			 Compensation Modernization</header>
			<section id="idA3AABC9CFBEF4A9589FA750B57C86631"><enum>101.</enum><header>Foreign
			 Service pay for performance system</header>
				<subsection id="id11D003557DEB4374B9794FFC8A0CC815"><enum>(a)</enum><header>Purpose</header><text>The
			 purposes of this title are—</text>
					<paragraph id="ID437fcda2b4714da897a4fa03d34d6639"><enum>(1)</enum><text>to recruit,
			 retain, and reward high-performing Foreign Service members;</text>
					</paragraph><paragraph id="ID69675e0347b743dc83ed9cf6178a6e5c"><enum>(2)</enum><text>to ensure
			 performance management that effectively communicates performance expectations
			 and makes meaningful distinctions based upon relative performance; and</text>
					</paragraph><paragraph id="ID3f1d1fe4ce3a4dd4a0924edc760b97cf"><enum>(3)</enum><text>to institute a
			 worldwide pay system for the Foreign Service.</text>
					</paragraph></subsection><subsection id="idC892B4ED0F0947FC9247F3839E793D13"><enum>(b)</enum><header>Foreign service
			 schedule</header><text display-inline="yes-display-inline">Section 403 of the
			 Foreign Service Act of 1980 (22 U.S.C. 3963) is amended to read as
			 follows:</text>
					<quoted-block display-inline="no-display-inline" id="id4522CA6484484E44823296D87C783754" style="OLC">
						<section id="idEA66B3B2AFE14F52BDACF5E540321624"><enum>403.</enum><header>Foreign
				service schedule</header>
							<subsection id="id924E14B8C2294D2C83B3179E810DA1AC"><enum>(a)</enum><header>Establishment</header><text>The
				President shall establish, annually review, and periodically adjust a Foreign
				Service Schedule, which shall consist of 9 salary classes that apply to members
				of the Service who are citizens of the United States and for whom salary rates
				are not otherwise provided under this chapter. The maximum salary rate for the
				highest class established under this section, which shall be designated class
				1, may not exceed the rate of basic pay for level IV of the Executive Schedule
				under section 5315 of title 5, United States Code.</text>
							</subsection><subsection commented="no" display-inline="no-display-inline" id="id980CE5F2C6F94DF19DCA6FBF1E33988B"><enum>(b)</enum><header>Adjustments</header><text>Any
				adjustment in the basic salary rates for members of the Service shall be made
				in accordance with section
				406.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="IDe375ee9cd07b4cd0ac5ebf2b9c1a2fd9"><enum>(c)</enum><header>Within class
			 salary increases</header><text>Section 406 of the Foreign Service Act of 1980
			 (22 U.S.C. 3966) is amended to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="id25A79892AA464760A239BB456D6E3633" style="OLC">
						<section id="id23B75403B7CA438AAFBC9D851B1D9E47"><enum>406.</enum><header>Within class
				salary increases</header>
							<subsection id="ID425c46fe77e345dfb8916d8021992322"><enum>(a)</enum><header>Determination</header><text>The
				Secretary shall determine which basic salary rate within a salary class on the
				Foreign Service Schedule shall be paid to members of the Service, taking into
				account individual performance, contribution to the mission of the Department,
				or both, under a rigorous performance management system that—</text>
								<paragraph id="id667BE1D62A3544D2B4A3AD71B5DB47F6"><enum>(1)</enum><text>makes meaningful
				distinctions based upon relative performance; and</text>
								</paragraph><paragraph id="id4F6EBD87B21844DB88E615363884911D"><enum>(2)</enum><text>clearly links
				individual pay and performance under precepts prescribed by the
				Secretary.</text>
								</paragraph></subsection><subsection id="ID06676dc1b5cd4ae1b62df251f7f13977"><enum>(b)</enum><header>Equal basic
				salary adjustments</header><text>Notwithstanding subsection (a), the Secretary
				may provide equal basic salary adjustments for all career candidates or other
				members of the Service—</text>
								<paragraph id="id6BB2887FD4D941958324DE661F484D31"><enum>(1)</enum><text>whose performance
				has not been reviewed by a selection board under section 602; and</text>
								</paragraph><paragraph id="id8EA1551F60B74A8A916B01AA9747AAD9"><enum>(2)</enum><text>who are found to
				meet the standards of performance for their class.</text>
								</paragraph></subsection><subsection id="ID6b6cd5f1b3c1458da3cdbdd4ebac02bb"><enum>(c)</enum><header>Funding for
				performance-based salary adjustments</header>
								<paragraph id="idEE757E1EDAC5413FAEDCC00F3844B087"><enum>(1)</enum><header>In
				general</header><text>In order to provide funding for adjustments in basic
				salary rates under subsection (a), the Secretary shall annually allocate an
				amount equal to or greater than the sum of—</text>
									<subparagraph id="idC38FFE17378D417EAEE3978395669F90"><enum>(A)</enum><text>an amount that
				would be sufficient to fund within grade salary increases under section 406(a)
				of the Foreign Service Act as in effect on the date of the enactment of the
				<short-title>Foreign Affairs Management Authorities Act of
				2006</short-title>; and</text>
									</subparagraph><subparagraph id="id6968E20ADB694B6C9503FCD9E7FDF289"><enum>(B)</enum><text>the amount
				necessary to provide for pay adjustments based on mission requirements, labor
				market conditions, availability of funds, pay adjustments received by employees
				of other Federal agencies, and any other relevant factors.</text>
									</subparagraph></paragraph><paragraph id="id12C0BAF846654C4094B3BBF79156EEBF"><enum>(2)</enum><header>Flexibility</header><text>The
				formula set forth in paragraph (1) shall—</text>
									<subparagraph id="id26E7D7EDA7CD4DFA98942AB3DBD52349"><enum>(A)</enum><text>ensure that
				members of the Service, in the aggregate, are not disadvantaged in terms of the
				overall amount of pay available as a result of conversion to the new
				performance-based compensation system authorized by this section; and</text>
									</subparagraph><subparagraph id="id4F95C14A07C74AD7B76C8C281C546D0A"><enum>(B)</enum><text>provide
				flexibility to accommodate changes in the mix of employees and the functions
				they perform, and other changed circumstances that might impact pay
				levels.</text>
									</subparagraph></paragraph><paragraph id="id92EDA7111FBF4FD8B090F7ECBFAF54AA"><enum>(3)</enum><header>Limitation</header><text>A
				performance-based salary adjustment authorized by subsection (a) may not be
				paid to any member of the Service whose performance falls below the standards
				of performance for the salary class of the member during the applicable rating
				period.</text>
								</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="idBAD6F498280444E1B1E335D6F110BE62"><enum>(d)</enum><header>Prohibitions</header>
					<paragraph id="id70773501B1AA4FFCB5B5EBC105DDCC0A"><enum>(1)</enum><header>Locality
			 payments prohibited</header><text>A member of the Foreign Service may not
			 receive a locality-based comparability payment under section 5304 of title 5,
			 United States Code, for service performed on or after the first day of the
			 first pay period beginning on or after April 1, 2008.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA2E580093C0A4052B498A3579A5B8BC8"><enum>(2)</enum><header>Nonforeign area
			 allowance or differential</header><text>Except as provided in section
			 103(c)(1), a member of the Foreign Service may not receive a nonforeign area
			 allowance or differential under section 5941 of title 5, United States Code,
			 for service performed on or after the first day of the first pay period
			 beginning on or after April 1, 2008.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idB2C0C25AD0E14EB9ACF952B992DCED7F"><enum>(e)</enum><header>Effective
			 date</header><text>This section and the amendments made by this section shall
			 take effect on the first day of the first pay period beginning on or after
			 April 1, 2008.</text>
				</subsection></section><section id="IDe89b5199027049e2a945db3e7f33f11d"><enum>102.</enum><header>Transition to
			 performance-based compensation system</header>
				<subsection id="id41E79DD40D364558989A589E634509C2"><enum>(a)</enum><header>Rates of
			 pay</header>
					<paragraph id="idF293CB2F8A254B4BAA746E046108091E"><enum>(1)</enum><header>In
			 general</header><text>Except as provided under subsection (b), the Foreign
			 Service Schedule issued under section 403 of the Foreign Service Act of 1980,
			 in effect on the date of the enactment of this Act, including step
			 rates—</text>
						<subparagraph id="idD5CA7FAD60B0475893F582E1E1B506BE"><enum>(A)</enum><text>shall be adjusted
			 in accordance with section 5303 of title 5, United States Code; and</text>
						</subparagraph><subparagraph id="idEA69AADE69E3467BB476C987AA1A99C5"><enum>(B)</enum><text>shall be capped
			 at the maximum rate of basic pay for grade GS–15 of the General Schedule under
			 section 5332 of that title.</text>
						</subparagraph></paragraph><paragraph id="id52DE079C187E49FAB679884CBAE785EF"><enum>(2)</enum><header>Locality
			 pay</header><text>A member of the Service whose official duty station is
			 located in an applicable locality pay area shall continue to receive
			 locality-based comparability payments under section 5304 of title 5, United
			 States Code.</text>
					</paragraph></subsection><subsection id="idC8AFF227CFC74CA6B62DED571E8A2E04"><enum>(b)</enum><header>Interim Foreign
			 Service Schedule</header>
					<paragraph id="id62E87A13AD8049F38A6C0E704811DDF8"><enum>(1)</enum><header>Establishment</header><text>Before
			 the effective date of this section, the Secretary of State shall establish an
			 interim Foreign Service Schedule for members of the Service designated class 1
			 or below whose official duty station is not located in areas for which such
			 members receive payments pursuant to section 5304 or 5941 of title 5, United
			 States Code.</text>
					</paragraph><paragraph id="id3E62FCC735D54DD499955769C1B84D20"><enum>(2)</enum><header>Increased
			 rates</header><text>The rates under the Foreign Service Schedule established
			 under this subsection shall be 9 percent higher than the rates under the
			 Foreign Service Schedule described in subsection (a) unless a different
			 percentage is prescribed by the President. Each covered member shall receive a
			 corresponding increase in the member’s rate of basic pay. Any adjustment of the
			 rates under the Foreign Service Schedule described in subsection (a) shall
			 result in a corresponding adjustment of rates under the Foreign Service
			 Schedule established under this subsection.</text>
					</paragraph><paragraph id="idC79E504A04F04C8F9CA30DAFB20D397C"><enum>(3)</enum><header>Conversion
			 rules</header><text>The Secretary shall establish conversion rules for a member
			 who is transferred between the Foreign Service Schedule described in subsection
			 (a) and the Foreign Service Schedule established under this subsection due to a
			 change in official duty station.</text>
					</paragraph></subsection><subsection id="id9AE93E3DBA5442409B0DD5A0F9CC3B5E"><enum>(c)</enum><header>Step
			 Increases</header><text>A member covered by the Foreign Service Schedule
			 (including the interim Foreign Service Schedule) shall receive within class
			 salary step increases in accordance with section 406 of the Foreign Service Act
			 of 1980 (22 U.S.C. 3966), including step increases that, but for the amendments
			 made by this title, otherwise would have become effective on the first day of
			 the first pay period beginning on or after April 1, 2008.</text>
				</subsection><subsection id="idA1F22FE5C91F4A9EAE511E67BEDD7A8E"><enum>(d)</enum><header>Effective
			 date</header><text>This section shall be effective beginning on the first day
			 of the first pay period beginning on or after April 1, 2007, and ending on the
			 effective date described in section 101(e).</text>
				</subsection></section><section id="id45B7FDF167E34B389108B8BBB9401527"><enum>103.</enum><header>Uniform
			 compensation for worldwide service</header>
				<subsection id="id6511C729FFA14BB98FDA2F91F1BF73EF"><enum>(a)</enum><header>Transitions and
			 pay formulas</header>
					<paragraph id="idEBD66FEC57C449ADAA3A4E35790FE41B"><enum>(1)</enum><header>Conversion
			 date</header><text>Subject to paragraphs (2) through (4), a member of the
			 Service designated class 1 or below shall be converted to the new Foreign
			 Service Schedule established under section 403 of the Foreign Service Act of
			 1980, as amended by section 101, on the first day of the first pay period
			 beginning on or after April 1, 2008.</text>
					</paragraph><paragraph id="id66189DAC075F408CB7D73AC19276EB21"><enum>(2)</enum><header>Simultaneous
			 pay actions</header><text>Subject to section 102(c), the Secretary shall
			 determine how any applicable simultaneous pay actions, including promotions,
			 within grade increases, and geographic moves, will be applied in connection
			 with a conversion, under paragraph (1).</text>
					</paragraph><paragraph id="id9BFE7A859742426EAF79E47A6CC8B9A3"><enum>(3)</enum><header>Pay conversion
			 formula</header><text>Any member described in paragraph (1) whose official duty
			 station is not located in an area for which members receive payments pursuant
			 to section 5304 or 5941 of title 5, United States Code, shall receive an
			 increase in the member’s rate of basic pay upon conversion, if necessary, to
			 ensure that the resulting rate equals the sum of—</text>
						<subparagraph id="idAD92D357F20149C4ADE2E34ACF0D6BD0"><enum>(A)</enum><text>the base rate
			 under the Foreign Service Schedule described in section 102(a) for the member’s
			 class and step; and</text>
						</subparagraph><subparagraph id="id85F6D2A548974F09B8BC69DB2338A40D"><enum>(B)</enum><text>the amount
			 resulting from multiplying the rate described in subparagraph (A) by the
			 locality-based comparability percentage in effect for the Washington, D.C.
			 locality pay area at that time.</text>
						</subparagraph></paragraph><paragraph id="idB42D397A9AD44BAB8D4FA76ABDA53766"><enum>(4)</enum><header>Locality-based
			 pay</header><text>Any member described in paragraph (1) whose official duty
			 station is located in an area for which such members receive payments pursuant
			 to section 5304 or 5941 of title 5, United States Code, shall, upon conversion,
			 cease to receive payments authorized under such sections and shall receive
			 instead an increase in the member’s rate of basic pay equivalent to the
			 percentage value of the locality-based comparability payment received by
			 members of the Service designated class 1 or below whose official duty station
			 was Washington, D.C. on the date of conversion.</text>
					</paragraph></subsection><subsection id="IDd2dd731f3f3c45528cf2714ca58963a8"><enum>(b)</enum><header>Adjustments in
			 the rate of basic pay</header>
					<paragraph id="id3D4A548DFFCC4EA3B51E1FA6C85829FC"><enum>(1)</enum><header>In
			 general</header><text>After conversion to the Foreign Service Schedule
			 established under section 403 of the Foreign Service Act of 1980, as amended by
			 section 101, the Secretary may provide a special one-time adjustment in the
			 rate of basic pay for career candidates or other members of the Service—</text>
						<subparagraph id="id8121EAE1276E4E15B0C4A8B3E2FEE311"><enum>(A)</enum><text>whose performance
			 has not been reviewed by a selection board under section 602 of such Act (22
			 U.S.C. 4002); and</text>
						</subparagraph><subparagraph id="id7CEFE28F79B44E0299EE443A8BD1C891"><enum>(B)</enum><text>who, if not for
			 such conversion, would have been scheduled to receive a step increase after the
			 date of conversion and before September 30, 2008.</text>
						</subparagraph></paragraph><paragraph id="id6A5409F4CEDE420096AF315F7CDC48B5"><enum>(2)</enum><header>Limitations</header><text>Any
			 such adjustment shall be prorated based on the portion of time accrued toward
			 achieving a step increase as of the day before conversion. No adjustment under
			 this subsection may result in a rate above the maximum rate of the applicable
			 rate range.</text>
					</paragraph><paragraph id="idF1CD22AD568543F6B62D548AFFA83196"><enum>(3)</enum><header>Management
			 right</header><text>Adjustments under this subsection—</text>
						<subparagraph id="id7E71177F388648CB80DF7C1436038919"><enum>(A)</enum><text>shall be
			 considered a management right under section 1005(a) of the Foreign Service Act
			 of 1980 (22 U.S.C. 4105(a)); and</text>
						</subparagraph><subparagraph id="idB696F8A24B7E484199BB64BC8DC81D10"><enum>(B)</enum><text>are not
			 grievances under section 1101(b) of such Act (22 U.S.C. 4131(b)).</text>
						</subparagraph></paragraph></subsection><subsection id="id8F9C649B73F147A7974F2A4DDA51D69C"><enum>(c)</enum><header>Special
			 transitional rules</header>
					<paragraph id="idB20ADD307AA94FA19E6C31250A6A9DBF"><enum>(1)</enum><header>Special
			 rules</header><text>The Secretary may establish special transitional rules to
			 prevent a reduction in a member’s rate of pay due to a conversion to the
			 Foreign Service Schedule established under section 102(b). Notwithstanding
			 subsection (a)(4), such rules may authorize a member stationed in a nonforeign
			 area to temporarily continue to receive a portion of an allowance or post
			 differential under section 5941 of title 5, United States Code.</text>
					</paragraph><paragraph id="id84843EE3E3844C10AEF6EADD799D9D27"><enum>(2)</enum><header>Applicability</header><text>This
			 subsection shall apply to a member who, immediately before conversion—</text>
						<subparagraph id="id458194CF17D540F7ACBA6F3FD833E15D"><enum>(A)</enum><text>is entitled to a
			 locality-based comparability payment under section 5304 of title 5, United
			 States Code, at a rate exceeding the locality rate applicable in Washington,
			 D.C., at that time; or</text>
						</subparagraph><subparagraph id="id1AEA4D98E296490C81F34E2414436B74"><enum>(B)</enum><text>is entitled to a
			 nonforeign area allowance or differential under section 5941 of such
			 title.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id345E6B4D0943417CA2AF79322439D465"><enum>(3)</enum><header>Treatment of
			 temporary adjustment</header><text>Any temporary adjustment provided to a
			 member described in paragraph (2)(A) shall be treated as basic pay for the same
			 purposes as the locality-based comparability payment under section 5304 of
			 title 5, United States Code.</text>
					</paragraph></subsection></section><section id="id6A7D09042695493DA9BF4C7AB3A68046"><enum>104.</enum><header>Technical and
			 conforming amendments</header>
				<subsection id="ID704c1a32f7be4552b9c037241a163d7d"><enum>(a)</enum><header>Technical and
			 conforming amendments to the Foreign Service Act</header><text>The Foreign
			 Service Act of 1980 (22 U.S.C. 3901 et seq.) is amended—</text>
					<paragraph id="IDd6d4ad31ef894991b86406cb0d65ffae"><enum>(1)</enum><text>in section
			 402(a)(2) (22 U.S.C. 3962(a)(2)), by inserting <quote>under precepts prescribed
			 by the Secretary</quote> after <quote>system</quote>;</text>
					</paragraph><paragraph id="IDa16b3fb318744c42991c36be04b01904"><enum>(2)</enum><text>in section 602(a)
			 (22 U.S.C. 4002(a)), by amending paragraph (3) to read as follows:</text>
						<quoted-block display-inline="no-display-inline" id="idD17A781A1A5642F4A9F0C5770C962AA9" style="OLC">
							<paragraph id="id35345D677D274C878B89D63F3297C135"><enum>(3)</enum><text>approvals or
				denials of performance-based salary adjustments under sections 402(a)(2) and
				406(a)</text>
							</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</paragraph><paragraph id="idDEAC79E93E594A219835CC1253E7CF15"><enum>(3)</enum><text>in section 605
			 (22 U.S.C. 4005)—</text>
						<subparagraph id="ID7b1fee30001d4b33beea757aaed7560f"><enum>(A)</enum><text>in subsection
			 (a)—</text>
							<clause id="id28937CB423B947D6BA92CA25E3DFDB62"><enum>(i)</enum><text>by
			 inserting <quote>and performance-based salary adjustments under sections
			 402(a)(2) and 406(a)</quote> after <quote>Recommendations for
			 promotion</quote>; and</text>
							</clause><clause id="id5CE294FE942C44ABABB5F0DF9A4DB84B"><enum>(ii)</enum><text>by
			 inserting <quote>and performance-based salary adjustments</quote> after
			 <quote>shall make promotions</quote>; and</text>
							</clause></subparagraph><subparagraph id="ID10ebefc157984d14814df0c577e24348"><enum>(B)</enum><text>in subsection

			 (A)—</text>

			 prevention and detection account</header><text display-inline="no-display-inline">Section 286(v)(2)(A) of the Immigration and
			 Nationality Act (8 U.S.C. 1356(v)(2)(A)) is amended—</text>

			 See</header><text display-inline="yes-display-inline">Under such terms and
			 conditions as the President shall determine, the President may extend, or enter
			 into an agreement to extend, to the Permanent Observer Mission of the Holy See
			 to the United Nations in New York, and to its members, the privileges and
			 immunities enjoyed by the diplomatic missions of member states to the United
			 Nations, and their members, subject to corresponding conditions and
			 obligations.</text>
				</subsection></section><section id="ID39811402A5AC464A86088E59EE110FC6"><enum>204.</enum><header>International
			 litigation fund</header><text display-inline="no-display-inline">Section
			 38(d)(3) of the <act-name parsable-cite="SDBAA">State Department Basic
			 Authorities Act of 1956</act-name> (22 U.S.C. 2710(d)(3)) is amended by
			 striking <quote>from another agency of the United States Government</quote> and
			 inserting <quote>as a result of a decision of an international tribunal, from
			 another agency of the United States Government,</quote>.</text>
			</section><section id="IDB35EB1DA955F4ECE9672F2EB483AACB0"><enum>205.</enum><header>Personal
			 services contracting</header>
				<subsection id="ID6C460C03150346189267C7E220794A97"><enum>(a)</enum><header>Broadcasting
			 Board of Governors</header><text>Section 504 of the
			 <act-name parsable-cite="FRAA">Foreign Relations Authorization Act</act-name>,
			 Fiscal Year 2003 (Public Law 107–228; 22 U.S.C. 6206 note), is amended—</text>
					<paragraph id="idD1718174DBA34E828FACFDECFBEBADA1"><enum>(1)</enum><text>in subsection
			 (a), by striking <quote>broadcasters, producers, and writers</quote> and
			 inserting <quote>broadcasters and other broadcasting
			 specialists</quote>;</text>

					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idB2EEBB45136A4CA79E96F7538CB7EBA0"><enum>(b)</enum><header>Inspector
			 General oversight of Iraq and Afghanistan</header>
					<paragraph id="ID45b3444c5e5e4dcabf3cbab208b1ad4d"><enum>(1)</enum><header>In
			 general</header><text>Subject to paragraph (2), the Inspector General of the
			 Department of State and the Broadcasting Board of Governors (referred to in
			 this subsection as the <quote>Inspector General</quote>) may use personal
			 services contracts to engage citizens of the United States to facilitate and
			 support the Office of the Inspector General’s oversight of programs and
			 operations related to Iraq and Afghanistan. Individuals engaged by contract to
			 perform such services shall not, by virtue of such contract, be considered to
			 be employees of the United States Government for purposes of any law
			 administered by the Office of Personnel Management. The Secretary of State may
			 determine the applicability to such individuals of any law administered by the
			 Secretary concerning the performance of such services by such
			 individuals.</text>
					</paragraph><paragraph id="ID3c3ea24ffc91455db51d974308deaa65"><enum>(2)</enum><header>Conditions</header><text>The
			 authority under paragraph (1) is subject to the following conditions:</text>
						<subparagraph id="ID9139190ed3d5441ab8fd02a32e3da567"><enum>(A)</enum><text>The Inspector
			 General determines that existing personnel resources are insufficient.</text>
						</subparagraph><subparagraph id="ID9c9f6b8e360a4f618ff6a94e526ee99d"><enum>(B)</enum><text>The contract
			 length for a personal services contractor, including options, may not exceed 2
			 years, unless the Inspector General makes a finding that exceptional
			 circumstances justify an extension of up to 1 additional year.</text>
						</subparagraph><subparagraph id="IDdc86c09b1aa84e99a829792b2113059a"><enum>(C)</enum><text>Not more than 20
			 individuals may be employed at any time as personal services contractors under
			 the program.</text>
						</subparagraph></paragraph><paragraph id="IDbceadbd20d1245e288a20a9d0010783a"><enum>(3)</enum><header>Termination of
			 authority</header><text>The authority to award personal services contracts
			 under this subsection shall terminate on December 31, 2008. A contract entered
			 into prior to the termination date under this paragraph may remain in effect
			 until not later than December 31, 2009.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1600593143ab492485a07600d4c7d041"><enum>(4)</enum><header>Other
			 authorities not affected</header><text>The authority under this subsection is
			 in addition to any other authority of the Inspector General to hire personal
			 services contractors.</text>
					</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id52638B2B7802435C90A2D1C4472ED402"><enum>206.</enum><header>Facilitating
			 service in Iraq and Afghanistan</header><text display-inline="no-display-inline">Section 824(g) of the Foreign Service Act of
			 1980 (22 U.S.C. 4064(g)) is amended—</text>
