		<legis-type>A BILL</legis-type>
		<official-title>To authorize certain athletes to be admitted temporarily
		  into the United States to compete or perform in an athletic league,
		  competition, or performance.</official-title>

		<section id="id767C34C364B442439A239471E4EB97E6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as either the
			 <quote>Creating Opportunities for Minor League Professionals, Entertainers, and
			 Teams through Legal Entry Act of 2006</quote> or the <quote>COMPETE Act of
			 2006</quote>.</text>
		</section><section id="id91D8A69FE05F42CBB9F8724BDB864FCD" section-type="subsequent-section"><enum>2.</enum><header>Nonimmigrant alien
			 status for certain athletes</header>
			<subsection id="idBE81A53AFC76402693E50671DC073CAA"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 214(c)(4)(A)
			 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1184(c)(4)(A)(i)">8 U.S.C. 1184(c)(4)(A)</external-xref>)
			 is amended by striking clauses (i) and (ii) and inserting the following:</text>
				<quoted-block act-name="Immigration and Nationality Act" id="ID5FA300C46AA94533BDDC01EC2C7A40DE">
					<clause id="ID93D79B6C391F493CAA1B20D4294D3133" indent="up2"><enum>(i)</enum><subclause commented="no" display-inline="yes-display-inline" id="id36754A1F3CFD4351B72BEE367BCE8F80"><enum>(I)</enum><text>performs as an athlete,
				individually or as part of a group or team, at an internationally recognized
				level of performance;</text>
						</subclause><subclause id="ID6D55EFC0363B416494AD0E87A642ADCE" indent="up1"><enum>(II)</enum><text>is a professional athlete, as defined
				in section 204(i)(2);</text>
						</subclause><subclause id="IDE193988FD9ED472AB21810FAE15E9F1A" indent="up1"><enum>(III)</enum><text>performs as an athlete, or as a
				coach, as part of a team or franchise that is located in the United States and
				a member of a foreign league or association of 15 or more amateur sports teams,
				if—</text>
							<item id="ID1AF1407BE5DD4914B31FDD78FA02DA7F"><enum>(aa)</enum><text>the foreign league or association
				is the highest level of amateur performance of that sport in the relevant
				foreign country;</text>
							</item><item id="IDFC3E58BB6351424591DE99EBA3F9D63D"><enum>(bb)</enum><text>participation in such league or
				association renders players ineligible, whether on a temporary or permanent
				basis, to earn a scholarship in, or participate in, that sport at a college or
				university in the United States under the rules of the National Collegiate
				Athletic Association; and</text>
							</item><item id="ID92AEBF82E93B4A44993D5C9B784FE69B"><enum>(cc)</enum><text>a significant number of the
				individuals who play in such league or association are drafted by a major
				sports league or a minor league affiliate of such a sports league; or</text>
							</item></subclause><subclause id="idC063E1E5F67846C6B6C8CE3806A812D3" indent="up1"><enum>(IV)</enum><text>is a professional athlete or amateur
				athlete who performs individually or as part of a group in a theatrical ice
				skating production; and</text>
						</subclause></clause><clause id="IDa62f7fa92a2c49d78672ad510800431f" indent="up2"><enum>(ii)</enum><text>seeks to enter the United States
				temporarily and solely for the purpose of performing—</text>
						<subclause id="idAFA387048FD74E90AF8219BE98D04DA6"><enum>(I)</enum><text>as such an athlete with respect to
				a specific athletic competition; or</text>
						</subclause><subclause id="id34AF6558973C4E6ABC2A73F01787DD77"><enum>(II)</enum><text>in the case of an individual
				described in clause (i)(IV), in a specific theatrical ice skating production or
				tour.</text>
						</subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="ID0D7D6C447CED452EB411054489F2435B"><enum>(b)</enum><header>Petitions for
			 multiple aliens</header><text display-inline="yes-display-inline">Section
			 214(c)(4) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1184(c)(4)">8 U.S.C.
			 1184(c)(4)</external-xref>) is amended by adding at the end the
			 following:</text>
				<quoted-block act-name="Immigration and Nationality Act" id="ID86C5DB78CDE642A49057086D7BFB1CD6">
					<subparagraph id="IDD3E84AE9DBCC4C8B894CB4F1975E48B3" indent="up2"><enum>(F)</enum><text>The Secretary of Homeland Security
				shall permit a petition under this subsection to seek classification of more
				than 1 alien as a nonimmigrant under section
				101(a)(15)(P)(i)(a).</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="ID69F18F3451F14A78A85CBF49D04CFD9F"><enum>(c)</enum><header>Relationship to
			 other provisions of the <act-name parsable-cite="INA">Immigration and
			 Nationality Act</act-name></header><text display-inline="yes-display-inline">Section 214(c)(4) of the Immigration and
			 Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1184(c)(4)">8 U.S.C. 1184(c)(4)</external-xref>), as
			 amended by subsection (b), is further amended by adding at the end the
			 following:</text>
				<quoted-block act-name="Immigration and Nationality Act" id="IDBB275DBE2F654AF794C320528C796713">
					<subparagraph id="ID17840155620845FA9E579030F2D9F1E5" indent="up2"><enum>(G)</enum><text>Notwithstanding any other provision
				of this title, the Secretary of Homeland Security shall permit an athlete, or
				the employer of an athlete, to seek admission to the United States for such
				athlete under a provision of this Act other than section
				101(a)(15)(P)(i).</text>
