			 <quote><short-title>Next Generation Hispanic Serving

			 Institutions Act</short-title></quote>.</text>

		</section><title id="IDA9FF814354114107A38471E076F3BDDD"><enum>I</enum><header>Graduate

			 opportunities at Hispanic-serving institutions</header>

			<section id="IDBF1BE754428C495F8B00031EA2278C89"><enum>101.</enum><header>Postbaccalaureate

			 opportunities for Hispanic Americans</header>

				<subsection id="ID4AA3635A084040AA826242CFD56BC94E"><enum>(a)</enum><header>Establishment

			 of program</header><text>Title V of the <act-name parsable-cite="HEA65">Higher

			 Education Act of 1965</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/20/1101">20 U.S.C. 1101</external-xref> et seq.) is

			 amended—</text>

					<paragraph id="ID0753235682BD41088B3E08E9F477EDA5"><enum>(1)</enum><text>by redesignating

			 part B as part C;</text>

					</paragraph><paragraph id="IDAF126EB6BD0E4D879E9B2BB203F17308"><enum>(2)</enum><text>by redesignating

			 sections 511 through 518 as sections 521 through 528, respectively; and</text>

					</paragraph><paragraph id="ID9059C9D70DEF4ACAB310E1F1AD022B54"><enum>(3)</enum><text>by inserting

			 after section 505 the following:</text>

							<part id="ID912F142D7F6C473B92F119102C3FB3F5"><enum>B</enum><header>Promoting

				postbaccalaureate opportunities for Hispanic Americans</header>

								<section id="ID4C0C98312AD14432AB8E04F48D709CEF"><enum>511.</enum><header>Findings and

				purposes</header>

									<subsection id="IDEE54C7071ED44BB2B445E588F74CCC7D"><enum>(a)</enum><header>Findings</header><text>Congress

				finds the following:</text>

										<paragraph id="ID6D0AFDEBD74A4700B905D240D0AD8900"><enum>(1)</enum><text>According to the

				United States Census, by the year 2050, 1 in 4 Americans will be of Hispanic

				origin.</text>

										</paragraph><paragraph id="ID6A55BEF5F90847AEA1C6258B887FE160"><enum>(2)</enum><text>Despite the

				dramatic increase in the Hispanic population in the United States, the National

				Center for Education Statistics reported that in 1999, Hispanics accounted for

				only 4 percent of the master’s degrees, 3 percent of the doctor’s degrees, and

				5 percent of first-professional degrees awarded in the United States.</text>

										</paragraph><paragraph id="ID25B1ED11498E40FFB760635107544E27"><enum>(3)</enum><text>Although

				Hispanics constitute 10 percent of the college enrollment in the United States,

				they comprise only 3 percent of instructional faculty in college and

				universities.</text>

										</paragraph><paragraph id="ID610D679F03AF4E559C9DD31813BF88E6"><enum>(4)</enum><text>The future

				capacity for research and advanced study in the United States will require

				increasing the number of Hispanics pursuing postbaccalaureate studies.</text>

										</paragraph><paragraph id="ID85F4183723574C4D9F51FA5219A27274"><enum>(5)</enum><text>Hispanic-serving

				institutions are leading the Nation in increasing the number of Hispanics

				attaining graduate and professional degrees.</text>

										</paragraph><paragraph id="IDB6595C4E8C1C4FBC8157A747F8F95973"><enum>(6)</enum><text>Among Hispanics

				who received master’s degrees in 1999–2000, 25 percent earned them at

				Hispanic-serving institutions.</text>

										</paragraph><paragraph id="ID5A1C54D25F25446FB988E3DC7051D55F"><enum>(7)</enum><text>Between 1991 and

				2000, the number of Hispanic students earning master’s degrees at

				Hispanic-serving institutions grew 136 percent, the number receiving doctor’s

				degrees grew by 85 percent, and the number earning first-professional degrees

				grew by 47 percent.</text>

										</paragraph><paragraph id="ID0E37EF0FEAA64D8C9CF665D690FD9BCA"><enum>(8)</enum><text>It is in the

				national interest to expand the capacity of Hispanic-serving institutions to

				offer graduate and professional degree programs.</text>

										</paragraph><paragraph id="IDF50DB9015F124383B7E5D1A215E17B8B"><enum>(9)</enum><text>Research is a key

				element in graduate education and undergraduate preparation, particularly in

				science and technology, and Congress desires to strengthen the role of research

				at Hispanic-serving institutions. University research, whether performed

				directly or through a university’s nonprofit research institute or foundation,

				is considered an integral part of the institution and mission of the

				university.</text>

										</paragraph></subsection><subsection id="IDF035055536D04D75A661B5E7EDAA5E31"><enum>(b)</enum><header>Purposes</header><text>The

				purposes of this part are—</text>

										<paragraph id="ID5D8829571BF84884921B5CD762EB4100"><enum>(1)</enum><text>to expand

				postbaccalaureate educational opportunities for, and improve the academic

				attainment of, Hispanic students; and</text>

										</paragraph><paragraph id="IDC519FC49733348F9A99430E41FE6A7A6"><enum>(2)</enum><text>to expand and

				enhance the postbaccalaureate academic offerings of high quality that are

				educating the majority of Hispanic college students and helping large numbers

				of Hispanic students and low-income individuals complete postsecondary

				degrees.</text>

										</paragraph></subsection></section><section id="ID66FEA3B7A9884621B79EFC616D1B7982"><enum>512.</enum><header>Program

				authority and eligibility</header>

									<subsection id="ID25F4AFD681AB4902923D1DEA215FE194"><enum>(a)</enum><header>Program

				authorized</header><text>Subject to the availability of funds appropriated to

				carry out this part, the Secretary shall award competitive grants to eligible

				institutions.</text>

									</subsection><subsection id="IDD16994274562453B9F9518DE024982F5"><enum>(b)</enum><header>Eligibility</header><text>For

				the purposes of this part, an <quote>eligible institution</quote> means an

				institution of higher education that—</text>

										<paragraph id="ID6BC7D5F9C4F64AE8AFF324956895DE2C"><enum>(1)</enum><text>is a

				Hispanic-serving institution (as defined under section 502); and</text>

										</paragraph><paragraph id="ID967EA36DF5A44CBA8C7310B7CDF8003D"><enum>(2)</enum><text>offers a

				postbaccalaureate certificate or degree granting program.</text>

										</paragraph></subsection></section><section id="IDDB86CE7A139847A9B092F11F914E5C79"><enum>513.</enum><header>Authorized

				activities</header><text display-inline="no-display-inline">Grants awarded

				under this part shall be used for 1 or more of the following activities:</text>

									<paragraph id="IDDDD1736C717944CCAEF3AF111FE5626C"><enum>(1)</enum><text>Purchase, rental,

				or lease of scientific or laboratory equipment for educational purposes,

				including instructional and research purposes.</text>

									</paragraph><paragraph id="IDE8CCFB0C3951425EB3906432505B2C00"><enum>(2)</enum><text>Construction,

				maintenance, renovation, and improvement in classroom, library, laboratory, and

				other instructional facilities, including purchase or rental of

				telecommunications technology equipment or services.</text>

									</paragraph><paragraph id="ID8B722D7A0BB04E2C92A077AFAAC0D306"><enum>(3)</enum><text>Purchase of

				library books, periodicals, technical and other scientific journals, microfilm,

				microfiche, and other educational materials, including telecommunications

				program materials.</text>

									</paragraph><paragraph id="IDFD80A38A7B7A45B9A4657C864D1F8DAA"><enum>(4)</enum><text>Support for needy

				postbaccalaureate students including outreach, academic support services,

				mentoring, scholarships, fellowships, and other financial assistance to permit

				the enrollment of such students in postbaccalaureate certificate and degree

				granting programs.</text>

									</paragraph><paragraph id="IDE105A48132F64AE194258DEE670157DE"><enum>(5)</enum><text>Support of

				faculty exchanges, faculty development, faculty research, curriculum

				development, and academic instruction.</text>

									</paragraph><paragraph id="ID005577BF1F894B58B102E407DBDF4F28"><enum>(6)</enum><text>Creating or

				improving facilities for Internet or other distance learning academic

				instruction capabilities, including purchase or rental of telecommunications

				technology equipment or services.</text>

									</paragraph><paragraph id="IDBB0A89F40B9D4AE6B785699CD427A58D"><enum>(7)</enum><text>Collaboration

				with other institutions of higher education to expand postbaccalaureate

				certificate and degree offerings.</text>

									</paragraph><paragraph id="ID2BCAE6B5158B4F0DA3262C707577F1A6"><enum>(8)</enum><text>Other activities

				proposed in the application submitted pursuant to section 514 that—</text>

										<subparagraph id="IDF9A5FDF7F8834943904F87B13D51DE17"><enum>(A)</enum><text>contribute to

				carrying out the purposes of this part; and</text>

										</subparagraph><subparagraph id="ID56E69C4A94D8492080319E90AAFA98C6"><enum>(B)</enum><text>are approved by

				the Secretary as part of the review and acceptance of such application.</text>

										</subparagraph></paragraph></section><section id="ID98E1E537FF92430E813D1341CD00D3F6"><enum>514.</enum><header>Application

				and duration</header>

									<subsection id="ID949B2912F3EE499B9BA9AC1E4FC7C690"><enum>(a)</enum><header>Application</header><text>Any

				eligible institution may apply for a grant under this part by submitting an

				application to the Secretary at such time and in such manner as determined by

				the Secretary. Such application shall demonstrate how the grant funds will be

				used to improve postbaccalaureate education opportunities for Hispanic and

				low-income students and will lead to such students’ greater financial

				independence.</text>

									</subsection><subsection id="IDC9134344ED854FCBA65C2BA35E026F1D"><enum>(b)</enum><header>Duration</header><text>Grants

				under this part shall be awarded for a period not to exceed 5 years.</text>

									</subsection><subsection id="IDD87FA27850C248F883399118C98079C7"><enum>(c)</enum><header>Limitation</header><text>The

				Secretary may not award more than 1 grant under this part in any fiscal year to

				any Hispanic-serving institution.</text>

									</subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block>

					</paragraph></subsection><subsection id="ID0EDB923A4DFC445987CBE63DE404EDD2"><enum>(b)</enum><header>Cooperative

			 arrangements</header><text><external-xref legal-doc="act" parsable-cite="HEA65/524">Section 524</external-xref>(a) of the

			 <act-name parsable-cite="HEA65">Higher Education Act of 1965</act-name> (as

			 redesignated by subsection (a)(2)) is amended by inserting <quote>and section

			 513</quote> after <quote>section 503</quote>.</text>

				</subsection><subsection id="IDCCAC8AB2A394441597709BC4158BAEE8"><enum>(c)</enum><header>Authorization

			 of appropriations</header><text><external-xref legal-doc="act" parsable-cite="HEA65/528(a)">Section 528(a)</external-xref> of the

			 <act-name parsable-cite="HEA65">Higher Education Act of 1965</act-name> (as

			 redesignated by subsection (a)(2)) is amended to read as follows:</text>

				<enum-in-header>A</enum-in-header></header><text>There are authorized to be

				appropriated to carry out part A of this title $175,000,000 for fiscal year

				2006 and such sums as may be necessary for each of the 4 succeeding fiscal

				years.</text>

							</paragraph><paragraph id="ID2C242A5D08C3488582F8DAA86148E6D4"><enum>(2)</enum><header>Part

				<enum-in-header>B</enum-in-header></header><text>There are authorized to be

				appropriated to carry out part B of this title $125,000,000 for fiscal year

				2006 and such sums as may be necessary for each of the 4 succeeding fiscal

				years.</text>

							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>

				</subsection><subsection id="ID89A3C5D7197B45EEB40804FBDF9BAFC0"><enum>(d)</enum><header>Conforming

			 amendments</header><text>Title V of the <act-name parsable-cite="HEA65">Higher

			 Education Act of 1965</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/20/1101">20 U.S.C. 1101</external-xref> et seq.) is

			 amended—</text>

					<paragraph id="IDD0415F537BDC432D00BD62FEDEB839E1"><enum>(1)</enum><text>in section

			 502—</text>

						<subparagraph id="ID777FAF252FA84A49BFB4D9CB0058DCDE"><enum>(A)</enum><text>in subsection

			 (a)(2)(A)(ii), by striking <quote>section 512(b)</quote> and inserting

			 <quote>section 522(b)</quote>; and</text>

						</subparagraph><subparagraph id="IDD208E3F1557D4C4DA0C36E00C9FD9805"><enum>(B)</enum><text>in subsection

			 (b)(2), by striking <quote>section 512(a)</quote> and inserting <quote>section
