		<official-title display="yes">Proposing an amendment to the Constitution
		  of the United States relating to contributions and expenditures intended to
		  affect elections.</official-title>

	<resolution-body id="HFCCD13331B524B9498AF75BCF17B301" style="constitutional-amendment">
		<section display-inline="yes-display-inline" id="H3390A312DD344600B22F00D57724DC00" section-type="undesignated-section"><enum></enum><text>That the following article is
			 proposed as an amendment to the Constitution of the United States, which shall
			 be valid to all intents and purposes as part of the Constitution when ratified
			 by the legislatures of three-fourths of the several States within seven years
			 after the date of its submission for ratification:</text>

				<constitution-article id="H1234"><enum> —</enum>
					<section id="H2B240622AD0F41B4BC6128B2B9E700A" section-type="section-one"><enum>1.</enum><text display-inline="yes-display-inline">Congress shall have power to regulate the
				raising and spending of money, including through setting limits, for campaigns
				for nomination for election to, or for election to, Federal office.</text>
					</section><section display-inline="no-display-inline" id="H5433206CDE624E0688CDA57343149DBC" section-type="section-one"><enum>2.</enum><text display-inline="yes-display-inline">A State shall have power to regulate the
				raising and spending of money, including through setting limits, for—</text>
						<paragraph id="H6C33531E59914ECD9B8443F71F86B21B"><enum>(1)</enum><text display-inline="yes-display-inline">State or local ballot initiatives,
				referenda, plebiscites, or other similar ballot measures; and</text>
						</paragraph><paragraph id="H9E9E9723B62C4423A16F67979BB8AEEA"><enum>(2)</enum><text display-inline="yes-display-inline">campaigns for nomination for election to,
				or for election to, State or local office.</text>
						</paragraph></section><section id="H22E2B0935AB649B7BB61C62F3168EED" section-type="section-one"><enum>3.</enum><text display-inline="yes-display-inline">Congress shall have power to implement and
				enforce this article by appropriate
				legislation.</text>
