			<enum>1.</enum>

			<header>Short title</header>

			<text display-inline="no-display-inline">This Act may be cited as the

			 <quote>

					<short-title>Services for Ending Long-Term

			 Homelessness Act</short-title>

				</quote>.</text>

		</section><section commented="no" display-inline="no-display-inline" id="ID4AEA1054927C4B37B7CA7FACC72C41B5" section-type="subsequent-section">

			<enum>2.</enum>

			<header>Findings</header>

			<text display-inline="no-display-inline">Congress makes the following

			 findings:</text>

			<paragraph commented="no" display-inline="no-display-inline" id="IDB7A4041ED8094FECA399FEAB0252CA3B">

				<enum>(1)</enum>

				<text display-inline="yes-display-inline">Nationally, there are

			 approximately 200,000 to 250,000 people who experience chronic homelessness,

			 including some families with children. Chronically homeless people often live

			 in shelters or on the streets for years at a time, experience repeated episodes

			 of homelessness without achieving housing stability, or cycle between

			 homelessness, jails, mental health facilities, and hospitals.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID055ACA50055142698C06394108C825D5">

				<enum>(2)</enum>

				<text display-inline="yes-display-inline">The President’s New Freedom

			 Commission on Mental Health recommended the development and implementation of a

			 comprehensive plan designed to facilitate access to 150,000 units of permanent

			 supportive housing for consumers and families who are chronically homeless. The

			 Commission found that affordable housing alone is insufficient for many people

			 with severe mental illness, and that flexible, mobile, individualized support

			 services are also necessary to support and sustain consumers in their

			 housing.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9E584F5B0FD0401098219B683B7732B1">

				<enum>(3)</enum>

				<text display-inline="yes-display-inline">Congress and the President

			 have set a goal of ending chronic homelessness in 10 years.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID78F0DD4E036944CABD068D7B70A50725">

				<enum>(4)</enum>

				<text display-inline="yes-display-inline">Permanent supportive housing

			 is a proven and cost effective solution to chronic homelessness. A recent study

			 by the University of Pennsylvania found that each unit of supportive housing

			 for homeless people with mental illness in New York City resulted in public

			 savings of $16,281 per year in systems of care such as mental health, human

			 services, health care, veterans’ affairs, and corrections.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDF72EE8ADE1A44770AB255AC590D732A4">

				<enum>(5)</enum>

				<text display-inline="yes-display-inline">Current programs for funding

			 services in permanent supportive housing, other than those administered by the

			 Department of Housing and Urban Development, were not designed to be closely

			 coordinated with housing resources, nor were they designed to meet the multiple

			 needs of people who are chronically homeless.</text>

			</paragraph></section><section commented="no" display-inline="no-display-inline" id="ID153D7D6AAF934E599AFC5DAEDBA4FEF9" section-type="subsequent-section">

			<enum>3.</enum>

			<header>Duties of administrator of substance abuse and mental health

			 Services administration</header>

			<text display-inline="no-display-inline">Section 501(d) of the

			 <act-name parsable-cite="PHSA">Public Health Service Act</act-name>

			 (<external-xref legal-doc="usc" parsable-cite="usc/42/290aa(d)">42 U.S.C.

			 290aa(d)</external-xref>) is amended—</text>

			<paragraph commented="no" display-inline="no-display-inline" id="ID12D14BE3F7514569BF38F295A9273F24">

				<enum>(1)</enum>

				<text display-inline="yes-display-inline">in paragraph (17), by

			 striking <quote>and</quote> at the end;</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID453C94B520D348B7A195DC2FB8011510">

				<enum>(2)</enum>

				<text display-inline="yes-display-inline">in paragraph (18), by

			 striking the period and inserting <quote>; and</quote>; and</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDF41694D7EC7C4E498D539DDDF2E9121E">

				<enum>(3)</enum>

				<text display-inline="yes-display-inline">by adding at the end the

			 following:</text>

				departments and programs that are part of the President’s Interagency Council

				on Homelessness, particularly the Department of Housing and Urban Development,

				the Department of Labor, and the Department of Veterans Affairs, and with other

				agencies within the Department of Health and Human Services, particularly the

				Health Resources and Services Administration, the Administration on Children

				and Families, and the Centers for Medicare and Medicaid Services, to design

				national strategies for providing services in supportive housing that will

				assist in ending chronic homelessness and to implement programs that address

				chronic homelessness.</text>

			<enum>4.</enum>

			<header>Grants for Services for chronically homeless individuals in

			 supportive housing</header>

			<text display-inline="no-display-inline">Title V of the

			 <act-name parsable-cite="PHSA">Public Health Service Act</act-name>

			 (<external-xref legal-doc="usc" parsable-cite="usc/42/290aa">42 U.S.C.

			 290aa</external-xref> et seq.) is amended by adding at the end the

			 following:</text>

						<header>Grants for Services to end chronic homelessness</header>

						<subsection commented="no" display-inline="no-display-inline" id="ID4FC19EDBECE945CCAFC2346E007F04F5">

							<enum>(a)</enum>

							<header>In general</header>

							<paragraph commented="no" display-inline="no-display-inline" id="ID1EB2561CE06440E7BDA9319BB7C98E78">

								<enum>(1)</enum>

								<header>Grants</header>

								<text display-inline="yes-display-inline">The Secretary shall make

				grants to entities described in paragraph (2) for the purpose of carrying out

				projects to provide the services described in subsection (d) to chronically

				homeless individuals in permanent supportive housing.</text>

							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID0F45C9F47B4F48E39509634B82310446">

								<enum>(2)</enum>

								<header>Eligible entities</header>

								<text display-inline="yes-display-inline">For purposes of paragraph

				(1), an entity described in this paragraph is—</text>

								<subparagraph commented="no" display-inline="no-display-inline" id="IDE1C4567A46774DD687B8F38868140E69">

									<enum>(A)</enum>

									<text display-inline="yes-display-inline">a State or political

				subdivision of a State, an Indian tribe or tribal organization, or a public or

				nonprofit private entity, including a community-based provider of homelessness

				services, health care, housing, or other services important to individuals

				experiencing chronic homelessness; or</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDE7B421689C3B42C4BD3CC8D4CBD85CC8">

									<enum>(B)</enum>

									<text display-inline="yes-display-inline">a consortium composed of

				entities described in subparagraph (A), which consortium includes a public or

				nonprofit private entity that serves as the lead applicant and has

				responsibility for coordinating the activities of the consortium.</text>

								</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDD8A22BE5BAB34909864FD42A6A182980">

							<enum>(b)</enum>

							<header>Priorities</header>

							<text display-inline="yes-display-inline">In making grants under

				subsection (a), the Secretary shall give priority to applicants demonstrating

				that the applicants—</text>

							<paragraph commented="no" display-inline="no-display-inline" id="ID8980620CF68C4222BA26E096AF8B1E1F">

								<enum>(1)</enum>

								<text display-inline="yes-display-inline">target funds to individuals

				or families who—</text>

								<subparagraph commented="no" display-inline="no-display-inline" id="ID5341C580C70B45A386431937C88B8D08">

									<enum>(A)</enum>

									<text display-inline="yes-display-inline">have been homeless for

				longer periods of time or have experienced more episodes of homelessness than

				are required to meet the definition of chronic homelessness under this

				section;</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID9838D70692B043119A2ED58BBF555ADC">

									<enum>(B)</enum>

									<text display-inline="yes-display-inline">have high rates of

				utilization of emergency public systems of care; or</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID958A3E8FA2E3472E8D8EF4E9BFB39036">

									<enum>(C)</enum>

									<text display-inline="yes-display-inline">have a history of

				interactions with law enforcement and the criminal justice system;</text>

								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID404D23ABE45E44E59A5E3BF5CD97552A">

								<enum>(2)</enum>

								<text display-inline="yes-display-inline">have greater funding

				commitments from State or local government agencies responsible for overseeing

				mental health treatment, substance abuse treatment, medical care, and

				employment (including commitments to provide Federal funds in accordance with

				subsection (e)(2)(B)(ii));</text>

							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDE7337A8CB3EC49B68B4A66E3C7F8602B">

								<enum>(3)</enum>

								<text display-inline="yes-display-inline">will provide for an

				increase in the number of units of permanent supportive housing that would

				serve chronically homeless individuals in the community as a result of an award

				of a grant under subsection (a); and</text>

							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDbab850172cac4cf48e6d21998998cb4c">

								<enum>(4)</enum>

								<text display-inline="yes-display-inline">have demonstrated

				experience providing services to address the mental health and substance abuse

				problems of chronically homeless individuals living in permanent supportive

				housing settings.</text>

							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID18572238ee8147318ad14ede22c8deec">

							<enum>(c)</enum>

							<header>Geographic distribution</header>

							<text display-inline="yes-display-inline">The Secretary shall ensure

				that consideration is given to geographic distribution (such as urban and rural

				areas) in the awarding of grants under subsection (a).</text>

						</subsection><subsection commented="no" display-inline="no-display-inline" id="IDE986802AD0214F92AD436BFFB7E03D16">

							<enum>(d)</enum>

							<header>Services</header>

							<text display-inline="yes-display-inline">The services referred to in

				subsection (a) are the following:</text>

							<paragraph commented="no" display-inline="no-display-inline" id="ID75221F344EDE4A938D2DA1B95E5FD2FB">

								<enum>(1)</enum>

								<text display-inline="yes-display-inline">Services provided by the

				grantee or by qualified subcontractors that promote recovery and

				self-sufficiency and address barriers to housing stability, including but not

				limited to the following:</text>

								<subparagraph commented="no" display-inline="no-display-inline" id="IDF1723DD8D4914093A81486DEB15A64FE">

									<enum>(A)</enum>

									<text display-inline="yes-display-inline">Mental health services,

				including treatment and recovery support services.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID6B7AB26AC54E46EE85BD5D42E9C02647">

									<enum>(B)</enum>

									<text display-inline="yes-display-inline">Substance abuse treatment

				and recovery support services, including counseling, treatment planning,

				recovery coaching, and relapse prevention.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID18549FD40B64436A8A2F3E6BD58C740E">

									<enum>(C)</enum>

									<text display-inline="yes-display-inline">Integrated, coordinated

				treatment and recovery support services for co-occurring disorders.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDB692053435BE45D08F9FD6D02A63A15E">

									<enum>(D)</enum>

									<text display-inline="yes-display-inline">Health education, including

				referrals for medical and dental care.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID572ABEF5A52147DF9C0BF39C154D7B4D">

									<enum>(E)</enum>

									<text display-inline="yes-display-inline">Services designed to help

				individuals make progress toward self-sufficiency and recovery, including

				benefits advocacy, money management, life-skills training, self-help programs,

				and engagement and motivational interventions.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDE9BAF95664394610A90E9A26F965F601">

									<enum>(F)</enum>

									<text display-inline="yes-display-inline">Parental skills and family

				support.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDDC19D26A07464E70BD9A9677E8E7B88D">

									<enum>(G)</enum>

									<text display-inline="yes-display-inline">Case management.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDC26B1B95ED5244DCA37F617A89E89BB8">

									<enum>(H)</enum>

									<text display-inline="yes-display-inline">Other supportive services

				that promote an end to chronic homelessness.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDd9fb56c091e5441c8ce6aaa0cc8adc3d">

									<enum>(I)</enum>

									<text display-inline="yes-display-inline">Coordination or partnership

				with other agencies, programs, or mainstream benefits to maximize the

				availability of services and resources to meet the needs of chronically

				homeless persons living in supportive housing using cost-effective approaches

				that avoid duplication.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDeec48825d1bd49b6acf464c375f9f78c">

									<enum>(J)</enum>

									<text display-inline="yes-display-inline">Data collection and

				measuring performance outcomes as specified in subsection (k).</text>

								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDF584826F89CA4FED9FC90084A1BB833D">

								<enum>(2)</enum>

								<text display-inline="yes-display-inline">Services, as described in

				paragraph (1), that are delivered to individuals and families who are

				chronically homeless and who are scheduled to become residents of permanent

				supportive housing within 90 days pending the location or development of an

				appropriate unit of housing.</text>

							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDFE1D2628F63E432E952EB9B53F6702C6">

								<enum>(3)</enum>

								<text display-inline="yes-display-inline">For individuals and

				families who are otherwise eligible, and who have voluntarily chosen to seek

				other housing opportunities after a period of tenancy in supportive housing,

				services, as described in paragraph (1), that are delivered, for a period of 90

				days after exiting permanent supportive housing or until the individuals have

				transitioned to comprehensive services adequate to meet their current needs,

				provided that the purpose of the services is to support the individuals in

				their choice to transition into housing that is responsive to their individual

				needs and preferences.</text>

							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID98F4A9D11EB045A1B58A986E78232435">

							<enum>(e)</enum>

							<header>Matching funds</header>

							<paragraph commented="no" display-inline="no-display-inline" id="ID7770BED205344A0AAD24C7042D7A0E90">

								<enum>(1)</enum>

								<header>In general</header>

								<text display-inline="yes-display-inline">A condition for the receipt

				of a grant under subsection (a) is that, with respect to the cost of the

				project to be carried out by an applicant pursuant to such subsection, the

				applicant agree as follows:</text>

								<subparagraph commented="no" display-inline="no-display-inline" id="ID882832D8071E48759B8579EAEB7FA044">

									<enum>(A)</enum>

									<text display-inline="yes-display-inline">In the case of the initial

				grant pursuant to subsection (j)(1)(A), the applicant will, in accordance with

				paragraphs (2) and (3), make available contributions toward such costs in an

				amount that is not less than $1 for each $3 of Federal funds provided in the

				grant.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDDE3D9D5705C94C5383C39721EA88985D">

									<enum>(B)</enum>

									<text display-inline="yes-display-inline">In the case of a renewal

				grant pursuant to subsection (j)(1)(B), the applicant will, in accordance with

				paragraphs (2) and (3), make available contributions toward such costs in an

				amount that is not less than $1 for each $1 of Federal funds provided in the

				grant.</text>

								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDEEBB30F77011456FBE37169CFD2DA137">

								<enum>(2)</enum>

								<header>Source of contribution</header>

								<text display-inline="yes-display-inline">For purposes of paragraph

				(1), contributions made by an applicant are in accordance with this paragraph

				if made as follows:</text>

								<subparagraph commented="no" display-inline="no-display-inline" id="ID7D25BC2B472747B18FE38EFC7595329F">

									<enum>(A)</enum>

									<text display-inline="yes-display-inline">The contribution is made

				from funds of the applicant or from donations from public or private

				entities.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDE7EF2981F74F453D81FAE20EB855CC36">

									<enum>(B)</enum>

									<text display-inline="yes-display-inline">Of the contribution—</text>

									<clause commented="no" display-inline="no-display-inline" id="ID95ACA02300B3469DB46764D27035BB06">

										<enum>(i)</enum>

										<text display-inline="yes-display-inline">not less than 80 percent is

				from non-Federal funds; and</text>

									</clause><clause commented="no" display-inline="no-display-inline" id="ID7428464209D540E68EC556F7F1BDAF87">

										<enum>(ii)</enum>

										<text display-inline="yes-display-inline">not more than 20 percent is

				from Federal funds provided under programs that—</text>

										<subclause commented="no" display-inline="no-display-inline" id="ID39EDD79FB2994EF7A80CEC3C475D98B1">

											<enum>(I)</enum>

											<text display-inline="yes-display-inline">are not expressly directed

				at services for homeless individuals, but whose purposes are broad enough to

				include the provision of a service or services described in subsection (d) as

				authorized expenditures under such program; and</text>

										</subclause><subclause commented="no" display-inline="no-display-inline" id="IDA890DEE06FD546A59F52FB8E0AB0FAC0">

											<enum>(II)</enum>

											<text display-inline="yes-display-inline">do not prohibit Federal

				funds under the program from being used to provide a contribution that is

				required as a condition for obtaining Federal funds.</text>

										</subclause></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID162E4337242F4265ADB717A423BF3112">

								<enum>(3)</enum>

								<header>Determination of amount contributed</header>

								<text display-inline="yes-display-inline">Contributions required in

				paragraph (1) may be in cash or in kind, fairly evaluated, including plant,

				equipment, or services. Amounts provided by the Federal Government, or services

				assisted or subsidized to any significant extent by the Federal Government, may

				not be included in determining the amount of non-Federal contributions required

				in paragraph (2)(B)(i).</text>

							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID307E4F4566B94316BD68B19EAC586D4F">

							<enum>(f)</enum>

							<header>Administrative expenses</header>

							<text display-inline="yes-display-inline">A condition for the receipt

				of a grant under subsection (a) is that the applicant involved agree that not

				more than 10 percent of the grant will be expended for administrative expenses

				with respect to the grant. Expenses for data collection and measuring

				performance outcomes as specified in subsection (k) shall not be considered as

				administrative expenses subject to the limitation in this subsection.</text>

						</subsection><subsection commented="no" display-inline="no-display-inline" id="ID9E2FC57A259C49789FCF421F65948CAD">

							<enum>(g)</enum>

							<header>Certain uses of funds</header>

							<text display-inline="yes-display-inline">Notwithstanding other

				provisions of this section, a grantee under subsection (a) may expend not more

				than 20 percent of the grant to provide the services described in subsection

				(d) to homeless individuals who are not chronically homeless.</text>

						</subsection><subsection commented="no" display-inline="no-display-inline" id="ID5B9AECB4FECD406C88FBF6FDB0AACC10">

							<enum>(h)</enum>

							<header>Application for grant</header>

							<text display-inline="yes-display-inline">A grant may be made under

				subsection (a) only if an application for the grant is submitted to the

				Secretary and the application is in such form, is made in such manner, and

				contains such agreements, assurances, and information as the Secretary

				determines to be necessary to carry out this section.</text>

						</subsection><subsection commented="no" display-inline="no-display-inline" id="ID24644A1F369C4435920EE990F0E45F7B">

							<enum>(i)</enum>

							<header>Certain requirements</header>

							<text display-inline="yes-display-inline">A condition for the receipt

				of a grant under subsection (a) is that the applicant involved demonstrate the

				following:</text>

							<paragraph commented="no" display-inline="no-display-inline" id="IDE3327222B4524D1A8036E3B6C237BA0D">

								<enum>(1)</enum>

								<text display-inline="yes-display-inline">The applicant and all

				direct providers of services have the experience, infrastructure, and expertise

				needed to ensure the quality and effectiveness of services, which may be

				demonstrated by any of the following:</text>

								<subparagraph commented="no" display-inline="no-display-inline" id="ID19784FE679B2403689684C27B051DA1C">

									<enum>(A)</enum>

									<text display-inline="yes-display-inline">Compliance with all local,

				city, county, or State requirements for licensing, accreditation, or

				certification (if any) which are applicable to the proposed project.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID87188391557B4345A13171C08E1645F4">

									<enum>(B)</enum>

									<text display-inline="yes-display-inline">A minimum of two years

				experience providing comparable services that do not require licensing,

				accreditation, or certification.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID27AAFE9323D34E3E844D6FADFE6E6861">

									<enum>(C)</enum>

									<text display-inline="yes-display-inline">Certification as a Medicaid

				service provider, including health care for the homeless programs and community

				health centers.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDF2AD898BF3924EA8BEE3CE77D1EE9A0B">

									<enum>(D)</enum>

									<text display-inline="yes-display-inline">An executed agreement with

				a relevant State or local government agency that will provide oversight over

				the mental health, substance abuse, or other services that will be delivered by

				the project.</text>

								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDF4D1CEF03207418D8C7AAAFBEE02FAB2">

								<enum>(2)</enum>

								<text display-inline="yes-display-inline">There is a mechanism for

				determining whether residents are chronically homeless. Such a mechanism may

				rely on local data systems or records of shelter admission. If there are no

				sources of data regarding the duration or number of homeless episodes, or if

				such data are unreliable for the purposes of this subsection, an applicant must

				demonstrate that the project will implement appropriate procedures, taking into

				consideration the capacity of local homeless service providers to document

				episodes of homelessness and the challenges of engaging persons who have been

				chronically homeless, to verify that an individual or family meets the

				definition for being chronically homeless under this section.</text>

							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDE0E03D324AD94676B3F7862047F3D815">

								<enum>(3)</enum>

								<text display-inline="yes-display-inline">The applicant participates

				in a local, regional, or statewide homeless management information

				system.</text>

							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDE615B37F9C82411488211B5267D1462C">

							<enum>(j)</enum>

							<header>Duration of initial and renewal grants; additional provisions

				regarding renewal grants</header>

							<paragraph commented="no" display-inline="no-display-inline" id="ID00F3880945E343A883BD2DF9390F19D6">

								<enum>(1)</enum>

								<header>In general</header>

								<text display-inline="yes-display-inline">Subject to paragraphs (2)

				and (3), the period during which payments are made to a grantee under

				subsection (a) shall be in accordance with the following:</text>

								<subparagraph commented="no" display-inline="no-display-inline" id="ID3B54CDC2A8144778BE6888909AA56665">

									<enum>(A)</enum>

									<text display-inline="yes-display-inline">In the case of the initial

				grant, the period of payments shall be not less than three years and not more

				than five years.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID77540A84C5B44F15AA4D88277A4A9027">

									<enum>(B)</enum>

									<text display-inline="yes-display-inline">In the case of a subsequent

				grant (referred to in this subsection as a <quote>renewal grant</quote>), the

				period of payments shall be not more than five years.</text>

								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID000ABDAAB764454BA8531B60BA961501">

								<enum>(2)</enum>

								<header>Annual approval; availability of appropriations; number of

				grants</header>

								<text display-inline="yes-display-inline">The provision of payments

				under an initial or renewal grant is subject to annual approval by the

				Secretary of the payments and to the availability of appropriations for the

				fiscal year involved to make the payments. This subsection may not be construed

				as establishing a limitation on the number of grants under subsection (a) that

				may be made to an entity.</text>

							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID55FEA959852C4D09B2010811D7A72D37">

								<enum>(3)</enum>

								<header>Additional provisions regarding renewal grants</header>

								<subparagraph commented="no" display-inline="no-display-inline" id="IDC4FFA4EB72B9445C9783CBA269A5205B">

									<enum>(A)</enum>

									<header>Compliance with minimum standards</header>

									<text display-inline="yes-display-inline">A renewal grant may be made

				by the Secretary only if the Secretary determines that the applicant involved

				has, in the project carried out with the grant, maintained compliance with

				minimum standards for quality and successful outcomes for housing retention, as

				determined by the Secretary.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID0DD6833DD6094D9390E562EC95CE5814">

									<enum>(B)</enum>

									<header>Amount</header>

									<text display-inline="yes-display-inline">The maximum amount of a

				renewal grant under this subsection shall not exceed an amount equal to—</text>

									<clause commented="no" display-inline="no-display-inline" id="ID3B9F384CCB7C4ECF8A40E30B9E7D661E">

										<enum>(i)</enum>

										<text display-inline="yes-display-inline">75 percent of the amount of

				Federal funds provided in the final year of the initial grant period; or</text>

									</clause><clause commented="no" display-inline="no-display-inline" id="ID388A902FBE2C4BB6A86C839170167486">

										<enum>(ii)</enum>

										<text display-inline="yes-display-inline">50 percent of the total

				costs of sustaining the program funded under the grant at the level provided

				for in the year preceding the year for which the renewal grant is being

				awarded;</text>

									</clause><continuation-text commented="no" continuation-text-level="subparagraph">as determined by the Secretary.</continuation-text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDE743C42AF46B41E383EF3648EF788299">

							<enum>(k)</enum>

							<header>Strategic performance outcomes and reports</header>

							<paragraph commented="no" display-inline="no-display-inline" id="ID172C92EBB4BA4DE8BF31C321FFA4FD02">

								<enum>(1)</enum>

								<header>In general</header>

								<text display-inline="yes-display-inline">The Secretary shall, as a

				condition of the receipt of grants under subsection (a), require grantees to

				provide data regarding the performance outcomes of the projects carried out

				under the grants. Consistent with the requirements and procedures established

				by the Secretary, each grantee shall measure and report specific performance

				outcomes related to the long-term goals of increasing stability within the

				community for people who have been chronically homeless, and decreasing the

				recurrence of periods of homelessness.</text>

							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDFDEA253734564C1DBD74E7967B491490">

								<enum>(2)</enum>

								<header>Performance outcomes</header>

								<text display-inline="yes-display-inline">The performance outcomes

				described under paragraph (1) shall include, with respect to individuals who

				have been chronically homeless—</text>

								<subparagraph commented="no" display-inline="no-display-inline" id="ID8B3A5E5819F54876A6F3F8489D1B98AC">

									<enum>(A)</enum>

									<text display-inline="yes-display-inline">improvements in housing

				stability;</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDABFB2DA380654DC4B107BAFA7F7074DC">

									<enum>(B)</enum>

									<text display-inline="yes-display-inline">improvements in employment

				and education;</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDDFC599FF14054796AB7DB6CBB890CEC1">

									<enum>(C)</enum>

									<text display-inline="yes-display-inline">reductions in problems

				related to substance abuse;</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID106E0F8937E3492DBF68A77E340B000C">

									<enum>(D)</enum>

									<text display-inline="yes-display-inline">reductions in problems

				related to mental health disorders; and</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDC69846EAE0BA40AD9914DCB9F44DABBA">

									<enum>(E)</enum>

									<text display-inline="yes-display-inline">other areas as the

				Secretary determines appropriate.</text>

								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID0B4E5801FAF346418850EF50339804E3">

								<enum>(3)</enum>

								<header>Coordination and consistency with other homeless assistance

				programs</header>

								<subparagraph commented="no" display-inline="no-display-inline" id="IDD77AF437ADA64AC49510CD48130DEC79">

									<enum>(A)</enum>

									<header>Procedures</header>

									<text display-inline="yes-display-inline">In establishing strategic

				performance outcomes and reporting requirements under paragraph (1), the

				Secretary shall develop and implement procedures that minimize the costs and

				burdens to grantees and program participants, and that are practical,

				streamlined, and designed for consistency with the requirements of the homeless

				assistance programs administered by the Secretary of Housing and Urban

				Development.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDEFE9C89499E84485BF24C914214A265C">

									<enum>(B)</enum>

									<header>Applicant coordination</header>

									<text display-inline="yes-display-inline">Applicants under this

				section shall coordinate with community stakeholders, including participants in

				the local homeless management information system, concerning the development of

				systems to measure performance outcomes and with the Secretary for assistance

				with data collection and measurements activities.</text>

								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDF4B3E2631F42446A83F6844C6ED21B32">

								<enum>(4)</enum>

								<header>Report</header>

								<text display-inline="yes-display-inline">A grantee shall submit an

				annual report to the Secretary that—</text>

								<subparagraph commented="no" display-inline="no-display-inline" id="ID65072E0154664F45BC3C95FE63AB6B10">

									<enum>(A)</enum>

									<text display-inline="yes-display-inline">identifies the grantee’s

				progress towards achieving its strategic performance outcomes; and</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID5D74EC655D114AAFB870E53186BD0C87">

									<enum>(B)</enum>

									<text display-inline="yes-display-inline">describes other activities

				conducted by the grantee to increase the participation, housing stability, and

				other improvements in outcomes for individuals who have been chronically

				homeless.</text>

								</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDB002EDFB9A014A92B13455EE71DB92B2">

							<enum>(l)</enum>

							<header>Training and technical assistance</header>

							<text display-inline="yes-display-inline">The Secretary, directly or

				through awards of grants or contracts to public or nonprofit private entities,

				shall provide training and technical assistance regarding the planning,

				development, and provision of services in projects under subsection (a).</text>

						</subsection><subsection commented="no" display-inline="no-display-inline" id="IDD0A505DAABFF47EAB3B2BB07FFE39274">

							<enum>(m)</enum>

							<header>Biennial reports to Congress</header>

							<text display-inline="yes-display-inline">Not later than two years

				after the date of the enactment of the Services for Ending Long-Term

				Homelessness Act, and biennially thereafter, the Secretary shall submit to the

				Congress a report on projects under subsection (a) that includes a summary of

				information received by the Secretary under subsection (k), and that describes

				the impact of the program under subsection (a) as part of a comprehensive

				strategy for ending long term homelessness and improving outcomes for

				individuals with mental illness and substance abuse problems.</text>

						</subsection><subsection commented="no" display-inline="no-display-inline" id="ID8119CF0A50D34782BA05FE0F7CECFABF">

							<enum>(n)</enum>

							<header>Definitions</header>

							<text display-inline="yes-display-inline">For purposes of this

				section:</text>

							<paragraph commented="no" display-inline="no-display-inline" id="IDFE7033E8C1914033BF58AF06753BFE91">

								<enum>(1)</enum>

								<text display-inline="yes-display-inline">The term <term>chronically

				homeless</term> means an individual or family who—</text>

								<subparagraph commented="no" display-inline="no-display-inline" id="IDB9209A88916F42D8A684DCFE08FB5311">

									<enum>(A)</enum>

									<text display-inline="yes-display-inline">is currently

				homeless;</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID17E1C6EA0A3446F2B77E86D7749896F0">

									<enum>(B)</enum>

									<text display-inline="yes-display-inline">has been homeless

				continuously for at least one year or has been homeless on at least four

				separate occasions in the last three years; and</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID3941754FFAB14C318DA8797EC2DFEDBE">

									<enum>(C)</enum>

									<text display-inline="yes-display-inline">has an adult head of

				household with a disabling condition, defined as a diagnosable substance use

				disorder, serious mental illness, developmental disability, or chronic physical

				illness or disability, including the co-occurrence of two or more of these

				conditions.</text>

								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID8E7632A7D6BF49D18BCC43BB5564AC43">

								<enum>(2)</enum>

								<text display-inline="yes-display-inline">The term <term>disabling

				condition</term> means a condition that limits an individual’s ability to work

				or perform one or more activities of daily living.</text>

							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDA3A5236AE84342ED839136CC80E037EC">

								<enum>(3)</enum>

								<text display-inline="yes-display-inline">The term

				<term>homeless</term> means sleeping in a place not meant for human habitation

				or in an emergency homeless shelter.</text>

							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDB14D82907D374577A82147439BC38B34">

								<enum>(4)</enum>

								<subparagraph commented="no" display-inline="yes-display-inline" id="ID25B901D70E70481F86C0C9B6D5C2D78F"><enum>(A)</enum>

									<text display-inline="yes-display-inline">The term <term>permanent

				supportive housing</term> means permanent, affordable housing with flexible

				support services that are available and designed to help the tenants stay

				housed and build the necessary skills to live as independently as possible.

				Such term does not include housing that is time-limited. Supportive housing

				offers residents assistance in reaching their full potential, which may include

				opportunities to secure other housing that meets their needs and preferences,

				based on individual choice instead of the requirements of time-limited

				transitional programs. Under this section, permanent affordable housing

				includes but is not limited to permanent housing funded or assisted through

				title IV of the McKinney-Vento Homeless Assistance Act and section (8) of the

				<act-name parsable-cite="USHA">United States Housing Act of

				1937</act-name>.</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID9BC6C88431E74383AE52BCC197147C57" indent="up1">

									<enum>(B)</enum>

									<text display-inline="yes-display-inline">For purposes of

				subparagraph (A), the term <term>affordable</term> means within the financial

				means of individuals who are extremely low income, as defined by the Secretary

				of Housing and Urban Development.</text>

								</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDF7579A6F7B29487BAA48E13F0668D21D">

							<enum>(o)</enum>

							<header>Funding</header>

							<paragraph commented="no" display-inline="no-display-inline" id="ID5B350DEBC6FD442990E9C2BF5CEC65C0">

								<enum>(1)</enum>

								<header>Authorization of appropriations</header>

								<text display-inline="yes-display-inline">For the purpose of carrying

				out this section, there are authorized to be appropriated such sums as may be

				necessary for each of the fiscal years 2006 through 2010.</text>

							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID861F7513DD48465C9DDE37E0941D74B9">

								<enum>(2)</enum>

								<header>Allocation for training and technical assistance</header>

								<text display-inline="yes-display-inline">Of the amount appropriated

				under paragraph (1) for a fiscal year, the Secretary may reserve not more than

				3 percent for carrying out subsection (l).</text>
