		<official-title>To freeze non-defense discretionary spending at fiscal
		  year 2007 levels effective in fiscal year 2008.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Fiscal Responsibility Act of
			 2006</short-title></quote>.</text>
		</section><section id="id708AAF177F6F4580B22D29DD4A3C4233"><enum>2.</enum><header>Congressional
			 enforcement</header>
			<subsection id="ID5324905725B3446B89D493B2DFE4A8B8"><enum>(a)</enum><header>Enforcement</header><text>Section
			 312 of the Congressional Budget Act of 1974 (2 U.S.C. 643) is amended by adding
			 at the end the following:</text>
				<quoted-block id="IDDA728434B57149F4B66252211A2FB638" style="OLC">
					<subsection id="IDFFA1FA5BBCCF464599F1E4D5C9510CAA"><enum>(g)</enum><header>Excess
				non-defense discretionary Federal spending reduction point of order</header>
						<paragraph id="idBF74F40B2DBE4407939CD7F943D8DF4B"><enum>(1)</enum><header>In
				general</header><text>It shall not be in order in the House of Representatives
				or the Senate to consider any bill or resolution (or amendment, motion, or
				conference report on that bill or resolution) that would cause spending for
				non-defense, non-trust-fund, discretionary spending for the budget year to
				exceed the amount of spending for such activities in fiscal year 2007.</text>
						</paragraph><paragraph id="idFBC77C45D54B4115A37761BF14CBA229"><enum>(2)</enum><header>Allocations</header><text>The
				allocations under section 302(a) shall include allocations for the amount
				described in paragraph (1).</text>
						</paragraph><paragraph id="idDFAB86EBD433490E91E5C762286F73BE"><enum>(3)</enum><header>Super majority
				waiver or appeal</header><text>This subsection may be waived or suspended in
				the Senate only by an affirmative vote of two-thirds of the Members, duly
				chosen and sworn. An affirmative vote of two-thirds of the Members of the
				Senate, duly chosen and sworn, shall be required in the Senate to sustain an
				appeal of the ruling of the Chair on a point of order raised under this
				subsection.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id409736D44B974351A5F7FF6186BD6F8C"><enum>(b)</enum><header>Effective
			 date</header><text>This section shall apply beginning with fiscal year
			 2008.</text>
