		<official-title>To require the Secretary of Homeland Security to develop

		  and implement standards for the operation of non-scheduled, commercial air

		  carrier (air charter) and general aviation operations at Ronald Reagan

		  Washington National Airport.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short

			 title</header>

			<text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Reopen Reagan National to General

			 Aviation Act</short-title></quote>.</text>

		</section><section id="idB3D8714002724B8299B4F7F6A187D863"><enum>2.</enum><header>Air charter

			 operations at Ronald Reagan Washington National Airport</header><text display-inline="no-display-inline">Notwithstanding any other provision of law,

			 not later than 180 days after the date of the enactment of this Act, the

			 Secretary of Homeland Security, in consultation with the Secretary of

			 Transportation, shall finalize and implement regulations permitting the

			 resumption of non-scheduled, commercial air carrier (air charter) and general

			 aviation operations at Ronald Reagan Washington National Airport. The

			 regulations may provide reasonable requirements to ensure the security of

			 operations at the airport. Such requirements may include—</text>

			<paragraph id="idC8779AADA60F42EC85333AED58BDD113"><enum>(1)</enum><text>screening and

			 certification of air charter and general aviation flight and ground

			 crews;</text>

			</paragraph><paragraph id="idFD4A96BBC77C49C7B2A40FA72DA1E836"><enum>(2)</enum><text>advance clearance

			 of passenger manifests by the Transportation Security Administration;</text>

			</paragraph><paragraph id="id3765CF9158FB473BBC22E9BD3BA606FD"><enum>(3)</enum><text>physical

			 screening of passengers and luggage for air charter and general aviation

			 operations;</text>

			</paragraph><paragraph id="id210AF200B15F42BBB4F963DDE952AA72"><enum>(4)</enum><text>physical

			 inspection of aircraft;</text>

			</paragraph><paragraph id="id4731BE99062B42E482744B2D1CE898EB"><enum>(5)</enum><text>compliance with

			 established special flight procedures; and</text>

			</paragraph><paragraph id="idDF745815C2624E5B805BC21F3870A78C"><enum>(6)</enum><text>limiting the

			 airports from which flights into Ronald Reagan Washington National Airport can

			 originate.</text>
