		<official-title>To support certain national youth organizations,

		  including the Boy Scouts of America, and for other purposes.</official-title>

		<section id="id55FC11ADE11642BD99A91F52A0C67997" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Support our Scouts Act of

			 2005</short-title></quote>.</text>

		</section><section id="idC93CED32874446C5931474596171598E" section-type="subsequent-section"><enum>2.</enum><header>Support for youth

			 organizations</header>

			<subsection id="IDF70D176C8847413D9C88435136E60092">

				<enum>(a)</enum>

				<header>Definitions</header>

				<text>In this section—</text>

				<paragraph id="ID7485C3BCAEED4F0DA382348C135FEB67">

					<enum>(1)</enum>

					<text>the term <term>Federal agency</term> means each department,

			 agency, instrumentality, or other entity of the United States Government;

			 and</text>

				</paragraph><paragraph id="IDC57267F05B2641F3A6E9D468D6D62260">

					<enum>(2)</enum>

					<text>the term <term>youth organization</term> means any organization

			 described under part B of subtitle II of title 36, United States Code, that is

			 intended to serve individuals under the age of 21 years.</text>

				</paragraph></subsection><subsection id="IDBFEF07084262444C9F83B2899CCA1F94">

				<enum>(b)</enum>

				<header>In general</header>

				<paragraph id="IDBABBA31586CA43F4985BFE3E9B181512">

					<enum>(1)</enum>

					<header>Support for youth organizations</header>

					<text>No Federal law (including any rule, regulation, directive,

			 instruction, or order) shall be construed to limit any Federal agency from

			 providing any form of support for a youth organization (including the Boy

			 Scouts of America or any group officially affiliated with the Boy Scouts of

			 America) that would result in that Federal agency providing less support to

			 that youth organization (or any similar organization chartered under the

			 chapter of title 36, United States Code, relating to that youth organization)

			 than was provided during each of the preceding 4 fiscal years.</text>

				</paragraph><paragraph id="IDB4EB6084E3A94232B4FBA7211D293283">

					<enum>(2)</enum>

					<header>Types of support</header>

					<text>Support described under paragraph (1) shall include—</text>

					<subparagraph id="ID3D58331926C04C66A79C1AA1CF989784">

						<enum>(A)</enum>

						<text>holding meetings, camping events, or other activities on Federal

			 property; and</text>

					</subparagraph><subparagraph id="ID16AB9190E0524EA7911D32EE8DBC6462">

						<enum>(B)</enum>

						<text>hosting any official event of such organization.</text>

					</subparagraph></paragraph></subsection></section><section id="id5BC2A97A679947A58C6452E170A49A00"><enum>3.</enum><header>Equal access for

			 youth organizations</header><text display-inline="no-display-inline">Section

			 109 of the Housing and Community Development Act of 1974 (42 U.S.C. 5309) is

			 amended—</text>

			<paragraph id="idA82D08B822934906B8468850F133D114"><enum>(1)</enum><text>in the first

			 sentence of subsection (b) by inserting <quote>or (e)</quote> after

			 <quote>subsection (a)</quote>; and</text>

			</paragraph><paragraph id="id14A8F3ADAE244D93BF15BF043F15ACA6"><enum>(2)</enum><text>by adding at the

			 end the following:</text>

				<quoted-block display-inline="no-display-inline" id="id2651E6248C2F45608597EDC9824D5B2B" style="OLC">

					<subsection commented="no" display-inline="no-display-inline" id="id31874ACF82694077A5D24D2C8837819F"><enum>(e)</enum><header>Equal

				access</header>

						<paragraph commented="no" display-inline="no-display-inline" id="id7003710F8AB04BED9E4C95F3B6FD5ED6"><enum>(1)</enum><header>Definition</header><text>The

				term <term>youth organization</term> means any organization described under

				part B of subtitle II of title 36, United States Code, that is intended to

				serve individuals under the age of 21 years.</text>

						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id34EBCA522B994D7D9E0DAD9A2AFCC10C"><enum>(2)</enum><header>In

				general</header><text>No State or unit of general local government that has a

				designated open forum, limited public forum, or nonpublic forum and that is a

				recipient of assistance under this chapter shall deny equal access or a fair

				opportunity to meet to, or discriminate against, any youth organization,

				including the Boy Scouts of America or any group officially affiliated with the

				Boy Scouts of America, that wishes to conduct a meeting or otherwise

				participate in that designated open forum, limited public forum, or nonpublic

				forum.</text>
