		<official-title>To amend title XVIII of the Social Security Act to
		  require reporting of quality measures by hospitals in order to reduce
		  medication errors.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Hospital Quality Reporting
			 Improvement Act of 2006</short-title></quote>.</text>
		</section><section id="id7CAEDD194CA848A4BEDD4D01ACD475F7"><enum>2.</enum><header>Reporting of
			 quality measures by hospitals in order to reduce medication
			 errors</header><text display-inline="no-display-inline">Section 1886(b)(3)(B)
			 of the <act-name parsable-cite="SSA">Social Security Act</act-name> (42 U.S.C.
			 1395ww(b)(3)(B)), as amended by section 5001(a) of the Deficit Reduction Act of
			 2005 (Public Law 109–171), is amended—</text>
			<paragraph id="idE554F02D35E34AE2A162C827534BC659"><enum>(1)</enum><text display-inline="yes-display-inline">by moving clause (viii) (including
			 subclauses (I) through (VII) of such clause) 6 ems to the left; and</text>
			</paragraph><paragraph id="idAFDFB5DC26C84002A98723A77D447812"><enum>(2)</enum><text display-inline="yes-display-inline">in clause (viii)—</text>
				<subparagraph id="idAA9DAA3BE6844A1D95BE6BD1F0795C31"><enum>(A)</enum><text display-inline="yes-display-inline">by redesignating subclauses (VI) and (VII)
			 as subclauses (VII) and (VIII), respectively; and</text>
				</subparagraph><subparagraph id="id4790A06DE36548F597E0681B217215E2"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting after subclause (V) the
			 following new subclause:</text>
					<quoted-block display-inline="no-display-inline" id="id9A7ECDD4BBDC4989BC656AA0BE9A9BB1" style="OLC">
						<subclause id="idDF7FC08E94B948BFB301295B68828604" indent="up4"><enum>(VI)</enum><text display-inline="yes-display-inline">Effective for payments beginning with
				fiscal year 2009, in expanding the number of measures under subclause (III),
				the Secretary shall adopt consensus-based measures designed to reduce the
				likelihood of hospital medication errors. The Secretary shall adopt measures
				under this subclause that have been approved by national organizations with
				expertise in health care quality. In adopting the measures, the
				Secretary—</text>
							<item id="idCC555A62B41246A7B5EE4A1D0F9D19BF"><enum>(aa)</enum><text display-inline="yes-display-inline">shall recognize a range of measures
				available to hospitals, including those that do not require a significant
				short-term investment in technology-based systems; and</text>
							</item><item id="id4F8D9735856C4FBE931A22082CA0E5FD"><enum>(bb)</enum><text display-inline="yes-display-inline">may take the cost of complying with those
				measures into account for hospitals located in rural areas and small community
				hospitals (as determined by the
				Secretary).</text>
