		  services provided by vet centers, to clarify and improve the provision of

		  bereavement counseling by the Department of Veterans Affairs, and for other

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short

			 title</header><text display-inline="no-display-inline">This Act may be cited as

			 the <quote><short-title>Vet Center Enhancement Act of

			 2005</short-title></quote>.</text>

		</section><section id="idA73ED9EA7B8E4F2A927B78E3056D5469"><enum>2.</enum><header>Expansion of

			 outreach activities of vet centers</header>

			<subsection id="id9914CD4CDF10415C9B03E94BDFA0DAB5"><enum>(a)</enum><header>Additional

			 outreach workers</header><text>The Secretary of Veterans Affairs shall employ

			 not more than 50 veterans of Operation Enduring Freedom or Operation Iraqi

			 Freedom for the purpose of providing outreach to veterans on the availability

			 of readjustment counseling and related mental health services for veterans

			 under section 1712A of title 38, United States Code.</text>

			</subsection><subsection id="id59AA462874C941119C539A44DE7C1E06"><enum>(b)</enum><header>Construction

			 with current outreach program</header><text>The veterans employed under

			 subsection (a) are in addition to any veterans employed by the Secretary for

			 the purpose described in that subsection under the February 2004 program of the

			 Department of Veterans Affairs to provide outreach described in that

			 subsection.</text>

			</subsection><subsection id="idBBF60CCC4DFA49729F149147DA515E3D"><enum>(c)</enum><header>Assignment to

			 vet centers</header><text>The Secretary may assign any veteran employed under

			 subsection (a) to any vet center that the Secretary considers appropriate in

			 order to meet the purpose described in that subsection.</text>

			</subsection><subsection id="id0380065BA9114BFEB88C01F29D6B0D3A"><enum>(d)</enum><header>Inapplicability

			 and termination of limitation on duration of employment</header><text>Any

			 limitation on the duration of employment of veterans under the program

			 described in subsection (b) is hereby terminated, and shall not apply to

			 veterans employed under such program or under this section.</text>

			</subsection><subsection id="id6100A44150264EF09C21374A660035A8"><enum>(e)</enum><header>Employment

			 status</header><text>Veterans employed under subsection (a) shall be employed

			 in career conditional status, which is the employment status in which veterans

			 are employed under the program described in subsection (b).</text>

			</subsection><subsection id="idE229CD5F02E04644A205EAC6A851BAA4"><enum>(f)</enum><header>Definitions</header><text>In

			 this section:</text>

				<paragraph id="idB9C152095E2B48608D5F087805AC9CEA"><enum>(1)</enum><header>Vet

			 center</header><text>The term <quote>vet center</quote> means a center for the

			 provision of readjustment counseling and related mental health services under

			 section 1712A of title 38, United States Code.</text>

				</paragraph><paragraph id="idBB9AB55517E24E2C8DB2C989C5935F6E"><enum>(2)</enum><header>Veteran of

			 operation enduring freedom or operation iraqi freedom</header><text>The term

			 <quote>veteran of Operation Enduring Freedom or Operation Iraqi Freedom</quote>

			 means any veteran who served in the Southwest Asia theater of operations during

			 Operation Enduring Freedom or Operation Iraqi Freedom.</text>

				</paragraph></subsection></section><section id="id3EB42B3912CE48709B7C098E6459947E"><enum>3.</enum><header>Clarification

			 and enhancement of bereavement counseling</header>

			<subsection id="idC7CE1FAEBF1E4479B392C5B81209DEEF"><enum>(a)</enum><header>Clarification

			 of members of immediate family eligible for counseling</header><text>Subsection

			 (b) of section 1783 of title 38, United States Code, is amended—</text>

				<paragraph id="id09C341EAB17A4F43A13270B1BE0199F1"><enum>(1)</enum><text>by inserting

			 <quote>(1)</quote> before <quote>The Secretary</quote>; and</text>

				</paragraph><paragraph id="idAD43AFF9C17048CE8D6E040A8B368F99"><enum>(2)</enum><text>by adding at the

			 end the following new paragraph:</text>

					<quoted-block display-inline="no-display-inline" id="idF39749C635FB4F66BE6E7FEEFECD24B9" style="OLC">

						<paragraph id="id4B1FC9FBA34343FF89B6BAE427F95889" indent="up1"><enum>(2)</enum><text>For purposes of this subsection, the

				members of the immediate family of a member of the Armed Forces described in

				paragraph (1) include the parents of such

				member.</text>

						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

				</paragraph></subsection><subsection id="id747E26CDDB9D486297372EE94DBB9CB6"><enum>(b)</enum><header>Provision of

			 counseling through vet centers</header><text>Such section is further

			 amended—</text>

				<paragraph id="id70FF26BE637846D08C93E62516AD5882"><enum>(1)</enum><text>by redesignating

			 subsection (c) as subsection (d); and</text>

				</paragraph><paragraph id="id438D39742AB5440DB63A06E96B87B978"><enum>(2)</enum><text>by inserting

			 after subsection (b) the following new subsection (c):</text>

					<quoted-block display-inline="no-display-inline" id="id35E0FBF3A41E49A9A3229347E0E68532" style="OLC">

						<subsection id="idE08513DE2FED43799E1593F1A99A4186"><enum>(c)</enum><header>Provision of

				counseling through vet centers</header><text>Bereavement counseling may be

				provided under this section through the facilities and personnel of centers for

				the provision of readjustment counseling and related mental health services

				under section 1712A of this

				title.</text>

						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>

				</paragraph></subsection></section><section id="id530F1461C6A742749BDF47F8948D494D"><enum>4.</enum><header>Funding for vet

			 center program</header><text display-inline="no-display-inline">There is

			 authorized to be appropriated to the Department of Veterans Affairs for fiscal

			 year 2006, $180,000,000 for the provision of readjustment counseling and

			 related mental health services through centers under section 1712A of title 38,

			 United States Code, including for the discharge of the requirements of this Act

			 (and the amendments made by this Act).</text>
