			<enum>1.</enum>

			<header>Short title</header>

			<text display-inline="no-display-inline">This Act may be cited as the

			 <quote>Graduation Really Achieves Dreams Act</quote> or the <quote>GRAD

			 Act</quote>.</text>

		</section><section commented="no" display-inline="no-display-inline" id="IDf20eb500a8634753a003f7bc6b9e38cc" section-type="subsequent-section">

			<enum>2.</enum>

			<header>Findings</header>

			<text display-inline="no-display-inline">Congress makes the following

			 findings:</text>

			<paragraph commented="no" display-inline="no-display-inline" id="ID5ee1f5d4adf2436cb6de51211f9a18c3">

				<enum>(1)</enum>

				<text display-inline="yes-display-inline">The national secondary school

			 graduation rate is only 70 percent. For the class of 2001, the national

			 graduation rate was only 51 percent for African-American students and 52

			 percent for Latino students.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDdd4d2d55aea04c99a6c659835a877fdc">

				<enum>(2)</enum>

				<text display-inline="yes-display-inline">In our Nation’s high poverty

			 urban districts, as few as <fraction>1/3</fraction> of students graduate from

			 secondary school. In these places, completion rates among certain disadvantaged

			 groups of students are often lower still.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID60d048f1df0748bdbe97f25744e113d4">

				<enum>(3)</enum>

				<text display-inline="yes-display-inline">In rural areas, where

			 <fraction>1/3</fraction> of American students attend school, only 58.8 percent

			 of students attend institutions of higher education, compared with 68.2 percent

			 of American students from urban and suburban areas.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDc6d9a948bdce4148af8411c0e71cf109">

				<enum>(4)</enum>

				<text display-inline="yes-display-inline">Each school day,

			 approximately 3,000 secondary school students drop out of school.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDa353b55027724106970be5fa8a94e101">

				<enum>(5)</enum>

				<text display-inline="yes-display-inline">Alaska Natives have a

			 substantially higher dropout rate than all other students in Alaska as a group.

			 The dropout rate is 8.8 percent for Alaska Natives compared to 4.7 percent for

			 the 2001–2002 school year for other students in Alaska.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDadd095d632ba4412b0325cf031dc1dca">

				<enum>(6)</enum>

				<text display-inline="yes-display-inline">The 6,000,000 secondary

			 students who make up the lowest 25 percent in terms of achievement scores are

			 3.5 times more likely to drop out of secondary school than students in the next

			 highest quarter of academic achievement, and are 20 times more likely to drop

			 out than high achieving students.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID7a5bbf16c3fb49a6bf10191754736c4a">

				<enum>(7)</enum>

				<text display-inline="yes-display-inline">Approximately 25 percent of

			 secondary school students are reading at below basic levels. The problem is

			 even more severe for poor students of color. The average minority or low-income

			 9th grader performs at only the 5th or 6th grade level in reading.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDdd188358e0af4d869eee8e34139e89a3">

				<enum>(8)</enum>

				<text display-inline="yes-display-inline">During the 2002–2003 school

			 year Alaska Benchmark Examinations, significantly lower percentages of Alaska

			 Natives were proficient in reading, writing, and mathematics at each of the 3

			 tested grade levels when compared to all other students. These achievement gaps

			 persist into secondary school, where significantly lower percentages of Alaska

			 Natives were proficient in the subjects tested on the Alaska High School

			 Graduation Qualifying Examination in all grade levels where that test was

			 administered in 2002–2003 school year.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID72af437049f34c9d98f0a93baaeb6767">

				<enum>(9)</enum>

				<text display-inline="yes-display-inline">Achievement gaps persist

			 across racial and socioeconomic lines in rural schools. There are 2,500,000

			 poor children in rural areas and the child poverty rate in some rural areas is

			 2 to 3 times the national average.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5899eeb39a69469cb7bce5af8a3e6bd4">

				<enum>(10)</enum>

				<text display-inline="yes-display-inline">Recruiting and retaining good

			 teachers is an enormous challenge in rural areas. The average salary in rural

			 districts is 13.4 percent lower than in nonrural areas, and teachers often

			 teach more than 1 subject, teach in poor working conditions, live far from

			 colleges, have little access to training, and face geographic and social

			 isolation.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID7cda3c369f1b4ae3902580eed24d642c">

				<enum>(11)</enum>

				<text display-inline="yes-display-inline">Low graduation rates and

			 college attendance rates are evidence that, in the earlier grades, schools are

			 not meeting the fundamental achievement needs of low-income, minority, and

			 rural students.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDcc75b74306774e2e8577124000408960">

				<enum>(12)</enum>

				<text display-inline="yes-display-inline">Even those students who do

			 graduate from secondary schools and go on to college are struggling because

			 they lack the basic skills to succeed. Approximately 40 percent of all 4-year

			 college students take a remedial course and 63 percent of all community college

			 students are assigned to at least 1 remedial course.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDf4bb418683af492abdf0447f0ea4eac1">

				<enum>(13)</enum>

				<text display-inline="yes-display-inline">A small percentage of

			 low-income students who manage to enter college are able to complete a degree.

			 Of students from families in the bottom 20 percent in terms of income who enter

			 college, only 27 percent go on to complete a 2- or 4-year college degree within

			 8 years.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDa10eb349acdc4350af5401a04bf52ad3">

				<enum>(14)</enum>

				<text display-inline="yes-display-inline">Graduation rates impact early

			 drop-out rates in the military. The attrition rates in the military of both

			 individuals who are not secondary school graduates and GED recipients are 8

			 percentage points higher than the attrition rate of secondary school graduates.

			 As a result, the Armed Forces no longer accept secondary school dropouts and

			 put less value on alternative certificates.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID755ede3dc1e54ef3aa8bccea859a40cd">

				<enum>(15)</enum>

				<text display-inline="yes-display-inline">Students who fail to graduate

			 from secondary school are more likely to engage in criminal activity than

			 students who graduate. A 1-percent increase in secondary school graduation

			 rates would save approximately $1,400,000,000 in costs associated with

			 incarceration, or about $2,100 for each male secondary school graduate.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID627077952ed14ef791ca31ebe4cf34eb">

				<enum>(16)</enum>

				<text display-inline="yes-display-inline">In today’s workplace, nearly

			 8 in 10 adults with baccalaureate degrees are employed, but for those who

			 completed secondary school only, the number falls to about 6 in 10. And for

			 students who dropped out of secondary school, the number drops further to 4 in

			 10.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDe08e0ad264ec46ea9206221f3f1057c4">

				<enum>(17)</enum>

				<text display-inline="yes-display-inline">Employment projections

			 indicate that jobs requiring only a secondary school degree will grow by just 9

			 percent by the year 2008, while those jobs requiring a bachelor’s degree will

			 grow by 25 percent and those jobs requiring an associate’s degree will grow by

			 31 percent.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID083ca4189fba4c7aa807ae889b2e1ef3">

				<enum>(18)</enum>

				<text display-inline="yes-display-inline">Personalization of the school

			 environment has been proven to increase success rates for low-performing

			 secondary school students. Nearly 50 percent of middle school youth and 40

			 percent of secondary school youth report feelings of disengagement from school.

			 Rates are even higher for teens and minorities in urban schools. These feelings

			 result in failure to work hard, to seek assistance, or to take appropriate

			 courses.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6f9597bf60d149d8b3a1fbab074673eb">

				<enum>(19)</enum>

				<text display-inline="yes-display-inline">Effective research-based

			 education programs that improve secondary school graduation rates are

			 comprehensive in nature and include interventions that begin in kindergarten or

			 earlier and span all the grades through grade 12.</text>

			</paragraph></section><section commented="no" display-inline="no-display-inline" id="IDb435467dbe75420d9496f6cab5591350" section-type="subsequent-section">

			<enum>3.</enum>

			<header>Definitions</header>

			<text display-inline="no-display-inline">In this Act:</text>

			<paragraph commented="no" display-inline="no-display-inline" id="idBED905620603400E8FE30C362BFA5C91">

				<enum>(1)</enum>

				<header>At-risk</header>

				<text display-inline="yes-display-inline">The term <term>at-risk</term>

			 has the same meaning given such term in section 1432 of the Elementary and

			 Secondary Education Act of 1965 (20 U.S.C. 6472).</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0E2F2F8C34324774856865C7DDC7C98A">

				<enum>(2)</enum>

				<header>Feeder pattern</header>

				<text display-inline="yes-display-inline">The term <term>feeder

			 pattern</term> means a secondary school and the elementary schools and middle

			 schools that channel students into that secondary school.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDd660d173140d459ca5d21d556df18e4f">

				<enum>(3)</enum>

				<header>Elementary school; secondary school</header>

				<text display-inline="yes-display-inline">The terms <term>elementary

			 school</term> and <term>secondary school</term> have the meanings given such

			 terms in section 9101 of the Elementary and Secondary Education Act of 1965 (20

			 U.S.C. 7801).</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDB89E7C622DB433686BA7792781D790E">

				<enum>(4)</enum>

				<header>Secretary</header>

				<text display-inline="yes-display-inline">The term

			 <term>Secretary</term> means the Secretary of Education.</text>

			</paragraph></section><section commented="no" display-inline="no-display-inline" id="IDa7367f63c5e94333951736a6dcb28e61" section-type="subsequent-section">

			<enum>4.</enum>

			<header>Project grad</header>

			<subsection commented="no" display-inline="no-display-inline" id="IDb7b5521646754192971707f2b3cb5ccb">

				<enum>(a)</enum>

				<header>Purposes</header>

				<text display-inline="yes-display-inline">The purposes of this Act

			 are—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="IDe2691a6307424ab1aca597764018a763">

					<enum>(1)</enum>

					<text display-inline="yes-display-inline">to provide support and

			 assistance to programs implementing integrated education reform services in

			 order to improve secondary school graduation, college attendance, and college

			 completion rates for at-risk students; and</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID74eb66920c904ef99b59032caaa634e4">

					<enum>(2)</enum>

					<text display-inline="yes-display-inline">to promote the establishment

			 of new programs to implement such integrated education reform services.</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDa8d9a1c9282d43b6a34e68b0014b11fb">

				<enum>(b)</enum>

				<header>Grant authorized</header>

				<text display-inline="yes-display-inline">The Secretary is authorized

			 to award a grant to Project GRAD USA (referred to in this Act as the

			 <quote>grantee</quote>), a nonprofit educational organization that has as its

			 primary purpose the improvement of secondary school graduation, college

			 attendance, and college completion rates for at-risk students, to implement and

			 sustain the integrated education reform services described in subsection (d)(3)

			 at existing Project GRAD program sites and to promote the expansion of Project

			 GRAD programs to new sites.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID3fbbd72c1cb142b9aa8f48425d1e42d6">

				<enum>(c)</enum>

				<header>Requirements of grant agreement</header>

				<text display-inline="yes-display-inline">The Secretary shall enter

			 into an agreement with the grantee that requires that the grantee shall—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="IDbb1d7b2517764facba1ab3c79129773e">

					<enum>(1)</enum>

					<text display-inline="yes-display-inline">enter into subcontracts with

			 nonprofit educational organizations that serve a substantial number or

			 percentage of at-risk students (referred to in this Act as

			 <quote>subcontractors</quote>), under which the subcontractors agree to

			 implement the programs described in subsection (d) and provide matching funds

			 for such programs;</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDa9bc399b0d04428893f3e227703a17cf">

					<enum>(2)</enum>

					<text display-inline="yes-display-inline">directly carry out—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="id65DDB50FE66B41A2954F2D5E651D5EC9">

						<enum>(A)</enum>

						<text display-inline="yes-display-inline">activities to implement and

			 sustain the reading, mathematics, classroom management, social service, and

			 college access programs described in subsection (d)(3);</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID6a09cf57b96640a483836556737259b1">

						<enum>(B)</enum>

						<text display-inline="yes-display-inline">activities to build the

			 organizational and management capacity of the subcontractors to effectively

			 implement and sustain the programs;</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDb5f7be34f11048b6b86a92b6f5e4be89">

						<enum>(C)</enum>

						<text display-inline="yes-display-inline">activities for the purpose of

			 improving and expanding the programs, including activities to further

			 articulate a program for 1 or more grade levels and across grade levels, to

			 tailor a program for a particular target audience, and to provide tighter

			 integration across programs;</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID47ef81f77bc44a8dac957b7fdc4ad918">

						<enum>(D)</enum>

						<text display-inline="yes-display-inline">activities for the purpose of

			 implementing new Project GRAD program sites;</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDa4b549d6ae614f99aecc92d9e152c2e0">

						<enum>(E)</enum>

						<text display-inline="yes-display-inline">activities for the purpose of

			 promoting greater public awareness of integrated education reform services to

			 improve secondary school graduation, college attendance, and college completion

			 rates for at-risk students; and</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID9c649b6190a84303a4906eb72deeb033">

						<enum>(F)</enum>

						<text display-inline="yes-display-inline">other activities directly

			 related to improving secondary school graduation, college attendance, and

			 college completion rates for at-risk students; and</text>

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDc2f0c0fa729f4a9bb29783edcdd3d027">

					<enum>(3)</enum>

					<text display-inline="yes-display-inline">use grant funds available

			 under this Act to pay—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="IDab6578bfc5c442608a282179697fffb0">

						<enum>(A)</enum>

						<text display-inline="yes-display-inline">to subcontractors the amount

			 determined under subsection (f); and</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDa0b7fb5ff4a04ac380652790774e3362">

						<enum>(B)</enum>

						<text display-inline="yes-display-inline">the costs associated with

			 carrying out the activities described in paragraph (2).</text>

					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id015BCEB690E54D11BCFC8F55FE272A0D">

				<enum>(d)</enum>

				<header>Supported programs</header>

				<paragraph commented="no" display-inline="no-display-inline" id="IDd928c6ad09794971a2c0fbbed7a08ca8">

					<enum>(1)</enum>

					<header>Designation</header>

					<text display-inline="yes-display-inline">The subcontractor programs

			 referred to in subsection (c)(1) shall be known as <quote>Project GRAD

			 programs</quote>.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9f9c058206d04be8af9c2195b411e9fe">

					<enum>(2)</enum>

					<header>Feeder patterns</header>

					<text display-inline="yes-display-inline">Each subcontractor shall

			 implement a Project GRAD program and shall, with the agreement of the

			 grantee—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="ID8a44ddc98e974b5aa94f5439df5ca5f4">

						<enum>(A)</enum>

						<text display-inline="yes-display-inline">identify or establish not

			 less than 1 feeder pattern of public schools; and</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDe3a3085fb9374ec0bab16474cab15e3f">

						<enum>(B)</enum>

						<text display-inline="yes-display-inline">provide the integrated

			 educational reform services described in paragraph (3) at the identified feeder

			 pattern or feeder patterns.</text>

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDca1ac2590622409f849b6d8613fdcf42">

					<enum>(3)</enum>

					<header>Integrated education reform services</header>

					<text display-inline="yes-display-inline">The services provided through

			 a Project GRAD program shall include—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="ID236edee7baff405e9b33e5990e59260e">

						<enum>(A)</enum>

						<text display-inline="yes-display-inline">research-based programs in

			 reading, mathematics, and classroom management;</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID041a04678dda4ea8a3503efa282928af">

						<enum>(B)</enum>

						<text display-inline="yes-display-inline">campus-based social services

			 programs, including a systematic approach to increase family and community

			 involvement in the schools served by the Project GRAD program;</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID36ad5fa1641d4a74ac0a7fe6ff48dde9">

						<enum>(C)</enum>

						<text display-inline="yes-display-inline">a college access program that

			 includes—</text>

						<clause commented="no" display-inline="no-display-inline" id="IDd7ecfaa4c4574d1c8477c9961121fb91">

							<enum>(i)</enum>

							<text display-inline="yes-display-inline">providing college

			 scholarships for students who meet established criteria;</text>

						</clause><clause commented="no" display-inline="no-display-inline" id="ID97345e87b2de44bf8153c5a561c53248">

							<enum>(ii)</enum>

							<text display-inline="yes-display-inline">proven approaches for

			 increasing student and family college awareness; and</text>

						</clause><clause commented="no" display-inline="no-display-inline" id="IDe9e51a57b75a401da1db01849129da9d">

							<enum>(iii)</enum>

							<text display-inline="yes-display-inline">assistance for such students

			 in applying for higher education financial aid; and</text>

						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID7bd02338f9884b67b2c81a509383eeb3">

						<enum>(D)</enum>

						<text display-inline="yes-display-inline">such other services

			 identified by the grantee as necessary to increase secondary school graduation,

			 college attendance, and college completion rates.</text>

					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDe23c3cb2b6ca429ab1abc6b9079d8815">

				<enum>(e)</enum>

				<header>Grantee use of funds</header>

				<text display-inline="yes-display-inline">Of the funds made available

			 under this Act, not more than 8 percent, or $4,000,000, whichever is less,

			 shall be used by the grantee to pay for administration of the grant, with the

			 remainder of funds to be used for the purposes described in subsection (c) (1)

			 and (2).</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="id252D7C5E08B141649136AFE22D1BFDA2">

				<enum>(f)</enum>

				<header>Grantee contribution and matching requirement</header>

				<paragraph commented="no" display-inline="no-display-inline" id="ID3ad3756229394914ac8a3c95711df9de">

					<enum>(1)</enum>

					<header>In general</header>

					<text display-inline="yes-display-inline">The grantee shall provide to

			 each subcontractor an average of $200 for each pupil served by the

			 subcontractor in the Project GRAD program, adjusted to take into

			 consideration—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="IDc4d33a4659d645d0b4ae63fbaca041c6">

						<enum>(A)</enum>

						<text display-inline="yes-display-inline">the resources available in

			 the area where the subcontractor will implement the Project GRAD program;

			 and</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDa8f829a7c64040e8a743f065a9d28fe3">

						<enum>(B)</enum>

						<text display-inline="yes-display-inline">the need for Project GRAD

			 programs in such area to improve student outcomes, including reading and

			 mathematics achievement and, where applicable, secondary school graduation,

			 college attendance, and college completion rates.</text>

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDed57481a6eff4ae49b515adb6711c7ad">

					<enum>(2)</enum>

					<header>Matching requirement</header>

					<text display-inline="yes-display-inline">Each subcontractor shall

			 provide funds for the Project GRAD program in an amount that is equal to the

			 amount received by the subcontractor from the grantee. Such matching funds may

			 be provided in cash or in kind, fairly evaluated.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID51b6560f06844fb9811a5d59b36980ed">

					<enum>(3)</enum>

					<header>Waiver authority</header>

					<text display-inline="yes-display-inline">The grantee may waive, in

			 whole or in part, the requirement of paragraph (2) for a subcontractor, if the

			 subcontractor—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="IDebaad05e5fda42ed8290755a22526ea0">

						<enum>(A)</enum>

						<text display-inline="yes-display-inline">demonstrates that the

			 subcontractor would not otherwise be able to participate in the program;

			 and</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDd3050ad74e76445ead2a7111ecffc17e">

						<enum>(B)</enum>

						<text display-inline="yes-display-inline">enters into an agreement with

			 the grantee with respect to the amount to which the waiver will apply.</text>

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9f47630403d74e14a30688804bdc8c21">

					<enum>(4)</enum>

					<header>Decrease in grantee share</header>

					<text display-inline="yes-display-inline">Based on the funds or

			 resources available to a subcontractor, the grantee may elect to provide the

			 subcontractor with an amount that is less than the amount determined under

			 paragraph (1).</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDd90928efa8f748ad83a7d024071ecf1c">

				<enum>(g)</enum>

				<header>Evaluation</header>

				<paragraph commented="no" display-inline="no-display-inline" id="ID0f9da6b4e38944ec9bce88f3b0a59003">

					<enum>(1)</enum>

					<header>Evaluation by the secretary</header>

					<text display-inline="yes-display-inline">The Secretary shall select an

			 independent entity to evaluate, every 3 years, the performance of students who

			 participate in a Project GRAD program under this Act. The evaluation

			 shall—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="ID8af7659bc46445aba6f5dfefe6e81aef">

						<enum>(A)</enum>

						<text display-inline="yes-display-inline">be conducted using the

			 strongest possible research design for determining the effectiveness of the

			 Project GRAD programs funded under this Act; and</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDc4463b540dd842f4890a20ec11b1e561">

						<enum>(B)</enum>

						<text display-inline="yes-display-inline">compare reading and

			 mathematics achievement and, where applicable, the secondary school graduation,

			 college attendance, and college completion rates of students who participate in

			 a Project GRAD program funded under this Act with those indicators for students

			 of similar backgrounds who do not participate in such programs.</text>

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9a64695e03da40e38f0a470ce1d13355">

					<enum>(2)</enum>

					<header>Evaluation by grantee and subcontractors</header>

					<subparagraph commented="no" display-inline="no-display-inline" id="IDf24eab4cc9974d61a6df95a847630412">

						<enum>(A)</enum>

						<header>In general</header>

						<text display-inline="yes-display-inline">The grantee shall require

			 each subcontractor to prepare an in-depth report of the results and the use of

			 funds of each Project GRAD program funded under this Act that includes—</text>

						<clause commented="no" display-inline="no-display-inline" id="IDa7f1ecbb99644d578cf9d0aca2edbc06">

							<enum>(i)</enum>

							<text display-inline="yes-display-inline">data on the reading and

			 mathematics achievement of students involved in the Project GRAD

			 program;</text>

						</clause><clause commented="no" display-inline="no-display-inline" id="ID296d3f75ddf149e98016de48f9ef74ca">

							<enum>(ii)</enum>

							<text display-inline="yes-display-inline">statistics on secondary

			 school graduation, college attendance, and college completion rates; and</text>

						</clause><clause commented="no" display-inline="no-display-inline" id="ID908fa014407148bab1997218162c4b16">

							<enum>(iii)</enum>

							<text display-inline="yes-display-inline">such financial reporting as

			 required by the Secretary to review the effectiveness and efficiency of the

			 program.</text>

						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID7f21603dc0c24ed6a670cc3cfcead33b">

						<enum>(B)</enum>

						<header>Form of report</header>

						<text display-inline="yes-display-inline">The report shall be in a form

			 and include such content as shall be determined by the grantee, in consultation

			 with the Secretary or the entity selected by the Secretary to evaluate the

			 Project GRAD programs in accordance with paragraph (1).</text>

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID10a37aa6281b425db543b84febdeb4af">

					<enum>(3)</enum>

					<header>Availability of evaluations</header>

					<text display-inline="yes-display-inline">Copies of any evaluation or

			 report prepared under this subsection shall be made available to—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="IDa724218957544601b82693ae3ae99e9f">

						<enum>(A)</enum>

						<text display-inline="yes-display-inline">the Secretary;</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID3971cdf1fe594f17a1bf39b9198e874d">

						<enum>(B)</enum>

						<text display-inline="yes-display-inline">the chairperson and ranking

			 member of the Committee on Health, Education, Labor, and Pensions of the

			 Senate; and</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID631a43e5570145a6892c0a4e9d1d8a29">

						<enum>(C)</enum>

						<text display-inline="yes-display-inline">the chairperson and ranking

			 member of the Committee on Education and the Workforce of the House of

			 Representatives.</text>

					</subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="idE27C5E39A3804D7FA98695F5AE490794" section-type="subsequent-section">

			<enum>5.</enum>

			<header>Authorization of appropriations</header>

			<text display-inline="no-display-inline">There are authorized to be

			 appropriated to carry out this Act $27,000,000 for fiscal year 2006, and such

			 sums as may be necessary for each of the 5 succeeding fiscal years.</text>
