		<section commented="no" display-inline="no-display-inline" id="HB5832929572046DCB149A92BB4A637E0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Full-Service Community Schools Act of

			 2005</short-title></quote>.</text>

		</section><section commented="no" display-inline="no-display-inline" id="H362FBAA61F904D5CA24BA626FAF1FD33" section-type="subsequent-section"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are the

			 following:</text>

			<paragraph commented="no" display-inline="no-display-inline" id="HA5F4DA1A0B35483DB80040D0E4131E7B"><enum>(1)</enum><text display-inline="yes-display-inline">Providing support for the planning,

			 implementation, and operation of full-service community schools.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDD7BF224EAA54CBB8D292058FF003E5E"><enum>(2)</enum><text display-inline="yes-display-inline">Improving the coordination, availability,

			 and effectiveness of services for children and families.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9FA1D9F6655741C9ACCF7C78B69BE0FF"><enum>(3)</enum><text display-inline="yes-display-inline">Enabling principals and teachers to

			 complement and enrich efforts to help all children reach proficiency in reading

			 and mathematics by 2014.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H81E1C217EA5B4557A3646212EFC750F2"><enum>(4)</enum><text display-inline="yes-display-inline">Ensuring that children come to school ready

			 to learn every day.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAEF2FACD2F7D41E8A9A1B9239AFD786"><enum>(5)</enum><text display-inline="yes-display-inline">Enabling families to participate in the

			 education of their children.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H54E79C60FFBE41D88502D6E5DCD5F3FB"><enum>(6)</enum><text display-inline="yes-display-inline">Enabling more efficient use of Federal,

			 State, local, and private sector resources that serve children and

			 families.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE2D5EBE8A846466E8C58858961498893"><enum>(7)</enum><text display-inline="yes-display-inline">Facilitating the coordination of programs

			 operated by community-based organizations, nonprofit organizations, and State,

			 local, and tribal governments.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2F40B91B0C9A4E8ABE2C08C113B62CE5"><enum>(8)</enum><text display-inline="yes-display-inline">Engaging students as resources to their

			 communities.</text>

			</paragraph></section><section commented="no" display-inline="no-display-inline" id="H2B0C84866F8A4F0AB1D14F77CAB82DF" section-type="subsequent-section"><enum>3.</enum><header>Full-service community

			 school</header><text display-inline="no-display-inline">In this Act, the term

			 <term>full-service community school</term> means a public elementary school or

			 secondary school that—</text>

			<paragraph commented="no" display-inline="no-display-inline" id="H0EEA36AB9A3442E990F0CAB999E6936"><enum>(1)</enum><text display-inline="yes-display-inline">participates in a community-based effort to

			 coordinate educational, developmental, family, health, and other comprehensive

			 services through community-based organizations and public and private

			 partnerships; and</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1B88FDA129B048BB9CD05260F4951400"><enum>(2)</enum><text display-inline="yes-display-inline">provides access to such services to

			 students, families, and the community.</text>

			</paragraph></section><section commented="no" display-inline="no-display-inline" id="H524F0FDE9DAA4EE49773758DA83EFCC4" section-type="subsequent-section"><enum>4.</enum><header>Local

			 programs</header>

			<subsection commented="no" display-inline="no-display-inline" id="H18C950F4D99C4F69A55EF8C63439891B"><enum>(a)</enum><header>Grants</header><text display-inline="yes-display-inline">The Secretary of Education (in this Act

			 referred to as the <quote>Secretary</quote>) may award grants to eligible

			 entities to assist public elementary schools or secondary schools to function

			 as full-service community schools.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="HD91A806BBC15401AA0135D50AA5ED9CE"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">An eligible entity that desires to receive

			 a grant under this section shall submit an application to the Secretary at such

			 time and in such manner as the Secretary may require. The Secretary shall

			 require that each such application include the following:</text>

				<paragraph commented="no" display-inline="no-display-inline" id="HA1D5704F1189406D9901C9006F03A395"><enum>(1)</enum><text display-inline="yes-display-inline">A description of the eligible

			 entity.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H591BF43E3C0248D5B1C800682EA5C096"><enum>(2)</enum><text display-inline="yes-display-inline">A list of partner entities that will assist

			 the eligible entity to coordinate or provide qualified services.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HBCD94CB57B524ABFAFC4CF0013CD6F46"><enum>(3)</enum><text display-inline="yes-display-inline">A memorandum of understanding between the

			 eligible entity and all partner entities describing the role the partner

			 entities will assume.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6ACFF15719A24BD19B53B100E75FB77B"><enum>(4)</enum><text display-inline="yes-display-inline">A description of the capacity of the

			 eligible entity to provide and coordinate qualified services at a full-service

			 community school.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HEFC7B800C04243D3AE98844853F66F81"><enum>(5)</enum><text display-inline="yes-display-inline">A comprehensive plan that includes

			 descriptions of the following:</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="H14780264DB8744468C58F9BF4A57E68"><enum>(A)</enum><text display-inline="yes-display-inline">The student, family, and school community

			 to be served, including information about the demographic characteristics and

			 needs of students, families, and community residents, the number of individuals

			 to be served, and the frequency of services.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H2170A38140404C40B799425593EB1EFC"><enum>(B)</enum><text display-inline="yes-display-inline">Qualified services to be provided or

			 coordinated by the eligible entity and its partner entities.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE8FD977A3F914F90BB9EAEE348B65147"><enum>(C)</enum><text display-inline="yes-display-inline">Planning, coordination, management, and

			 oversight of qualified services at each school to be served, including the role

			 of the school principal, the full-service community school coordinator, partner

			 entities, parents, and members of the community.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H5F4DD31AF80148E8A29688E812399BF3"><enum>(D)</enum><text display-inline="yes-display-inline">Funding sources for qualified services at

			 each school to be served, whether such funding is derived from grants under

			 this section or from other Federal, State, local, or private sources.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H06046E361BFB418BBF9CE2CAE8705E9B"><enum>(E)</enum><text display-inline="yes-display-inline">Plans for professional development for

			 personnel managing, or coordinating or delivering qualified services at, the

			 schools to be served.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HFEC684D9B562432694F04EB57460A8F6"><enum>(F)</enum><text display-inline="yes-display-inline">Plans for joint utilization and maintenance

			 of school facilities by the eligible entity and its partner entities.</text>

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6240431F926147D98821BB73A76F9035"><enum>(6)</enum><text display-inline="yes-display-inline">Identification of principles of

			 effectiveness that are based on—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="HAF1FE51AC87847A293A96D913E7E31F2"><enum>(A)</enum><text display-inline="yes-display-inline">an assessment of objective data regarding

			 the need for the establishment of a full-service community school and qualified

			 services at each school to be served and in the community involved;</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HECBC0E9FD18446FA8F006DD300233E30"><enum>(B)</enum><text display-inline="yes-display-inline">an established set of performance measures

			 aimed at ensuring the availability and effectiveness of high-quality qualified

			 services; and</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HB26603EB82C248BFA0202730E5AA2DE0"><enum>(C)</enum><text display-inline="yes-display-inline">if appropriate, scientifically-based

			 research that provides evidence that the qualified services involved will help

			 students meet State and local student academic achievement standards.</text>

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF76D4DB15EFD41238EEAFB12EF1C6F00"><enum>(7)</enum><text display-inline="yes-display-inline">A strategy for developing a plan for

			 sustainability.</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H8FF086F015554C37BD2960CD5722CE36"><enum>(c)</enum><header>Priority</header><text display-inline="yes-display-inline">In awarding grants under this section, the

			 Secretary shall give priority to eligible entities that—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="HA2D0FCD9C4784F52B3CC63C4A8434868"><enum>(1)</enum><text display-inline="yes-display-inline">will serve not less than 1 school eligible

			 for a schoolwide program under section 1114 of the

			 <act-name parsable-cite="ESEA">Elementary and Secondary Education Act of

			 1965</act-name> (20 U.S.C. 6314);</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA9B21F139C3E4381A708DADD6C2E1F01"><enum>(2)</enum><text display-inline="yes-display-inline">demonstrate a record of effectiveness in

			 coordinating multiple qualified services; and</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD0D8DF4986E24F3F8107F81132241428"><enum>(3)</enum><text display-inline="yes-display-inline">will serve more than 1 full-service

			 community school as part of a community- or district-wide strategy.</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H22084CB30F78493EA1D4F252662357F"><enum>(d)</enum><header>Use of

			 funds</header><text display-inline="yes-display-inline">Grants awarded under

			 this section shall be used to coordinate or provide not less than 3 qualified

			 services at 1 or more public elementary schools or secondary schools.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="H1B46C31ECA3C4DE6A967674CE2C1FF"><enum>(e)</enum><header>Grant

			 period</header><text display-inline="yes-display-inline">Each grant awarded

			 under this section shall be for a period of 5 years.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="H496709F7D908467FB072B635491D61E1"><enum>(f)</enum><header>Minimum

			 amount</header><text display-inline="yes-display-inline">The Secretary may not

			 award a grant to an eligible entity under this section in an amount that is

			 less than $75,000 for each year of the 5-year grant period.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="H08A227F0A5AE4599B77D8E2D08E11CCA"><enum>(g)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>

				<paragraph commented="no" display-inline="no-display-inline" id="HA77DB0772F074982A9DACC5624BFA0D2"><enum>(1)</enum><header>Eligible

			 entity</header><text display-inline="yes-display-inline">The term

			 <term>eligible entity</term> means a consortium composed of a local educational

			 agency and 1 or more community-based organizations, nonprofit organizations, or

			 other public or private entities.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H25189084EC464E0FBF69B235C0209BF2"><enum>(2)</enum><header>Qualified

			 services</header><text display-inline="yes-display-inline">The term

			 <term>qualified services</term> means any of the following:</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="H1C5C9FEAE151440DB07FB90018CD2FC9"><enum>(A)</enum><text display-inline="yes-display-inline">Early childhood education.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H79F29BEA2B454F538EAAF98D55AFA794"><enum>(B)</enum><text display-inline="yes-display-inline">Remedial education activities and academic

			 enrichment activities.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HCF5EECC8FDEC4FF982CBF3584930C242"><enum>(C)</enum><text display-inline="yes-display-inline">Programs under the

			 <act-name parsable-cite="HSA">Head Start Act (42 U.S.C. 9831 et

			 seq.)</act-name>, including Early Head Start programs carried out under section

			 645A of such Act (42 U.S.C. 9840a).</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HAB26614DF9714EA580F4AF0424BA34E8"><enum>(D)</enum><text display-inline="yes-display-inline">Programs that promote parental involvement

			 and family literacy, including the Reading First, Early Reading First, and

			 William F. Goodling Even Start Family Literacy programs authorized under part B

			 of title I of the <act-name parsable-cite="ESEA">Elementary and Secondary

			 Education Act of 1965</act-name> (20 U.S.C. 6361 et seq.).</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H86BD04CE977B4AE6BD200454669D0014"><enum>(E)</enum><text display-inline="yes-display-inline">Mentoring and other youth development

			 programs.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H28D8EC7DC30D4F6A896DEF3F43F4CCD"><enum>(F)</enum><text display-inline="yes-display-inline">Parent leadership development

			 activities.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4AE1C273843C4357B0F66D889CD9151C"><enum>(G)</enum><text display-inline="yes-display-inline">Parenting education activities.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H594820B68554409D8F7B22282FD85875"><enum>(H)</enum><text display-inline="yes-display-inline">Child care services.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HCAE678DB849B458CADF6112C61DCF80"><enum>(I)</enum><text display-inline="yes-display-inline">Community service and service learning

			 opportunities.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE25572E114EE4506A9B2D66EC2669B17"><enum>(J)</enum><text display-inline="yes-display-inline">Programs that provide assistance to

			 students who have been truant, suspended, or expelled.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD9627D4107344EB3BECEA6E0010C8D5"><enum>(K)</enum><text display-inline="yes-display-inline">Job training and career counseling

			 services.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE47B9EF7860C409F85F37C07C9D96D44"><enum>(L)</enum><text display-inline="yes-display-inline">Nutrition services.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HB3181934C5AA4E61867C4B15C89DC269"><enum>(M)</enum><text display-inline="yes-display-inline">Primary health and dental care.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HFA79E6A9D59446DC890967EDED3E9975"><enum>(N)</enum><text display-inline="yes-display-inline">Mental health counseling services.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H5A34D8F18930416594973214A38D02B"><enum>(O)</enum><text display-inline="yes-display-inline">Adult education, including instruction in

			 English as a second language.</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HBC7DB656E9B04F3F9C41D0C9BEBCEEC5"><enum>(P)</enum><text display-inline="yes-display-inline">Other services consistent with this

			 Act.</text>

					</subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H2986D5A19B4C4F02A85B20D9E700DDDC" section-type="subsequent-section"><enum>5.</enum><header>State

			 programs</header>

			<subsection commented="no" display-inline="no-display-inline" id="HF6691063F22E498AB6EF5500D789E8B3"><enum>(a)</enum><header>Grants</header><text display-inline="yes-display-inline">The Secretary may award grants to State

			 collaboratives to support the development of full-service community school

			 programs in accordance with this section.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="HFFAB205521824CC0B444E349014400C8"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">A State collaborative that desires to

			 receive a grant under this section shall submit an application to the Secretary

			 at such time and in such manner as the Secretary may require. The Secretary

			 shall require that each such application include the following:</text>

				<paragraph commented="no" display-inline="no-display-inline" id="H97A2BE2F40BC4EB88D1F29F453C74800"><enum>(1)</enum><text display-inline="yes-display-inline">A list of all governmental agencies and

			 nonprofit organizations that will participate as members of the State

			 collaborative.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H417722B397DC4F06A533D007D3FA9043"><enum>(2)</enum><text display-inline="yes-display-inline">A description of the expertise of each

			 member of the State collaborative—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="H5DCEE5822D8E4AD1B93464E5B37F781B"><enum>(A)</enum><text display-inline="yes-display-inline">in coordinating Federal and State programs

			 across multiple agencies; and</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H0715C62B5B07451199D36BC228181BB9"><enum>(B)</enum><text display-inline="yes-display-inline">in working with and developing the capacity

			 of full-service community schools.</text>

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H77A11BD1C99C48B5BFAD42C702B58B88"><enum>(3)</enum><text display-inline="yes-display-inline">A comprehensive plan describing how the

			 grant will be used to plan, coordinate, and expand the delivery of services at

			 full-service community schools.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD7C35D6FA98046CA91CB5672A34DEF5"><enum>(4)</enum><text display-inline="yes-display-inline">An explanation of how the State

			 collaborative will provide technical assistance and training, including

			 professional development, for full-service community schools.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H23909CE473E148FBBB66281911B66FCD"><enum>(5)</enum><text display-inline="yes-display-inline">An explanation of how the State will

			 collect and evaluate information on full-service community schools.</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H1E034FDA1A3B4634ADC299FE1501FA7"><enum>(c)</enum><header>Use of

			 funds</header><text display-inline="yes-display-inline">Grants awarded under

			 this section shall be used only for the following:</text>

				<paragraph commented="no" display-inline="no-display-inline" id="HAD71C6273E034E978B7D05BCF5056CE7"><enum>(1)</enum><text display-inline="yes-display-inline">Planning, coordinating, and expanding the

			 development of full-service community schools in the State.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H06C9BE73C21A4655BC28AA7068197313"><enum>(2)</enum><text display-inline="yes-display-inline">Providing technical assistance and training

			 for full-service community schools, including professional development for

			 personnel and creation of data collection and evaluation systems.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7A6D243A9460412BBCE7DCCA4C53E524"><enum>(3)</enum><text display-inline="yes-display-inline">Collecting, evaluating, and reporting data

			 about the progress of full-service community schools.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id802A12FCFE194819B67929C53F6D2799"><enum>(4)</enum><text display-inline="yes-display-inline">Evaluating the impact of State policies and

			 guidelines in the integration of Federal and State programs at full-service

			 community schools.</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HC1C957FE2DC34CB1A7CE82BDE72DCDB5"><enum>(d)</enum><header>Grant

			 period</header><text display-inline="yes-display-inline">Each grant awarded

			 under this section shall be for a period of 5 years.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="H37D4281717CD41A58BB451448B705202"><enum>(e)</enum><header>Minimum

			 amount</header><text display-inline="yes-display-inline">The Secretary may not

			 award a grant to a State collaborative under this section in an amount that is

			 less than $500,000 for each year of the 5-year grant period.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="H1B83D0CB4EDC4C7394CF4E4DF587BD00"><enum>(f)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>

				<paragraph commented="no" display-inline="no-display-inline" id="H57954365D2B9413BA1DD16512C344EBE"><enum>(1)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> means each of

			 the several States, the District of Columbia, the Commonwealth of Puerto Rico,

			 the Commonwealth of the Northern Mariana Islands, American Samoa, Guam, the

			 United States Virgin Islands, and any other territory or possession of the

			 United States.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDB78D7DC64714407B93C72B8F87D14F4"><enum>(2)</enum><header>State

			 collaborative</header><text display-inline="yes-display-inline">The term

			 <term>State collaborative</term> means a collaborative of a State educational

			 agency and not less than 2 other governmental agencies or nonprofit

			 organizations that provide services to children and families.</text>

				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H0581C4F5D71243CAACD3A2BA0893E075" section-type="subsequent-section"><enum>6.</enum><header>Advisory

			 Committee</header>

			<subsection commented="no" display-inline="no-display-inline" id="HF7F638D2F96546A8A5CFA876890107FB"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established an advisory committee

			 to be known as the <quote>Full-Service Community Schools Advisory

			 Committee</quote> (in this section referred to as the <quote>Advisory

			 Committee</quote>).</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="HB1647E91A81F4DFE98D61359E205C0D5"><enum>(b)</enum><header>Duties</header><text display-inline="yes-display-inline">Subject to subsection (c), the Advisory

			 Committee shall—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="H5C3087B05AC14CE88030459EAE4244A5"><enum>(1)</enum><text display-inline="yes-display-inline">consult with the Secretary on the

			 development and implementation of programs under this Act;</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3CD857C43CD8434DA6F4E169093FF351"><enum>(2)</enum><text display-inline="yes-display-inline">identify strategies to improve the

			 coordination of Federal programs in support of full-service community schools;

			 and</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6308B7FF521044CC893BC50130A1A337"><enum>(3)</enum><text display-inline="yes-display-inline">issue an annual report to Congress on

			 efforts under this Act, including a description of—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="HA1089EA5AF90422B86B044E3EADAAB90"><enum>(A)</enum><text display-inline="yes-display-inline">the results of local and national

			 evaluation of such efforts; and</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H026AB6A845894CB986DB728250540481"><enum>(B)</enum><text display-inline="yes-display-inline">the scope of services being coordinated

			 under this Act.</text>

					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H80981E13484940F4B355F98930C6CE6C"><enum>(c)</enum><header>Consultation</header><text display-inline="yes-display-inline">In carrying out its duties under this

			 section, the Advisory Committee shall consult annually with eligible entities

			 awarded grants under section 4, State collaboratives awarded grants under

			 section 5, and other entities with expertise in operating full-service

			 community schools.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="H85E9766B5D7C498200399D6B8DF7A746"><enum>(d)</enum><header>Members</header><text display-inline="yes-display-inline">The Advisory Committee shall consist of 4

			 members as follows:</text>

				<paragraph commented="no" display-inline="no-display-inline" id="HB912F847CDE142D9B80027EE7DDD7096"><enum>(1)</enum><text display-inline="yes-display-inline">The Attorney General of the United States

			 (or the Attorney General’s delegate).</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H86AB876E1AB040D8807F38D532DDE09"><enum>(2)</enum><text display-inline="yes-display-inline">The Secretary of Agriculture (or the

			 Secretary’s delegate).</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8F50D111433A42358FB9B08CDA452683"><enum>(3)</enum><text display-inline="yes-display-inline">The Secretary of Health and Human Services

			 (or the Secretary’s delegate).</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3F2E034DEC814910A6B230027999B11"><enum>(4)</enum><text display-inline="yes-display-inline">The Secretary of Labor (or the Secretary’s

			 delegate).</text>

				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H18E58CA711C94742B025049089A2B100" section-type="subsequent-section"><enum>7.</enum><header>General

			 provisions</header>

			<subsection commented="no" display-inline="no-display-inline" id="HA39535BD540D4A708E87243B57E97D23"><enum>(a)</enum><header>Technical

			 assistance</header><text display-inline="yes-display-inline">The Secretary,

			 directly or through grants, shall provide such technical assistance as may be

			 appropriate to accomplish the purposes of this Act.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="H0C7D30DC709045C1A7E1F7AFD86FE53E"><enum>(b)</enum><header>Evaluations by

			 Secretary</header><text display-inline="yes-display-inline">The Secretary shall

			 conduct evaluations on the effectiveness of grants under sections 4 and 5 in

			 achieving the purposes of this Act.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="HF402ED748E814991BE5F04D61FC00A1"><enum>(c)</enum><header>Evaluations by

			 grantees</header><text display-inline="yes-display-inline">The Secretary shall

			 require each recipient of a grant under this Act—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="H148A26489D884028860835F15B4E956"><enum>(1)</enum><text display-inline="yes-display-inline">to conduct periodic evaluations of the

			 progress achieved with the grant toward achieving the purposes of this

			 Act;</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H95AE0A4520F64EEDACFE46D0CD4B22B9"><enum>(2)</enum><text display-inline="yes-display-inline">to use such evaluations to refine and

			 improve activities conducted with the grant and the performance measures for

			 such activities; and</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7A0F3E8ACB3E4A4B9C96CCF4D74E81B"><enum>(3)</enum><text display-inline="yes-display-inline">to make the results of such evaluations

			 publicly available, including by providing public notice of such

			 availability.</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HB99B4CEC30F74F1CB197026095A7C610"><enum>(d)</enum><header>Supplement, not

			 supplant</header><text display-inline="yes-display-inline">Funds made available

			 to a grantee under this Act may be used only to supplement, and not supplant,

			 any other Federal, State, or local funds that would otherwise be available to

			 carry out the activities assisted under this Act.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="H4DCEE9F129174BEEB007E00036A7B973"><enum>(e)</enum><header>Matching

			 funds</header>

				<paragraph commented="no" display-inline="no-display-inline" id="H0520683905AC49589B65DF5C200871CA"><enum>(1)</enum><header>In

			 general</header><text display-inline="yes-display-inline">The Secretary shall

			 require each recipient of a grant under this Act to provide matching funds from

			 non-Federal sources in an amount determined under paragraph (2).</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0BB610D8B895499B9D393F888FD52039"><enum>(2)</enum><header>Determination of

			 amount of match</header>

					<subparagraph commented="no" display-inline="no-display-inline" id="H22DAA20591A94B9EB9D1EB76A1018424"><enum>(A)</enum><header>Sliding

			 scale</header><text display-inline="yes-display-inline">Subject to subparagraph

			 (B), the Secretary shall determine the amount of matching funds to be required

			 of a grantee under this subsection based on a sliding fee scale that takes into

			 account—</text>

						<clause commented="no" display-inline="no-display-inline" id="HD55EE6303D8A4378BEB82C721DA3B8E0"><enum>(i)</enum><text display-inline="yes-display-inline">the relative poverty of the population to

			 be targeted by the grantee; and</text>

						</clause><clause commented="no" display-inline="no-display-inline" id="H6ABFF26B11964E38B8001E1EFE02EA62"><enum>(ii)</enum><text display-inline="yes-display-inline">the ability of the grantee to obtain such

			 matching funds.</text>

						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H2E8540130B6C45EA822D815ED0578E5C"><enum>(B)</enum><header>Maximum

			 amount</header><text display-inline="yes-display-inline">The Secretary may not

			 require any grantee under this Act to provide matching funds in an amount that

			 exceeds the amount of the grant award.</text>

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H58D9C492C2D443DC9008D08149F4129F"><enum>(3)</enum><header>In-kind

			 contributions</header><text display-inline="yes-display-inline">The Secretary

			 shall permit grantees under this Act to match funds in whole or in part with

			 in-kind contributions.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HCB8B43FF6F814678BA587F65B6ED729F"><enum>(4)</enum><header>Consideration</header><text display-inline="yes-display-inline">Notwithstanding this subsection, the

			 Secretary shall not consider an applicant’s ability to match funds when

			 determining which applicants will receive grants under this Act.</text>

				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="HDB2DCFBD09084BB697662145DF1C2404" section-type="subsequent-section"><enum>8.</enum><header>Authorization of

			 appropriations</header>

			<subsection commented="no" display-inline="no-display-inline" id="HF0ECE8940FA841D2894D818C23366155"><enum>(a)</enum><header>In

			 general</header><text display-inline="yes-display-inline">There are authorized

			 to be appropriated to carry out this Act $200,000,000 for fiscal year 2006 and

			 such sums as may be necessary for each of fiscal years 2007 through

			 2010.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="H5607A74986E646E900BDB4C147C1BC"><enum>(b)</enum><header>Allocation</header><text display-inline="yes-display-inline">Of the amounts appropriated to carry out

			 this Act for each fiscal year—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="HC4C2882E3DC44B318D29FC99B90B1BD"><enum>(1)</enum><text display-inline="yes-display-inline">75 percent shall be for section 4;</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD95F38108FE243EEA9005DAA03DD5BF7"><enum>(2)</enum><text display-inline="yes-display-inline">20 percent shall be for section 5;

			 and</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7878FF280F4949D190E0041B68DAF24"><enum>(3)</enum><text display-inline="yes-display-inline">of the remaining 5 percent, not less than

			 $500,000 shall be for technical assistance under section 7(a).</text>

				</paragraph></subsection></section></legis-body>
