			 <quote>

					<short-title>Rio Grande Natural Area

			 Act</short-title>

				</quote>.</text>

			<enum>2.</enum>

			<header>Definitions</header>

			<text display-inline="no-display-inline">In this Act:</text>

			<paragraph id="IDCB41230F5DE5467F953012C0C6E2E097">

				<enum>(1)</enum>

				<header>Commission</header>

				<text>The term <term>Commission</term> means the Rio Grande Natural

			 Area Commission established by section 4(a).</text>

			</paragraph><paragraph id="IDC0997FDF2B5A4D7CB176D81852C75DA3">

				<enum>(2)</enum>

				<header>Natural Area</header>

				<text>The term <term>Natural Area</term> means the Rio Grande Natural

			 Area established by section 3(a).</text>

			</paragraph><paragraph id="ID8C16B89A619444DDB0567A9A3AAA6564">

				<enum>(3)</enum>

				<header>Secretary</header>

				<text>The term <term>Secretary</term> means the Secretary of the

			 Interior.</text>

			</paragraph></section><section id="ID10C1B247DF13409A8A59501F0CF127DA">

			<enum>3.</enum>

			<header>Establishment of Rio Grande Natural Area</header>

			<subsection id="ID752406AE8FC84338BC3DB69EEA0C5319">

				<enum>(a)</enum>

				<header>In general</header>

				<text>There is established the Rio Grande Natural Area in the State of

			 Colorado to conserve, restore, and protect the natural, historic, cultural,

			 scientific, scenic, wildlife, and recreational resources of the Natural

			 Area.</text>

			</subsection><subsection id="IDA76DE5593D8D4D3FB91A4398A58C1000">

				<enum>(b)</enum>

				<header>Boundaries</header>

				<text>The Natural Area shall include the Rio Grande River from the

			 southern boundary of the Alamosa National Wildlife Refuge to the New Mexico

			 State border, extending <fraction>1/4</fraction> mile on either side of the

			 bank of the River.</text>

			</subsection><subsection id="ID910B361C20FE4BA5946DE235BCEF613D">

				<enum>(c)</enum>

				<header>Map and legal description</header>

				<paragraph id="ID34F7F482B3BF4D5CA612BA8AE9252DFE">

					<enum>(1)</enum>

					<header>In general</header>

					<text>As soon as practicable after the date of enactment of this Act,

			 the Secretary shall prepare a map and legal description of the Natural

			 Area.</text>

				</paragraph><paragraph id="ID7DCBDEC5DC874DBBB739AA5BB9B1B794">

					<enum>(2)</enum>

					<header>Effect</header>

					<text>The map and legal description of the Natural Area shall have the

			 same force and effect as if included in this Act, except that the Secretary may

			 correct any minor errors in the map and legal description.</text>

				</paragraph><paragraph id="IDC8536250C5D74AAF8E924EA067BE51D9">

					<enum>(3)</enum>

					<header>Public availability</header>

					<text>The map and legal description of the Natural Area shall be

			 available for public inspection in the appropriate offices of the Bureau of

			 Land Management.</text>

				</paragraph></subsection></section><section id="ID87F9B117D915480382FC0AF271C271F6">

			<enum>4.</enum>

			<header>Establishment of the Commission</header>

			<subsection id="ID65B788C02CF94C10995445781308A577">

				<enum>(a)</enum>

				<header>Establishment</header>

				<text>There is established the Rio Grande Natural Area

			 Commission.</text>

			</subsection><subsection id="IDCA7367BE4115481B8ACDF1A18F41155A">

				<enum>(b)</enum>

				<header>Purpose</header>

				<text>The Commission shall—</text>

				<paragraph id="ID92E639C090534A7AAD17E389A5C2C270">

					<enum>(1)</enum>

					<text>advise the Secretary with respect to the Natural Area; and</text>

				</paragraph><paragraph id="ID2B5C06BF7DEF4DAA8D72D5477E312F64">

					<enum>(2)</enum>

					<text>prepare a management plan relating to non-Federal land in the

			 Natural Area under section 6(b)(2)(A).</text>

				</paragraph></subsection><subsection id="IDAC310945943A4914A8B85B7105135C85">

				<enum>(c)</enum>

				<header>Membership</header>

				<text>The Commission shall be composed of 9 members appointed by the

			 Secretary, of whom—</text>

				<paragraph id="ID0D91E3EC6B6941B88C1CED7035B3BE1C">

					<enum>(1)</enum>

					<text>1 member shall represent the Colorado State Director of the

			 Bureau of Land Management;</text>

				</paragraph><paragraph id="IDC540E0E731F0429DA6FC69C2834C9B74">

					<enum>(2)</enum>

					<text>1 member shall be the manager of the Alamosa National Wildlife

			 Refuge, ex officio;</text>

				</paragraph><paragraph id="IDF359A57C01384F3BB4D03DE9DFEE350E">

					<enum>(3)</enum>

					<text>3 members shall be appointed based on the recommendation of the

			 Governor of Colorado, of whom—</text>

					<subparagraph id="IDCC4044F6C57A410CB75924FE8C18C5FE">

						<enum>(A)</enum>

						<text>1 member shall represent the Colorado Division of

			 Wildlife;</text>

					</subparagraph><subparagraph id="ID401B308C34CC4135A62A65422EE91C29">

						<enum>(B)</enum>

						<text>1 member shall represent the Colorado Division of Water

			 Resources; and</text>

					</subparagraph><subparagraph id="IDEEEC4DDA1F194E6F9D13644E72C32CA3">

						<enum>(C)</enum>

						<text>1 member shall represent the Rio Grande Water Conservation

			 District; and</text>

					</subparagraph></paragraph><paragraph id="ID5CD35807271B43D5AE84C308069A74DE">

					<enum>(4)</enum>

					<text>4 members shall—</text>

					<subparagraph id="ID7FCD1DD84D0A400B8E21E2E327EBD385">

						<enum>(A)</enum>

						<text>represent the general public;</text>

					</subparagraph><subparagraph id="ID62483FC188824E1A8E6A24C12922F099">

						<enum>(B)</enum>

						<text>be citizens of the local region in which the Natural Area is

			 established; and</text>

					</subparagraph><subparagraph id="ID74D2F2FC3E6147E6B01FE0BDA905580A">

						<enum>(C)</enum>

						<text>have knowledge and experience in the fields of interest relating

			 to the preservation, restoration, and use of the Natural Area.</text>

					</subparagraph></paragraph></subsection><subsection id="IDDDEC40EC03D248A9B4E909F4A5CE7BA9">

				<enum>(d)</enum>

				<header>Terms of office</header>

				<paragraph id="IDC2AAD48C32CB4C71AEEAD8E3B93EE9B9">

					<enum>(1)</enum>

					<header>In general</header>

					<text>Except for the manager of the Alamosa National Wildlife Refuge,

			 the term of office of a member of the Commission shall be 5 years.</text>

				</paragraph><paragraph id="IDE9CDC407EBE24ADAA7AE8BEEC727C8CB">

					<enum>(2)</enum>

					<header>Reappointment</header>

					<text>A member may be reappointed to the Commission on completion of

			 the term of office of the member.</text>

				</paragraph></subsection><subsection id="IDFEB802FCA5804F84B431EC27593FC8AD">

				<enum>(e)</enum>

				<header>Compensation</header>

				<text>A member of the Commission shall serve without compensation for

			 service on the Commission.</text>

			</subsection><subsection id="ID7858DBB7EA3E43AC9CF48838660E1DCD">

				<enum>(f)</enum>

				<header>Chairperson</header>

				<text>The Commission shall elect a chairperson of the

			 Commission.</text>

			</subsection><subsection id="IDB90FD30A84AD4A7E8220D98FE2C0974F">

				<enum>(g)</enum>

				<header>Meetings</header>

				<paragraph id="ID7BB007963CD94072B17663FA93CF91C4">

					<enum>(1)</enum>

					<header>In general</header>

					<text>The Commission shall meet at least quarterly at the call of the

			 chairperson.</text>

				</paragraph><paragraph id="ID7E01A04282424F0D92517547FC0CB6DB">

					<enum>(2)</enum>

					<header>Public meetings</header>

					<text>A meeting of the Commission shall be open to the public.</text>

				</paragraph><paragraph id="ID1415032EB9434A4AB4E28EB0BA4C7FCD">

					<enum>(3)</enum>

					<header>Notice</header>

					<text>Notice of any meeting of the Commission shall be published in

			 advance of the meeting.</text>

				</paragraph></subsection><subsection id="IDE68AFDE586F342E585FEBADFC03F2F19">

				<enum>(h)</enum>

				<header>Technical assistance</header>

				<text>The Secretary and the heads of other Federal agencies shall, to

			 the maximum extent practicable, provide any information and technical services

			 requested by the Commission to assist in carrying out the duties of the

			 Commission.</text>

			</subsection></section><section id="ID3BEB5357CC3645639445CE6353330FF2">

			<enum>5.</enum>

			<header>Powers of the Commission</header>

			<subsection id="ID5AB1CA8BBD9748BE8B18C7A8D361FD5B">

				<enum>(a)</enum>

				<header>Hearings</header>

				<text>The Commission may hold such hearings, meet and act at such times

			 and places, take such testimony, and receive such evidence as the Commission

			 considers advisable to carry out this Act.</text>

			</subsection><subsection id="ID35B2D3DD47ED4474B500CDBEFC59C218">

				<enum>(b)</enum>

				<header>Cooperative agreements</header>

				<paragraph id="ID8271F75052CA44A99341BFC4EF914A62">

					<enum>(1)</enum>

					<header>In general</header>

					<text>For purposes of carrying out the management plan on non-Federal

			 land in the Natural Area, the Commission may enter into a cooperative agreement

			 with the State of Colorado, a political subdivision of the State, or any

			 person.</text>

				</paragraph><paragraph id="ID47B5E67F4E3042EF95ED6E9CC1F684D0">

					<enum>(2)</enum>

					<header>Requirements</header>

					<text>A cooperative agreement entered into under paragraph (1) shall

			 establish procedures for providing notice to the Commission of any action

			 proposed by the State of Colorado, a political subdivision of the State, or any

			 person that may affect the implementation of the management plan on non-Federal

			 land in the Natural Area.</text>

				</paragraph><paragraph id="ID1CEE4645541F419CACBD12F67C0B9F65">

					<enum>(3)</enum>

					<header>Effect</header>

					<text>A cooperative agreement entered into under paragraph (1) shall

			 not enlarge or diminish any right or duty of a Federal agency under Federal

			 law.</text>

				</paragraph></subsection><subsection id="ID84918EC544DA468FA95009195634D095">

				<enum>(c)</enum>

				<header>Prohibition of acquisition of real property</header>

				<text>The Commission may not acquire any real property or interest in

			 real property.</text>

			</subsection><subsection id="ID413C0AE514314CD09A8DD1B7035EB78D">

				<enum>(d)</enum>

				<header>Implementation of management plan</header>

				<paragraph id="ID6F4C0632631D4D499982CA865D179D1A">

					<enum>(1)</enum>

					<header>In general</header>

					<text>The Commission shall assist the Secretary in implementing the

			 management plan by carrying out the activities described in paragraph (2) to

			 preserve and interpret the natural, historic, cultural, scientific, scenic,

			 wildlife, and recreational resources of the Natural Area.</text>

				</paragraph><paragraph id="ID741945F15A8F4210964D220CD9ED35FC">

					<enum>(2)</enum>

					<header>Authorized activities</header>

					<text>In assisting with the implementation of the management plan under

			 paragraph (1), the Commission may—</text>

					<subparagraph id="IDFE6F66F846684755BCB816A778C829E0">

						<enum>(A)</enum>

						<text>assist the State of Colorado in preserving State land and

			 wildlife within the Natural Area;</text>

					</subparagraph><subparagraph id="ID93CD21674ABE4E4C97DBDBAC70696CE1">

						<enum>(B)</enum>

						<text>assist the State of Colorado and political subdivisions of the

			 State in increasing public awareness of, and appreciation for, the natural,

			 historic, scientific, scenic, wildlife, and recreational resources in the

			 Natural Area;</text>

					</subparagraph><subparagraph id="ID4A3D33C7B9BF486DA4E0EE4CF115038D">

						<enum>(C)</enum>

						<text>encourage political subdivisions of the State of Colorado to

			 adopt and implement land use policies that are consistent with—</text>

						<clause id="ID264A83E7F6AF49A2974F64D67CF674FF">

							<enum>(i)</enum>

							<text>the management of the Natural Area; and</text>

						</clause><clause id="ID1B8ED9DE551A43C38CCE02F52FB1BFFC">

							<enum>(ii)</enum>

							<text>the management plan; and</text>

						</clause></subparagraph><subparagraph id="IDE40EC24D6B8343FC9AC6D7D4D6B7630D">

						<enum>(D)</enum>

						<text>encourage and assist private landowners in the Natural Area in

			 the implementation of the management plan.</text>

					</subparagraph></paragraph></subsection></section><section id="IDA7DBE2B644C44FF59A504A3399010A6E">

			<enum>6.</enum>

			<header>Management plan</header>

			<subsection id="ID5DE0C4CA61604AC686C85976BC5E049D">

				<enum>(a)</enum>

				<header>In general</header>

				<text>Not later than 4 years after the date of enactment of this Act,

			 the Secretary and the Commission, in coordination with appropriate agencies in

			 the State of Colorado, political subdivisions of the State, and private

			 landowners in the Natural Area, shall prepare management plans for the Natural

			 Area as provided in subsection (b).</text>

			</subsection><subsection id="IDE73175A859F848D9920CD34B39B2D922">

				<enum>(b)</enum>

				<header>Duties of Secretary and Commission</header>

				<paragraph id="ID31CCAA144E224B7AAD1F199788B8E6ED">

					<enum>(1)</enum>

					<header>Secretary</header>

					<text>The Secretary shall prepare a management plan relating to the

			 management of Federal land in the Natural Area.</text>

				</paragraph><paragraph id="ID4F6C5C9BA0A6472A9F6EC54242BB216F">

					<enum>(2)</enum>

					<header>Commission</header>

					<subparagraph id="IDB50646C97B7D4C54AF4F8CA2ECD49026">

						<enum>(A)</enum>

						<header>In general</header>

						<text>The Commission shall prepare a management plan relating to the

			 management of the non-Federal land in the Natural Area.</text>

					</subparagraph><subparagraph id="IDCD1E4F5B8CE240DE8BC0598053AB8635">

						<enum>(B)</enum>

						<header>Approval or disapproval</header>

						<clause id="IDB14C2733788B425DA8519EB6E6AAB416">

							<enum>(i)</enum>

							<header>In general</header>

							<text>The Commission shall submit to the Secretary the management plan

			 prepared under subparagraph (A) for approval or disapproval.</text>

						</clause><clause id="ID273BC0F3883A4FE6977FE59D0D0F37C9">

							<enum>(ii)</enum>

							<header>Action following disapproval</header>

							<text>If the Secretary disapproves the management plan submitted under

			 clause (i), the Secretary shall—</text>

							<subclause id="IDECB91AEE88B54B9F995B5D3E5993038B">

								<enum>(I)</enum>

								<text>notify the Commission of the reasons for the disapproval;

			 and</text>

							</subclause><subclause id="ID530A961288A74B8C8D726858FC69337B">

								<enum>(II)</enum>

								<text>allow the Commission to submit to the Secretary revisions to the

			 management plan submitted under clause (i).</text>

							</subclause></clause></subparagraph></paragraph><paragraph id="IDA6C68720FD3F44A09D8CCA0E3C167099">

					<enum>(3)</enum>

					<header>Cooperation</header>

					<text>The Secretary and the Commission shall cooperate to ensure that

			 the management plans relating to the management of Federal land and non-Federal

			 land are consistent.</text>

				</paragraph></subsection><subsection id="ID353B57E439AA4396A612F7214B9DDAC0">

				<enum>(c)</enum>

				<header>Requirements</header>

				<text>The management plans shall—</text>

				<paragraph id="ID6E9BCD6AE3B046CDB0282F78B2FC596F">

					<enum>(1)</enum>

					<text>take into consideration Federal, State, and local plans in

			 existence on the date of enactment of this Act to present a unified

			 preservation, restoration, and conservation plan for the Natural Area;</text>

				</paragraph><paragraph id="ID93B6EFD5323943B8A2D85252DC6E2A9B">

					<enum>(2)</enum>

					<text>with respect to Federal land in the Natural Area—</text>

					<subparagraph id="IDCD3EE70F164B45E8852858CBF531A4A6">

						<enum>(A)</enum>

						<text>be developed in accordance with section 202 of the

			 <act-name parsable-cite="FLPMA">Federal Land Policy and Management Act of

			 1976</act-name> (43 U.S.C. 1712);</text>

					</subparagraph><subparagraph id="IDC939D01E92D2451F8D268ED15CCF0435">

						<enum>(B)</enum>

						<text>be consistent, to the maximum extent practicable, with the

			 management plans adopted by the Director of the Bureau of Land Management for

			 land adjacent to the Natural Area; and</text>

					</subparagraph><subparagraph id="ID036A968F0F1B4E33BC8ADC9BE1DAB3D0">

						<enum>(C)</enum>

						<text>be considered to be an amendment to the San Luis Resource

			 Management Plan of the Bureau of Land Management; and</text>

					</subparagraph></paragraph><paragraph id="IDE8F31B8775BE4348ABDEC8B9D6FED11C">

					<enum>(3)</enum>

					<text>include—</text>

					<subparagraph id="ID5E049CDD51CC4F9CB114D0B2C0CF3F9A">

						<enum>(A)</enum>

						<text>an inventory of the resources contained in the Natural Area

			 (including a list of property in the Natural Area that should be preserved,

			 restored, managed, developed, maintained, or acquired to further the purposes

			 of the Natural Area); and</text>

					</subparagraph><subparagraph id="IDC753904898924BF1A0CCB9E16B5A1736">

						<enum>(B)</enum>

						<text>a recommendation of policies for resource management, including

			 the use of intergovernmental cooperative agreements, that—</text>

						<clause id="ID164B8A88747A4BAD848955A0C43572FA">

							<enum>(i)</enum>

							<text>protect the resources of the Natural Area; and</text>

						</clause><clause id="IDC8C0CD31D143426182F584002F3A443E">

							<enum>(ii)</enum>

							<text>provide for solitude, quiet use, and pristine natural values of

			 the Natural Area.</text>

						</clause></subparagraph></paragraph></subsection><subsection id="IDE33356E1D9404F00BE52294A82293A6D">

				<enum>(d)</enum>

				<header>Publication</header>

				<text>The Secretary shall publish notice of the management plans in the

			 Federal Register.</text>

			</subsection></section><section id="ID97F370A6058E418CA7C9B130F9664881">

			<enum>7.</enum>

			<header>Administration of Natural Area</header>

			<subsection id="IDAB1F575676D946988DAEE5FDEEC1788E">

				<enum>(a)</enum>

				<header>In general</header>

				<text>The Secretary shall administer the Federal land in the Natural

			 Area—</text>

				<paragraph id="ID077F41C6A11C4CAAA798C0CB1C14AADE">

					<enum>(1)</enum>

					<text>in accordance with—</text>

					<subparagraph id="ID825491732F154D28A94D0A59A218C5E3">

						<enum>(A)</enum>

						<text>the laws (including regulations) applicable to public land;

			 and</text>

					</subparagraph><subparagraph id="ID6CAE9843008145198D8AC93C5F90BFBB">

						<enum>(B)</enum>

						<text>the management plan; and</text>

					</subparagraph></paragraph><paragraph id="IDE6D03E0B206C4823B1A4EB083411D5DB">

					<enum>(2)</enum>

					<text>in a manner that provides for—</text>

					<subparagraph id="IDB52B9EAD3E674BDD9254AA808F2D1A30">

						<enum>(A)</enum>

						<text>the conservation, restoration, and protection of the natural,

			 historic, scientific, scenic, wildlife, and recreational resources of the

			 Natural Area;</text>

					</subparagraph><subparagraph id="ID022259AB7E9B4FCE8A01FD3ECCAB2FC9">

						<enum>(B)</enum>

						<text>the continued use of the Natural Area for purposes of education,

			 scientific study, and limited public recreation in a manner that does not

			 substantially impair the purposes for which the Natural Area is

			 established;</text>

					</subparagraph><subparagraph id="ID7371A00265BC4785AB2EEC344DC7C3AC">

						<enum>(C)</enum>

						<text>the protection of the wildlife habitat of the Natural

			 Area;</text>

					</subparagraph><subparagraph id="IDBA19E39A6AF34023A0FB464DB491614C">

						<enum>(D)</enum>

						<text>a prohibition on the construction of water storage facilities in

			 the Natural Area; and</text>

					</subparagraph><subparagraph id="ID7B71E25C63734B66BF1023073D34B978">

						<enum>(E)</enum>

						<text>the reduction in the use of or removal of roads in the Natural

			 Area and, to the maximum extent practicable, the reduction in or prohibition

			 against the use of motorized vehicles in the Natural Area (including the

			 removal of roads and a prohibition against motorized use on Federal land in the

			 area on the western side of the Rio Grande River from Lobatos Bridge south to

			 the New Mexico State line).</text>

					</subparagraph></paragraph></subsection><subsection id="IDE1CC818E7C064EFC810E0E53724AEC65">

				<enum>(b)</enum>

				<header>Changes in streamflow</header>

				<text>The Secretary is encouraged to negotiate with the State of

			 Colorado, the Rio Grande Water Conservation District, and affected water users

			 in the State to determine if changes in the streamflow that are beneficial to

			 the Natural Area may be accommodated.</text>

			</subsection><subsection id="ID9B704397E8944E088401EEBFF0881B55">

				<enum>(c)</enum>

				<header>Private land</header>

				<text>The management plan prepared under section 6(b)(2)(A) shall apply

			 to private land in the Natural Area only to the extent that the private

			 landowner agrees in writing to be bound by the management plan.</text>

			</subsection><subsection id="IDCDFC7E2B83CA4FC88BD3ECD2C4A1B1C3">

				<enum>(d)</enum>

				<header>Withdrawal</header>

				<text>Subject to valid existing rights, all Federal land in the Natural

			 Area is withdrawn from—</text>

				<paragraph id="ID45F4AE7C7F214AC586720D334FFC41B6">

					<enum>(1)</enum>

					<text>all forms of entry, appropriation, or disposal under the public

			 land laws;</text>

				</paragraph><paragraph id="ID4AD77C2434D345E8BBFAB089DD7489AD">

					<enum>(2)</enum>

					<text>location, entry, and patent under the mining laws; and</text>

				</paragraph><paragraph id="ID7742100633694EEF9BA02B8A0B0A1526">

					<enum>(3)</enum>

					<text>disposition under the mineral leasing laws (including geothermal

			 leasing laws).</text>

				</paragraph></subsection><subsection id="ID118B706D5F8E4025A840113D6E560AD8">

				<enum>(e)</enum>

				<header>Acquisition of land</header>

				<paragraph id="ID170A39611F404ED59728147D0B4A061C">

					<enum>(1)</enum>

					<header>In general</header>

					<text>The Secretary may acquire from willing sellers by purchase,

			 exchange, or donation land or an interest in land in the Natural Area.</text>

				</paragraph><paragraph id="IDE448CA3D0AAF422DB72BFC4856C59CB5">

					<enum>(2)</enum>

					<header>Administration</header>

					<text>Any land or interest in land acquired under paragraph (1) shall

			 be administered in accordance with the management plan and this Act.</text>

				</paragraph></subsection><subsection id="ID5C1187B6CF794133B9E2BA242D03C4EF">

				<enum>(f)</enum>

				<header>Applicable law</header>

				<text>Section 5(d)(1) of the Wild and Scenic Rivers Act (16 U.S.C.

			 1276(d)(1)) shall not apply to the Natural Area.</text>

			</subsection></section><section id="IDFBC64411A3F348618B1B3304A933D2C0">

			<enum>8.</enum>

			<header>Effect</header>

			<text display-inline="no-display-inline">Nothing in this Act—</text>

			<paragraph id="ID8D1600C17DB446FDBC9428AC519C6B6A">

				<enum>(1)</enum>

				<text>amends, modifies, or is in conflict with the Rio Grande Compact,

			 consented to by Congress in the Act of May 31, 1939 (53 Stat. 785, ch.

			 155);</text>

			</paragraph><paragraph id="IDFCB5D70B8D7B4A5E84E168BB266F9798">

				<enum>(2)</enum>

				<text>authorizes the regulation of private land in the Natural

			 Area;</text>

			</paragraph><paragraph id="ID153C0F3C1B3140319F58B6BCF645CB3A">

				<enum>(3)</enum>

				<text>authorizes the imposition of any mandatory streamflow

			 requirements;</text>

			</paragraph><paragraph id="IDD83D0AB4C61A4F6B9996E96BD984CF7C">

				<enum>(4)</enum>

				<text>creates an express or implied Federal reserved water

			 right;</text>

			</paragraph><paragraph id="ID1169AFD0459A433786EE76042EEB16B3">

				<enum>(5)</enum>

				<text>imposes any Federal water quality standard within or upstream of

			 the Natural Area that is more restrictive than would be applicable had the

			 Natural Area not been established; or</text>

			</paragraph><paragraph id="ID7C964A71BD224E2FBF646210C9D25B08">

				<enum>(6)</enum>

				<text>prevents the State of Colorado from acquiring an instream flow

			 through the Natural Area under the terms, conditions, and limitations of State

			 law to assist in protecting the natural environment to the extent and for the

			 purposes authorized by State law.</text>

			</paragraph></section><section id="IDA642DA5FC77D48ACB2EEB10098A9D2B2">

			<enum>9.</enum>

			<header>Authorization of appropriations</header>

			<text display-inline="no-display-inline">There are authorized to be

			 appropriated such sums as are necessary to carry out this Act.</text>

		</section><section id="IDC91CCA88F3B44EF88D343F8034AB1072">

			<enum>10.</enum>

			<header>Termination of Commission</header>

			<text display-inline="no-display-inline">The Commission shall terminate

			 on the date that is 10 years after the date of enactment of this Act.</text>
