		<official-title display="yes">To require the Secretary of the Treasury to

		  mint coins in commemoration of the 50th anniversary of the desegregation of the

		  Little Rock Central High School in Little Rock, Arkansas, and for other

			<enum>1.</enum>

			<header>Short title</header>

			<text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Little Rock Central High School

			 Desegregation 50th Anniversary Commemorative Coin

			 Act</short-title></quote>.</text>

		</section><section commented="no" display-inline="no-display-inline" id="IDF0C587D742BF4245B0A3C78910EE5574" section-type="subsequent-section">

			<enum>2.</enum>

			<header>Findings</header>

			<text display-inline="no-display-inline">Congress finds the

			 following:</text>

			<paragraph commented="no" display-inline="no-display-inline" id="ID5370DB6D5F38442E9A15C1F3C762271B">

				<enum>(1)</enum>

				<text display-inline="yes-display-inline">September 2007, marks the

			 50th anniversary of the desegregation of Little Rock Central High School in

			 Little Rock, Arkansas.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID552D102C1F16464F973840CA1198E136">

				<enum>(2)</enum>

				<text display-inline="yes-display-inline">In 1957, Little Rock Central

			 High School was the site of the first major national test for the

			 implementation of the historic decision of the United States Supreme Court in

			 Brown, et al. v. Board of Education of Topeka, et al., 347 U.S. 483

			 (1954).</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDDD749FC8E539424BBB6D84CB3E1DEC9F">

				<enum>(3)</enum>

				<text display-inline="yes-display-inline">The courage of the

			 <quote>Little Rock Nine</quote> (Ernest Green, Elizabeth Eckford, Melba

			 Pattilo, Jefferson Thomas, Carlotta Walls, Terrence Roberts, Gloria Ray, Thelma

			 Mothershed and Minnie Jean Brown), who stood in the face of violence, was

			 influential to the Civil Rights movement and changed American history by

			 providing an example on which to build greater equality.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDB08C7C80041D46EFAA2DBA3DE813DCC8">

				<enum>(4)</enum>

				<text display-inline="yes-display-inline">The desegregation of Little

			 Rock Central High School by the 9 African American students was recognized by

			 Dr. Martin Luther King, Jr. as such a significant event in the struggle for

			 civil rights that in May 1958, he attended the graduation of the first African

			 American from Little Rock Central High School.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID58DD053D92F0474DB109718545D87153">

				<enum>(5)</enum>

				<text display-inline="yes-display-inline">A commemorative coin will

			 bring national and international attention to the lasting legacy of this

			 important event.</text>

			</paragraph></section><section commented="no" display-inline="no-display-inline" id="ID079D876DBA7742D784669BC2A19D3568" section-type="subsequent-section">

			<enum>3.</enum>

			<header>Coin specifications</header>

			<subsection commented="no" display-inline="no-display-inline" id="ID18D4C0EFC0194949B1E0B48D1BFB469C">

				<enum>(a)</enum>

				<header>Denominations</header>

				<text display-inline="yes-display-inline">The Secretary of the Treasury

			 (in this Act referred to as the <quote>Secretary</quote>) shall mint and issue

			 not more than 500,000 $1 coins, each of which shall—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="ID073E7A2CA20C4543A10E22A54DE1DD66">

					<enum>(1)</enum>

					<text display-inline="yes-display-inline">weigh 26.73 grams;</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6A753BE5ABD24CE39C6EBE4D97268964">

					<enum>(2)</enum>

					<text display-inline="yes-display-inline">have a diameter of 1.500

			 inches; and</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID563AD9799B1844358BE7CEBC9CFD6982">

					<enum>(3)</enum>

					<text display-inline="yes-display-inline">contain 90 percent silver and

			 10 percent copper.</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID70122BA21A29430698BD0E08B89D4D08">

				<enum>(b)</enum>

				<header>Legal tender</header>

				<text display-inline="yes-display-inline">The coins minted under this

			 Act shall be legal tender, as provided in section 5103 of title 31, United

			 States Code.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDA6E576849F954F098716CCE95842C9EC">

				<enum>(c)</enum>

				<header>Numismatic items</header>

				<text display-inline="yes-display-inline">For purposes of sections 5134

			 and 5136 of title 31, United States Code, all coins minted under this Act shall

			 be considered to be numismatic items.</text>

			<enum>4.</enum>

			<header>Design of coins</header>

			<subsection commented="no" display-inline="no-display-inline" id="ID4EB2D41CB02248008EFD5E6D84D4E800">

				<enum>(a)</enum>

				<header>Design requirements</header>

				<text display-inline="yes-display-inline">The design of the coins

			 minted under this Act shall be emblematic of the desegregation of the Little

			 Rock Central High School and its contribution to civil rights in

			 America.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID9A738CFFFBE54459840012249166C594">

				<enum>(b)</enum>

				<header>Designation and inscriptions</header>

				<text display-inline="yes-display-inline">On each coin minted under

			 this Act there shall be—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="ID6DA42B6A9D2141F69DF0445181840FF7">

					<enum>(1)</enum>

					<text display-inline="yes-display-inline">a designation of the value of

			 the coin;</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID44A2C1C0F45B471ABD4227F600211976">

					<enum>(2)</enum>

					<text display-inline="yes-display-inline">an inscription of the year

			 <quote>2007</quote>; and</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID298C78A3B9D1412EADC5F25C22E9B256">

					<enum>(3)</enum>

					<text display-inline="yes-display-inline">inscriptions of the words

			 <quote>Liberty</quote>, <quote>In God We Trust</quote>, <quote>United States of

			 America</quote>, and <quote>E Pluribus Unum</quote>.</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID208F6203566847F1B3E09719F872E4F3">

				<enum>(c)</enum>

				<header>Selection</header>

				<text display-inline="yes-display-inline">The design for the coins

			 minted under this Act shall be—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="ID20E9D926F5CF45BC8C8360F6C05E3EC9">

					<enum>(1)</enum>

					<text display-inline="yes-display-inline">selected by the Secretary,

			 after consultation with the Commission of Fine Arts; and</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDAEC12CCC030943D7BA69B84EFF7173AA">

					<enum>(2)</enum>

					<text display-inline="yes-display-inline">reviewed by the Citizens

			 Coinage Advisory Committee established under section 5135 of title 31, United

			 States Code.</text>

				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="ID6E7DCAC1F48B4AB19C071C5D5A064414" section-type="subsequent-section">

			<enum>5.</enum>

			<header>Issuance of coins</header>

			<subsection commented="no" display-inline="no-display-inline" id="IDC4F4509212AA45D78EFEF81A47F4B650">

				<enum>(a)</enum>

				<header>Quality of coins</header>

				<text display-inline="yes-display-inline">Coins minted under this Act

			 shall be issued in uncirculated and proof qualities.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDAE0F844DEDAE41869E90B984ABD5E8A5">

				<enum>(b)</enum>

				<header>Mint Facility</header>

				<text display-inline="yes-display-inline">Only 1 facility of the United

			 States Mint may be used to strike any particular quality of the coins minted

			 under this Act.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="idA09960E310F446C4A04CCCFC591FF397">

				<enum>(c)</enum>

				<header>Commencement of issuance</header>

				<text display-inline="yes-display-inline">The Secretary may issue coins

			 minted under this Act beginning January 1, 2007, except that the Secretary may

			 initiate sales of such coins, without issuance, before such date.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID80C0D5197E184AABBDF5794B666BDC29">

				<enum>(d)</enum>

				<header>Termination of minting authority</header>

				<text display-inline="yes-display-inline">No coins shall be minted

			 under this Act after December 31, 2007.</text>

			</subsection></section><section commented="no" display-inline="no-display-inline" id="IDB0B04876349C425383A77B6494A57D3D" section-type="subsequent-section">

			<enum>6.</enum>

			<header>Sale of coins</header>

			<subsection commented="no" display-inline="no-display-inline" id="IDE20769C0A5B2462A96A13FC8FB9A6716">

				<enum>(a)</enum>

				<header>Sale price</header>

				<text display-inline="yes-display-inline">Notwithstanding any other

			 provision of law, the coins issued under this Act shall be sold by the

			 Secretary at a price equal to the sum of the face value of the coins, the

			 surcharge required under section 7(a) for the coins, and the cost of designing

			 and issuing such coins (including labor, materials, dies, use of machinery,

			 overhead expenses, and marketing).</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID10EEB8285AD944D79AE96C3E23E41E1C">

				<enum>(b)</enum>

				<header>Bulk sales</header>

				<text display-inline="yes-display-inline">The Secretary shall make bulk

			 sales of the coins issued under this Act at a reasonable discount.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID6EC8A5AACCDE42EB923108D60D37D53B">

				<enum>(c)</enum>

				<header>Prepaid orders at a discount</header>

				<paragraph commented="no" display-inline="no-display-inline" id="IDDE3E21602371456891074488984629A6">

					<enum>(1)</enum>

					<header>In general</header>

					<text display-inline="yes-display-inline">The Secretary shall accept

			 prepaid orders for the coins minted under this Act before the issuance of such

			 coins.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDB87EA0DB42AD4BD0B78A35BFCE003AD4">

					<enum>(2)</enum>

					<header>Discount</header>

					<text display-inline="yes-display-inline">Sale prices with respect to

			 prepaid orders under paragraph (1) shall be at a reasonable discount.</text>

				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="IDC39561B55ED24E6B90E37D87C6485307" section-type="subsequent-section">

			<enum>7.</enum>

			<header>Surcharges</header>

			<subsection commented="no" display-inline="no-display-inline" id="IDC9D45C857BBF426683AF7EFE43607C30">

				<enum>(a)</enum>

				<header>Surcharge required</header>

				<text display-inline="yes-display-inline">All sales shall include a

			 surcharge of $10 per coin.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID91B27A19B0EF4692BD56441A249C0F6B">

				<enum>(b)</enum>

				<header>Distribution</header>

				<text display-inline="yes-display-inline">Subject to section 5134(f) of

			 title 31, United States Code, all surcharges which are received by the

			 Secretary from the sale of coins issued under this Act shall be equally divided

			 and promptly paid by the Secretary to—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="ID041B6009E0D54C49AC640EA22AA161D7">

					<enum>(1)</enum>

					<text display-inline="yes-display-inline">the Jefferson National Parks

			 Association for the purpose of providing support for programs and other

			 developmental activities at the Little Rock Central High National Historic Site

			 and support for the ongoing mission of the Little Rock Central High National

			 Historic Site; and</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDAED80D653DE84BEB9FD651BEB5C0ECFE">

					<enum>(2)</enum>

					<text display-inline="yes-display-inline">the Secretary of the Interior

			 for site improvements at the Little Rock Central High National Historic Site,

			 including the establishment of cooperative agreements to preserve and restore

			 the historic character of the vicinity in the historic site’s

			 boundaries.</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID08234410527742599100755F02531D96">

				<enum>(c)</enum>

				<header>Audits</header>

				<text display-inline="yes-display-inline">The Jefferson National Parks

			 Association shall be subject to the audit requirements of section 5134(f)(2) of

			 title 31, United States Code, with regard to the amounts received by the

			 Association under subsection (b).</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID6C6ADEDFAEC640E0A52725715FE03500">

				<enum>(d)</enum>

				<header>Supplemental funds</header>

				<text display-inline="yes-display-inline">The surcharges provided to

			 the Secretary of the Interior under this section are intended by the Congress

			 to supplement amounts provided to such Secretary in appropriation Acts for the

			 Little Rock Central High National Historic Site and are not intended to be a

			 substitute for such appropriated amounts.</text>
