		<official-title display="yes">To require the Secretary of Energy to

		  assess the economic implications of the dependence of the State of Hawaii on

		  oil as the principal source of energy for the State.</official-title>

			<header>Hawaii energy assessment</header>

			<subsection commented="no" display-inline="no-display-inline" id="ID55B132C7835741CA8AA7D1E0E9AE4B94">

				<enum>(a)</enum>

				<header>Assessment</header>

				<text display-inline="yes-display-inline">The Secretary of Energy shall

			 assess the economic implications of the dependence of the State of Hawaii on

			 oil as the principal source of energy for the State, including—</text>

				<paragraph commented="no" display-inline="no-display-inline" id="ID7522A677B6854912AE77A2AB52307738">

					<enum>(1)</enum>

					<text display-inline="yes-display-inline">the short- and long-term

			 prospects for crude oil supply disruption and price volatility and potential

			 impacts on the economy of Hawaii;</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID27C1D1AC04314772906FEACD32640FDC">

					<enum>(2)</enum>

					<text display-inline="yes-display-inline">the economic relationship

			 between oil-fired generation of electricity from residual fuel and refined

			 petroleum products consumed for ground, marine, and air transportation;</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID512DE88E21E4483C8B84AB57452C0979">

					<enum>(3)</enum>

					<text display-inline="yes-display-inline">the technical and economic

			 feasibility of increasing the contribution of renewable energy resources for

			 generation of electricity, on an island-by-island basis, including—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="IDB41C52C3258E41F18E3B9CC3947B930A">

						<enum>(A)</enum>

						<text display-inline="yes-display-inline">siting and facility

			 configuration;</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID3CF34C7D928E45DB8980ADFC235B696C">

						<enum>(B)</enum>

						<text display-inline="yes-display-inline">environmental, operational,

			 and safety considerations;</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID1C42258D3B3A4A658569E19171DC3AFA">

						<enum>(C)</enum>

						<text display-inline="yes-display-inline">the availability of

			 technology;</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID19E5F31CF7D341DC8B273A105D5096F1">

						<enum>(D)</enum>

						<text display-inline="yes-display-inline">effects on the utility system

			 including reliability;</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID8D2C7BC8861B499A80CA90C29C5935BB">

						<enum>(E)</enum>

						<text display-inline="yes-display-inline">infrastructure and transport

			 requirements;</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID8FDF1C7E6D574CBEA13467E1B24CCB0D">

						<enum>(F)</enum>

						<text display-inline="yes-display-inline">community support; and</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDB77BDC88A90046B1B6E6EF0951CB0EFD">

						<enum>(G)</enum>

						<text display-inline="yes-display-inline">other factors affecting the

			 economic impact of such an increase and any effect on the economic relationship

			 described in paragraph (2);</text>

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDF6CD798081CA4B2B95591CE67D7820DE">

					<enum>(4)</enum>

					<text display-inline="yes-display-inline">the technical and economic

			 feasibility of using liquefied natural gas to displace residual fuel oil for

			 electric generation, including neighbor island opportunities, and the effect of

			 the displacement on the economic relationship described in paragraph (2),

			 including—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="IDB9470D4FD3724203A5792AB9977056E6">

						<enum>(A)</enum>

						<text display-inline="yes-display-inline">the availability of

			 supply;</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID97C206A3527B42589AAEB20005348AFA">

						<enum>(B)</enum>

						<text display-inline="yes-display-inline">siting and facility

			 configuration for onshore and offshore liquefied natural gas receiving

			 terminals;</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID3BBE7E3017F54B15AE155AC19E3AC4AC">

						<enum>(C)</enum>

						<text display-inline="yes-display-inline">the factors described in

			 subparagraphs (B) through (F) of paragraph (3); and</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID3CAF864BEBA84E18A9BEF6E91A5FC673">

						<enum>(D)</enum>

						<text display-inline="yes-display-inline">other economic

			 factors;</text>

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4DB877E64A914A939761EEEF96527403">

					<enum>(5)</enum>

					<text display-inline="yes-display-inline">the technical and economic

			 feasibility of using renewable energy sources (including hydrogen) for ground,

			 marine, and air transportation energy applications to displace the use of

			 refined petroleum products, on an island-by-island basis, and the economic

			 impact of the displacement on the relationship described in (2); and</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID76D072E2337147AEBC27D8448561E034">

					<enum>(6)</enum>

					<text display-inline="yes-display-inline">an island-by-island approach

			 to—</text>

					<subparagraph commented="no" display-inline="no-display-inline" id="ID6CD65429F1384D7392DD3D9447B6C62C">

						<enum>(A)</enum>

						<text display-inline="yes-display-inline">the development of hydrogen

			 from renewable resources; and</text>

					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID47CEFED1FDAD437EBE600684D01CCAE0">

						<enum>(B)</enum>

						<text display-inline="yes-display-inline">the application of hydrogen

			 to the energy needs of Hawaii</text>

					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID2E3D6E7A72D542F49D4AC80AE5EDD876">

				<enum>(b)</enum>

				<header>Contracting authority</header>

				<text display-inline="yes-display-inline">The Secretary of Energy may

			 carry out the assessment under subsection (a) directly or, in whole or in part,

			 through 1 or more contracts with qualified public or private entities.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDE8EF6C6F120D4A8E9F5AE276D0B9FB98">

				<enum>(c)</enum>

				<header>Report</header>

				<text display-inline="yes-display-inline">Not later than 300 days after

			 the date of enactment of this Act, the Secretary of Energy shall prepare, in

			 consultation with agencies of the State of Hawaii and other stakeholders, as

			 appropriate, and submit to Congress, a report detailing the findings,

			 conclusions, and recommendations resulting from the assessment.</text>

			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID64EA527A655242B2B94A599A75E980D4">

				<enum>(d)</enum>

				<header>Authorization of appropriations</header>

				<text display-inline="yes-display-inline">There are authorized to be

			 appropriated such sums as are necessary to carry out this section.</text>
