			 sanctions against Iran</header>
			<section id="H75E0F303DFE54CBB91381595B53736A8"><enum>101.</enum><header>Codification of
			 sanctions</header>
				<subsection id="H9427F65D94684637A4BC159C48AB248E"><enum>(a)</enum><header>Codification of
			 sanctions</header><text display-inline="yes-display-inline">Except as otherwise
			 provided in this section, United States sanctions with respect to Iran imposed
			 pursuant to sections 1 and 3 of Executive Order No. 12957, sections 1(e),
			 (1)(g), and (3) of Executive Order No. 12959, and sections 2, 3, and 5 of
			 Executive Order No. 13059 (relating to exports and certain other transactions
			 with Iran) as in effect on January 1, 2006, shall remain in effect. The
			 President may terminate such sanctions, in whole or in part, if the President
			 notifies Congress at least 15 days in advance of such termination. In the event
			 of exigent circumstances, the President may exercise the authority set forth in
			 the preceding sentence without regard to the notification requirement stated
			 therein, except that such notification shall be provided as early as
			 practicable, but in no event later than three working days after such exercise
			 of authority.</text>
				</subsection><subsection id="H5AB3E7C89DAB4BF782A81B9684E92F43"><enum>(b)</enum><header>No effect on
			 other sanctions relating to support for acts of international
			 terrorism</header><text>Nothing in this Act shall affect any United States
			 sanction, control, or regulation as in effect on January 1, 2006, relating to a
			 determination under section 6(j)(1)(A) of the <act-name parsable-cite="EAA79">Export Administration Act of 1979</act-name> (50 U.S.C.
			 App. 2405(j)(1)(A)), section 620A(a) of the <act-name parsable-cite="FAA61">Foreign Assistance Act of 1961</act-name> (22 U.S.C.
			 2371(a)), or section 40(d) of the <act-name parsable-cite="AECA">Arms Export
			 Control Act</act-name> (22 U.S.C. 2780(d)) that the Government of Iran has
			 repeatedly provided support for acts of international terrorism.</text>
				</subsection></section></title><title id="H9466639CB88A4F3E925FA7F3C7D1F4D5"><enum>II</enum><header>Amendments to the
			 Iran and Libya Sanctions Act of 1996 and other provisions related to investment
			 in Iran</header>
			<section id="H1BF43BACF75E4BB8A685EE479BD9CCE5"><enum>201.</enum><header>Multilateral
			 regime</header>
				<subsection id="H151E58D79A724A1D9DF8DE04DB4EA8D3"><enum>(a)</enum><header>Waiver</header><text>Section
			 4(c) of the Iran and Libya Sanctions Act of 1996 (50 U.S.C. 1701 note) is
			 amended to read as follows:</text>
					<quoted-block id="H9B4A1429E0064A1491E6C458D099072" style="OLC">
						<subsection id="H8F1036EB7D2346119807B4AD2DBB90B2"><enum>(c)</enum><header>Waiver</header>
							<paragraph id="H3F78E61FCA374C58AAD25563EC8C0041"><enum>(1)</enum><header>In
				general</header><text>The President may, on a case by case basis, waive for a
				period of not more than six months the application of section 5(a) with respect
				to a national of a country, if the President certifies to the appropriate
				congressional committees at least 30 days before such waiver is to take effect
				that such waiver is vital to the national security interests of the United
				States.</text>
							</paragraph><paragraph id="H1A9C9F328A4443CAB071A0DEC16B3E9"><enum>(2)</enum><header>Subsequent
				renewal of waiver</header><text>If the President determines that, in accordance
				with paragraph (1), such a waiver is appropriate, the President may, at the
				conclusion of the period of a waiver under paragraph (1), renew such waiver for
				subsequent periods of not more than six months
				each.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H9C36E21D67EB40708C00EA54D0266338"><enum>(b)</enum><header>Investigations</header><text>Section
			 4 of such Act (50 U.S.C. 1701 note) is amended by adding at the end the
			 following new subsection:</text>
					<quoted-block id="H87DA41C0CF31498DB5DA6B6D776ED4A" style="OLC">
						<subsection id="H40E8F2FA8EF04D63A0EDCC61B6A976AB"><enum>(f)</enum><header>Investigations</header>
							<paragraph id="H8A4A075DC1B94AC29E43008831845D49"><enum>(1)</enum><header>In
				general</header><text>The President should initiate an investigation into the
				possible imposition of sanctions under section 5(a) against a person upon
				receipt by the United States of credible information indicating that such
				person is engaged in investment activity in Iran as described in such
				section.</text>
							</paragraph><paragraph id="H78BBBECB0AD246C698BF9B3B079635AE"><enum>(2)</enum><header>Determination
				and notification</header><text>Not later than 180 days after an investigation
				is initiated in accordance with paragraph (1), the President should determine,
				pursuant to section 5(a), if a person has engaged in investment activity in
				Iran as described in such section and shall notify the appropriate
				congressional committees of the basis for any such
				determination.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection></section><section id="H2272C8C860804822846DDF2FBE003EEE"><enum>202.</enum><header>Imposition of
			 sanctions</header>
				<subsection id="H3A78332E47644923B2009D2FDB4C7E5B"><enum>(a)</enum><header>Sanctions with
			 respect to development of petroleum resources</header><text>Section 5(a) of the
			 Iran and Libya Sanctions Act of 1996 (50 U.S.C. 1701 note) is amended in the
			 heading, by striking <quote><header-in-text level="subsection" style="OLC">to
			 Iran</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">to the Development of Petroleum Resources of
			 Iran</header-in-text></quote>.</text>
				</subsection><subsection id="H1FDFBDFE81AA4564B4BD00213357C3AB"><enum>(b)</enum><header>Sanctions with
			 respect to development of weapons of mass destruction or other military
			 capabilities</header><text>Section 5(b) of such Act (50 U.S.C. 1701 note) is
			 amended to read as follows:</text>
					<quoted-block id="H8DFE60EED2A04667BC597754A437116E" style="OLC">
						<subsection id="H097ED4623EBB4CF199FE25EE04003045"><enum>(b)</enum><header>Mandatory
				sanctions with respect to development of weapons of mass destruction or other
				military capabilities</header><text>The President shall impose two or more of
				the sanctions described in paragraphs (1) through (6) of section 6 if the
				President determines that a person has, on or after the date of the enactment
				of this Act, exported, transferred, or otherwise provided to Iran any goods,
				services, technology, or other items knowing that the provision of such goods,
				services, technology, or other items would contribute materially to the ability
				of Iran to—</text>
							<paragraph id="H59CFDD6E991A40CEB1511F36C2B58BD"><enum>(1)</enum><text>acquire or develop
				chemical, biological, or nuclear weapons or related technologies; or</text>
							</paragraph><paragraph id="H3BA3A35C1DAE447888AE7CEE56DFAFD6"><enum>(2)</enum><text>acquire or develop
				destabilizing numbers and types of advanced conventional
				weapons.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HDA644ACA394C4D259F0063C7C9E83FD"><enum>(c)</enum><header>Effective
			 Date</header><text>The amendments made by this section shall apply with respect
			 to actions taken on or after June 6, 2006.</text>
				</subsection></section><section id="HA835AD5D684D4444B2F38B3D41D1CEF5"><enum>203.</enum><header>Termination of
			 sanctions</header><text display-inline="no-display-inline">Section 8(a) of the
			 Iran and Libya Sanctions Act of 1996 (50 U.S.C. 1701 note) is amended—</text>
				<paragraph id="H5C907DF0427A466098B1377586E68F7"><enum>(1)</enum><text>in
			 paragraph (1)(C), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="H9D1CD6EA68784A02A2B8C342E9B0E3E4"><enum>(2)</enum><text>in paragraph (2),
			 by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>
				</paragraph><paragraph id="H505C13DA202845F3A8C54F43BE8800FF"><enum>(3)</enum><text>by adding at the
			 end the following new paragraph:</text>

				significant threat to United States national security, interests, or

				</paragraph></section><section id="H164D64DB636942479784CAF4E23B9355"><enum>204.</enum><header>Sunset</header><text display-inline="no-display-inline">Section 13 of the Iran and Libya Sanctions
			 Act of 1996 (50 U.S.C. 1701 note) is amended by striking <quote>on September
			 29, 2006</quote> and inserting <quote>on December 31, 2011</quote>.</text>

			 conforming amendments</header>

			 democracy for Iran</header>
			<section id="H234EB54EF36143ABA175B11CB28DEF2F"><enum>301.</enum><header>Declaration of
			 policy</header>
				<subsection id="HCA2F7C17338A43CCB3FE757B0686297D"><enum>(a)</enum><header>In
			 general</header><text>Congress declares that it should be the policy of the
			 United States—</text>
					<paragraph id="HD1C51E9FBC9447B38BB33BD3AD596FBF"><enum>(1)</enum><text>to support efforts
			 by the people of Iran to exercise self-determination over the form of
			 government of their country; and</text>
					</paragraph><paragraph id="H7E9F3B848C2C46069C7248348D7B6BAC"><enum>(2)</enum><text>to support
			 independent human rights and peaceful pro-democracy forces in Iran.</text>
					</paragraph></subsection><subsection id="H04F5BE13E70B4AF4AA18B32258C19978"><enum>(b)</enum><header>Rule of
			 construction</header><text>Nothing in this Act shall be construed as
			 authorizing the use of force against Iran.</text>
				</subsection></section><section id="H9103C1172DAD4921AFA80063922FC188"><enum>302.</enum><header>Assistance to
			 support democracy for Iran</header>
				<subsection id="H0D1FE43FD4AC4DA39C3F76C16254308"><enum>(a)</enum><header>Authorization</header>
					<paragraph id="HF369FA5D6E98485682C9D4007139C5D2"><enum>(1)</enum><header>In
			 general</header><text>Notwithstanding any other provision of law, the President
			 is authorized to provide financial and political assistance (including the
			 award of grants) to foreign and domestic individuals, organizations, and
			 entities working for the purpose of supporting and promoting democracy for
			 Iran. Such assistance may include the award of grants to eligible independent
			 pro-democracy radio and television broadcasting organizations that broadcast
			 into Iran.</text>
					</paragraph><paragraph id="HE09311138D274324903C00727744E0BD"><enum>(2)</enum><header>Limitation on
			 assistance</header><text>In accordance with the rule of construction described
			 in subsection (b) of section 301, none of the funds authorized under this
			 section shall be used to support the use of force against Iran.</text>
					</paragraph></subsection><subsection id="HE76397A8658E486A87F0A2B61375134F"><enum>(b)</enum><header>Eligibility for
			 assistance</header><text>Financial and political assistance under this section
			 should be provided only to an individual, organization, or entity that—</text>
					<paragraph id="H6951A7E0AAC44A3993AEC99BD900363D"><enum>(1)</enum><text>officially opposes
			 the use of violence and terrorism and has not been designated as a foreign
			 terrorist organization under section 219 of the <act-name parsable-cite="INA">Immigration and Nationality Act</act-name> (8 U.S.C. 1189)
			 at any time during the preceding four years;</text>
					</paragraph><paragraph id="HD9A454BFF7EB40DF8480AB5DD73032BF"><enum>(2)</enum><text>advocates the
			 adherence by Iran to nonproliferation regimes for nuclear, chemical, and
			 biological weapons and materiel;</text>
					</paragraph><paragraph id="HE35B512812D943EAB4EA1109B5E980E4"><enum>(3)</enum><text>is dedicated to
			 democratic values and supports the adoption of a democratic form of government
			 in Iran;</text>
					</paragraph><paragraph id="H0A696E57DF6543DD82005EA4BFC4E536"><enum>(4)</enum><text>is dedicated to
			 respect for human rights, including the fundamental equality of women;</text>
					</paragraph><paragraph id="HD2F27DF754354FFB985F1C6F826FC9F"><enum>(5)</enum><text>works to establish
			 equality of opportunity for people; and</text>
					</paragraph><paragraph id="H319655CF3333402289E41733A16B1170"><enum>(6)</enum><text>supports freedom
			 of the press, freedom of speech, freedom of association, and freedom of
			 religion.</text>
					</paragraph></subsection><subsection id="H34292763628C4F32967635DC50F7C5D7"><enum>(c)</enum><header>Funding</header><text>The
			 President may provide assistance under this section using—</text>
					<paragraph id="H387F17778D694A239F23F57F051889D0"><enum>(1)</enum><text>funds available to
			 the Middle East Partnership Initiative (MEPI), the Broader Middle East and
			 North Africa Initiative, and the Human Rights and Democracy Fund; and</text>
					</paragraph><paragraph id="H7A7D925279A54273A6005B14A53E1717"><enum>(2)</enum><text>amounts made
			 available pursuant to the authorization of appropriations under subsection
			 (g).</text>
					</paragraph></subsection><subsection id="HC6A49195666A43F68551E497EBB9580"><enum>(d)</enum><header>Notification</header><text>Not
			 later than 15 days before each obligation of assistance under this section, and
			 in accordance with the procedures under section 634A of the
			 <act-name parsable-cite="FAA61">Foreign Assistance Act of 1961</act-name> (22
			 U.S.C. 2394–l), the President shall notify the Committee on International
			 Relations and the Committee on Appropriations of the House of Representatives
			 and the Committee on Foreign Relations and the Committee on Appropriations of
			 the Senate.</text>
				</subsection><subsection id="H554EDE3EFD88431E97BCEF5FBF79F35F"><enum>(e)</enum><header>Sense of
			 Congress regarding diplomatic assistance</header><text>It is the sense of
			 Congress that—</text>
					<paragraph id="H61642D316EBC4DBA95B4E35789F3A1D3"><enum>(1)</enum><text>support for a
			 transition to democracy in Iran should be expressed by United States
			 representatives and officials in all appropriate international fora;</text>
					</paragraph><paragraph id="H8AC31B041D034984A5772329099066F8"><enum>(2)</enum><text>officials and
			 representatives of the United States should—</text>
						<subparagraph id="HFDD3878DA7DA4D95A52BE477CC9D249B"><enum>(A)</enum><text>strongly and
			 unequivocally support indigenous efforts in Iran calling for free, transparent,
			 and democratic elections; and</text>
						</subparagraph><subparagraph id="HEBD4DAF2E6C14F0F9586200015697FDD"><enum>(B)</enum><text>draw international
			 attention to violations by the Government of Iran of human rights, freedom of
			 religion, freedom of assembly, and freedom of the press.</text>
						</subparagraph></paragraph></subsection><subsection id="H0C4C34360CA14327B95400F0C73F9868"><enum>(f)</enum><header>Duration</header><text display-inline="yes-display-inline">The authority to provide assistance under
			 this section shall expire on December 31, 2011.</text>
				</subsection><subsection id="HACCB8892C2FB4A5686702657B4D24834"><enum>(g)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to the
			 Secretary of State such sums as may be necessary to carry out this
			 section.</text>
				</subsection></section></title><title id="HE101B735248741E28E3E3BF7B275EC7E"><enum>IV</enum><header>Policy of the
			 United States to facilitate the nuclear nonproliferation of Iran</header>
			<section id="HAE500392B44D4D47B3842188F708DA41"><enum>401.</enum><header>Sense of
			 Congress</header>
				<subsection id="H4F23177479EC45FA94D3DC1EF6992607"><enum>(a)</enum><header>Sense of
			 Congress</header><text display-inline="yes-display-inline">It should be the
			 policy of the United States not to bring into force an agreement for
			 cooperation with the government of any country that is assisting the nuclear
			 program of Iran or transferring advanced conventional weapons or missiles to
			 Iran unless the President has determined that—</text>
					<paragraph id="H06FDA6F0F1D64BC7AF962EFED4E22010"><enum>(1)</enum><text display-inline="yes-display-inline">Iran has suspended all enrichment-related
			 and reprocessing-related activity (including uranium conversion and research
			 and development, manufacturing, testing, and assembly relating to enrichment
			 and reprocessing), has committed to verifiably refrain permanently from such
			 activity in the future (except potentially the conversion of uranium
			 exclusively for export to foreign nuclear fuel production facilities pursuant
			 to internationally agreed arrangements and subject to strict international
			 safeguards), and is abiding by that commitment; or</text>
					</paragraph><paragraph id="HAACFC8A2CAF949A78F72F48800001238"><enum>(2)</enum><text display-inline="yes-display-inline">the government of that country—</text>
						<subparagraph id="HF60D7D00E260451EB307D1347E5406B"><enum>(A)</enum><text display-inline="yes-display-inline">has, either on its own initiative or
			 pursuant to a binding decision of the United Nations Security Council,
			 suspended all nuclear assistance to Iran and all transfers of advanced
			 conventional weapons and missiles to Iran, pending a decision by Iran to
			 implement measures that would permit the President to make the determination
			 described in paragraph (1); and</text>
						</subparagraph><subparagraph id="H485FFE861F0E4C138FA0FD73C542F39E"><enum>(B)</enum><text display-inline="yes-display-inline">is committed to maintaining that suspension
			 until Iran has implemented measures that would permit the President to make
			 such determination.</text>
						</subparagraph></paragraph></subsection><subsection id="H2906B51261F347F3A800E27DADD037AC"><enum>(b)</enum><header>Definitions</header><text>In
			 this section:</text>
					<paragraph id="H6AB1E9A64E3242CFA4D3A749028FCC26"><enum>(1)</enum><header>Agreement for
			 cooperation</header><text display-inline="yes-display-inline">The term
			 <quote>agreement for cooperation</quote> has the meaning given that term in
			 section 11 b. of the Atomic Energy Act of 1954 (42 U.S.C. 2014(b)).</text>
					</paragraph><paragraph id="HC81C55E0A8724F4DAA5DF9B13972B726"><enum>(2)</enum><header>Assisting the
			 nuclear program of Iran</header><text display-inline="yes-display-inline">The
			 term <quote>assisting the nuclear program of Iran</quote> means the intentional
			 transfer to Iran by a government, or by a person subject to the jurisdiction of
			 a government, with the knowledge and acquiescence of that government, of goods,
			 services, or technology listed on the Nuclear Suppliers Group Guidelines for
			 the Export of Nuclear Material, Equipment and Technology (published by the
			 International Atomic Energy Agency as Information Circular INFCIRC/254/Rev.
			 3/Part 1, and subsequent revisions) or Guidelines for Transfers of
			 Nuclear-Related Dual-Use Equipment, Material and Related Technology (published
			 by the International Atomic Energy Agency as Information Circular
			 INFCIRC/254/Rev. 3/Part 2 and subsequent revisions).</text>
					</paragraph><paragraph id="H8CEFAC2478CB416C82B891F1A2C89603"><enum>(3)</enum><header>Transferring
			 advanced conventional weapons or missiles to Iran</header><text display-inline="yes-display-inline">The term <quote>transferring advanced
			 conventional weapons or missiles to Iran</quote> means the intentional transfer
			 to Iran by a government, or by a person subject to the jurisdiction of a
			 government, with the knowledge and acquiescence of that government, of—</text>
						<subparagraph id="HBF2AE730FE244005AD1B6157258EB12C"><enum>(A)</enum><text display-inline="yes-display-inline">advanced conventional weapons; or</text>
						</subparagraph><subparagraph id="HD401D5DC38214217A95CBC60A442F3AF"><enum>(B)</enum><text display-inline="yes-display-inline">goods, services, or technology listed on
			 the Missile Technology Control Regime Equipment and Technology Annex of June
			 11, 1996, and subsequent revisions.</text>
						</subparagraph></paragraph></subsection></section></title><title id="H4F6F6F5178554C000061FE9545E03600"><enum>V</enum><header>Prevention of
			 money laundering for weapons of mass destruction</header>
			<section display-inline="no-display-inline" id="H3BCC5F62A96B487981BE64C467209925" section-type="subsequent-section"><enum>501.</enum><header>Prevention of money
			 laundering for weapons of mass destruction</header><text display-inline="no-display-inline">Section 5318A(c)(2) of title 31, United
			 States Code, is amended—</text>
				<paragraph id="H0ADD4DD754FA49A386F84FE6CC10316E"><enum>(1)</enum><text>in subparagraph
			 (A)(i), by striking <quote>or both,</quote> and inserting <quote>or entities
			 involved in the proliferation of weapons of mass destruction or
			 missiles</quote>; and</text>
				</paragraph><paragraph id="HB4BD5B9BA74E4ADA9BBBDDBAF116787F"><enum>(2)</enum><text>in subparagraph
			 (B)(i), by inserting <quote>, including any money laundering activity by
			 organized criminal groups, international terrorists, or entities involved in
			 the proliferation of weapons of mass destruction or missiles</quote> before the
			 semicolon at the end.</text>
