<whereas><text>Whereas the economic competitiveness of the Nation depends on strong science, mathematics, and technology capabilities throughout the workforce;</text></whereas> 
<whereas><text>Whereas the need for improvement in education is acute in the areas of science, mathematics, and technology;</text></whereas> 
<whereas><text>Whereas our national competitiveness strategy must include the goals of—</text> 
<paragraph id="H6AA75D90C9744ACAB6948E5806400000"><enum>(1)</enum><text display-inline="yes-display-inline">ensuring that all young persons achieve a level of technological literacy adequate to prepare them for the demands of a scientific and technologically oriented society; and </text></paragraph> 
<paragraph id="H5428FF537BE442A3BF85C7AE203B00B1"><enum>(2)</enum><text display-inline="yes-display-inline">fulfilling the need for a deep pool of talented American leaders in science and technological research and development; </text></paragraph></whereas> 
<whereas><text>Whereas numerous research reports indicate the Nation is not achieving these goals;</text></whereas> 
<whereas><text>Whereas the most recent United States National Assessment of Educational Progress reveals that a majority of those 17 years of age are poorly equipped for informed citizenship and productive performance in the workplace;</text></whereas> 
<whereas><text>Whereas by 2016, 35.4 percent of our workforce will be comprised of minority workers, and 46.6 percent will be women; and</text></whereas> 
<whereas><text>Whereas women and minorities continue to be underserved by and underrepresented in science and mathematics: Now, therefore, be it </text></whereas></preamble>

<section display-inline="yes-display-inline" section-type="undesignated-section" id="HBF68F595B4904B7881A82F776F003B56"><text display-inline="yes-display-inline">That it is the sense of Congress that—</text> 
<paragraph id="H5D600BB220E04B1690A32644D6F579FD"><enum>(1)</enum><text display-inline="yes-display-inline">this Nation should dedicate its resources to the development of a broad pool of citizens who are functionally literate in science, mathematics, and technology;</text></paragraph> 
<paragraph id="H11A83522FEF24EB3BCD94759B231A062"><enum>(2)</enum><text display-inline="yes-display-inline">a national science education policy in the coming decade should address the crucial need areas of—</text> 
<subparagraph id="H6F2468142A61486D909EF807A2E5F000"><enum>(A)</enum><text display-inline="yes-display-inline">substantially increasing science scholarships and providing adequate financial resources to permit students from underrepresented populations to study science, mathematics, and technology; and</text></subparagraph> 
<subparagraph id="H341606A4E2BA4102B2BC56370077C4D"><enum>(B)</enum><text display-inline="yes-display-inline">actively involving National Science Foundation involvement in curriculum development with strong emphasis on reinforcing science and mathematics concepts at each grade level; and</text></subparagraph></paragraph> 
<paragraph id="H03AACDD155A34C01B9BB607C8D3F3833"><enum>(3)</enum><text display-inline="yes-display-inline"> this national challenge can be met through strong leadership from the White House Office of Science and Technology Policy; other Federal, State, and local governments; and with long-term commitments from the civic, business, and engineering communities. </text></paragraph></section>
