		<legis-type>A BILL</legis-type>
		<official-title>To amend the Small Business Act to increase the maximum
		  amount for international trade loans, to direct the Administrator of the Small
		  Business Administration to assign an international finance specialist, and for
		  other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Small Business International Trade
			 Enhancements Act of 2006</short-title></quote>.</text>
		</section><section id="id8F7AD47BEBA24851A35FC84EC35FF3A7"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act, the terms
			 <term>Administration</term> and <term>Administrator</term> mean the Small
			 Business Administration and the Administrator thereof, respectively.</text>
		</section><section id="idA926520DE5C0473D99C7B17EFAA7C313"><enum>3.</enum><header>International
			 trade loans</header>
			<subsection id="idF513196112E846AF8F9C1CCDB39EDF65"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 7(a)(3)(B) of
			 the Small Business Act (15 U.S.C. 636(a)(3)(B)) is amended by striking
			 <quote>$1,750,000, of which not more than $1,250,000</quote> and inserting
			 <quote>$2,750,000 (or if the gross loan amount would exceed $3,670,000), of
			 which not more than $2,000,000</quote>.</text>
			</subsection><subsection id="idC4B56307603B4B559B848626B64CF925"><enum>(b)</enum><header>Working
			 capital</header><text>Section 7(a)(16)(A) of the Small Business Act (15 U.S.C.
			 636(a)(16)(A)) is amended—</text>
				<paragraph id="idDC578D8648054C5993F83D7E99C2A3EF"><enum>(1)</enum><text>in the matter
			 preceding clause (i), by striking <quote>in—</quote> and inserting
			 <quote>—</quote>;</text>
				</paragraph><paragraph id="idF7AACA6F1BCB498A988A14434B6C92FF"><enum>(2)</enum><text>in clause
			 (i)—</text>
					<subparagraph id="id3BE4037E44724B578AA2D114DBB37739"><enum>(A)</enum><text>by inserting
			 <quote>in</quote> after <quote>(i)</quote>; and</text>
					</subparagraph><subparagraph id="idBD22C340B9104CCAB45832FE33938721"><enum>(B)</enum><text>by striking
			 <quote>or</quote> at the end;</text>
					</subparagraph></paragraph><paragraph id="id1A9279E9C7D34166AE936577A62CAA48"><enum>(3)</enum><text>in clause
			 (ii)—</text>
					<subparagraph id="idA9C46D003E8F4EF29A8455DD021EB032"><enum>(A)</enum><text>by inserting
			 <quote>in</quote> after <quote>(ii)</quote>; and</text>
					</subparagraph><subparagraph id="idC9AAB5DAB6484A82A1BF9ECCAB2A9ECF"><enum>(B)</enum><text>by striking the
			 period and inserting <quote>; or</quote>; and</text>
					</subparagraph></paragraph><paragraph id="id6FA7A0E23A584EDBA8EC6496855DE07C"><enum>(4)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="id764CD7BD72A14E4FAF90AF536F041862" style="OLC">
						<clause id="idAAF93464F86641DEB33AEB1AB9DD351D"><enum>(iii)</enum><text>by providing
				working
				capital.</text>
						</clause><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="id35FA86C248614714A1DC0F5104803A5E"><enum>(c)</enum><header>Collateral</header><text>Section
			 7(a)(16)(B) of the Small Business Act (15 U.S.C. 636(a)(16)(B)) is
			 amended—</text>
				<paragraph id="id6C5AD33281894CFF9B3DD3F30172E37C"><enum>(1)</enum><text>by striking
			 <quote>Each loan</quote> and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="id6E50BA8EBD164841A784320114D46682" style="OLC">
						<clause id="idF22C9631D1F8412A987B3841A6CAA4D2"><enum>(i)</enum><header>In
				general</header><text>Except as provided in clause (ii), each
				loan</text>
						</clause><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="id6F67B6223DD6499C97757045A8DB5D65"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="id0EC03FDAF36A427F8463472206893E2A" style="OLC">
						<clause id="idE5759B0BB6B64D8986CE3600BE348341"><enum>(ii)</enum><header>Exception</header><text>A
				loan under this paragraph may be secured by a second lien position on the
				property or equipment financed by the loan or on other assets of the small
				business concern, if the Administrator determines such lien provides adequate
				assurance of the payment of such
				loan.</text>
						</clause><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="id7E186F51F04D43C1BECE0303CA14FDC5"><enum>(d)</enum><header>Refinancing</header><text>Section
			 7(a)(16)(A)(ii) of the Small Business Act (15 U.S.C. 636(a)(16)(A)(ii)) is
			 amended by inserting <quote>, including any debt that qualifies for refinancing
			 under any other provision of this subsection</quote> before the period.</text>
			</subsection></section><section id="ID74af77a354314e909a03daee14b4d362"><enum>4.</enum><header>Gulf coast
			 export assistance</header>
			<subsection id="ID4cb21fed05ec45559c0c35fa05a3fb73"><enum>(a)</enum><header>Increase in
			 small business international trade staff</header><text>The Administrator shall
			 assign 1 additional full-time international finance specialist to the Office of
			 International Trade of the Administration.</text>
			</subsection><subsection id="idB9AB750F9C0241EE86A09329BB5BF696"><enum>(b)</enum><header>Location and
			 service area</header><text>The international finance specialist assigned under
			 subsection (a) shall—</text>
				<paragraph id="id3553ED305A3B47A2B7C8E3B80842F934"><enum>(1)</enum><text>be located in the
			 New Orleans, Louisiana United States Export Assistance Center;</text>
				</paragraph><paragraph id="IDecb6afa7c4ea4c7b81749c05b8126ca1"><enum>(2)</enum><text>help to carry out
			 the export promotion efforts described in section 22 of the Small Business Act
			 (15 U.S.C. 649); and</text>
				</paragraph><paragraph id="IDc92aedfb0a244956878930f89a8254cc"><enum>(3)</enum><text>provide such
			 services in the States of Louisiana, Mississippi, and Alabama.</text>
				</paragraph></subsection><subsection id="ID1825674c95a040a5a1bef38535894ba6"><enum>(c)</enum><header>Authorization
			 of appropriations</header>
				<paragraph id="ID66cfa3ee27ca41d7b90a135d2e21e464"><enum>(1)</enum><header>In
			 general</header><text>There are authorized to be appropriated to the
			 Administration such sums as are necessary to carry out this section.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDf4e41b7996f449a896c74a10e4c42834"><enum>(2)</enum><header>Availability of
			 funds</header><text>Amounts made available under this subsection shall remain
			 available until expended.</text>
				</paragraph></subsection></section><section id="id661705988CA04847A4CA390E251EE94F"><enum>5.</enum><header>Assignment of
			 employees of the Office of International Trade</header><text display-inline="no-display-inline">Section 22 of the Small Business Act (15
			 U.S.C. 649) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="idD775B4C2AAC54636A42772392FD65A46" style="OLC">
				<subsection id="id5BE257C60FCA4AE89A2F6BCA10BC1581"><enum>(h)</enum><text>In carrying out
				this section, the Administrator shall ensure that the number of full-time
				equivalent employees of the Office assigned to the one-stop shops referred to
				in section 2301(b) of the Omnibus Trade and Competitiveness Act of 1988 (15
				U.S.C. 4721(b)) is not less than the number of such employees so assigned on
				January 1,
				2006.</text>
