		<official-title>To extend the generalized system of preferences program
		  under the Trade Act of 1974, to extend the Andean Trade Preference Act, to
		  extend certain trade preferences under the African Growth and Opportunity Act,
		  and for other purposes.</official-title>

		<section id="HDD4268E509454FDCA03969FE5329572D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote>Emergency Trade Program Extension Act of 2006</quote>.</text>
		</section><section id="H7F4C6F6000504A2799394BFB69090000"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="HB1FFFA89F98B4353AA2B1B70FBC0487"><enum>(1)</enum><text display-inline="yes-display-inline">Title V of the Trade Act of 1974 (relating
			 to the generalized system of preferences), the Andean Trade Preference Act, and
			 the African Growth and Opportunity Act have played an important role in
			 advancing United States trade policy goals, providing important benefits to
			 United States workers, farmers, and businesses, and helping to trigger
			 sustainable economic growth in developing countries for more than 30
			 years.</text>
			</paragraph><paragraph id="H8B095FE073124D8B952B30318F49F9C3"><enum>(2)</enum><text>A
			 key United States trade policy goal relating to the future of these programs is
			 to ensure that they continue to meet their stated goals; and, in particular, in
			 regard to the African Growth and Opportunity Act, that it provide the
			 continuity, stability, and predictability necessary to establish by 2020 a
			 stable and globally competitive textile and apparel industry in Africa.</text>
			</paragraph></section><section display-inline="no-display-inline" id="HFB8CA5278E874994B526717F33009F24" section-type="subsequent-section"><enum>3.</enum><header>Extension of
			 generalized system of preferences</header><text display-inline="no-display-inline">Section 505 of the Trade Act of 1974 (19
			 U.S.C. 2465) is amended by striking <quote>2006</quote> and inserting
			 <quote>2008</quote>.</text>
		</section><section id="H6A2A678A9BE84E71908290AB0080E2D"><enum>4.</enum><header>Extension of
			 Andean Trade Preference Act</header><text display-inline="no-display-inline">Section 208 of the Andean Trade Preference
			 Act (19 U.S.C. 3206) is amended by striking <quote>2006</quote> and inserting
			 <quote>2008</quote>.</text>
		</section><section id="HB5FB132AC1BC40B19E924BDE4494B053"><enum>5.</enum><header>
			 African Growth and Opportunity Act</header>
			<subsection id="H1C5FE7774E1948FFB329CB18009E22FF"><enum>(a)</enum><header>Preferential
			 treatment of apparel articles</header><text>Section 112(b)(3)(B) of the African
			 Growth and Opportunity Act (19 U.S.C. 3721(b)(3)(B)) is amended—</text>
				<paragraph display-inline="no-display-inline" id="H01625A8ECFD34C1A837B95D495A72694"><enum>(1)</enum><text>in clause (i), by
			 striking <quote>2007</quote> and inserting <quote>2008</quote>;</text>
				</paragraph><paragraph display-inline="no-display-inline" id="H0AC0699B846D4E6C88416FCEA154BE53"><enum>(2)</enum><text>in clause
			 (ii)—</text>
					<subparagraph id="H9D4C0C4A6D434E51A955CC646B64D0FC"><enum>(A)</enum><text>by striking
			 <quote>and</quote> at the end of subclause (III);</text>
					</subparagraph><subparagraph id="H14CE3400CF7A41E7876603C3F7F3A89"><enum>(B)</enum><text>in subclause
			 (IV)—</text>
						<clause id="H7E46D125578D4E0094D9269C3278D61"><enum>(i)</enum><text>by
			 striking <quote>1.6071 percent</quote> and inserting <quote>3.2143
			 percent</quote>; and</text>
						</clause><clause id="HAC8E0055256C4FB2B441FF79EEE89D2B"><enum>(ii)</enum><text>by
			 striking the period at the end and inserting <quote>; and</quote>; and</text>
						</clause></subparagraph><subparagraph id="HED12ED2CBA8F4AB1B8A26798EFF215F"><enum>(C)</enum><text>by adding at the
			 end the following:</text>

					</subparagraph></paragraph><paragraph display-inline="no-display-inline" id="H28A8A9646EC04EE1B31BB1368119D6B3"><enum>(3)</enum><text>in clause
			 (iii)—</text>
					<subparagraph id="HC1869F49588D4E51B24C9826FF7D6300"><enum>(A)</enum><text>by striking
			 <quote>and</quote> at the end of subclause (II);</text>

			 period at the end of subclause (III) and inserting <quote>; and</quote>;

					</subparagraph></paragraph><paragraph id="H955C77D032A14D2CB5617BD47F304F5"><enum>(4)</enum><text>by
			 striking clause (iv).</text>
				</paragraph></subsection><subsection id="H23861B24A2A6491382F6AA6F38002C9D"><enum>(b)</enum><header>Hearings</header><text display-inline="yes-display-inline">The Committee on Ways and Means of the
			 House of Representatives and the Committee on Finance of the Senate shall
			 conduct hearings in the 110th Congress on—</text>
				<paragraph id="H7EB8F13772CA4995B1F6F9D1AA62B9A8"><enum>(1)</enum><text>the future of
			 trade preference programs under the African Growth and Opportunity Act, the
			 Andean Trade Preference Act, the Caribbean Basin Economic Recovery Act, and
			 title V of the Trade Act of 1974 (relating to the generalized system of
			 preferences);</text>
				</paragraph><paragraph id="HFA2878DDDCF743F1AFD500AD9632F55"><enum>(2)</enum><text>the efficacy of
			 those trade preference programs, including the impact of product exclusions and
			 rules of origin in promoting trade with beneficiary countries; and</text>
				</paragraph><paragraph id="H28D0F0F27AC743B5A92FEC92438F5B00"><enum>(3)</enum><text>the relationship
			 of those trade preference programs to negotiations in the World Trade
			 Organization Doha Development Agenda, including negotiations toward liberalized
			 trade in goods and services and enhanced opportunities for the least developed
			 countries.</text>
				</paragraph></subsection></section></legis-body>
