		<official-title>To amend title 18, United States Code, to protect youth
		  from exploitation by adults using the Internet, and for other
		  purposes.</official-title>

		<section id="H3AD2FC12484F46DA8501F9AFBBB2DC1F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Internet Safety (Stop Adults
			 Facilitating the Exploitation of Youth) Act of
			 2006</short-title></quote>.</text>
		</section><section id="HD0439AA4BC8846BBBD236468F89E2914"><enum>2.</enum><header>Financial
			 facilitation of access to child pornography</header>
			<subsection id="HD40F7E4B13184ACFAE7B20A756247485"><enum>(a)</enum><header>Offense</header><text>Chapter
			 95 of title 18, United States Code, is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="H705EDF8A9C1146ACB01D8B8BC9ABDE77" style="USC">
					<section id="HC3B6A04B9F954F119E094DF01FA1B1C0"><enum>1960A.</enum><header>Financial
				facilitation of access to child pornography</header><text display-inline="no-display-inline">Whoever knowingly conducts, or attempts or
				conspires to conduct, a financial transaction (as defined in section 1956(c))
				in or affecting interstate or foreign commerce, knowing that such transaction
				will facilitate access to, or the possession of, child pornography (as defined
				in section 2256) shall be fined under this title or imprisoned not more than 10
				years, or
				both.</text>
					</section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H2399E683A2BD4C728CB1DF9DFFCAA250"><enum>(b)</enum><header>Clerical
			 amendment</header><text display-inline="yes-display-inline">The table of
			 sections at the beginning of chapter 95 of title 18, United States Code, is
			 amended by adding at the end the following new item:</text>

			</subsection></section><section id="H3DD7FB906BDD4BEEA868B713567C400"><enum>3.</enum><header>Child sexual
			 exploitation enterprises</header><text display-inline="no-display-inline">Section 2252A of title 18, United States
			 Code, is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H561D987AB2364C5F98933DA89BDC08C9" style="OLC">
				<subsection id="H847C7B1C37CF4290878CC708C2D829EB"><enum>(g)</enum><header>Child
				pornography enterprises</header>
					<paragraph id="HBB02667C6CC749EB9CF450BDA00158E"><enum>(1)</enum><text>Whoever engages in
				a child pornography enterprise shall be fined under this title and imprisoned
				for any term of years not less than 10 or for life. The sentence imposed under
				this subsection shall be consecutive to any other sentence imposed in relation
				to the conduct punished under this subsection.</text>
					</paragraph><paragraph id="HC3A02C3F31A547848BB606FE8F6A375"><enum>(2)</enum><text>A person engages in
				a child pornography enterprise for the purposes of this section if the person
				violates any provision of chapter 110 or 117, or section 1201, 1466A, 1470, or
				1591, as a part of a series of felony violations constituting 2 or more
				separate incidents and commits those offenses in concert with 3 or more other
				persons.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HDD2FCC6C85ED49DB92306FDD6F44B600"><enum>4.</enum><header>Increased
			 penalties for registered sex offenders</header>
			<subsection id="H635B2527BC1D49CDA893290008D3643D"><enum>(a)</enum><header>Offense</header><text display-inline="yes-display-inline">Chapter 110 of title 18, United States
			 Code, is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H1F5B8C55882C426CA6A4255B0038315B" style="USC">
					<section id="H30E2C33F29F542DA8E6E729F72005B9E"><enum>2260A.</enum><header>Increased
				penalties for registered sex offenders</header><text display-inline="no-display-inline">Whoever, being required by Federal or other
				law to register as a sex offender, commits a felony offense involving a child
				under another provision of this chapter or a provision of chapter 117, or under
				section 1201, 1466A, 1470, or 1591, shall be fined under this title and
				imprisoned 10 years in addition to the imprisonment imposed for the offense
				under that provision. The sentence imposed under this section shall be
				consecutive to any sentence imposed for the offense under that
				provision.</text>
					</section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H0902458750B94FA6B6AC4662BE81C7F0"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of chapter 110
			 of title 18, United States Code, is amended by adding at the end the following
			 new item:</text>

			 penalties for child pornography and related offenses</header>
			<subsection id="IDEC4942980D2941ADAFAD8A82F047B9EE"><enum>(a)</enum><header>Sexual
			 exploitation of children</header><text>Section 2251(e) of title 18, United
			 States Code, is amended—</text>
				<paragraph id="HDA851D7DFC944EE4B550FF98ACF55E2D"><enum>(1)</enum><text>by inserting
			 <quote>section 1591,</quote> before <quote>this chapter,</quote> the first
			 place such term appears;</text>
				</paragraph><paragraph id="H7D9DC475013246E7A2CE32DFFCA51004"><enum>(2)</enum><text>by striking
			 <quote>the sexual exploitation of children</quote> the first place it appears
			 and inserting <quote>aggravated sexual abuse, sexual abuse, abusive sexual
			 contact involving a minor or ward, sex trafficking of children, or the
			 production, possession, receipt, mailing, sale, distribution, shipment, or
			 transportation of child pornography</quote>;</text>
				</paragraph><paragraph id="ID508AEB58D58A4F34976FEA58BE5FFA68"><enum>(3)</enum><text>by striking
			 <quote>15 years nor more than 30 years</quote> and inserting <quote>20 years or
			 for life</quote>;</text>
				</paragraph><paragraph id="ID1973EB1B2889427299976F69EA0ED030"><enum>(4)</enum><text>by striking
			 <quote>not less than 25 years nor more than 50 years,</quote> and all that
			 follows through <quote>not less than 35 years nor more than life.</quote> and
			 inserting <quote>life.</quote>; and</text>
				</paragraph><paragraph id="IDD6032C8AA8E24C479B6E65D5505674C7"><enum>(5)</enum><text>by striking
			 <quote>any term of years or for life</quote> and inserting <quote>not less than
			 30 years or for life.</quote>.</text>
				</paragraph></subsection><subsection id="ID3B0F8DEA525F46ADAD4424F452056C77"><enum>(b)</enum><header>Activities
			 relating to material involving the sexual exploitation of
			 children</header><text>Section 2252(b) of title 18, United States Code, is
			 amended—</text>

			 (1)—</text>
					<subparagraph id="HE012C49313D647C2B7BB2C541E834869"><enum>(A)</enum><text>by striking
			 <quote>paragraphs (1)</quote> and inserting <quote>paragraph
			 (1)</quote>;</text>
					</subparagraph><subparagraph id="HD5B6AF87A1B4458D83CFB98769F7EF"><enum>(B)</enum><text>by inserting
			 <quote>section 1591,</quote> before <quote>this chapter,</quote>;</text>
					</subparagraph><subparagraph id="H1F3B9CCD836D454E93E6F24E200006F"><enum>(C)</enum><text>by inserting
			 <quote>, or sex trafficking of children</quote> after <quote>child
			 pornography</quote>;</text>
					</subparagraph><subparagraph id="ID9ECC596EE52B48C89875C1F2D093BBA4"><enum>(D)</enum><text>by striking
			 <quote>5 years and not more than 20 years</quote> and inserting <quote>15 years
			 or for life</quote>; and</text>

			 <quote>not less than 15 years nor more than 40 years.</quote> and inserting
			 <quote>life.</quote>; and</text>
					</subparagraph></paragraph><paragraph id="IDDD95DC057BEB451083D072CAA276E57D"><enum>(2)</enum><text>in paragraph
			 (2)—</text>

			 pornography</header><text>Section 2252A(b) of title 18, United States Code, is
			 amended—</text>

			 (1)—</text>
					<subparagraph id="H2C89F38FC90848A58690CAF8ECFF50FE"><enum>(A)</enum><text>by inserting
			 <quote>section 1591,</quote> before <quote>this chapter,</quote>;</text>
					</subparagraph><subparagraph id="HA206D31CA6FB419200FF34963C93CF3"><enum>(B)</enum><text>by inserting
			 <quote>, or sex trafficking of children</quote> after <quote>child
			 pornography</quote>;</text>
					</subparagraph><subparagraph id="IDF4B96E40A275429F90B5202DA677D019"><enum>(C)</enum><text>by striking

					</subparagraph></paragraph></subsection><subsection id="ID9211A992AAEF481F8F4143F8502BCB41"><enum>(d)</enum><header>Using
			 misleading domain names To direct children to harmful material on the
			 internet</header><text>Section 2252B(b) of title 18, United States Code, is
			 amended by striking <quote>or imprisoned not more than 4 years, or both</quote>
			 and inserting <quote>and imprisoned for not less than 5 years nor more than 20
			 years</quote>.</text>
			</subsection><subsection id="H9AA11E45417C4039A85F7FA3A744A482"><enum>(e)</enum><header>Extraterritorial
			 child pornography offenses</header><text display-inline="yes-display-inline">Section 2260(c) of title 18, United States
			 Code, is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HEF1DA6B7304147F4BCB8D63F7DC3ED2B" style="OLC">
					<subsection id="H69B0BF63E05D49D4AC573700E7124900"><enum>(c)</enum><header>Penalties</header>
						<paragraph id="H0848CEA0D5C94759B4683F97062C5CFB"><enum>(1)</enum><header>Use of
				minor</header><text>A person who violates subsection (a), or attempts or
				conspires to do so, shall be subject to the penalties provided in subsection
				(e) of section 2251 for a violation of that section, including the penalties
				provided for such a violation by a person with a prior conviction or
				convictions, as described in that subsection.</text>
						</paragraph><paragraph id="H14E67D47121B4D23BA67BBD86656F539"><enum>(2)</enum><header>Use of visual
				depiction</header><text>A person who violates subsection (b), or attempts or
				conspires to do so, shall be subject to the penalties provided in subsection
				(b)(1) of section 2252 for a violation of paragraph (1), (2), or (3) of
				subsection (a) of that section, including the penalties provided for such a
				violation by a person with a prior conviction or convictions, as described in
				subsection (b)(1) of section
				2252.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H4FB1F44170204924BEEF0800E4BD111E"><enum>6.</enum><header>Internet
			 facilitation of child pornography and obscenity</header>
			<subsection id="idBAAAC5A5D1B2452DBDC5AC5AD785EB15"><enum>(a)</enum><header>Child
			 pornography reporting</header><text>Section 227(b)(4) of the Victims of Child
			 Abuse Act of 1990 (42 U.S.C. 13032(b)(4)) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="id5630D21E18D14DF6A6F17DC8AB0B51EA" style="OLC">
					<paragraph id="idDB2FC0C4ECDF4F2FBB119BF0FB910F6F"><enum>(4)</enum><header>Failure to
				report</header>
						<subparagraph id="idE95C733A108140A2B210CD3182B04AC7"><enum>(A)</enum><header>Knowing and
				willful failure</header><text>A provider of electronic communication services
				or remote computing services described in paragraph (1) who knowingly and
				willfully fails to make a report under that paragraph shall be fined—</text>
							<clause id="idEC410061F3354DE7B17EE19F27F47226"><enum>(i)</enum><text>in the case of an
				initial failure to make a report, not more than $150,000; and</text>
							</clause><clause id="idCC00D42F76D24D84B0A70029E60B803E"><enum>(ii)</enum><text>in the case of
				any second or subsequent failure to make a report, not more than
				$300,000.</text>
							</clause></subparagraph><subparagraph id="id12273BE125A44BE3B58FF3F8D3FBAE35"><enum>(B)</enum><header>Negligent
				failure</header><text>A provider of electronic communication services or remote
				computing services described in paragraph (1) who negligently fails to make a
				report under that paragraph shall be subject to a civil penalty of—</text>
							<clause id="id66D72ACAA2A04089A0EAF20463D0F1A7"><enum>(i)</enum><text>in the case of an
				initial failure to make a report, not more than $50,000; and</text>
							</clause><clause id="id4B8054063FE94BBEBD443423367AB95F"><enum>(ii)</enum><text>in the case of
				any second or subsequent failure to make a report, not more than
				$100,000.</text>
							</clause></subparagraph><subparagraph id="id3DB31F86FFEC47AFB6A1D96E278EB88A"><enum>(C)</enum><header>Authority</header><text>For
				the purposes of this paragraph, the Federal Communications Commission—</text>
							<clause id="id827C7DB489854A649628E465C9C52A1E"><enum>(i)</enum><text>may levy civil
				penalties under subparagraph (B); and</text>
							</clause><clause id="id11AB51017F954E40A6FCCA64A6390C7B"><enum>(ii)</enum><text>shall promulgate
				regulations, in consultation with the Attorney General, to—</text>
								<subclause id="id37894FA87E19486BA626AC143C648FFC"><enum>(I)</enum><text>effectuate the
				purposes of subparagraph (B); and</text>
								</subclause><subclause id="id5BB9B8091A914A2E937AF35E9D0F2096"><enum>(II)</enum><text>provide for
				appropriate administrative review of any civil penalties levied under that
				subparagraph.</text>
								</subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id1CB2649175004A759225CFD70E8FC7CD"><enum>(b)</enum><header>Deception by
			 embedded words or images</header>
				<paragraph id="idD1A1173334EE4CC18D0BED7D577589C6"><enum>(1)</enum><header>In
			 general</header><text>Chapter 110 of title 18, United States Code, is amended
			 by inserting after section 225B the following:</text>
					<quoted-block display-inline="no-display-inline" id="id043DD03BECAE4C3AA407829B29BA3EF6" style="USC">
						<section id="idA0BCDA6BC2C846D0B61D7F762DED48A7"><enum>2252C.</enum><header>Misleading
				words or digital images on the Internet</header>
							<subsection id="id5580C8CC3A824A6FABEFCE953E9BE982"><enum>(a)</enum><header>In
				general</header><text>Whoever knowingly embeds words or digital images into the
				source code of a website with the intent to deceive a person into viewing
				material constituting obscenity shall be fined under this title and imprisoned
				for not less than 2 years nor more than 10 years.</text>
							</subsection><subsection id="idE78088F673374C638D7A081E655590AB"><enum>(b)</enum><header>Minors</header><text>Whoever
				knowingly embeds words or digital images into the source code of a website with
				the intent to deceive a minor into viewing material harmful to minors on the
				Internet shall be fined under this title and imprisoned for not less than 5
				years nor more than 20 years.</text>
							</subsection><subsection id="id7CE838074A9E4D2290C37FC8768FDFB6"><enum>(c)</enum><header>Construction</header><text>For
				the purposes of this section, a word or digital image that clearly indicates
				the sexual content of the site, such as <quote>sex</quote> or
				<quote>porn</quote>, is not misleading.</text>
							</subsection><subsection id="id92087E6FBF0B4985B8A64D4FAFD13D4D"><enum>(d)</enum><header>Definitions</header><text>In
				this section—</text>
								<paragraph id="idBF8B6F08BE2D45209E5319699D7C7095"><enum>(1)</enum><text>the terms
				<term>material that is harmful to minors</term> and <term>sex</term> have the
				meaning given such terms in section 2252B; and</text>
								</paragraph><paragraph id="id66E6F3AAFA964157841973CC740CD9AD"><enum>(2)</enum><text>the term
				<term>source code</term> means the combination of text and other characters
				comprising the content, both viewable and nonviewable, of a web page, including
				any website publishing language, programming language, protocol or functional
				content, as well as any successor languages or
				protocols.</text>
								</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="idA95550B7B89E46939D193ED6B8C1AFE0"><enum>(2)</enum><header>Table of
			 sections</header><text>The table of sections for chapter 110 of title 18,
			 United States Code, is amended by inserting after the item relating to section
			 2252B the following:</text>

						<toc-entry bold="off" level="section"><quote>Sec. 2252C. Misleading
				words or digital images on the Internet.</quote>.</toc-entry>
					</toc>
				</paragraph></subsection></section><section id="id138D85ABBE174858A64BE08797E585DA"><enum>7.</enum><header>Requirement to
			 place warning marks on commercial websites containing sexually explicit
			 material</header>
			<subsection id="id647048A0A43C47D68D470C7CBDA18497"><enum>(a)</enum><header>Definitions</header><text>In
			 this section—</text>
				<paragraph id="id37D24B586D2D4AF7B66C07AA269F5648"><enum>(1)</enum><text>the term
			 <term>Commission</term> means the Federal Trade Commission;</text>
				</paragraph><paragraph id="idAFD0F01BF3CD4E8881296022919E4E65"><enum>(2)</enum><text>the term
			 <term>website</term> means any collection of material placed in a computer
			 server-based file archive so that it is publicly accessible, over the Internet,
			 using hypertext transfer protocol or any successor protocol except that the
			 term does not include any collection of material where access to sexually
			 explicit material is restricted to a specific set of individuals through the
			 provision of a password or through another access restriction mechanism;</text>
				</paragraph><paragraph id="idA6765FD76C14456E974C7644ADFFAD36"><enum>(3)</enum><text>the term
			 <term>sexually explicit material</term> means any material that depicts
			 sexually explicit conduct (as that term is defined in subsection (2)(A) of
			 section 2256 of title 18, United States Code), unless the depiction constitutes
			 a small and insignificant part of the whole, the remainder of which is not
			 primarily devoted to sexual matters;</text>
				</paragraph><paragraph id="id50F0441E74924248865B67EB6E3A3541"><enum>(4)</enum><text>the term
			 <term>Internet</term> means the combination of computer facilities and
			 electromagnetic transmission media, and related equipment and software,
			 comprising the interconnected worldwide network of computer networks that
			 employ the Transmission Control Protocol/Internet Protocol or any successor
			 protocol to transmit information; and</text>
				</paragraph><paragraph id="id37B60BC7191D4441B79852C18042810B"><enum>(5)</enum><text>the term
			 <term>Internet access service</term>—</text>
					<subparagraph id="id85120814A39E4BE1B2E9C6A0C46AD973"><enum>(A)</enum><text>means a service
			 that enables users to access content, information, electronic mail, or other
			 services offered over the Internet, and may also include access to proprietary
			 content, information, and other services as part of a package of services
			 offered to consumers; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id01B0CB8A8F1041ABAF3B98EC87603521"><enum>(B)</enum><text>does not include
			 telecommunications services.</text>
					</subparagraph></paragraph></subsection><subsection id="idA24A624D8D214CE58632C161C4FAF060"><enum>(b)</enum><header>Labeling
			 requirement</header><text display-inline="yes-display-inline">Except as
			 provided in subsection (d), no person who operates a website that is primarily
			 operated for commercial purposes, in or affecting interstate or foreign
			 commerce, may knowingly, and with knowledge of the character of the material,
			 place on that website sexually explicit material, and fail—</text>
				<paragraph id="idB3B12467A3D14D51A8890DE6A37B02B2"><enum>(1)</enum><text>to include on
			 each page of the website that contains sexually explicit material, the marks
			 and notices prescribed by the Commission under subsection (c); or</text>
				</paragraph><paragraph id="id569CAFF3081F44C08A7F48E67C970C0B"><enum>(2)</enum><text>to ensure that
			 the matter on the website that is initially viewable, absent any further
			 actions by the viewer, does not include any sexually explicit material.</text>
				</paragraph></subsection><subsection id="idC10071082AD1440FB02C5A0CD4909D70"><enum>(c)</enum><header>Prescription of
			 marks and notices</header><text>Not later than 90 days after the date of
			 enactment of this Act, the Commission shall, in consultation with the Attorney
			 General, establish by regulation clearly identifiable marks or notices to be
			 included in the code, if technologically feasible, or if not feasible on the
			 pages, of websites that contain sexually explicit material in order to inform
			 the viewer of that fact and to facilitate the filtering of such pages.</text>
			</subsection><subsection id="id4BBC8C80AA6845E1B4F906C2FD681EE4"><enum>(d)</enum><header>Inapplicability
			 to carriers and other service providers</header><text>This section shall not
			 apply to a person, to the extent that such person is—</text>
				<paragraph id="id23AFD3EEE4A842A38501D4B7A80958B9"><enum>(1)</enum><text>a
			 telecommunications carrier engaged in the provision of a telecommunications
			 service;</text>
				</paragraph><paragraph id="id3433B5FCCE90457192319EAD2249F62A"><enum>(2)</enum><text>a person engaged
			 in the business of providing an Internet access service; or</text>
				</paragraph><paragraph id="id0917C416820C4029BD2133F0D6AEB953"><enum>(3)</enum><text>similarly engaged
			 in the transmission, storage, retrieval, hosting, formatting, or translation
			 (or any combination thereof) of a communication made by another person, without
			 selection or alteration of the content of the communication, and such person's
			 deletion of a particular communication or material made by another person in a
			 manner consistent with any applicable law or regulation shall not constitute
			 selection or alteration of the content of the communication.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idC1A4F938C88C4F86B3982EA9E6BC728A"><enum>(e)</enum><header>Penalties</header><text>Whoever
			 violates subsection (b) shall be fined under title 18, United States Code,
			 imprisoned not more than 15 years, or both.</text>
			</subsection></section><section id="H5002B5B195C04E819215AB33992B144E"><enum>8.</enum><header>RICO
			 predicates</header><text display-inline="no-display-inline">Section 1961(1) of
			 title 18, United States Code, is amended—</text>

			 (a), by striking <quote>5 years and not more than 30 years</quote> and
			 inserting <quote>15 years or for life</quote>;</text>
					</subparagraph><subparagraph id="idC68835C3C1AB4204BFA0F6AFA24F5AC1"><enum>(B)</enum><text>in subsections
			 (b) and (c), by striking <quote>or imprisoned not more than 30 years, or

			 <quote>, 2423(b) (relating to travel with intent to engage in illicit sexual

			 reporting</header><text>Section 2258 of title 18, United States Code, is

			<subsection id="HD8944E006E1242498C0616F8FC74F9C4"><enum>(a)</enum><header>Establishment</header><text>There
			 is established within the Department of Justice, under the general authority of
			 the Attorney General, an Office on Sexual Violence and Crimes against Children
			 (in this section referred to as the <quote>Office</quote>).</text>
			</subsection><subsection id="H816F3947CDBF472AB52F74BB79A50750"><enum>(b)</enum><header>Director</header>
				<paragraph id="id38501F5A42714689B1B4C7385943FE8E"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Office shall be
			 headed by a Director who shall be appointed by the President. The Director
			 shall report to the Attorney General through the Assistant Attorney General for
			 the Office of Justice Programs and shall have final authority for all grants,
			 cooperative agreements, and contracts awarded by the Office.</text>
				</paragraph><paragraph id="id1B6C29CE98D943F9B6BE24A94D8234F2"><enum>(2)</enum><header>Limits on other
			 activities</header><text display-inline="yes-display-inline">The Director shall
			 not engage in any employment other than that of serving as the Director, nor
			 shall the Director hold any office in, or act in any capacity for, any
			 organization, agency, or institution with which the Office makes any contract
			 or other arrangement.</text>
				</paragraph></subsection><subsection id="HC496B5B8F63143F98E289DEC2E68F52B"><enum>(c)</enum><header>Duties and
			 functions</header><text display-inline="yes-display-inline">The Office is
			 authorized to—</text>
				<paragraph id="H39F771EEE13949DF9081C621A02EBCED"><enum>(1)</enum><text>administer the sex
			 offender registration and notification program under Federal law;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5017B6D23613486500A0297D497E00C"><enum>(2)</enum><text>administer grant
			 programs authorized by this Act;</text>
				</paragraph><paragraph id="HFCD219E3D6764DAEA950BBA10211003E"><enum>(3)</enum><text>cooperate with and
			 provide technical assistance to States, units of local government, tribal
			 governments, and other public and private entities involved in activities
			 related to sex offender registration or notification or to other measures for
			 the protection of children or other members of the public from sexual abuse or
			 exploitation; and</text>
				</paragraph><paragraph id="H0F3AC6666E784CF3A352B54F0056D00"><enum>(4)</enum><text>perform such other
			 functions as the Attorney General may delegate.</text>
				</paragraph></subsection></section><section id="HE777FA66FA404AF7A419D3351B2E47BD" section-type="subsequent-section"><enum>13.</enum><header>Additional
			 prosecutors for offenses relating to the sexual exploitation of
			 children</header>
			<subsection id="H78E9652AB94841768DDF551C77ACED93"><enum>(a)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section, the term <quote>offenses
			 relating to the sexual exploitation of children</quote> shall include any
			 offense committed in violation of—</text>
				<paragraph id="HAA71E6C0237544348938D8D3D2BB91AD"><enum>(1)</enum><text>chapter 71 of
			 title 18, United States Code, involving an obscene visual depiction of a minor,
			 or transfer of obscene materials to a minor;</text>
				</paragraph><paragraph id="HE3B4916985DE4E8CB8FB9EF7017CF33E"><enum>(2)</enum><text display-inline="yes-display-inline">chapter 109A of title 18, United States
			 Code, involving a sexual act or sexual contact with a minor, or sexual abuse of
			 a minor;</text>
				</paragraph><paragraph id="HBE49715346884C80B6A3ACB834E064E6"><enum>(3)</enum><text>chapter 110 of
			 title 18, United States Code;</text>
				</paragraph><paragraph id="idD9A0AECACDAD4FCEB5A6B1E571024338"><enum>(4)</enum><text>chapter 117 of
			 title 18, United States Code; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idFE3B915A3C78493F9B62F2B0791C9C78"><enum>(5)</enum><text>section 1591 of
			 title 18, United States Code.</text>
				</paragraph></subsection><subsection id="HB38CC92F697346A1B0CA18CEBA3CA15"><enum>(b)</enum><header>Additional
			 prosecutors</header><text display-inline="yes-display-inline">In fiscal year
			 2007, the Attorney General shall, subject to the availability of appropriations
			 for such purpose, increase by not less than 200 the number of attorneys in
			 United States Attorneys' Offices. The additional attorneys shall be assigned to
			 prosecute offenses relating to the sexual exploitation of children.</text>
			</subsection><subsection id="HDBABDBE06F764EE7B820961002413F9B"><enum>(c)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There are
			 authorized to be appropriated to the Department of Justice for fiscal year 2007
			 such sums as may be necessary to carry out this section.</text>
			</subsection></section><section id="H2EA845BB76664E0B9340A2A771545FD3"><enum>14.</enum><header>Additional ICAC
			 Task Forces</header>
			<subsection id="H715C3D80E729447B8FFEB599E97BFB02"><enum>(a)</enum><header>Additional Task
			 Forces</header><text display-inline="yes-display-inline">In fiscal year 2007,
			 the Administrator of the Office of Juvenile Justice and Delinquency Prevention
			 shall, subject to the availability of appropriations for such purpose, increase
			 by not less than 20 the number of Internet Crimes Against Children Task Forces
			 that are part of the Internet Crimes Against Children Task Force Program
			 authorized and funded under title IV of the Juvenile Justice and Delinquency
			 Prevention Act of 1974 (42 U.S.C. 5771 et seq.).</text>
			</subsection><subsection id="H4B95E213C8254785BB2948CCA577AE28"><enum>(b)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There are
			 authorized to be appropriated to the Administrator of the Office of Juvenile
			 Justice and Delinquency Prevention for fiscal year 2007 such sums as may be
			 necessary to carry out this section.</text>
			</subsection></section><section id="H001F3C20614B42509BAF9980D6C5F2B7"><enum>15.</enum><header>Grants for child
			 sexual abuse prevention programs</header>
			<subsection id="HEDA1F94743DA4073A76F656D2DA70811"><enum>(a)</enum><header>Definition of
			 State</header><text>In this section, the term <quote>State</quote> means any
			 State of the United States, the District of Columbia, the Commonwealth of
			 Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Northern Mariana
			 Islands.</text>
			</subsection><subsection id="H045AB721298C44CAB533098083CBC707"><enum>(b)</enum><header>Grants</header><text display-inline="yes-display-inline">The Attorney General shall, subject the
			 availability of appropriations, make grants to States, units of local
			 government, Indian tribes, and nonprofit organizations for purposes of
			 establishing and maintaining programs with respect to the prevention of sexual
			 offenses committed against minors.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HD7FC90DD8C0649FE86124B78B9DED81F"><enum>(c)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to carry
			 out this section $10,000,000 for each of the fiscal years 2007 through
			 2011.</text>
