		<official-title>To provide funding authority to facilitate the evacuation
		  of persons from Lebanon, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Funding authority</header>
			<subsection id="id258A14005AF446E496DBE6CFB7E061CD"><enum>(a)</enum><header>Transfer
			 authority</header>
				<paragraph id="id010FAF17101A48088478464F0183DC25"><enum>(1)</enum><header>Authority</header>
					<subparagraph id="id549E81E4002C4C4292A835B3DC119724"><enum>(A)</enum><header>In
			 general</header><text>Upon a determination by the Secretary of State described
			 in subparagraph (B), the Secretary may transfer to the <quote>Emergencies in
			 the Diplomatic and Consular Service</quote> account from unobligated amounts in
			 any account under the <quote>Administration of Foreign Affairs</quote> heading
			 such sums as may be necessary—</text>
						<clause id="id076901A39D68401B99F04AC68F4D4BD6"><enum>(i)</enum><text>to
			 cover the costs of facilitating the evacuation under section 4 of the State
			 Department Basic Authorities Act of 1956 (22 U.S.C. 2671) of persons from
			 Lebanon on or after July 16, 2006; and</text>
						</clause><clause id="idC80F055F9ABA496F8C32E9CF0C744478"><enum>(ii)</enum><text>to
			 replenish the <quote>Emergencies in the Diplomatic and Consular Service</quote>
			 account up to the level of funding that existed in such account on July 15,
			 2006.</text>
						</clause></subparagraph><subparagraph id="id7BE3B482368C47AE8C4491C361576AEF"><enum>(B)</enum><header>Determination</header><text>A
			 determination referred to in subparagraph (A) is a determination that
			 additional funding for the <quote>Emergencies in the Diplomatic and Consular
			 Service</quote> account is necessary as a result of the extraordinary costs of
			 facilitating the evacuation under section 4 of the State Department Basic
			 Authorities Act of 1956 (22 U.S.C. 2671) of persons from Lebanon on or after
			 July 16, 2006.</text>
					</subparagraph><subparagraph id="id8020140BC15A41BC94352854DDD5364F"><enum>(C)</enum><header>Treatment of
			 funds</header><text>Amounts transferred under subparagraph (A) shall be merged
			 with amounts in the <quote>Emergencies in the Diplomatic and Consular
			 Service</quote> account, and shall be available for the same purposes, and
			 subject to the same conditions and limitations, as amounts in such
			 account.</text>
					</subparagraph></paragraph><paragraph id="id7934AA2056664BD7BF743BF061690D86"><enum>(2)</enum><header>Notification
			 requirement</header>
					<subparagraph id="id8DEFCB2E7AE34AEEB093F87F49CE2046"><enum>(A)</enum><header>In
			 general</header><text>Except as provided under subparagraph (B), not later than
			 5 days before transferring funds under paragraph (1), the Secretary of State
			 shall notify the appropriate congressional committees of the proposed
			 transfer.</text>
					</subparagraph><subparagraph id="idDA66FDB257974427B1EE911A618FF968"><enum>(B)</enum><header>Exigent
			 circumstances waiver</header><text>The Secretary may waive the requirement
			 under subparagraph (A) if exigent circumstances exist. In the event of such a
			 waiver, the Secretary shall provide notice of the transfer of funds to the
			 appropriate congressional committees as early as practicable, but in no event
			 later than 3 days after such transfer, including an explanation of the
			 circumstances necessitating such waiver.</text>
					</subparagraph><subparagraph id="id77311E46416E4FAFABFB1A854F9AF8CD"><enum>(C)</enum><header>Appropriate
			 congressional committees defined</header><text>In this paragraph, the term
			 <term>appropriate congressional committees</term> means the Committee on
			 Foreign Relations and the Committee on Appropriations of the Senate and the
			 Committee on International Relations and the Committee on Appropriations of the
			 House of Representatives.</text>
					</subparagraph></paragraph></subsection><subsection id="idD24D50F8AA274470AC1CCF576330E8D0"><enum>(b)</enum><header>Use of certain
			 funds</header><text>Amounts appropriated or otherwise made available by chapter
			 8 of title II of division B of Public Law 109–148 under the heading
			 <quote><header-in-text level="paragraph" style="OLC">emergencies in the
			 diplomatic and consular service</header-in-text></quote> and any other
			 unobligated amounts in the <quote>Emergencies in the Diplomatic and Consular
			 Service</quote> account may be made available to cover the costs of
			 facilitating the evacuation under section 4 of the State Department Basic
			 Authorities Act of 1956 (22 U.S.C. 2671) of persons from Lebanon on or after
			 July 16, 2006.</text>
