate in that student loan program;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE72777C215A349188090F9E6624640C9"><enum>(2)</enum><text display-inline="yes-display-inline">require each institution of higher
				education receiving a payment under this section to provide student loans under
				such student loan program for a period of 5 years after the date the first
				payment is made under this section;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4C0134E0892543CEACE50050F8A18ECA"><enum>(3)</enum><text display-inline="yes-display-inline">where appropriate, require that funds paid
				to institutions of higher education under this section be used to award
				students a supplement to such students’ Federal Pell Grants under subpart 1 of
				part A;</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H456239CB03494F3CBC9741311383E63"><enum>(4)</enum><text display-inline="yes-display-inline">permit such funds to also be used to award
				need-based grants to lower- and middle-income graduate students; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE3660100E8354587AA74A4CD2690D9C1"><enum>(5)</enum><text display-inline="yes-display-inline">encourage all institutions of higher
				education to participate in the Student Aid Reward Program under this
				section.</text>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HDB6540BEEAE945B4858D5E81DB2F805E"><enum>(c)</enum><header>Amount</header><text display-inline="yes-display-inline">The amount of a Student Aid Reward Payment
				under this section shall be not less than 50 percent of the savings to the
				Federal Government generated by the institution of higher education’s
				participation in the student loan program under this title that is most
				cost-effective for taxpayers instead of the institution’s participation in the
				student loan program that is not most cost-effective for taxpayers.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="H1818D3AC5D084AA6B1729DD1D73FE659"><enum>(d)</enum><header>Trigger To
				ensure cost neutrality</header>
						<paragraph commented="no" display-inline="no-display-inline" id="H07097731B612467893FAB45D83AFFFC0"><enum>(1)</enum><header>Limit to ensure
				cost neutrality</header><text display-inline="yes-display-inline">Notwithstanding
				<internal-xref idref="HDB6540BEEAE945B4858D5E81DB2F805E" legis-path="460A.(c)">subsection (c)</internal-xref>, the Secretary shall not
				distribute Student Aid Reward Payments under the Student Aid Reward Program
				that, in the aggregate, exceed the Federal savings resulting from the
				implementation of the Student Aid Reward Program.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDDDA34A44160456395D737BC364BACDC"><enum>(2)</enum><header>Federal
				savings</header><text display-inline="yes-display-inline">In calculating
				Federal savings, as used in
				<internal-xref idref="H07097731B612467893FAB45D83AFFFC0" legis-path="460A.(d)(1)">paragraph (1)</internal-xref>, the Secretary shall
				determine Federal savings on loans made to students at institutions of higher
				education that participate in the student loan program under this title that is
				most cost-effective for taxpayers and that, on the date of enactment of this
				section, participated in the student loan program that is not most
				cost-effective for taxpayers, resulting from the difference of—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="H0CE52E3C8B4D444981CAA9CDFF4E19FA"><enum>(A)</enum><text display-inline="yes-display-inline">the Federal cost of loan volume made under
				the student loan program under this title that is most cost-effective for
				taxpayers; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HAB78D4100DE74F09B44894B199349D18"><enum>(B)</enum><text display-inline="yes-display-inline">the Federal cost of an equivalent type and
				amount of loan volume made, insured, or guaranteed under the student loan
				program under this title that is not most cost-effective for taxpayers.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7E74701DABAF499DAFDA7C7B40BEF156"><enum>(3)</enum><header>Distribution
				rules</header><text display-inline="yes-display-inline">If the Federal savings
				determined under
				<internal-xref idref="HDDDA34A44160456395D737BC364BACDC" legis-path="460A.(d)(2)">paragraph (2)</internal-xref> is not sufficient to
				distribute full Student Aid Reward Payments under the Student Aid Reward
				Program, the Secretary shall—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="H030F6CBE79384A2E8CAC18FEDCAECBF"><enum>(A)</enum><text display-inline="yes-display-inline">first make Student Aid Reward Payments to
				those institutions of higher education that participated in the student loan
				program under this title that is not most cost-effective for taxpayers on the
				date of enactment of this section; and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H251F46E364FB4E48A81975E73F00F2B3"><enum>(B)</enum><text display-inline="yes-display-inline">with any remaining Federal savings after
				making Student Aid Reward Payments under
				<internal-xref idref="H030F6CBE79384A2E8CAC18FEDCAECBF" legis-path="460A.(d)(3)(A)">subparagraph (A)</internal-xref>, make Student Aid
				Reward Payments to the institutions of higher education eligible for a Student
				Aid Reward Payment and not described in
				<internal-xref idref="H030F6CBE79384A2E8CAC18FEDCAECBF" legis-path="460A.(d)(3)(A)">subparagraph (A)</internal-xref> on a pro-rata
				basis.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA7270DBAAE174A35A321342BBB01EB2F"><enum>(4)</enum><header>Distribution to
				students</header><text display-inline="yes-display-inline">Any institution of
				higher education that receives a Student Aid Reward Payment under this
				section—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="H97BA1A5D7D7C4C899E009DB2658F46A7"><enum>(A)</enum><text display-inline="yes-display-inline">shall distribute, where appropriate, part
				or all of such payment among the students of such institution who are Federal
				Pell Grant recipients by awarding such students a supplemental grant;
				and</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HCE54AB0C0DCF44948EEF617F2434CA81"><enum>(B)</enum><text display-inline="yes-display-inline">may distribute part of such payment as a
				supplemental grant to graduate students in financial need.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5252F86E41F4451CA1B25E6CD406766"><enum>(5)</enum><header>Estimates,
				adjustments, and carry over</header>
							<subparagraph commented="no" display-inline="no-display-inline" id="HC54EF07867054174BBAE3F433C363DED"><enum>(A)</enum><header>Estimates and
				adjustments</header><text display-inline="yes-display-inline">The Secretary
				shall make Student Aid Reward Payments to institutions of higher education on
				the basis of estimates, using the best data available at the beginning of an
				academic or fiscal year. If the Secretary determines thereafter that loan
				program costs for that academic or fiscal year were different than such
				estimate, the Secretary shall adjust by reducing or increasing subsequent
				Student Aid Reward Payments paid to such institutions of higher education to
				reflect such difference.</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H95CFAF5B1D9E4A24836E7B97801DDA73"><enum>(B)</enum><header>Carry
				over</header><text display-inline="yes-display-inline">Any institution of
				higher education that receives a reduced Student Aid Reward Payment under
				<internal-xref idref="H251F46E364FB4E48A81975E73F00F2B3" legis-path="460A.(d)(3)(B)">paragraph (3)(B)</internal-xref>, shall remain
				eligible for the unpaid portion of such institution’s financial reward payment,
				as well as any additional financial reward payments for which the institution
				is otherwise eligible, in subsequent academic or fiscal years.</text>
							</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H2A77C6D3009541B18C5DDDDFF165065F"><enum>(e)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section:</text>
						<paragraph commented="no" display-inline="no-display-inline" id="H90917D647FB84A708B3F19EAF1DDD162"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>student loan program under
				this title that is most cost-effective for taxpayers</term> means the loan
				program under part B or D of this title that has the lowest overall cost to the
				Federal Government (including administrative costs) for the loans authorized by
				such parts.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3270432A27F34E87A5EA2C717CBBC5E"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>student loan program under
				this title that is not most cost-effective for taxpayers</term> means the loan
				program under part B or D of this title that does not have the lowest overall
				cost to the Federal Government (including administrative costs) for the loans
				authorized by such
				parts.</text>
