		<official-title>To provide incentive for employers to hire
		  service-connected disabled veterans and to improve adjustment assistance and
		  job-training transition for injured and disabled veterans, and for other
		  purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Help Our Patriots Employment
			 (HOPE) Act of 2006</short-title></quote>.</text>
		</section><section id="id910E07DB95AF4FFABFAFE63E4987B1D3"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="IDe97021a898a5473b9709a573d976ba81"><enum>(1)</enum><text>As of July 15,
			 2006, a total of 19,813 members of the Armed Forces of the United States have
			 been wounded in action in Operation Iraqi Freedom (OIF) and Operation Enduring
			 Freedom (OEF).</text>
			</paragraph><paragraph id="ID0dddf224abb44e389a3d7268a07ebc57"><enum>(2)</enum><text>As of July 15,
			 2006, a total of 3,083 members of the National Guard have been wounded in
			 action in OIF and OEF.</text>
			</paragraph><paragraph id="IDf870e1f4c45c42e39550fd1673630c36"><enum>(3)</enum><text>As of July 15,
			 2006, a total of 1,626 members of the Reserve have been wounded in action in
			 OIF and OEF.</text>
			</paragraph><paragraph id="IDfbc681ddbc164749b1f13c9245b7458f"><enum>(4)</enum><text>Rural States are
			 carrying a huge burden when it comes to this Nation's current conflicts abroad.
			 Ninety-five percent of America’s National Guard combat battalions and special
			 operations have been mobilized since September 11, 2001. When not deployed,
			 many members of the National Guard and Reserve have second and third jobs to
			 make ends meet.</text>
			</paragraph><paragraph id="IDc4e315d223b946af86a95c5f1048653f"><enum>(5)</enum><text>Many of these
			 brave servicemen and women are now permanently disabled, and many of them are
			 now unable to perform the jobs they did before deployment because of injury or
			 disability.</text>
			</paragraph><paragraph id="ID87549ca596c84c3d86206c2c9d61e0bb"><enum>(6)</enum><text>Since August
			 2002, the number of veterans collecting unemployment insurance has risen 96
			 percent. In addition, during any given year, 500,000 veterans experience
			 homelessness.</text>
			</paragraph></section><section id="id339FED668929473E98BF9438B347B25D"><enum>3.</enum><header>Treatment of
			 disabled veterans under the work opportunity tax credit</header>
			<subsection id="id67A2165D396A42458BF67FF5D85CCB11"><enum>(a)</enum><header>Disabled
			 veterans treated as members of targeted group</header>
				<paragraph id="id146CC74307864F638FFE99A35BB5F753"><enum>(1)</enum><header>In
			 general</header><text>Subparagraph (A) of section 51(d)(3) of the Internal
			 Revenue Code of 1986 (relating to qualified veteran) is amended by striking
			 <quote>agency as being a member of a family</quote> and all that follows and
			 inserting</text>
					<quoted-block display-inline="yes-display-inline" id="id1BACBD7BD5444050984230CE4725F282" style="OLC">
						<text>agency as—</text><clause id="id7C89C9D4EA1E4DB8A897F82DE2A1BDFB"><enum>(i)</enum><text>being a member of
				a family receiving assistance under a food stamp program under the Food Stamp
				Act of 1977 for at least a 3-month period ending during the 12-month period
				ending on the hiring date, or</text>
						</clause><clause id="idED61EF290B67449AB129D1CE6D494138"><enum>(ii)</enum><text>entitled to
				compensation for a service-connected
				disability.</text>
						</clause><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="idC55DEBD0A4C243FB97160C3D655C28B6"><enum>(2)</enum><header>Definitions</header><text>Paragraph
			 (3) of section 51(d) of such Code is amended by adding at the end the following
			 new subparagraph:</text>
					<quoted-block display-inline="no-display-inline" id="idEFF57FED88FB498F88ADA1087DEAD62C" style="OLC">
						<subparagraph id="id7CD6FDFD7BAE4CF397106D2CFC43CB20"><enum>(C)</enum><header>Other
				definitions</header><text>For purposes of subparagraph (A), the terms
				<term>compensation</term> and <term>service-connected</term> have the meanings
				given such terms under section 101 of title 38, United States
				Code.</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="id6D68AB45C07243CAA2CA554BFD259AD8"><enum>(b)</enum><header>Increase in
			 amount of wages taken into account for disabled
			 veterans</header><text>Paragraph (3) of section 51(b) of the Internal Revenue
			 Code of 1986 is amended—</text>
				<paragraph id="idDCC712EE1E914F608B93387466C02505"><enum>(1)</enum><text>by inserting
			 <quote>($12,000 per year in the case of any individual who is a qualified
			 veteran by reason of subsection (d)(3)(A)(ii))</quote> before the period at the
			 end, and</text>
				</paragraph><paragraph id="id9AAA506519C943FC8F900E3742A66E54"><enum>(2)</enum><text>by striking
			 <quote><header-in-text level="paragraph" style="OLC">Only first
			 <enum-in-header> $6,000 </enum-in-header>of</header-in-text></quote> in the
			 heading and inserting <quote><header-in-text level="paragraph" style="OLC">Limitation on</header-in-text></quote>.</text>
				</paragraph></subsection><subsection id="id1BD3805EA222449689DF64A4684B9EDF"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to
			 individuals who begin work for an employer after December 31, 2005.</text>
			</subsection></section><section id="idEEE8B8A644F74CB6BAA556EA789E7E29"><enum>4.</enum><header>Increased
			 funding for the national veterans' employment and training services
			 institute</header>
			<subsection id="id8E50E07593444EA4B8763891ED55B9D9"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">In addition to any
			 amounts otherwise appropriated, there is authorized to be appropriated to the
			 Secretary of Labor to operate the National Veterans' Employment and Training
			 Services Institute in accordance with section 4109 of title 38, United States
			 Code, $3,000,000 for each of fiscal years 2008 and 2009.</text>
			</subsection><subsection id="idCEE3F63F83C0436F9A87A735FF014A17"><enum>(b)</enum><header>Availability</header><text>Any
			 amounts appropriated pursuant to the authority of subsection (a) shall remain
			 available until expended.</text>
