		<legis-type>RESOLUTION</legis-type>

		<official-title display="yes">Expressing support for the Good Friday

		  Agreement of 1998 as the blueprint for lasting peace in Northern

		  Ireland.</official-title>

	<preamble commented="no">

		<whereas commented="no"><text display-inline="yes-display-inline">Whereas

			 in 1998, the Good Friday Agreement, signed on April 10, 1998, in Belfast, was

			 endorsed in a referendum by the overwhelming majority of people in Northern

			 Ireland;</text>

		</whereas><whereas commented="no"><text display-inline="yes-display-inline">Whereas

			 the parties to the Good Friday Agreement made a clear commitment to

			 <quote>partnership, equality, and mutual respect</quote> as the basis for

			 moving forward in pursuit of lasting peace in Northern Ireland;</text>

		</whereas><whereas commented="no"><text display-inline="yes-display-inline">Whereas

			 the parties to the Good Friday Agreement also affirmed their <quote>total and

			 absolute commitment to exclusively democratic and peaceful means</quote> in

			 pursuit of lasting peace in Northern Ireland;</text>

		</whereas><whereas commented="no"><text display-inline="yes-display-inline">Whereas

			 inclusive power-sharing based on these defining qualities is essential to the

			 viability and advancement of the democratic process in Northern Ireland;</text>

		</whereas><whereas commented="no"><text display-inline="yes-display-inline">Whereas

			 paramilitary and criminal activity in a democratic society undermines the trust

			 and confidence that are essential in a political system based on inclusive

			 power-sharing in Northern Ireland;</text>

		</whereas><whereas commented="no"><text display-inline="yes-display-inline">Whereas

			 the United States Government continues to strongly support the peace process in

			 Northern Ireland; and</text>

		</whereas><whereas commented="no"><text display-inline="yes-display-inline">Whereas

			 the Government of the United Kingdom and the Government of Ireland continue to

			 strongly support the Good Friday Agreement as the way forward in the peace

			 process, and have committed themselves to its implementation: Now, therefore,

			 be it</text>

		</whereas></preamble>

	<resolution-body display-resolving-clause="yes-display-resolving-clause" style="OLC">

		<section commented="no" display-inline="yes-display-inline" id="S1" section-type="undesignated-section"><enum></enum><text display-inline="yes-display-inline">That—</text>

			<paragraph commented="no" display-inline="no-display-inline" id="IDe2d8896a3b9141a98a1d3190be7b0ee3"><enum>(1)</enum><text display-inline="yes-display-inline">the Senate reiterates its support for the

			 Good Friday Agreement, signed on April 10, 1998, in Belfast, as the blueprint

			 for a lasting peace in Northern Ireland; and</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5b3c00110e6d4ea78f417e24a028411e"><enum>(2)</enum><text display-inline="yes-display-inline">it is the sense of the Senate that—</text>

				<subparagraph commented="no" display-inline="no-display-inline" id="ID73509763697f4431b19600dd8e7af838"><enum>(A)</enum><text display-inline="yes-display-inline">the Irish Republican Army must

			 immediately—</text>

					<clause commented="no" display-inline="no-display-inline" id="id7DB32083518449C99BDFC88CE358CF4A"><enum>(i)</enum><text display-inline="yes-display-inline">complete the process of

			 decommissioning;</text>

					</clause><clause commented="no" display-inline="no-display-inline" id="idE09A7DE07F5F4C9B88B31DE2EF522642"><enum>(ii)</enum><text display-inline="yes-display-inline">cease to exist as a paramilitary

			 organization; and</text>

					</clause><clause commented="no" display-inline="no-display-inline" id="id272895724C654613949E32E410215004"><enum>(iii)</enum><text display-inline="yes-display-inline">end its involvement in any way in

			 paramilitary and criminal activity;</text>

					</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID6e3fcb906d50474d9a50a0923e5d93ca"><enum>(B)</enum><text display-inline="yes-display-inline">the Democratic Unionist Party in Northern

			 Ireland must—</text>

					<clause commented="no" display-inline="no-display-inline" id="id6A1C91B3B30640FF84AD4B7F05989B99"><enum>(i)</enum><text display-inline="yes-display-inline">share power with all parties according to

			 the democratic mandate of the Good Friday Agreement; and</text>

					</clause><clause commented="no" display-inline="no-display-inline" id="idF3FD53B6EAF04D6396ECCF6F4E4DE12C"><enum>(ii)</enum><text display-inline="yes-display-inline">commit to work in good faith with all the

			 institutions of the Good Friday Agreement, which established an inclusive

			 Executive and the North-South Ministerial Council, for the benefit of all the

			 people of Northern Ireland;</text>

					</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID246340626cfb4117aee7145b51b07848"><enum>(C)</enum><text display-inline="yes-display-inline">Sinn Fein must work in good faith with the

			 Police Service of Northern Ireland;</text>

				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE6171BC7AC124F82BDEDB14433E4215C"><enum>(D)</enum><text display-inline="yes-display-inline">the leadership of Sinn Fein must insist

			 that those responsible for the murder of Robert McCartney and those who were

			 witnesses to the murder—</text>

					<clause commented="no" display-inline="no-display-inline" id="idACB35C53E3824FB9BCA9FF5874453214"><enum>(i)</enum><text display-inline="yes-display-inline">cooperate directly with the Police Service

			 of Northern Ireland; and</text>

					</clause><clause commented="no" display-inline="no-display-inline" id="id8C445D3682CB4959B80598FF7F843D43"><enum>(ii)</enum><text display-inline="yes-display-inline">be protected fully from any retaliation by

			 the Irish Republican Army; and</text>

					</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDc4b0f12903a44b76b3e8b4e36eb36056"><enum>(E)</enum><text display-inline="yes-display-inline">the Government of the United Kingdom

			 must—</text>

					<clause commented="no" display-inline="no-display-inline" id="idB10A1A3E42054777B5273D93A65067D9"><enum>(i)</enum><text display-inline="yes-display-inline">permanently restore the democratic

			 institutions of Northern Ireland;</text>

					</clause><clause commented="no" display-inline="no-display-inline" id="idC03DCC8AB3E04ABF9F9825572330904F"><enum>(ii)</enum><text display-inline="yes-display-inline">complete the process of demilitarization in

			 Northern Ireland; and</text>

					</clause><clause commented="no" display-inline="no-display-inline" id="id2C40F06E2A864CCEBB9A719B0430494E"><enum>(iii)</enum><text display-inline="yes-display-inline">advance equality and human rights agendas

			 in Northern Ireland.</text>

					</clause></subparagraph></paragraph></section></resolution-body>
