		<official-title>To provide a mechanism for the determination on the
		  merits of the claims of claimants who met the class criteria in a civil action
		  relating to racial discrimination by the Department of Agriculture but who were
		  denied that determination.</official-title>

		<section id="ID6B1810253DAE47B5B2B51D81F329D53D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Pigford
			 Claims Remedy Act of 2006</quote>.</text>
		</section><section id="ID933075CCFC1C41CC915D528FB41B3CC7"><enum>2.</enum><header>Determination on
			 merits of Pigford claims</header>
			<subsection id="IDAA30386245D4499AA0A7A11EA0C7C131"><enum>(a)</enum><header>In
			 General</header><text>Any Pigford claimant who has not previously obtained a
			 determination on the merits of a Pigford claim may, in a civil action, obtain
			 that determination.</text>
			</subsection><subsection id="ID49C26709933A4772971E104A7559A21E"><enum>(b)</enum><header>Intent of
			 Congress as to Remedial Nature of Section</header><text>It is the intent of
			 Congress that this section be liberally construed so as to effectuate its
			 remedial purpose of giving a full determination on the merits for each Pigford
			 claim denied that determination.</text>
			</subsection><subsection id="IDC9986346B57D4D41AB34C2B8D9E305C0"><enum>(c)</enum><header>Definitions</header><text>In
			 this Act—</text>
				<paragraph id="IDB745E1F26B1546FA8B74A29A5C39518B"><enum>(1)</enum><text>the term
			 <term>Pigford claimant</term> means an individual who previously submitted a
			 late-filing request under section 5(g) of the consent decree in the case of
			 Pigford v. Glickman, approved by the United States District Court for the
			 District of Columbia on April 14, 1999; and</text>
				</paragraph><paragraph id="ID7ED512106BE84DA7A8E60F9C691F69F0"><enum>(2)</enum><text>the term
			 <term>Pigford claim</term> means a discrimination complaint, as defined by
			 section 1(h) of that consent decree and documented under section 5(b) of that
			 consent decree.</text>
