		<official-title display="yes">Expressing the sense of the Senate with
		  respect to childhood stroke and designating May 6, 2006, as <quote>National
		  Childhood Stroke Awareness Day</quote>. </official-title>

	<preamble>
		<whereas><text>Whereas a stroke, also known as a <quote>cerebrovascular
			 accident</quote>, is an acute neurologic injury that occurs when the blood
			 supply to a part of the brain is interrupted by—</text>
			<paragraph id="id6D712C4A62C24A8DB003EBBB9C114A6C"><enum>(1)</enum><text>a clot in the
			 artery; or</text>
			</paragraph><paragraph id="id87E7FA12F16649BAB24969664C946C84"><enum>(2)</enum><text>a burst of the
			 artery;</text>
			</paragraph></whereas><whereas><text>Whereas a stroke is a medical emergency that can cause
			 permanent neurologic damage or even death if not promptly diagnosed and
			 treated;</text>
		</whereas><whereas><text>Whereas 26 out of every 100,000 newborns and almost 3 out
			 of every 100,000 children have a stroke each year;</text>
		</whereas><whereas><text>Whereas an individual can have a stroke before
			 birth;</text>
		</whereas><whereas><text>Whereas stroke is among the top 10 causes of death for
			 children in the United States;</text>
		</whereas><whereas><text>Whereas 12 percent of all children who experience a stroke
			 die as a result;</text>
		</whereas><whereas><text>Whereas the death rate for children who experience a
			 stroke before the age of 1 year is the highest out of all age groups;</text>
		</whereas><whereas><text>Whereas many children who experience a stroke will suffer
			 serious, long-term neurological disabilities, including—</text>
			<paragraph id="id11A03DB8169D48C2BB6AC1A8D5492D04"><enum>(1)</enum><text>hemiplegia, which
			 is paralysis of 1 side of the body;</text>
			</paragraph><paragraph id="id30300A738EB44D059D3B1F2CC7118C2E"><enum>(2)</enum><text>seizures;</text>
			</paragraph><paragraph id="id244A0B7F204445829AF52579B96127D4"><enum>(3)</enum><text>speech and vision
			 problems; and</text>
			</paragraph><paragraph id="id6A7CD50EE10E40B2ABD8577585F1ED64"><enum>(4)</enum><text>learning
			 difficulties;</text>
			</paragraph></whereas><whereas><text>Whereas those disabilities may require ongoing physical
			 therapy and surgeries;</text>
		</whereas><whereas><text>Whereas the permanent health concerns and treatments
			 resulting from strokes that occur during childhood and young adulthood have a
			 considerable impact on children, families, and society;</text>
		</whereas><whereas><text>Whereas very little is known about the cause, treatment,
			 and prevention of childhood stroke;</text>
		</whereas><whereas><text>Whereas medical research is the only means by which the
			 citizens of the United States can identify and develop effective treatment and
			 prevention strategies for childhood stroke; and</text>
		</whereas><whereas><text>Whereas early diagnosis and treatment of childhood stroke
			 greatly improves the chances that the affected child will recover and not
			 experience a recurrence: Now, therefore, be it</text>
		</whereas></preamble>
	<resolution-body>
		<section display-inline="yes-display-inline" id="S1" section-type="undesignated-section"><enum></enum><text>That the Senate—</text>
			<paragraph id="IDceb66e0a92b24f69a54700abb276febd"><enum>(1)</enum><text>designates May 6,
			 2006, as <quote>National Childhood Stroke Awareness Day</quote>; and</text>
			</paragraph><paragraph id="ID4fae15275699456b8d2948d0a47fd3f9"><enum>(2)</enum><text>urges the people
			 of the United States to support the efforts, programs, services, and advocacy
			 of organizations that work to enhance public awareness of childhood stroke,
			 including—</text>
				<subparagraph id="idF4C7E434BA4345F894A6BBD55A5226A4"><enum>(A)</enum><text>the Children's
			 Hemiplegia and Stroke Association;</text>
				</subparagraph><subparagraph id="id30E3DA92C713413E8CD37984D70E9E96"><enum>(B)</enum><text>the American
			 Stroke Association, a division of the American Heart Association; and</text>
				</subparagraph><subparagraph id="idBECE43123A034B98BBF5015FC260A241"><enum>(C)</enum><text>the National
			 Stroke Association.</text>
