			<enum>1.</enum>

			<header>Job training grant pilot program</header>

			<text display-inline="no-display-inline">Section 171 of the Workforce

			 Investment Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/29/2916">29 U.S.C. 2916</external-xref>) is amended by

			 striking subsection (d) and inserting the following:</text>

					<enum>(d)</enum>

					<header>Job training grant pilot program</header>

					<paragraph id="ID3EA3CB19415B4913BBEB668F1E44A9EE">

						<enum>(1)</enum>

						<header>In general</header>

						<subparagraph id="IDFAEC84FD1FC94FE8BB2F0075FDF30089">

							<enum>(A)</enum>

							<header>Grants</header>

							<text>The Secretary shall provide grants to qualified job training

				programs as follows:</text>

							<clause id="ID38C1E79EA1A446F3894875E752F582A0">

								<enum>(i)</enum>

								<header>Placement grants</header>

								<text>Grants in an amount to be determined by the Secretary shall be

				provided to qualified job training programs upon placement of a qualified

				graduate in qualifying employment.</text>

							</clause><clause id="IDA361318DB68B4AC19FC3CCD8C1F61504">

								<enum>(ii)</enum>

								<header>Retention grants</header>

								<text>An additional grant in an amount to be determined by the

				Secretary shall be provided to qualified job training programs upon retention

				of a qualified graduate in qualifying employment for a period of 1 year.</text>

							</clause></subparagraph><subparagraph id="ID67672B683DAA4603006B5DBEC254D0DA">

							<enum>(B)</enum>

							<header>Determination</header>

							<text>In determining the amount of the grants to be provided under

				subparagraph (A), the Secretary shall consider the economic benefit received by

				the Government from the employment of the qualified graduate, including

				increased tax revenue and decreased unemployment benefits or other support

				obligations.</text>

						</subparagraph></paragraph><paragraph id="ID872BF383B27A483DA541E53F436EE36F">

						<enum>(2)</enum>

						<header>Qualified job training program</header>

						<text>For purposes of this subsection, a qualified job training

				program is one that—</text>

						<subparagraph id="ID415DFBD000AA4B37A1FEFAB3CA28CDF4">

							<enum>(A)</enum>

							<text>is operated by a nonprofit or for-profit entity, partnership,

				or joint venture formed under the laws of—</text>

							<clause id="IDAE738EF54D124097B9C61FDA263B6325">

								<enum>(i)</enum>

								<text>the United States or a territory of the United States;</text>

							</clause><clause id="ID35BC126A6C554DA081CDE2CC07DCB000">

								<enum>(ii)</enum>

								<text>any State; or</text>

							</clause><clause id="ID6F9029EB098A4EFC8E8B9241DC44751B">

								<enum>(iii)</enum>

								<text>any county or locality;</text>

							</clause></subparagraph><subparagraph id="IDA4A177A05EE94C3B972F590056438FA3">

							<enum>(B)</enum>

							<text>offers education and training in—</text>

							<clause id="IDAB8E4296FD59414FB505FDA5C5C21316">

								<enum>(i)</enum>

								<text>basic skills, such as reading, writing, mathematics,

				information processing, and communications;</text>

							</clause><clause id="ID23A9E674F0BC451E8CDB7BEE3FC19C41">

								<enum>(ii)</enum>

								<text>technical skills, such as accounting, computers, printing, and

				machining;</text>

							</clause><clause id="ID1FEF3C9822564CBDBD2561F289BAB989">

								<enum>(iii)</enum>

								<text>thinking skills, such as reasoning, creative thinking, decision

				making, and problem solving; and</text>

							</clause><clause id="ID91707179BED54543AE1100E6DD3600DD">

								<enum>(iv)</enum>

								<text>personal qualities, such as responsibility, self-esteem,

				self-management, honesty, and integrity;</text>

							</clause></subparagraph><subparagraph id="IDAC496381270B424BA38176A10300B121">

							<enum>(C)</enum>

							<text>provides income supplements when needed to eligible

				participants (defined for purposes of this paragraph as an individual who meets

				the criteria described in subparagraphs (A) through (C) of paragraph (3)) for

				housing, counseling, tuition, and other basic needs;</text>

						</subparagraph><subparagraph id="ID27029BB0E69D4EA3B2D77E6B4E4C4FC6">

							<enum>(D)</enum>

							<text>provides eligible participants with not less than 160 hours of

				instruction, assessment, or professional coaching; and</text>

						</subparagraph><subparagraph id="IDE7C4EB7159934D5F895FBD0480388CEB">

							<enum>(E)</enum>

							<text>invests an average of $10,000 in training per graduate of such

				program.</text>

						</subparagraph></paragraph><paragraph id="ID4C8369C7DB3B460CBC3CCD258CF2A778">

						<enum>(3)</enum>

						<header>Qualified graduate</header>

						<text>For purposes of this subsection, a qualified graduate is an

				individual who is a graduate of a qualified job training program and

				who—</text>

						<subparagraph id="IDFA904CB6A04948F0B689E7996E6B83FB">

							<enum>(A)</enum>

							<text>is 18 years of age or older;</text>

						</subparagraph><subparagraph id="ID821C2EA7B23A419F84209D00DD51E877">

							<enum>(B)</enum>

							<text>had in either of the two preceding taxable years Federal

				adjusted gross income not exceeding the maximum income of a very low-income

				family (as defined in section 3(b)(2) of the <act-name parsable-cite="USHA">United States Housing Act of 1937</act-name>

				(<external-xref legal-doc="usc" parsable-cite="usc/42/1437a(b)(2)">42 U.S.C.

				1437a(b)(2)</external-xref>)) for a single individual; and</text>

						</subparagraph><subparagraph id="ID44A3006362BA4BD2B82574C1DBFE486E">

							<enum>(C)</enum>

							<text>has assets of not more than $10,000, exclusive of the value of

				an owned homestead, indexed for inflation.</text>

						</subparagraph></paragraph><paragraph id="ID9F41A1B841D9448E8E8EA6FE404FDC77">

						<enum>(4)</enum>

						<header>Qualifying employment</header>

						<text>For purposes of this subsection, qualifying employment shall

				include any permanent job or employment paying annual wages of not less than

				$18,000, and not less than $10,000 more than the qualified graduate earned

				before receiving training from the qualified job training program.</text>
