			<header>Short title</header>

			<text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Stars on Cars Act of

			 2005</short-title></quote>.</text>

			<enum>2.</enum>

			<header>Amendment of Automobile Information Disclosure Act</header>

			<subsection commented="no" display-inline="no-display-inline" id="IDD61E4F004F6F49EF81591D2154F59B6B">

				<enum>(a)</enum>

				<header>Safety labeling requirement</header>

				<text display-inline="yes-display-inline">Section 3 of the Automobile

			 Information Disclosure Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1232">15 U.S.C. 1232</external-xref>) is amended—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="id2B4C551CBF914BE58CA98BF80E575A53">

					<enum>(1)</enum>

					<text display-inline="yes-display-inline">in subsection (e), by

			 striking <quote>and</quote> at the end;</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2F97B685D0E5445B8BA96C3BCAC4ADA7">

					<enum>(2)</enum>

					<text display-inline="yes-display-inline">in subsection (f)—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="idA6D719F4462643F5BC23CBBF19C030F9">

						<enum>(A)</enum>

						<text display-inline="yes-display-inline">in paragraph (3), by

			 inserting <quote>and</quote> after the semicolon; and</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE11AE9D057DB4327BD53F5863487D83F">

						<enum>(B)</enum>

						<text display-inline="yes-display-inline">by striking the period at the

			 end and inserting a semicolon; and</text>

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id86B8DE3C90C746F7BF9A1609CC603238">

					<enum>(3)</enum>

					<text display-inline="yes-display-inline">by adding at the end the

			 following:</text>

						<subsection commented="no" display-inline="no-display-inline" id="ID76A3F4FA5EB84E14AA830E5385CA5F09">

							<enum>(g)</enum>

							<text display-inline="yes-display-inline">if 1 or more safety ratings

				for such automobile have been assigned and formally published or released by

				the National Highway Traffic Safety Administration under the New Car Assessment

				Program, information about safety ratings that—</text>

							<paragraph commented="no" display-inline="no-display-inline" id="IDFCDF1154425248509F1F1E51E1FB181D">

								<enum>(1)</enum>

								<text display-inline="yes-display-inline">includes a graphic

				depiction of the number of stars, or other applicable rating, that corresponds

				to each such assigned safety rating displayed in a clearly differentiated

				fashion indicating the maximum possible safety rating;</text>

							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDEDCEB4A97FD24D2BAC8580D58C9DA5D0">

								<enum>(2)</enum>

								<text display-inline="yes-display-inline">refers to frontal impact

				crash tests, side impact crash tests, and rollover resistance tests (whether or

				not such automobile has been assigned a safety rating for such tests);</text>

							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDFE276E505A364461B280696842526FC4">

								<enum>(3)</enum>

								<text display-inline="yes-display-inline">contains information

				describing the nature and meaning of the crash test data presented and a

				reference to additional vehicle safety resources, including

				http://www.safecar.gov; and</text>

							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID459836EC1087438BA09E07BD6A755D21">

								<enum>(4)</enum>

								<text display-inline="yes-display-inline">is presented in a legible,

				visible, and prominent fashion and covers at least—</text>

								<subparagraph commented="no" display-inline="no-display-inline" id="ID305CD99AA4734F319EA57E9D9CF6C6DC">

									<enum>(A)</enum>

									<text display-inline="yes-display-inline">8 percent of the total area

				of the label; or</text>

								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDAF182A917DF245D6A4B89F8F512FA40D">

									<enum>(B)</enum>

									<text display-inline="yes-display-inline">an area with a minimum

				length of 4<fraction>1/2</fraction> inches and a minimum height of

				3<fraction>1/2</fraction> inches; and</text>

								</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDF9DCF11B9FD34AB58666F5113333BF04">

							<enum>(h)</enum>

							<text display-inline="yes-display-inline">if an automobile has not

				been tested by the National Highway Traffic Safety Administration under the New

				Car Assessment Program, or safety ratings for such automobile have not been

				assigned in one or more rating categories, a statement to that effect.</text>

						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDD9CC6F4D5638479690CF2189A25FA1F7">

				<enum>(b)</enum>

				<header>Regulations</header>

				<text display-inline="yes-display-inline">Not later than January 1,

			 2006, the Secretary of Transportation shall issue regulations to implement the

			 labeling requirements under subsections (g) and (h) of section 3 of the

			 Automobile Information Disclosure Act, as added by subsection (a).</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID7E40FCA8395E40D89E9738B12195B20D">

				<enum>(c)</enum>

				<header>Applicability</header>

				<text display-inline="yes-display-inline">The labeling requirements

			 under subsections (g) and (h) of section 3 of such Act (as added by subsection

			 (a)), and the regulations prescribed under subsection (b), shall apply to new

			 automobiles delivered on or after—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="ID9E4538D58383428A86610DB79B0A3066">

					<enum>(1)</enum>

					<text display-inline="yes-display-inline">September 1, 2006, if the

			 regulations under subsection (b) are prescribed not later than August 31, 2005;

			 or</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDA91E53064DAA4C71A90116E2D4437614">

					<enum>(2)</enum>

					<text display-inline="yes-display-inline">September 1, 2007, if the

			 regulations under subsection (b) are prescribed after August 31, 2005.</text>

				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="ID1DCFBE148F3D4946B0B4397055414783" section-type="subsequent-section">

			<enum>3.</enum>

			<header>Authorization of appropriations</header>

			<text display-inline="no-display-inline">There are authorized to be

			 appropriated to the Secretary of Transportation, to accelerate the testing

			 processes and increasing the number of vehicles tested under the New Car

			 Assessment Program of the National Highway Traffic Safety

			 Administration—</text>

			<paragraph commented="no" display-inline="no-display-inline" id="ID48E78741D6F54110817429F2FCF58B65">

				<enum>(1)</enum>

				<text display-inline="yes-display-inline">$15,000,000 for fiscal year

			 2006;</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9853093ACB254C67AD4E2D20BCD43C60">

				<enum>(2)</enum>

				<text display-inline="yes-display-inline">$8,134,065 for fiscal year

			 2007;</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDE9A84E620B0B4BFCB75F54AF04DE0A86">

				<enum>(3)</enum>

				<text display-inline="yes-display-inline">$8,418,760 for fiscal year

			 2008;</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDBA0395F11BC04E72B28114B996673047">

				<enum>(4)</enum>

				<text display-inline="yes-display-inline">$8,713,410 for fiscal year

			 2009; and</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID8C663FC2ADBA45758C52CA73B2A04B93">

				<enum>(5)</enum>

				<text display-inline="yes-display-inline">$9,018,385 for fiscal year
