		<official-title>To provide assistance to States and nongovernmental
		  entities to initiate public awareness and outreach campaigns to reduce teenage
		  pregnancies.</official-title>

		<section id="ID55EA001174D84DC59DB78445B9673848" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>HOPE Youth Pregnancy Prevention
			 Act</short-title></quote>.</text>
		</section><section id="IDAE820CC6217440FB90E7A28C3748F833"><enum>2.</enum><header>Amendment to the
			 <act-name parsable-cite="PHSA">Public Health Service
			 Act</act-name></header><text display-inline="no-display-inline">Part P of title
			 III of the <act-name parsable-cite="PHSA">Public Health Service Act</act-name>
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/280g">42 U.S.C.
			 280g</external-xref> et seq.) is amended by adding at the end the
			 following:</text>

				<section id="IDFF7E3FF9B2F144D2AEE4B52300436D3E"><enum>399Q.</enum><header>Youth
				pregnancy prevention</header>
					<subsection id="ID44C8CBDAA188462AB5A23D81F5749E96"><enum>(a)</enum><header>At-Risk teen
				pregnancy prevention grants</header>
						<paragraph id="IDD7982A792EA64560991F1C9625E1F39C"><enum>(1)</enum><header>In
				general</header><text>The Secretary shall award grants to eligible entities to
				enable such entities to carry out teenage pregnancy prevention activities that
				are targeted at areas with large ethnic minorities and other youth at-risk of
				becoming pregnant.</text>
						</paragraph><paragraph id="ID8AD1DA03669846EEAEDF8F4949735912"><enum>(2)</enum><header>Eligibility</header><text>To
				be eligible to receive a grant under paragraph (1), an entity shall—</text>
							<subparagraph id="ID39BA8BE0CB4D4190B5493C07F356B272"><enum>(A)</enum><text>be a State or
				local government or a private nonprofit entity; and</text>
							</subparagraph><subparagraph id="ID61F4B8A7CB7548E894BC55AA093347BF"><enum>(B)</enum><text>prepare and
				submit to the Secretary an application at such time, in such manner, and
				containing such information as the Secretary may require.</text>
							</subparagraph></paragraph><paragraph id="IDDFC9216B4E1A4AC29C8CECDB619E0037"><enum>(3)</enum><header>Eligible
				activities</header><text>Activities carried out under a grant under this
				subsection may include—</text>
							<subparagraph id="IDCF453C6B21AD426DB616E94F7C6273CD"><enum>(A)</enum><text>youth development
				for adolescents;</text>
							</subparagraph><subparagraph id="ID1BD9DB928B7748ABAB6CAA8100625F88"><enum>(B)</enum><text>work-related
				interventions and other educational activities;</text>
							</subparagraph><subparagraph id="IDB9109D3351824D68868E00CD6DEAB3C2"><enum>(C)</enum><text>parental
				involvement;</text>
							</subparagraph><subparagraph id="IDA592588324994D82B8215573937EC7A6"><enum>(D)</enum><text>teenage outreach;
				and</text>
							</subparagraph><subparagraph id="ID10312EC3F63B4EA8BE8E5F85D774654E"><enum>(E)</enum><text>clinical
				services.</text>
							</subparagraph></paragraph></subsection><subsection id="ID1EE1EE9C13DF4ED4BEAA748796E264F8"><enum>(b)</enum><header>Multimedia
				public awareness and outreach grants</header>
						<paragraph id="IDED3355813F3443708DA3F15624B3A025"><enum>(1)</enum><header>In
				general</header><text>The Secretary shall award grants to eligible entities to
				enable such entities to establish multimedia public awareness campaigns to
				combat teenage pregnancy.</text>
						</paragraph><paragraph id="ID82430AFA03C5456E8FA9D46BE7757B34"><enum>(2)</enum><header>Eligibility</header><text>To
				be eligible to receive a grant under paragraph (1), an entity shall—</text>
							<subparagraph id="ID61DB71834784463E82BB003C00CB4248"><enum>(A)</enum><text>be a State
				government or a private nonprofit entity; and</text>
							</subparagraph><subparagraph id="IDE5B60BF65728456D9524045CE0C11074"><enum>(B)</enum><text>prepare and
				submit to the Secretary an application at such time, in such manner, and
				containing such information as the Secretary may require.</text>
							</subparagraph></paragraph><paragraph id="ID279F3DE4ED2E403EA9D0A47C4CAE8EDC"><enum>(3)</enum><header>Activities</header><text>The
				purpose of the campaigns established under a grant under paragraph (1) shall be
				to prevent teenage pregnancy through the use of advertising using television,
				radio, print media, billboards, posters, the Internet, and other methods
				determined appropriate by the Secretary.</text>
						</paragraph><paragraph id="ID77803FD29E30466CA842E7FD690087E1"><enum>(4)</enum><header>Priority</header><text>In
				awarding grants under this subsection, the Secretary shall give priority to
				applicants that express an intention to carry out activities that target ethnic
				minorities and other at-risk youth.</text>
						</paragraph></subsection><subsection id="IDF26BC9DC93D94D648FCD3BB000D1681B"><enum>(c)</enum><header>Authorization
				of appropriations</header><text>There are authorized to be appropriated—</text>
						<paragraph id="ID1C15C5BD71D04226991736F69388223B"><enum>(1)</enum><text>to carry out
				subsection (a), $30,000,000 for each of fiscal years 2007 through 2011;
				and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDCD601589559D4AC4B05002E0CDCA421F"><enum>(2)</enum><text>to carry out
				subsection (b), $20,000,000 for each of fiscal years 2007 through
				2011.</text>
