			<header>Short title</header>

				<enum></enum><text>This Act may be cited as the <quote>

						<short-title>Climate Change Technology Deployment in

			 Developing Countries Act of 2005</short-title>

					</quote>.</text>

			</subsection></section><section commented="no" id="id1D075BB267F9498DB91D4F311C35D421">

			<enum>2.</enum>

			<header>Climate change technology deployment in developing

			 countries</header>

			<text display-inline="no-display-inline">Title VII of the Global

			 Environmental Protection Assistance Act of 1989 (Public Law 101–240; 103 Stat.

			 2521) is amending by adding at the end the following:</text>

				<part id="idF904C15928D345789F0C6291DBE5226D"><enum>C</enum><header>Technology

				Deployment in Developing Countries</header>

					<section commented="no" id="id5DD12EF24253498A88A3B034762EE453"><enum>731.</enum><header>Definitions</header><text display-inline="no-display-inline">In this part:</text>

						<paragraph commented="no" id="idF2F65E0B915843F69BE4D36C5C6708CD"><enum>(1)</enum><header>Carbon

				sequestration</header><text>The term <term>carbon sequestration</term> means

				the capture of carbon dioxide through terrestrial, geological, biological, or

				other means, which prevents the release of carbon dioxide into the

				atmosphere.</text>

						</paragraph><paragraph commented="no" id="idF93FF3601890468B8CA6B4C3C1BC2E09">

							<enum>(2)</enum>

							<header>Greenhouse gas</header>

							<text>The term <quote>greenhouse gas</quote> means carbon dioxide,

				methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, and sulfur

				hexafluoride.</text>

						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5F2885EF77714ED2B375072DDEB36892"><enum>(3)</enum><header>Greenhouse gas

				intensity</header><text>The term <quote>greenhouse gas intensity</quote> means

				the ratio of greenhouse gas emissions to economic output.</text>

						</paragraph></section><section id="idC8093DCA0D98467BB58E78D6B7D58D75"><enum>732.</enum><header>Reduction of

				greenhouse gas intensity</header>

						<subsection id="id8D9B61034E4746A6BAB69B700C816B37">

							<enum>(a)</enum>

							<header>Lead agency</header>

							<paragraph id="idEA1D81536E854DD3A0F9EAD4EC8A701C"><enum>(1)</enum><header>In

				general</header><text>The Department of State shall act as the lead agency for

				integrating into United States foreign policy the goal of reducing greenhouse

				gas intensity in developing countries.</text>

							</paragraph><paragraph id="id3AF097CB910645EE9D3703070DD3CCE9">

								<enum>(2)</enum>

								<header>Reports</header>

								<subparagraph id="id6D06B487ABAE41688102C77A1FADC62B"><enum>(A)</enum><header>In

				general</header><text>Not later than 180 days after the date of enactment of

				this part and each year thereafter, the Secretary of State shall submit to the

				appropriate authorizing and appropriating committees of Congress a report on

				the 25 developing countries that are the top energy users, including for each

				country a description of—</text>

									<clause id="id80C1D214493448FD80FEC4B200B276A5">

										<enum>(i)</enum>

										<text>the quantity and types of energy used;</text>

									</clause><clause id="id7177D82160BF4DAD94C763E8497B748E">

										<enum>(ii)</enum>

										<text>the greenhouse gas intensity of the energy, manufacturing,

				agricultural, and transportation sectors;</text>

									</clause><clause id="id9557757CB2F94B6A9D5C425D212CAA1F">

										<enum>(iii)</enum>

										<text>the progress of any projects undertaken to reduce greenhouse

				gas intensity;</text>

									</clause><clause id="id14E37F7516F8468DA755C1FC38F26751">

										<enum>(iv)</enum>

										<text>the potential for further projects to reduce greenhouse gas

				intensity; and</text>

									</clause><clause commented="no" display-inline="no-display-inline" id="idDF289A9E39964A13804C5CAA299B934E"><enum>(v)</enum><text display-inline="yes-display-inline">obstacles to the further reduction of

				greenhouse gas intensity.</text>

									</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id307ABAA29FC5489CB812FBD7CDA33DA8"><enum>(B)</enum><header>Use</header>

									<clause commented="no" display-inline="no-display-inline" id="idD1BB42AF84B24BD38D3B78E6C89244E2"><enum>(i)</enum><header>Initial

				report</header><text display-inline="yes-display-inline">The Secretary of State

				shall use the initial report submitted under subparagraph (A) to establish

				baselines for the developing countries with respect to the information provided

				under clauses (i) and (ii) of that subparagraph.</text>

									</clause><clause commented="no" display-inline="no-display-inline" id="id4A166871BBF0491DA79BC7BE3E45D665"><enum>(ii)</enum><header>Annual

				reports</header><text display-inline="yes-display-inline">The Secretary of

				State shall use the annual reports submitted under subparagraph (A) to track

				the progress of the developing countries with respect to reducing greenhouse

				gas intensity.</text>

									</clause></subparagraph></paragraph></subsection><subsection id="id857F067AB013477A8DF8697E6EA94666">

							<enum>(b)</enum>

							<header>Projects</header>

							<text>The Secretary of State, in coordination with Administrator of

				the United States Agency for International Development, shall (directly or

				through agreements with the World Bank, the International Monetary Fund, the

				Overseas Private Investment Corporation, and other development institutions)

				provide assistance to developing countries specifically for projects to reduce

				greenhouse gas intensity, including projects to—</text>

							<paragraph id="idDF741EC9523F4CD198ABBE8210C2DA32">

								<enum>(1)</enum>

								<text>leverage, through bilateral agreements, funds for reduction of

				greenhouse gas intensity;</text>

							</paragraph><paragraph id="idDB6B5F6F67054ACD9C5A4F2163D527AE">

								<enum>(2)</enum>

								<text>increase private investment in projects and activities to

				reduce greenhouse gas intensity; and</text>

							</paragraph><paragraph id="idEFCE904E5D2249D7AEC2EDFCE3D0754E">

								<enum>(3)</enum>

								<text>expedite the deployment of technology to reduce greenhouse gas

				intensity.</text>

							</paragraph></subsection><subsection id="id0CC476E8DD874A00A5C46D6C4B40B5AD">

							<enum>(c)</enum>

							<header>Focus</header>

							<text>In carrying out the projects, the Secretary of State shall

				focus on—</text>

							<paragraph id="id4285A3DA8F494578A63D02AC2BEB6227">

								<enum>(1)</enum>

								<text>promoting the rule of law, property rights, contract

				protection, and economic freedom; and</text>

							</paragraph><paragraph changed="not-changed" commented="no" id="id27E9F816233347A38C752A8963B167DA">

								<enum>(2)</enum>

								<text>increasing capacity, infrastructure, and training.</text>

							</paragraph></subsection><subsection changed="not-changed" commented="no" id="idBCE726422BE248F88F66BB92F13C132E"><enum>(d)</enum><header>Priority</header><text>In

				carrying out the projects, the Secretary of State shall give priority to

				projects in the 25 developing countries identified in the report submitted

				under subsection (a)(2)(A).</text>

						</subsection></section><section changed="not-changed" commented="no" id="id95124CBB6424490F8E744F6EA642BEE7"><enum>733.</enum><header>Technology

				inventory for developing countries</header>

						<subsection changed="not-changed" commented="no" id="id8C487F80B98748969EAF39E8536DE176"><enum>(a)</enum><header>In

				general</header><text>The Secretary of State, in coordination with the

				Secretary of Energy, shall conduct an inventory of greenhouse gas intensity

				reducing technologies that are developed, or under development, to identify

				technologies that are suitable for transfer to, deployment in, and

				commercialization in the developing countries identified in the report

				submitted under section 732(a)(2)(A).</text>

						</subsection><subsection changed="not-changed" commented="no" id="id93AA8D80ED7944C1870BB528BFFD9631"><enum>(b)</enum><header>Report</header><text>Not

				later than 180 days after the completion of the inventory under subsection (a),

				the Secretary of State and the Secretary of Energy shall jointly submit to

				Congress a report that—</text>

							<paragraph changed="not-changed" commented="no" id="id6B9C126AD5F94B26BC30DE780C61F9B9"><enum>(1)</enum><text>includes the

				results of the completed inventory; and</text>

							</paragraph><paragraph changed="not-changed" commented="no" id="id13D867F5B3294BE2BE29053E6BC3BB0F"><enum>(2)</enum><text>identifies

				obstacles to the deployment of the technologies studied.</text>

							</paragraph></subsection></section><section id="id1780451CFBD74DC38F2E2CD17EA93FE0">

						<enum>734.</enum>

						<header>Trade-related barriers to export of greenhouse gas intensity

				reducing technologies</header>

						<text display-inline="no-display-inline">Not later than 180 days

				after the date of enactment of this part, the United States Trade

				Representative shall—</text>

						<paragraph id="id1E31A29B254D43B29A3206B80D7F7FC1">

							<enum>(1)</enum>

							<text>identify trade-related barriers maintained by foreign countries

				to the export of greenhouse gas intensity reducing technologies and practices

				from the United States; and</text>

						</paragraph><paragraph changed="not-changed" commented="no" id="idD9CC251C48F540478D10ED9DEEA0387A">

							<enum>(2)</enum>

							<text>negotiate with the foreign countries for the removal of those

				barriers.</text>

						</paragraph></section><section id="idA59D59A9C822477D898C6564A23B614E">

						<enum>735.</enum>

						<header>Greenhouse gas intensity reducing technology export

				initiative</header>

						<subsection id="id9F1C9D74F37247EA8E86DD923F83628C">

							<enum>(a)</enum>

							<header>In general</header>

							<text>There is established an interagency working group to carry out

				a Greenhouse Gas Intensity Reducing Technology Export Initiative to—</text>

							<paragraph id="idF0080CD18E344A91A08B8389416424D6">

								<enum>(1)</enum>

								<text>promote the export of greenhouse gas intensity reducing

				technologies and practices from the United States;</text>

							</paragraph><paragraph id="id35E18581BE3A491E9559F0C1D4F4110A">

								<enum>(2)</enum>

								<text>identify developing countries that should be designated as

				priority countries for the purpose of exporting greenhouse gas intensity

				reducing technologies and practices, based on the report submitted under

				section 732(a)(2)(A);</text>

							</paragraph><paragraph id="id54F40B5FB62E40C78F0EEF2984E96D0F">

								<enum>(3)</enum>

								<text>identify potential barriers to adoption of exported greenhouse

				gas intensity reducing technologies and practices; and</text>

							</paragraph><paragraph id="id6D0793164D7A4C0F88AB6DFA48B01FDF"><enum>(4)</enum>

								<text>identify previous efforts to export energy technologies to

				learn best practices.</text>

							</paragraph></subsection><subsection id="idDE0556A7C275444E859D97955DCC245B">

							<enum>(b)</enum>

							<header>Composition</header>

							<text>The working group shall be composed of—</text>

							<paragraph id="idB2EF2C799D9A42A1B9985D1423FDC9F2">

								<enum>(1)</enum>

								<text>the Secretary of State, who shall act as the head of the

				working group;</text>

							</paragraph><paragraph id="id1557A68391434D3E8B018312DE9BC22B"><enum>(2)</enum><text>the Administrator

				of the United States Agency for International Development;</text>

							</paragraph><paragraph id="id0EBB766B788F42958F74373FB18D901C">

								<enum>(3)</enum>

								<text>the United States Trade Representative;</text>

							</paragraph><paragraph id="idED950CD8763D4F7384618FC81CBDAC9A">

								<enum>(4)</enum>

								<text>a designee of the Secretary of Energy; and</text>

							</paragraph><paragraph id="id66CA21EAB8624776B01B652034EA0DA4">

								<enum>(5)</enum>

								<text>a designee of the Secretary of Commerce.</text>

							</paragraph></subsection><subsection id="idD720D9DB7F58466585F5252ECFE1F52D">

							<enum>(c)</enum>

							<header>Performance reviews and reports</header>

							<text>Not later than 180 days after the date of enactment of this

				part and each year thereafter, the interagency working group shall—</text>

							<paragraph id="idFF975CF83BC045FFBD9F4CF8C1461DC0">

								<enum>(1)</enum>

								<text>conduct a performance review of actions taken and results

				achieved by the Federal Government (including each of the agencies represented

				on the interagency working group) to promote the export of greenhouse gas

				intensity reducing technologies and practices from the United States;

				and</text>

							</paragraph><paragraph changed="not-changed" commented="no" id="idD371A32F653344D1BF2920610F69EDC8">

								<enum>(2)</enum>

								<text>submit to the appropriate authorizing and appropriating

				committees of Congress a report that describes the results of the performance

				reviews and evaluates progress in promoting the export of greenhouse gas

				intensity reducing technologies and practices from the United States, including

				any recommendations for increasing the export of the technologies and

				practices.</text>

							</paragraph></subsection></section><section id="id7382C654DE484F2BB305615B3FCEC73F">

						<enum>736.</enum>

						<header>Technology strategic plan and demonstration projects</header>

						<subsection id="id75411EB5AEB340DC8C52A9961C969070">

							<enum>(a)</enum>

							<header>In general</header>

							<text>The Secretary of State, in coordination with the Secretary of

				Energy and the Administrator of the United States Agency for International

				Development, shall develop a technology strategic plan, and carry out

				demonstration projects, to promote the adoption of technologies and practices

				that reduce greenhouse gas intensity in developing countries.</text>

						</subsection><subsection id="id7B7B119EE6F84E48B6502E3DF2DE77A0">

							<enum>(b)</enum>

							<header>Demonstration projects</header>

							<paragraph id="idDF36CEFFAF984FED9BAA46F646B0AC5B">

								<enum>(1)</enum>

								<header>In general</header>

								<text>The Secretaries and the Administrator shall plan, coordinate,

				and carry out demonstration projects under this section in at least 10 eligible

				countries, as determined by the Secretaries and the Administrator.</text>

							</paragraph><paragraph id="idC3FC031939BA4835A466788C02BE8235">

								<enum>(2)</enum>

								<header>Eligibility</header>

								<text>A country shall be eligible for assistance under this

				subsection if the Secretaries and the Administrator determine that the country

				has demonstrated a commitment to—</text>

								<subparagraph id="id9A94AD799F154DF6B7C5093FDA78F760">

									<enum>(A)</enum>

									<text>just and democratic governance, including—</text>

									<clause id="idA1E6FC23B1D14A4D83F5F13E577A11EE">

										<enum>(i)</enum>

										<text>promoting political pluralism, equality, and the rule of

				law;</text>

									</clause><clause id="id0757C44EDA8D4BE0BE034A34E82AE693">

										<enum>(ii)</enum>

										<text>respecting human and civil rights;</text>

									</clause><clause id="id2FAE8EFB06034B168D99F91EEE5FA7B1">

										<enum>(iii)</enum>

										<text>protecting private property rights;</text>

									</clause><clause id="idBE0A88D14BA34ADAAC02C61D6DDBBCEF">

										<enum>(iv)</enum>

										<text>encouraging transparency and accountability of government;

				and</text>

									</clause><clause id="id0849FC825FA04A4490056F4EA4CC16E6">

										<enum>(v)</enum>

										<text>combating corruption; and</text>

									</clause></subparagraph><subparagraph id="idB93FA54444FC4F269989D75551270191">

									<enum>(B)</enum>

									<text>economic freedom, including economic policies that—</text>

									<clause id="id715FAE1E0F72430AAB8DAE80A9CBF2FB">

										<enum>(i)</enum>

										<text>encourage citizens and firms to participate in global trade and

				international capital markets;</text>

									</clause><clause id="idD66239D051624F77902BB9F936BD4525">

										<enum>(ii)</enum>

										<text>promote private sector growth and the sustainable management of

				natural resources;</text>

									</clause><clause id="idA9151BACA50F42AE84531D1FF1817D1F">

										<enum>(iii)</enum>

										<text>strengthen market forces in the economy; and</text>

									</clause><clause id="idA4D80A4DB33D46D7BE3E4BD0E3785163">

										<enum>(iv)</enum>

										<text>respect worker rights.</text>

									</clause></subparagraph></paragraph><paragraph id="id612AB74D82244A9B88BC70ADEDDC32AA">

								<enum>(3)</enum>

								<header>Selection</header>

								<text>In determining which eligible countries to provide funding to

				under paragraph (1), the Secretaries and the Administrator shall

				consider—</text>

								<subparagraph id="idA3234B1F8B5E4275892F1BECC1279CFA">

									<enum>(A)</enum>

									<text>the extent to which the country meets or exceeds the

				eligibility criteria;</text>

								</subparagraph><subparagraph id="id907BD9E59EEB46A9BDA0DF82FCE97AAD">

									<enum>(B)</enum>

									<text>the opportunity to reduce greenhouse gas intensity in the

				eligible country; and</text>

								</subparagraph><subparagraph id="idE2714D1323404CC68DC907D36195FE1F"><enum>(C)</enum><text>the opportunity

				to generate economic growth in the eligible country.</text>

								</subparagraph></paragraph><paragraph id="idE83EC63B81B64A29B457309D5DA99A11">

								<enum>(4)</enum>

								<header>Types of projects</header>

								<text>Demonstration projects under this section may include—</text>

								<subparagraph id="id36EFA6418A324D0190FE44EC63A89CD0">

									<enum>(A)</enum>

									<text>coal gasification, coal liquefaction, and clean coal

				projects;</text>

								</subparagraph><subparagraph id="idD20E50A6ABC14D97AF1B71320DA321D1"><enum>(B)</enum><text>carbon

				sequestration projects;</text>

								</subparagraph><subparagraph id="idA686C586C81F4C5BBFB38C901EFE43C6">

									<enum>(C)</enum>

									<text>cogeneration technology initiatives;</text>

								</subparagraph><subparagraph changed="not-changed" commented="no" id="id45D323888F704103A5A5BBB21013455C">

									<enum>(D)</enum>

									<text>renewable projects; and</text>

								</subparagraph><subparagraph changed="not-changed" commented="no" id="id94E1AAD8E5EB4C59AF2A0FD2E19B03CF"><enum>(E)</enum><text>lower emission

				transportation.</text>

								</subparagraph></paragraph></subsection></section><section id="id2FD2554F564F431BB7B59E3A432A47DC">

						<enum>737.</enum>

						<header>Fellowship and exchange programs</header>

						<text display-inline="no-display-inline">The Secretary of State, in

				coordination with the Secretary of Energy, the Secretary of Commerce, and the

				Administrator of the Environmental Protection Agency, shall carry out

				fellowship and exchange programs under which officials from developing

				countries visit the United States to acquire expertise and knowledge of best

				practices to reduce greenhouse gas intensity in their countries.</text>

					</section><section id="id6F0D7EF81BBE4BD889688C87E37B4AB5">

						<enum>738.</enum>

						<header>Authorization of appropriations</header>

						<text display-inline="no-display-inline">There are authorized to be

				appropriated such sums as are necessary to carry out this part.</text>

					</section><section changed="not-changed" commented="no" display-inline="no-display-inline" id="id93429FBF15144E38BD54B4867F3B6302" section-type="subsequent-section"><enum>739.</enum><header>Effective

				date</header><text display-inline="no-display-inline">Except as otherwise

				provided in this part, this part takes effect on October 1, 2005.</text>

					</section><section changed="not-changed" commented="no" display-inline="no-display-inline" id="id703870ECA0914D29BB9BBE154EF9E446" section-type="subsequent-section"><enum>740.</enum><header>Termination of

				authority</header><text display-inline="no-display-inline">The authority

				provided by this part terminates effective December 31, 2010.</text>
