		<official-title>To provide that quantitative restrictions shall not apply
		  with respect to certain knit performance outerwear pants.</official-title>

		<section id="id83DF9DAFBEE547898485340DD0E0DE9F" section-type="section-one"><enum>1.</enum><header>Knit performance outerwear
			 pants</header>
			<subsection id="id2F3C0BEB4FAD4194BC549C38CA9EB082"><enum>(a)</enum><header>Elimination of
			 quantitative restrictions</header>
				<paragraph id="id5B3DFFE85D1D4C0F98D70DC7DFE37F85"><enum>(1)</enum><header>In
			 general</header><text>Notwithstanding any other provision of law, quantitative
			 restrictions shall not apply to imports of knit performance outerwear pants
			 described in paragraph (2) and classifiable in subheading 6103.43.15,
			 6104.63.20, 6112.20.10, or 6113.00.90 of the Harmonized Tariff Schedule of the
			 United States <added-phrase reported-display-style="italic"></added-phrase>to
			 the extent entry of such pants is claimed under the column 1 general rate of
			 duty of the Harmonized Tariff Schedule.</text>
				</paragraph><paragraph id="idCB6EC79E097F4A4BAA4B86EE46A214D7"><enum>(2)</enum><header>Performance
			 outerwear pants</header>
					<subparagraph id="idCE19FE0D87A84D50896C97FA13136363"><enum>(A)</enum><header>In
			 general</header><text>The term <term>performance outerwear pants</term> means
			 ankle length pants, of water-resistant or coated synthetic fiber fabrics, that
			 have 2 or more of the following:</text>
						<clause id="idD56C5CA916634564898EFB7350CEAC36"><enum>(i)</enum><text>Side
			 openings.</text>
						</clause><clause id="id846A3BC5621B4ECFB33C4B9D09DC628F"><enum>(ii)</enum><text>Sealed seams at
			 the front (up to the zipper or other means of closure) and back rise.</text>
						</clause><clause id="id0F90D71A482445578556A1D4B75E47F4"><enum>(iii)</enum><text>Insulation for
			 cold or inclement weather protection.</text>
						</clause><clause id="idC14C013E728742EB8AE8898989260D6D"><enum>(iv)</enum><text>At
			 least one pocket with a means of closure (zippered or hood and look enclosed
			 pockets, or other type of enclosed pockets).</text>
						</clause><clause id="id2F9F005EC5FF49A9988EE03E508213AF"><enum>(v)</enum><text>Scuff
			 guards.</text>
						</clause><clause id="id3B612DC405414FF19BDE05C4BC10AB85"><enum>(vi)</enum><text>Elasticized or
			 draw string weather closure around the waist or ankles.</text>
						</clause><clause id="id70B7DB6103FA450CA6BC4573681AEF15"><enum>(vii)</enum><text>Articulated
			 knees or reinforcement in the seat or knees.</text>
						</clause></subparagraph><subparagraph id="id91A5BF0C57C649BCBE298906EFB80455"><enum>(B)</enum><header>Ski
			 pants</header><text>For purposes of subparagraph (A), the term
			 <quote>performance outerwear pants</quote> includes all pants classifiable as
			 parts of ski suits under heading 6112 of the Harmonized Tariff Schedule of the
			 United States.</text>
					</subparagraph><subparagraph id="id244D58F4A5884131977CD60EF7678DEB"><enum>(C)</enum><header>Water-resistant
			 fabric</header><text>The term <term>water-resistant fabric</term> means fabric,
			 whether knit, woven, or composite, that meets the requirements for water
			 resistance described in Additional U.S. Note 2 to chapter 62 of the Harmonized
			 Tariff Schedule of the United States, whether or not the finished article is
			 classifiable in the subheadings listed in such Note 2.</text>
					</subparagraph><subparagraph id="idA0D4F936EF194C9C9BC674E809893437"><enum>(D)</enum><header>Coated
			 synthetic fabrics</header><text>The term <term>coated synthetic fabrics</term>
			 means fabrics classifiable in heading 5602, 5603, 5903, 5906, or 5907 of the
			 Harmonized Tariff Schedule of the United States, as well as knitted or
			 crocheted pile fabrics impregnated, coated, covered, or laminated with
			 plastics, including composite fabrics where the coating is consistently visible
			 in the cross section.</text>
					</subparagraph><subparagraph id="id4C7E65C2CFE2406F88AA22334269EB20"><enum>(E)</enum><header>Sealed
			 seams</header><text>The term <term>sealed seams</term> means seams that are
			 sealed by means of taping, gluing, bonding, cementing, or similar processes for
			 the purpose of waterproofing.</text>
					</subparagraph></paragraph></subsection><subsection id="idC7700EAF83254709B11B98026E27BD8F"><enum>(b)</enum><header>Effective
			 Date</header><text>Subsection (a) applies to goods entered, or withdrawn from
			 warehouse for consumption, on or after the 30th day after the date of the
			 enactment of this Act.</text>
