title</header><text display-inline="no-display-inline">This title may be cited
as the <quote>College Pathway Act of 2006</quote>.</text>
</section><section commented="no" display-inline="no-display-inline" id="id3DE3476A19F14631BE0A30FEE8181254" section-type="subsequent-section"><enum>102.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this title are the
following:</text>
<paragraph commented="no" display-inline="no-display-inline" id="ID7007f7f4c08e4f2fb7ca951602b23022"><enum>(1)</enum><text display-inline="yes-display-inline">To broaden the focus of Federal, State, and
local higher education programs to promote academic success in postsecondary
education, particularly with respect to mathematics, science, engineering, and
technology.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDc157ccfb9b254ac89785f6558d5497b1"><enum>(2)</enum><text display-inline="yes-display-inline">To increase the percentage of low-income
and minority students who are academically prepared to enter and successfully
complete postsecondary-level general education coursework.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5c1f6851650b45c0bd5ce01d0f2bf9cb"><enum>(3)</enum><text display-inline="yes-display-inline">To decrease the percentage of students
requiring developmental coursework through grants that enable States to
coordinate the public prekindergarten through grade 12 education system and the
postsecondary education system—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="IDe0956db5df12424a996bc2bec70513bd"><enum>(A)</enum><text display-inline="yes-display-inline">to ensure that covered institutions
articulate and publicize the prerequisite skills and knowledge expected of
incoming postsecondary students attending covered institutions, in order to
provide students and other interested parties with accurate information
pertaining to the students' necessary preparations for postsecondary
education;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID78ba3de1431047d49b9cdcc0d3473bf0"><enum>(B)</enum><text display-inline="yes-display-inline">to establish and implement middle school
and secondary school course enrollment guidelines while ensuring rigorous
content standards—</text>
<clause commented="no" display-inline="no-display-inline" id="id0F2D43021BB6481C97DBA46F7151D939"><enum>(i)</enum><text display-inline="yes-display-inline">to ensure that public secondary school
students, in all major racial and ethnic groups, and income levels, complete
academic courses linked with academic success in mathematics, science,
engineering, and technology at the postsecondary level; and</text>
</clause><clause commented="no" display-inline="no-display-inline" id="IDfb45d9ceff7a4e889afcb89b498e549d"><enum>(ii)</enum><text display-inline="yes-display-inline">to increase the percentage of students in
each major racial group, ethnic group, and income level who graduate from
secondary school and enter postsecondary education with the academic
preparation necessary to successfully complete postsecondary-level general
education coursework, particularly with respect to mathematics, science,
engineering, and technology;</text>
</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDa2918e3eeccd49a18b48462b42333375"><enum>(C)</enum><text display-inline="yes-display-inline">to implement programs and policies that
increase secondary school graduation rates while ensuring rigorous content
standards; and</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDeea0619c8528430289ad136711be567b"><enum>(D)</enum><text display-inline="yes-display-inline">to collect and analyze disaggregated
longitudinal student data throughout P–16 education in order to—</text>
<clause commented="no" display-inline="no-display-inline" id="ID2515bf75d24644028cfcfeb9fd6e26a5"><enum>(i)</enum><text display-inline="yes-display-inline">understand and improve students’ progress
throughout P–16 education;</text>
</clause><clause commented="no" display-inline="no-display-inline" id="ID9c956dd402b34ad19a0b4610f406bb52"><enum>(ii)</enum><text display-inline="yes-display-inline">understand problems and needs throughout
P–16 education; and</text>
</clause><clause commented="no" display-inline="no-display-inline" id="ID9ab2dae3d07a48608f5f26654b4d8391"><enum>(iii)</enum><text display-inline="yes-display-inline">align prekindergarten through grade 12
academic standards and higher education standards so that more students are
prepared to successfully complete postsecondary-level general education
coursework.</text>
</clause></subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="id45D4E62B649A416C998143A0A71637BC" section-type="subsequent-section"><enum>103.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text>
<paragraph commented="no" display-inline="no-display-inline" id="ID1E7BDB358390443BA02A4EB0AECC913C"><enum>(1)</enum><header>In
general</header><text display-inline="yes-display-inline">The terms <term>local
educational agency</term>, <term>parent</term>, <term>secondary school</term>,
and <term>State</term> have the meanings given the terms in section 9101 of the
<act-name parsable-cite="ESEA">Elementary and Secondary Education Act of
1965</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20
U.S.C. 7801</external-xref>).</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8A984186333E4760B3A4AB2EF800B9CB"><enum>(2)</enum><header>Academic
assessments</header><text display-inline="yes-display-inline">The term
<term>academic assessments</term> means the academic assessments implemented by
a State educational agency pursuant to
<external-xref legal-doc="act" parsable-cite="ESEA/1111(b)(3)">section
1111(b)(3)</external-xref> of the <act-name parsable-cite="ESEA">Elementary and
Secondary Education Act of 1965</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/20/6311(b)(3)">20 U.S.C. 6311(b)(3)</external-xref>).</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID8D72371599474F598157489EF4F98922"><enum>(3)</enum><header>Academic
standards</header><text display-inline="yes-display-inline">The term
<term>academic standards</term> means the challenging academic content
standards and challenging student academic achievement standards adopted by a
State pursuant to
<external-xref legal-doc="act" parsable-cite="ESEA/1111(b)(1)">section
1111(b)(1)</external-xref> of the <act-name parsable-cite="ESEA">Elementary and
Secondary Education Act of 1965</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/20/6311(b)(1)">20 U.S.C. 6311(b)(1)</external-xref>).</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3EB17F9E065F4B26BBDAFE0F77B871C6"><enum>(4)</enum><header>Covered
institution</header><text display-inline="yes-display-inline">The term
<term>covered institution</term> means an institution of higher education that
participates in a program under title IV of the <act-name parsable-cite="HEA65">Higher Education Act of 1965 (20 U.S.C. 1070 et
seq.).</act-name></text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idAE7DD853E12B4C1DAAEE301B44205431"><enum>(5)</enum><header>Developmental
coursework</header><text display-inline="yes-display-inline">The term
<term>developmental coursework</term> means coursework that a student is
required to complete in order to attain prerequisite knowledge or skills
necessary for entrance into a postsecondary degree or certification
program.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7B230E56EF304AB0820BAB8389F19B06"><enum>(6)</enum><header>Institution of
higher education</header><text display-inline="yes-display-inline">The term
<term>institution of higher education</term> has the meaning given the term in
section 102 of the <act-name parsable-cite="HEA65">Higher Education Act of
1965</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20
U.S.C. 1002</external-xref>).</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDEF8F9C6FB311439DA2603D0F59CB8E30"><enum>(7)</enum><header>P–16
education</header><text display-inline="yes-display-inline">The term <term>P–16
education</term> means the educational system from prekindergarten through the
conferring of a baccalaureate degree.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDFAF15421DE834ACEA9D786735A18EA01"><enum>(8)</enum><header>P–16
educator</header><text display-inline="yes-display-inline">The term <term>P–16
educator</term> means an individual teaching in P–16 education.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id45FCEDE3CF044E1AAA262F6DB95ADBB2"><enum>(9)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the
Secretary of Education.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDC37DD8331DC74AFDB80FA90B440844C2"><enum>(10)</enum><header>Student</header><text display-inline="yes-display-inline">The term <term>student</term> means any
student enrolled in a public school.</text>
</paragraph></section><section commented="no" display-inline="no-display-inline" id="idB6CFD9E1B608419DA70088F4B6A10A71" section-type="subsequent-section"><enum>104.</enum><header>P–16 education
stewardship system grants</header>
<subsection commented="no" display-inline="no-display-inline" id="idACE459C18EFD494F8038C0627EEB7081"><enum>(a)</enum><header>Program
authorized</header><text display-inline="yes-display-inline">From amounts
appropriated under section 109 for a fiscal year, and subject to subsection
(b), the Secretary shall award grants, on a competitive basis, to States to
enable the States—</text>
<paragraph commented="no" display-inline="no-display-inline" id="id7C3E663CAAF74CE9B617ECA9635BE6A4"><enum>(1)</enum><text display-inline="yes-display-inline">to establish—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="id55F8D4B2B06C4F2B955B6CF0DC5FF553"><enum>(A)</enum><text display-inline="yes-display-inline">P–16 education stewardship commissions in
accordance with section 106; or</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idCFB26BE57E16447295D0934B7B7E772E"><enum>(B)</enum><text display-inline="yes-display-inline">P–16 education stewardship systems
consisting of—</text>
<clause commented="no" display-inline="no-display-inline" id="idC0F53A386FE4410E92CCB47FDB7F2E36"><enum>(i)</enum><text display-inline="yes-display-inline">a P–16 education stewardship commission in
accordance with section 106; and</text>
</clause><clause commented="no" display-inline="no-display-inline" id="id9D5D29FD4FF742DCAF30B605F25FD258"><enum>(ii)</enum><text display-inline="yes-display-inline">a P–16 education data system in accordance
with section 107; and</text>
</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id902E12ABC00D49808FFE5C9658666787"><enum>(2)</enum><text display-inline="yes-display-inline">to carry out the activities and programs
described in the State application and plan submitted under section 105.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID6835784C2ED144C987BB58EEFB40E887"><enum>(b)</enum><header>Award
Basis</header><text display-inline="yes-display-inline">In determining the
approval and amount of a grant under subsection (a), the Secretary shall give
priority to an application from a State that desires the grant to establish a
P–16 education stewardship system described in subsection (a)(1)(B).</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="id9CEEEE5D81FA469E98A9AB449B718BFC"><enum>(c)</enum><header>Period of
grants</header>
<paragraph commented="no" display-inline="no-display-inline" id="id5080527FFA92408D92BA9FD58147C040"><enum>(1)</enum><header>States
establishing P–16 education stewardship systems</header><text display-inline="yes-display-inline">Each grant made under this section to a
State to establish a P–16 education stewardship system described in subsection
(a)(1)(B) shall be awarded for a period of 5 years.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7666D033CC564E008F42C1930778D63B"><enum>(2)</enum><header>States
establishing P–16 education stewardship commissions</header><text display-inline="yes-display-inline">Each grant made under this section to a
State to establish a P–16 education stewardship commission described in
subsection (a)(1)(A) shall be awarded for a period of 3 years.</text>
</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="idFD80EA6DD3E24975AF93857A6C5A424E" section-type="subsequent-section"><enum>105.</enum><header>State application
and plan</header>
<subsection commented="no" display-inline="no-display-inline" id="ID383C3DE9CA284967AB4E7A9D044FFC3F"><enum>(a)</enum><header>In
general</header><text display-inline="yes-display-inline">A State desiring a
grant under section 104 shall submit an application to the Secretary at such
time, in such manner, and containing such information as the Secretary may
reasonably require.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="ID31ABD7093814471BBD652C87DF650F84"><enum>(b)</enum><header>Contents</header><text display-inline="yes-display-inline">Each application submitted under this
section shall include, at a minimum, the following:</text>
<paragraph commented="no" display-inline="no-display-inline" id="ID6CA7BC40ACBF4F958DA28F84A30B8E87"><enum>(1)</enum><text display-inline="yes-display-inline">A demonstration that the State, not later
than 5 months after receiving grant funds under this title, will establish a
P–16 education stewardship commission described in section 106.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDD92027329DDF438481AF5142A055BE21"><enum>(2)</enum><text display-inline="yes-display-inline">For a state applying for a grant under
section 104(a)(1)(B), a demonstration that the State, not later than 2 years
after receiving grant funds under this title, will implement, expand, or
improve a P–16 education data system described in section 107.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE2EEA8D349904D4294D546C915F2C8FB"><enum>(3)</enum><text display-inline="yes-display-inline">A demonstration that the State will work
with the State P–16 education stewardship commission and others as necessary to
examine the relationship among the content of postsecondary education admission
and placement exams, the prerequisite skills and knowledge required to
successfully take postsecondary-level general education coursework, the
prekindergarten through grade 12 courses and academic factors associated with
academic success at the postsecondary level, particularly with respect to
mathematics, science, engineering, and technology, and existing academic
standards and aligned academic assessments.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id55539D1FE34A4050B2CEB92BEED4FBE7"><enum>(4)</enum><text display-inline="yes-display-inline">A description of how the State will, using
the information from the State P–16 education stewardship commission, increase
the percentage of students taking courses that have the highest correlation of
academic success at the postsecondary level, for each of the following groups
of students:</text>
<subparagraph commented="no" display-inline="no-display-inline" id="idFD8F1D7DA6ED43D3A34FDE50C2BCC7CF"><enum>(A)</enum><text display-inline="yes-display-inline">Economically disadvantaged students.</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idEF2984161D524A0A958E314714EB66A5"><enum>(B)</enum><text display-inline="yes-display-inline">Students from each major racial and ethnic
group.</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD42EABB9493B43C88C846C5F9E7F9887"><enum>(C)</enum><text display-inline="yes-display-inline">Students with disabilities.</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA4A9FCDE62D948D98312738C7B330BD5"><enum>(D)</enum><text display-inline="yes-display-inline">Students with limited English
proficiency.</text>
</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDFE5CE6E65001424DA125E8DD976298A4"><enum>(5)</enum><text display-inline="yes-display-inline">A description of how the State will
distribute the information in the P–16 education stewardship commission's
report under section 106(c)(4) to the public in the State, including public
secondary schools, local educational agencies, school counselors, P–16
educators, institutions of higher education, students, and parents.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4BA647B4C76048CEAAB848A911058C4E"><enum>(6)</enum><text display-inline="yes-display-inline">An assurance that the State will continue
to pursue effective P–16 education alignment strategies after the end of the
grant period.</text>
</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="idD3045E1498514D579ACE4DE802D8A187" section-type="subsequent-section"><enum>106.</enum><header>P–16 education
stewardship commission</header>
<subsection commented="no" display-inline="no-display-inline" id="id548D544111CE498F93E35B55F05A404C"><enum>(a)</enum><header>P–16 education
stewardship commission</header>
<paragraph commented="no" display-inline="no-display-inline" id="id6259791992584C4499DF597A4720DDDA"><enum>(1)</enum><header>In
general</header><text display-inline="yes-display-inline">Each State receiving
a grant under section 104 shall establish a P–16 education stewardship
commission that has the policymaking ability to meet the requirements of this
section.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id383FADE08DD44FB98240BA12A9A040C0"><enum>(2)</enum><header>Existing
commission</header><text display-inline="yes-display-inline">The State may
designate an existing coordinating body or commission as the State P–16
education stewardship commission for purposes of this title, if the body or
commission meets, or is amended to meet, the basic requirements of this
section.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idE02C568DDEE44112A8CC4F8D49ED8153"><enum>(b)</enum><header>Membership</header>
<paragraph commented="no" display-inline="no-display-inline" id="id6E64A61E9D0D4015B9113A6F29EA5F7A"><enum>(1)</enum><header>Composition</header><text display-inline="yes-display-inline">Each P–16 education stewardship commission
shall be composed of the Governor of the State, or the designee of the
Governor, and the stakeholders of the statewide education community, as
determined by the Governor or the designee of the Governor, such as—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="IDC7F7D4C19BA444E8A3A5D6279A069C3E"><enum>(A)</enum><text display-inline="yes-display-inline">the chief State official responsible for
administering prekindergarten through grade 12 education in the State;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDBD8D8BB32C514271A7F6037458C42408"><enum>(B)</enum><text display-inline="yes-display-inline">the chief State official of the entity
primarily responsible for the supervision of institutions of higher education
in the State;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID6BA137EE5B2348AD90FCC480CED78C93"><enum>(C)</enum><text display-inline="yes-display-inline">bipartisan representation from the State
legislative committee with jurisdiction over prekindergarten through grade 12
education and higher education;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID990119BDB3CC47308A18454840F52EBB"><enum>(D)</enum><text display-inline="yes-display-inline">representatives of 2- and 4-year
institutions of higher education in the State;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDCF299A391D504C60B6524F0A644123C0"><enum>(E)</enum><text display-inline="yes-display-inline">representatives of the business community;
and</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDFE425850A7F9448B8E8F5F8A03D80965"><enum>(F)</enum><text display-inline="yes-display-inline">at the discretion of the Governor, or the
designee of the Governor, representatives from prekindergarten through grade 12
and higher education governing boards and other organizations.</text>
</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id03A2F70BBC414A11A569F5D68A37FBD3"><enum>(2)</enum><header>Chairperson;
meetings</header><text display-inline="yes-display-inline">The Governor of the
State, or the designee of the Governor, shall serve as chairperson of the P–16
education stewardship commission and shall convene regular meetings of the
commission.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDF655D36E815149208EFACC9C9F1E6EB5"><enum>(c)</enum><header>Duties of the
commission</header>
<paragraph commented="no" display-inline="no-display-inline" id="id8AD7AC5D0429414FBF3935B002ABA288"><enum>(1)</enum><header>Meetings of
covered institutions</header>
<subparagraph commented="no" display-inline="no-display-inline" id="id60BC71F1336A495C92FB06CE3C19D79F"><enum>(A)</enum><header>In
general</header><text display-inline="yes-display-inline">Each State P–16
education stewardship commission shall convene regular meetings of the covered
institutions in the State for the purpose of assessing and reaching consensus
regarding—</text>
<clause commented="no" display-inline="no-display-inline" id="idA036CED548014CC9937AE85A84DF9D11"><enum>(i)</enum><text display-inline="yes-display-inline">the prerequisite skills and knowledge
expected of incoming freshmen to successfully engage in and complete
postsecondary-level general education coursework without the prior need to
enroll in developmental coursework; and</text>
</clause><clause commented="no" display-inline="no-display-inline" id="id2016D4CEDB644C9085847F1CB48C9972"><enum>(ii)</enum><text display-inline="yes-display-inline">patterns of coursework and other academic
factors that demonstrate the highest correlation with success in completing
postsecondary-level general education coursework and degree or certification
programs, particularly with respect to mathematics, science, engineering, and
technology.</text>
</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID1198541397DC4F4882FC7CCF6038C175"><enum>(B)</enum><header>Findings of
covered institutions</header><text display-inline="yes-display-inline">The
covered institutions shall communicate to the P–16 education stewardship
commission the findings of the covered institutions, which—</text>
<clause commented="no" display-inline="no-display-inline" id="idF1A8F3E65FD8401E9E04533ED04FAC00"><enum>(i)</enum><text display-inline="yes-display-inline">shall include the consensus on the
prerequisite skills and knowledge, patterns of coursework, and other academic
factors described in subparagraph (A);</text>
</clause><clause commented="no" display-inline="no-display-inline" id="idD805D2D8635249F8ADD32B147F98D5A9"><enum>(ii)</enum><text display-inline="yes-display-inline">shall address, at minimum, the subjects of
reading or language arts, history, mathematics, science, technology, and
engineering, and may cover additional academic content areas;</text>
</clause><clause commented="no" display-inline="no-display-inline" id="ID39B25083336F4FB69704CC9FC4A79110"><enum>(iii)</enum><text display-inline="yes-display-inline">shall be descriptive of content and
purpose, and shall not be limited to a simple listing of secondary course
names; and</text>
</clause><clause commented="no" display-inline="no-display-inline" id="ID60A984592E8043C6A9DF26D725C1A0E7"><enum>(iv)</enum><text display-inline="yes-display-inline">may be different for 2- and 4-year
institutions of higher education.</text>
</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDB163300279AB43B6BAC476FDD2095171"><enum>(2)</enum><header>Commission
recommendations</header><text display-inline="yes-display-inline">Not later
than 18 months after a State receives a grant under section 104, and annually
thereafter for each year in the grant period, the State P–16 education
stewardship commission shall—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="id8FC85A13326547B39413A306B337ACD6"><enum>(A)</enum><text display-inline="yes-display-inline">develop recommendations regarding the
prerequisite skills and knowledge, patterns of coursework, and other academic
factors described in paragraph (1)(A); and</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id29CE79BBFBBC47B1BD483E5D726673F9"><enum>(B)</enum><text display-inline="yes-display-inline">develop recommendations and enact policies
to increase the success rate of students in the students’ transition from
secondary school to postsecondary education, including policies to increase
success rates for—</text>
<clause commented="no" display-inline="no-display-inline" id="id8FCDDC0D90164DA983177E3E0771F822"><enum>(i)</enum><text display-inline="yes-display-inline">students of economic disadvantage;</text>
</clause><clause commented="no" display-inline="no-display-inline" id="id7C9C527F105B4730B503C16D5B33CA03"><enum>(ii)</enum><text display-inline="yes-display-inline">students of racial and ethnic
minorities;</text>
</clause><clause commented="no" display-inline="no-display-inline" id="id233DE98ABC03466F81E90AB5101EC4C8"><enum>(iii)</enum><text display-inline="yes-display-inline">students with disabilities; and</text>
</clause><clause commented="no" display-inline="no-display-inline" id="id36ECD773CE7D47B3AD558F5877791813"><enum>(iv)</enum><text display-inline="yes-display-inline">students with limited English
proficiency.</text>
</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEA3FC0DD5A2C4BC9874C34CF98269964"><enum>(3)</enum><header>Commission
findings</header><text display-inline="yes-display-inline">Not later than 3
years after a State receives a grant under section 104(a)(1)(B), the State P–16
education stewardship commission shall—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="id4747EAAAB3524B0DAF44B89C941167B4"><enum>(A)</enum><text display-inline="yes-display-inline">compile and interpret the findings from the
P–16 education data system; and</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idFACB014FABF1495196001ECFBB314EBB"><enum>(B)</enum><text display-inline="yes-display-inline">include the compilation and interpretation
of the findings in the report described in paragraph (4)(A).</text>
</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id243D1FC0651B4A7A8D673C485784B095"><enum>(4)</enum><header>Reports</header>
<subparagraph commented="no" display-inline="no-display-inline" id="idB2735C88520D4105860C2929280C52A7"><enum>(A)</enum><header>In
general</header><text display-inline="yes-display-inline">Not later than 18
months after a State receives a grant under section 104, and annually
thereafter for each year in the grant period, the State P–16 education
stewardship commission shall prepare and submit to the Secretary a clear and
concise report that shall include the recommendations described in
subparagraphs (A) and (B) of paragraph (2).</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC1835071AAE8487E8504101927847963"><enum>(B)</enum><header>Distribution to
the public</header><text display-inline="yes-display-inline">Not later than 60
days after the submission of a report under subparagraph (A), each State P–16
education stewardship commission shall publish and widely distribute the
information in the report to the public in the State, including—</text>
<clause commented="no" display-inline="no-display-inline" id="id50D34B938FAF41658D9441EF1A3C0BAC"><enum>(i)</enum><text display-inline="yes-display-inline">all public secondary schools and local
educational agencies;</text>
</clause><clause commented="no" display-inline="no-display-inline" id="id2391E8F76A30416D95961547A59E43C3"><enum>(ii)</enum><text display-inline="yes-display-inline">school counselors;</text>
</clause><clause commented="no" display-inline="no-display-inline" id="id1B88DC745C2C414BBC83E9354FDD3E6A"><enum>(iii)</enum><text display-inline="yes-display-inline">P–16 educators;</text>
</clause><clause commented="no" display-inline="no-display-inline" id="id800B0F04111346AFA06853AE7FB26DC9"><enum>(iv)</enum><text display-inline="yes-display-inline">institutions of higher education;
and</text>
</clause><clause commented="no" display-inline="no-display-inline" id="id8AA5153E9FA74DFDA51DAC704A061922"><enum>(v)</enum><text display-inline="yes-display-inline">students and parents, especially students
and parents of students listed in clauses (i) through (iv) of paragraph (2)(B)
and those entering grade 9 in the next academic year, to assist students and
parents in making informed and strategic course enrollment decisions.</text>
</clause></subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="idADFCD0A13ABF43C88E5C934FB128BEAB" section-type="subsequent-section"><enum>107.</enum><header>P–16 education data
system</header>
<subsection commented="no" display-inline="no-display-inline" id="ID081BDD927B214AE1AC61DE5781631CC1"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 2 years after a State
receives a grant under section 104(a)(1)(B), the State shall establish a
Statewide longitudinal data system that provides each student, upon enrollment
in a public school or in a covered institution in the State, with a unique
identifier that is retained throughout the student’s enrollment in P–16
education in the State.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="idF97C4BFBCE584F5ABC946F95B0D6EAA7"><enum>(b)</enum><header>Valid data and
compliance with ferpa</header><text display-inline="yes-display-inline">The
State, through the implementation of the data system described in subsection
(a), shall—</text>
<paragraph commented="no" display-inline="no-display-inline" id="idBD21B08167A74AF4A36D07B93D0E4F7D"><enum>(1)</enum><text display-inline="yes-display-inline">ensure the implementation and use of valid
and reliable secondary school dropout data; and</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id45168CA05F8E464FA4D402D58FE79BEA"><enum>(2)</enum><text display-inline="yes-display-inline">ensure that the data system is compliant
with the Family Educational Rights and Privacy Act of 1974 (20 U.S.C.
1232g).</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id4E1E63AA191244759F91BF47E05F6CDE"><enum>(c)</enum><header>Required
elements of a statewide data system</header><text display-inline="yes-display-inline">The State shall ensure that the data system
described in subsection (a) includes the following elements:</text>
<paragraph commented="no" display-inline="no-display-inline" id="id1E245DF01B744D51A2D3B4AA18C6156C"><enum>(1)</enum><text display-inline="yes-display-inline">A unique statewide student
identifier.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idFF11BCD35AE4418CA995216ED72CAEBA"><enum>(2)</enum><text display-inline="yes-display-inline">Student-level enrollment, demographic, and
program participation information.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id07F292390B404E959882F2D1F18F0826"><enum>(3)</enum><text display-inline="yes-display-inline">Individual students' yearly test
records.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC01D7ED30C8B4F9A9CD9C366268B1E63"><enum>(4)</enum><text display-inline="yes-display-inline">Information on students not tested by grade
and subject.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id54D6990F6F42488A81057992D41CDD1A"><enum>(5)</enum><text display-inline="yes-display-inline">A teacher identifier system with the
ability to match teachers to students.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDEF481552B42404FA3C3E60050608C16"><enum>(6)</enum><text display-inline="yes-display-inline">Student-level transcript information,
including information on courses completed and grades earned.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id454249C56F6F455C87F061CFA35BD451"><enum>(7)</enum><text display-inline="yes-display-inline">Student-level college readiness test
scores.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE480D674333B4CFB99EE18A2F04B392B"><enum>(8)</enum><text display-inline="yes-display-inline">Student-level information about the points
at which students exit, transfer in, transfer out, drop out, or graduate P–16
education.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEF96A7EBB69E44319BD13EE1C6B95F95"><enum>(9)</enum><text display-inline="yes-display-inline">The capacity to communicate with higher
education data systems.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDC115570194740B2B49976F945817740"><enum>(10)</enum><text display-inline="yes-display-inline">A State data audit system assessing data
quality, validity, and reliability.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idF8AD0978F0A7471B87145D61C5EC11C1"><enum>(d)</enum><header>Functions of
the statewide data system</header><text display-inline="yes-display-inline">In
implementing the data system described in subsection (a), the State
shall—</text>
<paragraph commented="no" display-inline="no-display-inline" id="idA3C96AA3946147B892C57E374381D5CE"><enum>(1)</enum><text display-inline="yes-display-inline">identify factors that correlate to
students’ ability to successfully engage in and complete postsecondary-level
general education coursework without the need for prior developmental
coursework;</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id987BD4AD0FAF46AE8439C53C97A3F797"><enum>(2)</enum><text display-inline="yes-display-inline">identify factors to increase the percentage
of low-income and minority students who are academically prepared to enter and
successfully complete postsecondary-level general education coursework;
and</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id070C41960C0D4CE489F86DE189F7B337"><enum>(3)</enum><text display-inline="yes-display-inline">use data to otherwise inform education
policy and practice.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDE6FE880EB3444E87BFB875DEDDA11E81"><enum>(e)</enum><header>Existing data
systems</header><text display-inline="yes-display-inline">A State may employ,
coordinate, or revise an existing data system for purposes of this section if
such data system produces valid and reliable information that satisfies the
requirements of subsections (b) through (d).</text>
</subsection></section><section commented="no" display-inline="no-display-inline" id="id2E48A7B7F5A74A639D28850F3DF3FD31" section-type="subsequent-section"><enum>108.</enum><header>Reports; technical
assistance</header>
<subsection commented="no" display-inline="no-display-inline" id="IDD12408FAB0D1471394361C0EC0964639"><enum>(a)</enum><header>State
reports</header>
<paragraph commented="no" display-inline="no-display-inline" id="IDB5AC019246C24ADDA716C51C14F26B05"><enum>(1)</enum><header>Annual
report</header><text display-inline="yes-display-inline">Each State that
receives a grant under section 104 shall submit an annual report to the
Secretary for each year of the grant period that shall include a description of
the activities undertaken under the grant to improve academic readiness for
postsecondary-level general education coursework and course completion.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDD33BB3A059404C18883CE405D5B61F35"><enum>(2)</enum><header>Dissemination</header><text display-inline="yes-display-inline">Each State shall prepare and widely
disseminate the report described in paragraph (1) to the public in the State,
including secondary schools, local educational agencies, school counselors,
P–16 educators, institutions of higher education, students, and parents.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDCE69FEDE0B0640FCA4E10C3AEC0E912E"><enum>(b)</enum><header>Secretary
reports</header>
<paragraph commented="no" display-inline="no-display-inline" id="id6B590B7F75E842239C607605515C5D2E"><enum>(1)</enum><header>Annual
report</header><text display-inline="yes-display-inline">The Secretary shall
submit an annual report to Congress that includes—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="ID8657E30ADF8F41FF83B6C2A3A0345DEC"><enum>(A)</enum><text display-inline="yes-display-inline">findings from the State reports submitted
under subsection (a)(1);</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDE5F7A580ACD5484A8B8B3018F64293D1"><enum>(B)</enum><text display-inline="yes-display-inline">a description of the actions taken by the
Department of Education to assist States with creating P–16 education
stewardship commissions and P–16 education data systems;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID0618F3507F6E45D9AE2DB7F1B0949E9A"><enum>(C)</enum><text display-inline="yes-display-inline">a description of the actions and incentives
planned by the States' P–16 education stewardship commissions—</text>
<clause commented="no" display-inline="no-display-inline" id="idDADB5DE2CADA476C8F024CF154EB4DD5"><enum>(i)</enum><text display-inline="yes-display-inline">to help States align academic standards,
courses, and academic assessments with postsecondary academic expectations,
courses, and assessments;</text>
</clause><clause commented="no" display-inline="no-display-inline" id="id97135F00083E4B9C9CAF3AAAEB8D1E96"><enum>(ii)</enum><text display-inline="yes-display-inline">to help States increase the percentage of
minority and low-income students prepared to enter and succeed at the
postsecondary level; and</text>
</clause><clause commented="no" display-inline="no-display-inline" id="id688FD242E92E413288DBC9EA4270AAB3"><enum>(iii)</enum><text display-inline="yes-display-inline">to decrease postsecondary developmental
coursework enrollment rates of minority and low-income students;</text>
</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID82202BB21A5C4F07A18161F32AE33FA7"><enum>(D)</enum><text display-inline="yes-display-inline">a description of the actions and incentives
planned to help States reduce postsecondary developmental coursework enrollment
rates;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID8DFA01DE249643D0BD5CBC0630967951"><enum>(E)</enum><text display-inline="yes-display-inline">an assessment of the effectiveness of P–16
education stewardship commissions in improving college readiness and
eliminating the need for developmental coursework; and</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5845DC41A5DC49B099F0ADB5283E72CA"><enum>(F)</enum><text display-inline="yes-display-inline">recommendations regarding how to make the
P–16 education stewardship commissions more effective, and whether the
establishment of such commissions should be encouraged throughout the United
States.</text>
</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID79D5543EF1EC4912A96916BCC810FF69"><enum>(2)</enum><header>Availability</header><text display-inline="yes-display-inline">The Secretary shall make the annual report
described in paragraph (1) available to the public and to each State and
institution of higher education.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDE857B73BBE6B4E1E9F450B7CB5998392"><enum>(c)</enum><header>Technical
assistance</header><text display-inline="yes-display-inline">The Secretary
shall provide, to the extent practicable, technical assistance to States and
institutions of higher education seeking technical assistance under this
title.</text>
</subsection></section><section commented="no" display-inline="no-display-inline" id="idDA28A27B815B4EDA84E8060427E3B144" section-type="subsequent-section"><enum>109.</enum><header>Authorization of
appropriations</header><text display-inline="no-display-inline">There are
authorized to be appropriated to carry out this title $55,000,000 for fiscal
year 2007 and such sums as may be necessary for each of fiscal years 2008
through 2011.</text>
</section><enum>II</enum><header>National Science Foundation Magnet Schools
and Innovation-Based Learning</header>
<section commented="no" display-inline="no-display-inline" id="id2DB8F04E472E4CB4B1CDBCF42896017F" section-type="subsequent-section"><enum>201.</enum><header>General
definitions</header><text display-inline="no-display-inline">Except as
otherwise provided, the terms used in this title have the meanings given the
terms in section 9101 of the Elementary and Secondary Education Act of 1965 (20
U.S.C. 7801).</text>
</section><section commented="no" display-inline="no-display-inline" id="idA7BBCDBF858246419E76A60BC76B62AE" section-type="subsequent-section"><enum>202.</enum><header>Magnet
schools</header>
<subsection commented="no" display-inline="no-display-inline" id="id918774F8863E4A2FB25089DF212928D2"><enum>(a)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of this section is to assist in
the promotion of innovation and competitiveness by providing financial
assistance to eligible local educational agencies for—</text>
<paragraph commented="no" display-inline="no-display-inline" id="idEFEE8EB227F349A2A042097B12B8FFC9"><enum>(1)</enum><text display-inline="yes-display-inline">the development and implementation of
magnet school programs that will assist eligible local educational agencies in
achieving systemic reforms and providing all students the opportunity to meet
challenging State academic content standards and student academic achievement
standards;</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5158C4D08D054672B6E63BF2FB252A73"><enum>(2)</enum><text display-inline="yes-display-inline">the development and design of innovative
educational methods, practices, and curriculum that promote student achievement
in science, mathematics, and technology courses;</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD4DBC90A47624D72A16094E294C10187"><enum>(3)</enum><text display-inline="yes-display-inline">improving the capacity of eligible local
educational agencies, including through professional development, to continue
operating magnet schools after Federal funding for the magnet schools is
terminated; and</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id351FD3607F9C417B8964DD6D154D324B"><enum>(4)</enum><text display-inline="yes-display-inline">ensuring that students enrolled in such
schools have access to a high quality education that will enable such students
to succeed academically and enroll in postsecondary education at a high
level.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id4ABA2BA30B2144CABBE9BB80ABE4557B"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
<paragraph commented="no" display-inline="no-display-inline" id="idA4A4DBBA073D455F9507271CC4ABA957"><enum>(1)</enum><header>Director</header><text display-inline="yes-display-inline">The term <term>Director</term> means the
Director of the National Science Foundation.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB4FBBBB7206640B5BB634CE71ADC8AEA"><enum>(2)</enum><header>Eligible local
educational agency</header><text display-inline="yes-display-inline">The term
<term>eligible local educational agency</term> means a local educational agency
described in section 5304 of the Elementary and Secondary Education Act of 1965
(20 U.S.C. 7231c).</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEF2C2413F6294D2BA77435CF51C29EB8"><enum>(3)</enum><header>Magnet
school</header><text display-inline="yes-display-inline">The term <term>magnet
school</term> means a public elementary school or public secondary school
that—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="id638473FC4C7D452987079FB74A5EEC62"><enum>(A)</enum><text display-inline="yes-display-inline">offers a curriculum focused on science,
mathematics, and technology; and</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id69971DF6ECAF409EB4EE164817E131D6"><enum>(B)</enum><text display-inline="yes-display-inline">attracts a substantial number of students
from different racial backgrounds.</text>
</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id116CA9C9DD474B61940C83DD37ABF46C"><enum>(c)</enum><header>Program
authorized</header><text display-inline="yes-display-inline">The Director, in
accordance with this section, is authorized to award grants to eligible local
educational agencies, and consortia of such agencies where appropriate, to
carry out the purpose of this section for magnet schools.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="idE21132F199C44BB2845695A49676A3B3"><enum>(d)</enum><header>Applications
and requirements</header>
<paragraph commented="no" display-inline="no-display-inline" id="id4A0E43FFAC2841FEBD6DB009DAA5670B"><enum>(1)</enum><header>Applications</header><text display-inline="yes-display-inline">An eligible local educational agency, or
consortium of such agencies, desiring to receive a grant under this section
shall submit an application to the Director at such time, in such manner, and
containing such information and assurances as the Director may reasonably
require.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id92222F3F0E9944F18DD8DD14630516DC"><enum>(2)</enum><header>Information and
assurances</header><text display-inline="yes-display-inline">Each application
submitted under paragraph (1) shall include—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="id5F64FD11FE234C1AA0740C5D6B723081"><enum>(A)</enum><text display-inline="yes-display-inline">a description of—</text>
<clause commented="no" display-inline="no-display-inline" id="id1B1D396C1E16480B8EB44C38FE9D18EC"><enum>(i)</enum><text display-inline="yes-display-inline">how a grant awarded under this section will
be used to promote instruction in science, mathematics, and technology;</text>
</clause><clause commented="no" display-inline="no-display-inline" id="id4B5C88015C8D4F449A3D86F2A3A66A7D"><enum>(ii)</enum><text display-inline="yes-display-inline">the manner and extent to which the magnet
school program will increase student academic achievement in the instructional
areas offered by the school;</text>
</clause><clause commented="no" display-inline="no-display-inline" id="id6B878DACD9734D12A93E699712815BD6"><enum>(iii)</enum><text display-inline="yes-display-inline">how the applicant will continue the magnet
school program after assistance under this section is no longer
available;</text>
</clause><clause commented="no" display-inline="no-display-inline" id="idA43960F25FF34BB1832EC5047593D8E1"><enum>(iv)</enum><text display-inline="yes-display-inline">how grant funds under this section will be
used—</text>
<subclause commented="no" display-inline="no-display-inline" id="idABFDEC6B0DF1433EAEB3403A7D204710"><enum>(I)</enum><text display-inline="yes-display-inline">to improve student academic achievement for
all students attending the magnet school programs; and</text>
</subclause><subclause commented="no" display-inline="no-display-inline" id="id7F43EF33D498434FA25C102416B06AA6"><enum>(II)</enum><text display-inline="yes-display-inline">to implement services and activities that
are consistent with programs under part A of title I of the Elementary and
Secondary Education Act of 1965 (20 U.S.C. 6311 et seq.); and</text>
</subclause></clause><clause commented="no" display-inline="no-display-inline" id="id104CF892E3184FA19DD20E0861CAEEE4"><enum>(v)</enum><text display-inline="yes-display-inline">the criteria to be used in selecting
students to attend the proposed magnet school program; and</text>
</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2DD4F558621040EE888F159CFEF9CBF8"><enum>(B)</enum><text display-inline="yes-display-inline">assurances that the applicant will—</text>
<clause commented="no" display-inline="no-display-inline" id="idE38519DDAEF647EABAD9BA88F6FF8617"><enum>(i)</enum><text display-inline="yes-display-inline">use grant funds under this section for the
purpose specified in subsection (a);</text>
</clause><clause commented="no" display-inline="no-display-inline" id="id2C96288FF74D4E3988DCDD8376848885"><enum>(ii)</enum><text display-inline="yes-display-inline">employ highly qualified teachers in the
courses of instruction assisted under this section; and</text>
</clause><clause commented="no" display-inline="no-display-inline" id="id514C384A857C4C209057CD7CEBE285A0"><enum>(iii)</enum><text display-inline="yes-display-inline">carry out a high-quality education program
that will encourage greater parental involvement in decision making.</text>
</clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id57656D96205B4EB691D403D9F6B229E4"><enum>(e)</enum><header>Priority</header><text display-inline="yes-display-inline">In awarding grants under this section, the
Director shall give priority to applicants that propose to carry out new magnet
school programs or significantly revise existing magnet school programs.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="id9AA1274E3EF34D2D928BBCAF113F6EBA"><enum>(f)</enum><header>Use of
funds</header>
<paragraph commented="no" display-inline="no-display-inline" id="id8F2FE4EAD9ED49D28BB1AE345E74245A"><enum>(1)</enum><header>In
general</header><text display-inline="yes-display-inline">Grant funds made
available under this section may be used by an eligible local educational
agency or consortium of such agencies—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="id0EE16793153E45B3AAEE60EEE621FB85"><enum>(A)</enum><text display-inline="yes-display-inline">for planning and promotional activities
directly related to the development, expansion, continuation, or enhancement of
academic programs and services offered at magnet schools;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id96EC020BCD554A77865A608E2D76E086"><enum>(B)</enum><text display-inline="yes-display-inline">for the acquisition of books, materials,
and equipment (including computers), and the maintenance and operation of
materials, equipment, and computers, necessary to conduct programs in magnet
schools;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id400625ABAEDE46989C20FAB82672DA3D"><enum>(C)</enum><text display-inline="yes-display-inline">for the compensation, or subsidization of
the compensation, of elementary school and secondary school teachers who are
highly qualified, and instructional staff where applicable, who are necessary
to conduct programs in magnet schools;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id83FCC5C101924EED91BC029C74F21D2A"><enum>(D)</enum><text display-inline="yes-display-inline">for activities, which may include
professional development, that will build the capacity of the eligible local
educational agency, or consortium of such agencies, to operate magnet school
programs once the grant period has ended;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9F6349F5DBFC4A6A89C6DE14B1F648D4"><enum>(E)</enum><text display-inline="yes-display-inline">to enable the eligible local educational
agency, or consortium of such agencies, to have more flexibility in the
administration of a magnet school program in order to serve students attending
a school who are not enrolled in a magnet school program; and</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB4A44D7123624C9CB5E12A4E67A95CFA"><enum>(F)</enum><text display-inline="yes-display-inline">to enable the eligible local educational
agency, or consortium of such agencies, to have flexibility in designing magnet
schools for students in all elementary school and secondary school
grades.</text>
</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDB49689646AA49B28EF06E38DF1DF7E5"><enum>(2)</enum><header>Special
rule</header><text display-inline="yes-display-inline">Grant funds under this
section may be used for activities described in paragraphs (2) and (3) of
subsection (a) only if the activities are directly related to improving—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="id2BF47CF13A7C49BDA70336A832B1670C"><enum>(A)</enum><text display-inline="yes-display-inline">student academic achievement based on the
State's challenging academic content standards and student academic achievement
standards; or</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC6EC8C27DE844338A38BBF6D15A851C3"><enum>(B)</enum><text display-inline="yes-display-inline">student skills in or knowledge of
mathematics, science, and technology as well as other core academic
subjects.</text>
</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id0F080FB10CBA427696F55569C4074988"><enum>(g)</enum><header>Prohibition</header><text display-inline="yes-display-inline">Grants under this section may not be used
for transportation or any activity that does not augment academic
improvement.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="id6CFF937074A943B4A0A182F8D606CD98"><enum>(h)</enum><header>Limitation</header>
<paragraph commented="no" display-inline="no-display-inline" id="id13C6A24CBB4E4BCB9B3DE13E1530B880"><enum>(1)</enum><header>Duration of
awards</header><text display-inline="yes-display-inline">A grant under this
section shall be awarded for a period that shall not exceed 3 fiscal
years.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEEA6C8A0E32449AC911973587989EAD7"><enum>(2)</enum><header>Limitation on
planning funds</header><text display-inline="yes-display-inline">An eligible
local educational agency, or consortium of agencies, may expend for planning
(professional development shall not be considered to be planning for the
purposes of this subsection) not more than 50 percent of the grant funds
received under this section for the first year of the program and not more than
15 percent of such funds for each of the second and third such years.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6ED7EAA7C03643BFA9903C13F9D6C38C"><enum>(3)</enum><header>Amount</header><text display-inline="yes-display-inline">No eligible local educational agency, or
consortium of such agencies, awarded a grant under this section shall receive
more than $4,000,000 under this section for any one fiscal year.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id275B4D4108BB4B0482A55F78E1D0FE81"><enum>(4)</enum><header>Timing</header><text display-inline="yes-display-inline">To the extent practicable, the Secretary
shall award grants for any fiscal year under this section not later than July 1
of the applicable fiscal year.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idA00CB3A023324BA58833A7C7FC2061BE"><enum>(i)</enum><header>Evaluations</header>
<paragraph commented="no" display-inline="no-display-inline" id="idE5D980C1AC32480B88A0148FAE770865"><enum>(1)</enum><header>Reservation</header><text display-inline="yes-display-inline">The Director may reserve not more than 2
percent of the funds appropriated to carry out this section for any fiscal year
to carry out evaluations, provide technical assistance, and carry out
dissemination projects with respect to magnet school programs assisted under
this section.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE6101B0CBBE146208892E1449BE4153B"><enum>(2)</enum><header>Contents</header><text display-inline="yes-display-inline">Each evaluation described in paragraph (1)
at a minimum shall address—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="id8B1862D610B24C77A19DE55F8C623810"><enum>(A)</enum><text display-inline="yes-display-inline">how and the extent to which magnet school
programs lead to educational quality and improvement;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id89028F86D2BC4F73891554BDD28C6ABC"><enum>(B)</enum><text display-inline="yes-display-inline">the extent to which magnet school programs
enhance student access to high quality education; and</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id848CDD741E7D4648BA7E1F6C193B197E"><enum>(C)</enum><text display-inline="yes-display-inline">the extent to which magnet school programs
differ from other school programs in terms of the organizational
characteristics and resource allocation of such magnet school programs.</text>
</subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id33B8B834FBE84A12A09CA39ADF56AB72" section-type="subsequent-section"><enum>203.</enum><header>Innovation-based
experiential learning</header>
<subsection commented="no" display-inline="no-display-inline" id="id0109AEFCE37348DF8B619DA6F5D0D7F0"><enum>(a)</enum><header>Pilot
program</header>
<paragraph commented="no" display-inline="no-display-inline" id="id32916B66895448F89F8D70A1F3718E83"><enum>(1)</enum><header>Program
authorized</header><text display-inline="yes-display-inline">The Director of
the National Science Foundation shall award grants to local educational
agencies to enable the local educational agencies to implement innovation-based
experiential learning in a total of 500 elementary schools or middle schools in
the United States.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA55561C1A2ED45B7BB00BE919CCDEA4C"><enum>(2)</enum><header>Application</header><text display-inline="yes-display-inline">A local educational agency desiring a grant
under this section shall submit an application at such time, in such manner,
and accompanied by such information as the Director of the National Science
Foundation may require.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id4E251D15259C4F778F5499CE499B0F54"><enum>(b)</enum><header>Authorization
of appropriations</header><text display-inline="yes-display-inline">There are
authorized to be appropriated to carry out this section $10,000,000 for fiscal
year 2007 and $20,000,000 for each of the fiscal years 2008 and 2009.</text>
</subsection></section><enum>III</enum><header>Teacher training and professional
development</header>
<section commented="no" display-inline="no-display-inline" id="id7A1EB7A2C6174685BC1B2E5271D30A6B" section-type="subsequent-section"><enum>301.</enum><header>Baccalaureate
degrees in mathematics and science with teacher certification</header>
<subsection commented="no" display-inline="no-display-inline" id="idD388D20640254DF4ADE726D33ADD5C37"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">Unless otherwise specified in this section,
the terms used in this section have the meanings given the terms in section
9101 of the Elementary and Secondary Education Act of 1965 (20 U.S.C.
7801).</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="id3927AF853520434D843DA0D3A61C3513"><enum>(b)</enum><header>Grants
authorized</header><text display-inline="yes-display-inline">From the amounts
authorized under subsection (h), the Secretary shall award grants to eligible
recipients to enable the eligible recipients to provide integrated courses of
study in mathematics, science, or engineering and teacher education, that lead
to a baccalaureate degree in mathematics, science, or engineering with
concurrent teacher certification.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="id4F136AB5F95D4E9CA65BA09B1CA42581"><enum>(c)</enum><header>Definition of
eligible recipient</header><text display-inline="yes-display-inline">In this
section, the term <term>eligible recipient</term> means any department of
mathematics, science, or engineering of an institution of higher
education.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="id77A93FF9C87E4CC0AA0F8134DAF04F27"><enum>(d)</enum><header>Award and
duration</header>
<paragraph commented="no" display-inline="no-display-inline" id="id6CBCFDCEEF814789A9966F4E4C5D9771"><enum>(1)</enum><header>Award</header><text display-inline="yes-display-inline">The Secretary shall award a grant under
this section to each eligible recipient that collaborates with a teacher
preparation program at an institution of higher education to develop
undergraduate degrees in mathematics, science, or engineering with pedagogy
education and teacher certification.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id57ABC654236C4FA394D191FC657F6687"><enum>(2)</enum><header>Duration</header><text display-inline="yes-display-inline">The Secretary shall award a grant under
this section to each eligible recipient in an amount that is not more than
$1,000,000 per year for a period of 5 years.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id23DD86D172674CD788756226BA6E4359"><enum>(e)</enum><header>Matching
requirement</header><text display-inline="yes-display-inline">Each eligible
recipient receiving a grant under this section shall provide, from non-Federal
sources (provided in cash or in kind), to carry out the activities supported by
the grant, an amount that is not less than 25 percent of the amount of the
grant for the first year of the grant, not less than 35 percent of the amount
of the grant for the second year of the grant, and not less than 50 percent of
the amount of the grant for each succeeding fiscal year of the grant.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="id0EF0E61B2AC6467AAFDD9D87662F7FE0"><enum>(f)</enum><header>Application</header>
<paragraph commented="no" display-inline="no-display-inline" id="idD08418523ACD4C8FA8E384C8516CC122"><enum>(1)</enum><header>In
general</header><text display-inline="yes-display-inline">Each eligible
recipient desiring a grant under this section shall submit an application to
the Secretary at such time, in such manner, and accompanied by such information
as the Secretary may require.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF28C255A25FE48B88BC3250D0D7FB1DB"><enum>(2)</enum><header>Contents</header><text display-inline="yes-display-inline">Each application submitted pursuant to
paragraph (1) shall include—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="id116912601733447CB00895A85A97506E"><enum>(A)</enum><text display-inline="yes-display-inline">a description of how the eligible recipient
will use grant funds to develop and administer undergraduate degrees in
mathematics, science, or engineering with pedagogy education and teacher
certification, including a description of proposed high-quality research and
laboratory experiences that will be available to students;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3C9521C3C3F245DC8F6BBF94BC4D59C1"><enum>(B)</enum><text display-inline="yes-display-inline">a description of how the mathematics,
science, or engineering departments will coordinate with a teacher preparation
program to carry out the activities authorized under this section;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3EF574F2DCEE47B18A219183A5A10E00"><enum>(C)</enum><text display-inline="yes-display-inline">a resource assessment that describes the
resources available to the eligible recipient, the intended use of the grant
funds, and the commitment of the resources of the eligible recipient to the
activities assisted under this section, including financial support, faculty
participation, time commitments, and continuation of the activities assisted
under the grant when the grant period ends;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idA7837A34B65B43A7A0000D359067B92F"><enum>(D)</enum><text display-inline="yes-display-inline">an evaluation plan, including measurable
objectives and benchmarks for—</text>
<clause commented="no" display-inline="no-display-inline" id="idDCB3ED7F5BA94D118A830BA116D831B6"><enum>(i)</enum><text display-inline="yes-display-inline">improving student retention;</text>
</clause><clause commented="no" display-inline="no-display-inline" id="idFEB9494492F8429DAA21E7B677C7A591"><enum>(ii)</enum><text display-inline="yes-display-inline">increasing the percentage of highly
qualified mathematics and science teachers; and</text>
</clause><clause commented="no" display-inline="no-display-inline" id="id325DEAB2865941D8ACA6248D0E66E8F7"><enum>(iii)</enum><text display-inline="yes-display-inline">improving kindergarten through grade 12
student academic performance in mathematics and science;</text>
</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD4BC0365210C4FFAB3C95A57DB662494"><enum>(E)</enum><text display-inline="yes-display-inline">a description of the activities the
eligible recipient will conduct to ensure graduates of the program keep
informed of the latest developments in the respective fields;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDec20df711b694bcb967bcee54c8b6f2e"><enum>(F)</enum><text display-inline="yes-display-inline">a description of how the eligible recipient
will work with local educational agencies in the area in which the eligible
recipient is located and, to the extent practicable, with local educational
agencies where graduates of the program authorized under this section are
employed, to ensure that the activities required under subsection (g)(3) are
carried out; and</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDb1e56b1710b04e2fbe0ae7dfba78cab0"><enum>(G)</enum><text display-inline="yes-display-inline">a description of efforts to encourage
applications to the program from underrepresented groups, including women and
minority groups.</text>
</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idB88562C5AFBD47D593190EEE0E5D593C"><enum>(g)</enum><header>Authorized
activities</header><text display-inline="yes-display-inline">An eligible
recipient shall use the funds received under this section—</text>
<paragraph commented="no" display-inline="no-display-inline" id="ID2683da6f04304b5291bb1ed35e694812"><enum>(1)</enum><text display-inline="yes-display-inline">to develop and administer teacher education
and certification programs with in-depth content education and subject-specific
education in pedagogy, leading to baccalaureate degrees in mathematics,
science, or engineering with concurrent teacher certification;</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4ddd999c789144a8b9057bc3e4a17e0f"><enum>(2)</enum><text display-inline="yes-display-inline">to offer high-quality research experiences
and training in the use of educational technology; and</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1a996009466d46d78eedf1e25989d5c4"><enum>(3)</enum><text display-inline="yes-display-inline">to work with local educational agencies in
the area in which the eligible recipient is located and, to the extent
practicable, with local educational agencies where graduates of the program
authorized under this section are employed, to support the new teachers during
the initial years of teaching, which may include—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="IDbb860defe0f84167a1adc1744a5a4534"><enum>(A)</enum><text display-inline="yes-display-inline">promoting effective teaching skills;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID700bc0fda43e414fbfa8e9d6a5d7c2fc"><enum>(B)</enum><text display-inline="yes-display-inline">development of skills in educational
interventions based on scientifically-based research;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDd0afc8518ba6464fa44f6a735e0e2104"><enum>(C)</enum><text display-inline="yes-display-inline">providing opportunities for high-quality
teacher mentoring;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDc3398edf86114cc89ad0adc271259c92"><enum>(D)</enum><text display-inline="yes-display-inline">providing opportunities for regular
professional development;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID7cd29fa54d1e4060a1261c7e90d6a094"><enum>(E)</enum><text display-inline="yes-display-inline">interdisciplinary collaboration among
exemplary teachers, faculty, researchers, and other staff who prepare new
teachers; and</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDeac5b4b27078413e9198cf90c421c181"><enum>(F)</enum><text display-inline="yes-display-inline">allowing time for joint lesson planning and
other constructive collaborative activities.</text>
</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id1564CAE073F74D878272F0D9E379678E"><enum>(h)</enum><header>Authorization
of appropriations</header><text display-inline="yes-display-inline">There are
authorized to be appropriated to carry out this section $30,000,000 for fiscal
year 2007 and such sums as may be necessary for each of the fiscal years 2008
through 2013.</text>
</subsection></section><section commented="no" display-inline="no-display-inline" id="idDF8F033F9EAB40919DCB60AF245D424A" section-type="subsequent-section"><enum>302.</enum><header>Teachers
professional development institutes</header><text display-inline="no-display-inline">Title II of the

as the <quote>Teachers Professional Development Institutes Act</quote>.</text>
</section><section commented="no" display-inline="no-display-inline" id="ID0E6D869814114D458C7938DE19FA135B" section-type="subsequent-section"><enum>242.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this part is to provide
Federal assistance to support the establishment and operation of Teachers
Professional Development Institutes for local educational agencies that serve
significant low-income populations in States throughout the Nation—</text>
<paragraph commented="no" display-inline="no-display-inline" id="idDCD358DB1319411D949A42F259594D13"><enum>(1)</enum><text display-inline="yes-display-inline">to promote innovative and effective
approaches to improving teacher quality through the use of the Teacher
Institute Model that encourages collaboration between urban school teachers and
university faculty;</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID86E5133834854102938F1443BCEE59D3"><enum>(2)</enum><text display-inline="yes-display-inline">to improve student learning; and</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDBF05A3FBCCC94293A980A2DF7C4191BC"><enum>(3)</enum><text display-inline="yes-display-inline">to enhance the quality of teaching by
strengthening the subject matter mastery and pedagogical skills of current
teachers through continuing teacher preparation, particularly with respect to
mathematics, science, technology, and engineering.</text>
</paragraph></section><section commented="no" display-inline="no-display-inline" id="IDDF24AA7960AD483EB2C4C3BFB4D78B9C" section-type="subsequent-section"><enum>243.</enum><header>Definitions</header><text display-inline="no-display-inline">In this part:</text>
<paragraph commented="no" display-inline="no-display-inline" id="IDFC5480AACF6C4077AB1C238FEA2334BB"><enum>(1)</enum><header>Poverty
line</header><text display-inline="yes-display-inline">The term <term>poverty
line</term> means the poverty line (as defined by the Office of Management and
Budget, and revised annually in accordance with section 673(2) of the Community
Services Block Grant Act) applicable to a family of the size involved.</text>

the several States of the United States, the District of Columbia, and the
Commonwealth of Puerto Rico.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDBAA713A98E014FA7A244F6D41C11C5C3"><enum>(4)</enum><header>Teachers
Professional Development Institute</header><text display-inline="yes-display-inline">The term <term>Teachers Professional
Development Institute</term> means a partnership or joint venture between or
among 1 or more institutions of higher education, and 1 or more local
educational agencies serving a significant low-income population, which
partnership or joint venture—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="ID892E9F190E5A4895B424285B8706760A"><enum>(A)</enum><text display-inline="yes-display-inline">is entered into for the purpose of
improving the quality of teaching and learning through collaborative seminars
designed to enhance both the subject matter and the pedagogical resources of
the seminar participants, particularly with respect to mathematics, science,
technology, and engineering; and</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDD22178D274B6410B8EF109569B18A580"><enum>(B)</enum><text display-inline="yes-display-inline">works in collaboration to determine the
direction and content of the collaborative seminars.</text>
</subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="IDD4121DE245FB47D9A871B0533AC853CD" section-type="subsequent-section"><enum>244.</enum><header>Grant
authority</header>
<subsection commented="no" display-inline="no-display-inline" id="IDF8FAF8A891B3431B8B5B0D248233456D"><enum>(a)</enum><header>In
general</header><text display-inline="yes-display-inline">The Secretary is
authorized—</text>

Development Institutes to encourage the establishment and operation of Teachers
Professional Development Institutes where not less than 50 percent of
collaborative seminars are targeted to the fields of mathematics, science,
technology, and engineering; and</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID2EA98767FEF14C00A752434BF97B97EC"><enum>(2)</enum><text display-inline="yes-display-inline">to provide technical assistance, either
directly or through existing Teachers Professional Development Institutes, to
assist local educational agencies and institutions of higher education in
preparing to establish and in operating Teachers Professional Development
Institutes.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDF919F865C09A4DF5A4DF0E6F7E44A50E"><enum>(b)</enum><header>Selection
criteria</header><text display-inline="yes-display-inline">In selecting a
Teachers Professional Development Institute for a grant under this part, the
Secretary shall consider—</text>
<paragraph commented="no" display-inline="no-display-inline" id="ID884D4A7D621E4F8F90579D335CF467EC"><enum>(1)</enum><text display-inline="yes-display-inline">the extent to which the proposed Teachers
Professional Development Institute will serve a community with a significant
low-income population;</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID7B8881F7A51948A1B3A40A67A49EF94F"><enum>(2)</enum><text display-inline="yes-display-inline">the extent to which the proposed Teachers
Professional Development Institute will follow the Understandings and Necessary
Procedures that have been developed following the National Demonstration
Project;</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID439A56F77A0A49EEA94871CD36975644"><enum>(3)</enum><text display-inline="yes-display-inline">the extent to which the local educational
agency participating in the proposed Teachers Professional Development
Institute has a high percentage of teachers who are unprepared or under
prepared to teach the core academic subjects the teachers are assigned to
teach, particularly in the areas of mathematics, science, technology, and
engineering; and</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDDDAA2D7776F24411A52DE5169F48B98E"><enum>(4)</enum><text display-inline="yes-display-inline">the extent to which the proposed Teachers
Professional Development Institute will receive a level of support from the
community and other sources that will ensure the requisite long-term commitment
for the success of a Teachers Professional Development Institute.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID881A031522724B93AD0321C0A6E58502"><enum>(c)</enum><header>Consultation</header>
<paragraph commented="no" display-inline="no-display-inline" id="ID24BC7BC958984370AE9A02C6EEECC9EF"><enum>(1)</enum><header>In
general</header><text display-inline="yes-display-inline">In evaluating
applications under subsection (b), the Secretary may request the advice and
assistance of existing Teachers Professional Development Institutes.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1C3CAB98447B47AD8FA4D3F6F3B1A0D1"><enum>(2)</enum><header>State
agencies</header><text display-inline="yes-display-inline">If the Secretary
receives 2 or more applications for new Teachers Professional Development
Institutes that propose serving the same State, the Secretary shall consult
with the State educational agency regarding the applications.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID681BD122E8A441ABA243C045A17FB826"><enum>(d)</enum><header>Fiscal
agent</header><text display-inline="yes-display-inline">For the purpose of this
part, an institution of higher education participating in a Teachers
Professional Development Institute shall serve as the fiscal agent for the
receipt of grant funds under this part.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="IDEABB82E70E914E1791C81F40895A6518"><enum>(e)</enum><header>Limitations</header><text display-inline="yes-display-inline">A grant under this part—</text>
<paragraph commented="no" display-inline="no-display-inline" id="ID74580055ADC242039A2EFB05AD30DA4C"><enum>(1)</enum><text display-inline="yes-display-inline">shall be awarded for a period not to exceed
5 years; and</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDA15886658B314C8DB10A178211F489BC"><enum>(2)</enum><text display-inline="yes-display-inline">shall not exceed 50 percent of the total
costs of the eligible activities, as determined by the Secretary.</text>
</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="IDAB486D437CCE4B518081467FC6B08FAF" section-type="subsequent-section"><enum>245.</enum><header>Eligible
activities</header>
<subsection commented="no" display-inline="no-display-inline" id="IDDA4E6552486E45D8B6562EB238F4FCFB"><enum>(a)</enum><header>In
general</header><text display-inline="yes-display-inline">A Teachers
Professional Development Institute that receives a grant under this part may
use the grant funds—</text>
<paragraph commented="no" display-inline="no-display-inline" id="ID75960C486FE74541B69751DF0DE1F68E"><enum>(1)</enum><text display-inline="yes-display-inline">for the planning and development of
applications for the establishment of Teachers Professional Development
Institutes;</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID58559EAA88A14866B9A10580D86B13BC"><enum>(2)</enum><text display-inline="yes-display-inline">to provide assistance to existing Teachers
Professional Development Institutes established during the National
Demonstration Project to enable the Teachers Professional Development
Institutes—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="IDFEC78E12A68E4EEE9FFAB3CAFF5F2F73"><enum>(A)</enum><text display-inline="yes-display-inline">to further develop existing Teachers
Professional Development Institutes; or</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID4F17B8816C7F4CAAA6FF601CE9BB6C76"><enum>(B)</enum><text display-inline="yes-display-inline">to support the planning and development of
applications for new Teachers Professional Development Institutes;</text>
</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4DE056478F8448E589A185451E8D66C8"><enum>(3)</enum><text display-inline="yes-display-inline">for the salary and necessary expenses of a
full-time director to plan and manage such Teachers Professional Development
Institute and to act as liaison between the participating local educational
agency and institution of higher education;</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID2B6D1C2C4EE345B8983F6038CD155F81"><enum>(4)</enum><text display-inline="yes-display-inline">to provide staff, equipment, and supplies,
and to pay other operating expenses for the development and maintenance of
Teachers Professional Development Institutes;</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID93236621612B4AE59D728F72F9B2064F"><enum>(5)</enum><text display-inline="yes-display-inline">to provide stipends for teachers
participating in collaborative seminars in the sciences and humanities, and to
provide remuneration for those members of the higher education faculty who lead
the seminars; and</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6E2BE8F18EB84BD7A34740F4DBDC56DA"><enum>(6)</enum><text display-inline="yes-display-inline">to provide for the dissemination through
print and electronic means of curriculum units prepared in conjunction with
Teachers Professional Development Institutes seminars.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID572D094E11E2401BB1C1960D910A009D"><enum>(b)</enum><header>Technical
assistance</header><text display-inline="yes-display-inline">The Secretary may
use not more than 25 percent of the funds appropriated to carry out this part
to provide technical assistance to facilitate the establishment and operation
of Teachers Professional Development Institutes. For the purpose of this
subsection, the Secretary may contract with existing Teachers Professional
Development Institutes to provide all or a part of the technical assistance
under this subsection.</text>
</subsection></section><section commented="no" display-inline="no-display-inline" id="ID7750ECA371884CBC88F431FFB7FB0BE2" section-type="subsequent-section"><enum>246.</enum><header>Application,
approval, and agreement</header>
<subsection commented="no" display-inline="no-display-inline" id="IDB83F871454164399B6D5E26B5AFD3ADD"><enum>(a)</enum><header>In
general</header><text display-inline="yes-display-inline">To receive a grant
under this part, a Teachers Professional Development Institute shall submit an
application to the Secretary that—</text>
<paragraph commented="no" display-inline="no-display-inline" id="IDE80B1F49B21743D49CC04E6347434200"><enum>(1)</enum><text display-inline="yes-display-inline">meets the requirement of this part and any
regulations under this part;</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5A127DCF5C6F4195872CF140C9ACF107"><enum>(2)</enum><text display-inline="yes-display-inline">includes a description of how the Teachers
Professional Development Institute intends to use funds provided under the
grant;</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID17CA9D8643664A0F970BB50790B45DFE"><enum>(3)</enum><text display-inline="yes-display-inline">includes such information as the Secretary
may require to apply the criteria described in section 244(b);</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID7F41EF0A78344F828A7F9E085DD24DA0"><enum>(4)</enum><text display-inline="yes-display-inline">includes measurable objectives for the use
of the funds provided under the grant; and</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID3A749E71AF984211AB8705B0D25F7CA0"><enum>(5)</enum><text display-inline="yes-display-inline">contains such other information and
assurances as the Secretary may require.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDB5CADF02EF9244FAA2B1520713E98672"><enum>(b)</enum><header>Approval</header><text display-inline="yes-display-inline">The Secretary shall—</text>
<paragraph commented="no" display-inline="no-display-inline" id="ID8B7CDC72B19F464CA34C57FB5E5D0B50"><enum>(1)</enum><text display-inline="yes-display-inline">promptly evaluate an application received
for a grant under this part; and</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5F2BA1E7783D42D98C57233FCD5F9735"><enum>(2)</enum><text display-inline="yes-display-inline">notify the applicant within 90 days of the
receipt of a completed application of the Secretary’s approval or disapproval
of the application.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID8FA1DC153B1B45A9962EE10536E69EAE"><enum>(c)</enum><header>Agreement</header><text display-inline="yes-display-inline">Upon approval of an application, the
Secretary and the Teachers Professional Development Institute shall enter into
a comprehensive agreement covering the entire period of the grant.</text>
</subsection></section><section commented="no" display-inline="no-display-inline" id="ID32A205F9B082466E87DFE52B6B2FA6B3" section-type="subsequent-section"><enum>247.</enum><header>Reports and
evaluations</header>
<subsection commented="no" display-inline="no-display-inline" id="ID8F8D4F5EC5DD493DBCEC7E8A800C123B"><enum>(a)</enum><header>Report</header><text display-inline="yes-display-inline">Each Teachers Professional Development
Institute receiving a grant under this part shall report annually on the
progress of the Teachers Professional Development Institute in achieving the
purpose of this part and the purposes of the grant.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="ID8E19874FFE984DCD9847EE2A3F064D09"><enum>(b)</enum><header>Evaluation and
dissemination</header>
<paragraph commented="no" display-inline="no-display-inline" id="ID1419C679455944768B1FDE3FB1396B2E"><enum>(1)</enum><header>Evaluation</header><text display-inline="yes-display-inline">The Secretary shall evaluate the activities
funded under this part and submit an annual report regarding the activities to
the Committee on Health, Education, Labor, and Pensions of the Senate and the
Committee on Education and the Workforce of the House of
Representatives.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID212D7BB946884DDDABE582443926081E"><enum>(2)</enum><header>Dissemination</header><text display-inline="yes-display-inline">The Secretary shall broadly disseminate
successful practices developed by Teachers Professional Development
Institutes.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID17AE77E81F274546AA733F8E02D22D8B"><enum>(c)</enum><header>Revocation</header><text display-inline="yes-display-inline">If the Secretary determines that a Teachers
Professional Development Institute is not making substantial progress in
achieving the purpose of this part and the purposes of the grant by the end of
the second year of the grant under this part, the Secretary may take
appropriate action, including revocation of further payments under the grant,
to ensure that the funds available under this part are used in the most
effective manner.</text>
</subsection></section><section commented="no" display-inline="no-display-inline" id="IDB8527DA1139D491CBF0C5864D13BFF1C" section-type="subsequent-section"><enum>248.</enum><header>Authorization of
appropriations</header><text display-inline="no-display-inline">There are
authorized to be appropriated to carry out this part—</text>

</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDBC75842D92A949BEADA429946A54F8EC"><enum>(2)</enum><text display-inline="yes-display-inline">$5,000,000 for fiscal year 2008;</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID11F201D9492D4487AE1051559D2F66C1"><enum>(3)</enum><text display-inline="yes-display-inline">$6,000,000 for fiscal year 2009;</text>

<section commented="no" display-inline="no-display-inline" id="id05E54F0FC45E44748D9FE742F7AA8561" section-type="subsequent-section"><enum>401.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text>
<paragraph commented="no" display-inline="no-display-inline" id="id1A722BB3A72949D5830CB935B7A89100"><enum>(1)</enum><header>Institution of
higher education</header><text display-inline="yes-display-inline">The term
<term>institution of higher education</term> has the meaning given the term in
section 101(a) of the Higher Education Act of 1965 (20 U.S.C. 1001(a)).</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID3F2659A42695432E871E53F72633DB9E"><enum>(2)</enum><header>Professional
science master's degree program</header><text display-inline="yes-display-inline">The term <term>professional science
master's degree program</term> means a graduate degree program in science and
mathematics that extends science training to strategic planning and business
management and focuses on multidisciplinary specialties such as business and
information technology (IT), biology and IT (bioinformatics), and computational
chemistry.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID0B758E89CB5B449DADF6CB14603CD585"><enum>(3)</enum><header>Service
science</header><text display-inline="yes-display-inline">The term
<term>service science</term> means curriculums, research programs, and training
regimens, including service sciences, management, and engineering (SSME)
programs, that exist or that are being developed to teach individuals to apply
technology, organizational process management, and industry-specific knowledge
to solve complex problems.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID96818C03525C48E493DA47CAFB17EBFD"><enum>(4)</enum><header>SSME</header><text display-inline="yes-display-inline">The term <term>SSME</term> means the
discipline known as service sciences, management, and engineering that—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="IDAD6B61CDF6F445D3B38BCEE949B095C5"><enum>(A)</enum><text display-inline="yes-display-inline">applies scientific, engineering, and
management disciplines to tasks that one organization performs beneficially for
others, generally as part of the services sector of the economy; and</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDD14D5CE53D5A4B08BEC99969F0503A88"><enum>(B)</enum><text display-inline="yes-display-inline">integrates computer science, operations
research, industrial engineering, business strategy, management sciences, and
social and legal sciences, in order to encourage innovation in how
organizations create value for customers and shareholders that could not be
achieved through such disciplines working in isolation.</text>
</subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="idFD9B40C3E3B14976A54195A7A0AD1E87" section-type="subsequent-section"><enum>402.</enum><header>Graduate fellowships
and graduate traineeships</header>
<subsection commented="no" display-inline="no-display-inline" id="IDE3736B8969994101BA2A582F722CEBB2"><enum>(a)</enum><header>Graduate
Research Fellowship Program</header>
<paragraph commented="no" display-inline="no-display-inline" id="ID1BC8767885B948608AC3D69477E0D484"><enum>(1)</enum><header>In
general</header><text display-inline="yes-display-inline">During the 5-year
period beginning on the date of the enactment of this Act, the Director of the
National Science Foundation shall expand the Graduate Research Fellowship
Program of the Foundation so that an additional 1250 fellowships are awarded to
United States citizens under such Program during such period.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4D7EF0C86E7B4672B64274393716733B"><enum>(2)</enum><header>Extension of
fellowship period</header><text display-inline="yes-display-inline">The
Director of the National Science Foundation is authorized to award fellowships
under the Graduate Research Fellowship Program for a period of 5 years, subject
to funds being made available for such purpose.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID68410DF30BA34371A9945ACB26B29797"><enum>(3)</enum><header>Authorization
of appropriations</header><text display-inline="yes-display-inline">In addition
to any other amounts authorized to be appropriated, there are authorized to be
appropriated $51,000,000 for each of the fiscal years 2007 through 2011 to
provide an additional 250 fellowships under the Graduate Research Fellowship
Program during each such fiscal year.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDA872C69153F44E53BC15CEFF2DFD1879"><enum>(b)</enum><header>Integrative
Graduate Education and Research Traineeship program</header>
<paragraph commented="no" display-inline="no-display-inline" id="IDBFC6BFD0B82E4D329CEC613D9C445F24"><enum>(1)</enum><header>In
general</header><text display-inline="yes-display-inline">During the 5-year
period beginning on the date of the enactment of this Act, the Director of the
National Science Foundation shall expand the Integrative Graduate Education and
Research Traineeship program of the Foundation so that an additional 1,250
United States citizens are awarded grants under such program during such
period.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDDC64AA99560C49B7A4AA2BB732805A53"><enum>(2)</enum><header>Authorization
of appropriations</header><text display-inline="yes-display-inline">In addition
to any other amounts authorized to be appropriated, there are authorized to be
appropriated $51,000,000 for each of the fiscal years 2007 through 2011 to
provide grants to an additional 250 individuals under the Integrative Graduate
Education and Research Traineeship program during each such fiscal year.</text>
</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="ID682C667DBB1741D98E646D3F64071903" section-type="subsequent-section"><enum>403.</enum><header>Professional science
master’s degree programs</header>
<subsection commented="no" display-inline="no-display-inline" id="IDD617C574D78444FCB5753CE81A49EC27"><enum>(a)</enum><header>Clearinghouse</header>
<paragraph commented="no" display-inline="no-display-inline" id="IDB85E17042D9C46BC8D11E63F72D140E4"><enum>(1)</enum><header>Development</header><text display-inline="yes-display-inline">From amounts appropriated under subsection
(c), the Director of the National Science Foundation shall establish a
clearinghouse, in collaboration with 4-year institutions of higher education,
industries, and Federal agencies that employ science-trained personnel, to
share program elements used in successful professional science master’s degree
programs.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDC6826C64F68241299C3540AE4C63F281"><enum>(2)</enum><header>Availability</header><text display-inline="yes-display-inline">The Director of the National Science
Foundation shall make the clearinghouse of program elements developed under
paragraph (1) available to institutions of higher education that are developing
professional science master’s degree programs.</text>
</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID4D97339B01AF482092CFC59245D346B3"><enum>(b)</enum><header>Pilot
programs</header>
<paragraph commented="no" display-inline="no-display-inline" id="IDF9D57EB213BB4C0C830B5B0A782AE803"><enum>(1)</enum><header>Program
authorized</header><text display-inline="yes-display-inline">From amounts
appropriated under subsection (c), the Director of the National Science
Foundation shall award grants for pilot programs to 4-year institutions of
higher education to facilitate the institutions’ creation or improvement of
professional science master’s degree programs.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID86D65CA5B1DA41F1BC835ED0907D4962"><enum>(2)</enum><header>Application</header><text display-inline="yes-display-inline">A 4-year institution of higher education
desiring a grant under this section shall submit an application at such time,
in such manner, and accompanied by such information as the Director of the
National Science Foundation may require. The application shall include—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="ID4456762E6D75460D8A689305E304BD5F"><enum>(A)</enum><text display-inline="yes-display-inline">a description of the professional science
master’s degree program that the institution of higher education will
implement;</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID0F7E487BFA6D46FE849D2AE12944B1CE"><enum>(B)</enum><text display-inline="yes-display-inline">the amount of funding from non-Federal
sources, including from private industries, that the institution of higher
education shall use to support the professional science master’s degree
program; and</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDAAE3372102574F74AA6DB153637425C7"><enum>(C)</enum><text display-inline="yes-display-inline">an assurance that the institution of higher
education shall encourage students in the professional science master’s degree
program to apply for all forms of Federal assistance available to such
students, including applicable graduate fellowships and student financial
assistance under title IV of the <act-name parsable-cite="HEA65">Higher
Education Act of 1965</act-name> (20 U.S.C. 1070 et seq.).</text>
</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDAA72956226564F16A799B946D3129BB5"><enum>(3)</enum><header>Preference for
alternative funding sources</header><text display-inline="yes-display-inline">The Director of the National Science
Foundation shall give preference in making awards to 4-year institutions of
higher education seeking Federal funding to support pilot professional science
master’s degree programs, to those applicants that secure more than
<fraction>2/3</fraction> of the funding for such professional science master’s
degree programs from sources other than the Federal Government.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDE87E78B1D0DB4DC3BD9EA6A548C04DE9"><enum>(4)</enum><header>Number of
grants; time period of grants</header>
<subparagraph commented="no" display-inline="no-display-inline" id="ID6732959F97C54370AA6B6D25761436F8"><enum>(A)</enum><header>Number of
grants</header><text display-inline="yes-display-inline">Subject to the
availability of appropriated funds, the Director of the National Science
Foundation shall award grants under paragraph (1) to a maximum of 200 4-year
institutions of higher education.</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDCB9C307A51624A789C0FE5926BFCC0C4"><enum>(B)</enum><header>Time period of
grants</header><text display-inline="yes-display-inline">Grants awarded under
this section shall be for one 3-year term. Grants may be renewed only once for
a maximum of 2 additional years.</text>
</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDC4205AC40E974209A95112851E098E02"><enum>(5)</enum><header>Evaluation and
reports</header>
<subparagraph commented="no" display-inline="no-display-inline" id="IDDDAEA713DFC44154AEA3C244CC96E0BB"><enum>(A)</enum><header>Development of
performance benchmarks</header><text display-inline="yes-display-inline">Prior
to the start of the grant program, the National Science Foundation, in
collaboration with 4-year institutions of higher education, shall develop
performance benchmarks to evaluate the pilot programs assisted by grants under
this section.</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDB7E6851CF67F48E7A28A3832D926114A"><enum>(B)</enum><header>Evaluation</header><text display-inline="yes-display-inline">For each year of the grant period, the
Director of the National Science Foundation, in consultation with 4-year
institutions of higher education, industry, and Federal agencies that employ
science-trained personnel, shall complete an evaluation of each pilot program
assisted by grants under this section. Any pilot program that fails to satisfy
the performance benchmarks developed under subparagraph (A) shall not be
eligible for further funding.</text>
</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID9026F73075DC4417BF9C534E5A74E288"><enum>(C)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the
completion of an evaluation described in subparagraph (B), the Director of the
National Science Foundation, in consultation with industries and Federal
agencies that employ science-trained personnel, shall submit a report to
Congress that includes—</text>
<clause commented="no" display-inline="no-display-inline" id="ID5BBA70CFF3194F89B675E3BFB6763453"><enum>(i)</enum><text display-inline="yes-display-inline">the results of the evaluation described in
subparagraph (B); and</text>
</clause><clause commented="no" display-inline="no-display-inline" id="ID07042395F8B640DFB078E611EE820983"><enum>(ii)</enum><text display-inline="yes-display-inline">recommendations for administrative and
legislative action that could optimize the effectiveness of the pilot programs,
as the Director determines to be appropriate.</text>
</clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID03A4CC8387374B36A4C37D48F31002B0"><enum>(c)</enum><header>Authorization
of appropriations</header><text display-inline="yes-display-inline">There are
authorized to be appropriated to carry out this section $20,000,000 for fiscal
year 2007 and such sums as may be necessary for each succeeding fiscal
year.</text>
</subsection></section><section commented="no" display-inline="no-display-inline" id="IDBBA554588F5942E2BB5C8A6F03AE83E2" section-type="subsequent-section"><enum>404.</enum><header>Increased support
for science education through the National Science Foundation</header><text display-inline="no-display-inline">There are authorized to be appropriated to
carry out the science, mathematics, engineering, and technology talent
expansion program under section 8(7) of the National Science Foundation
Authorization Act of 2002 (Public Law 107–368, 116 Stat. 3042) the following
amounts:</text>

</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID16FEA23E40754A61835DAD59E2ACED4A"><enum>(2)</enum><text display-inline="yes-display-inline">For fiscal year 2008, $50,000,000.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4E498D9324104F1798B6109101ED1DD8"><enum>(3)</enum><text display-inline="yes-display-inline">For fiscal year 2009, $100,000,000.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID25C68F75E031401F84C8E1AD9B60CA47"><enum>(4)</enum><text display-inline="yes-display-inline">For fiscal year 2010, $150,000,000.</text>

commitment to basic research</header>
<subsection commented="no" display-inline="no-display-inline" id="ID7D8486B9F14248D4B356773FF59DB9F4"><enum>(a)</enum><header>Plan for
increased research</header><text display-inline="yes-display-inline">Not later
than 180 days after the date of the enactment of this Act, the Director of the
National Science Foundation shall submit to Congress a comprehensive, multiyear
plan that describes how the funds authorized in subsection (b) shall be used.
Such plan shall be developed with a focus on utilizing basic research in
physical science and engineering to optimize the United States economy as a
global competitor and leader in productive innovation.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="ID2892D4E53AC34176AC761D0ACE302231"><enum>(b)</enum><header>Increased
funding for National Science Foundation</header><text display-inline="yes-display-inline">There are authorized to be appropriated to
the National Science Foundation for the purpose of doubling research funding
the following amounts:</text>
<paragraph commented="no" display-inline="no-display-inline" id="ID686EDB04EADF4E848266013D74D55748"><enum>(1)</enum><text display-inline="yes-display-inline">$6,440,000,000 for fiscal year 2007.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID714667D901434A84B50313E7FD446D6D"><enum>(2)</enum><text display-inline="yes-display-inline">$7,280,000,000 for fiscal year 2008.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDDA6C986E8E734076BEFE42D0451BDA1B"><enum>(3)</enum><text display-inline="yes-display-inline">$8,120,000,000 for fiscal year 2009.</text>
</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID10ECAF40401B4C4B84FA611434365168"><enum>(4)</enum><text display-inline="yes-display-inline">$8,960,000,000 for fiscal year 2010.</text>

</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID3ADBC2354C0D41E9BAE2F427E10E7D37"><enum>(c)</enum><header>Recommendations
for research and development funding</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the
enactment of this Act, the Director of the Office of Science and Technology
Policy shall evaluate and, as appropriate, submit to Congress recommendations
for an increase in funding for research and development in physical sciences
and engineering in consultation with agencies and departments of the United
States with significant research and development budgets.</text>
</subsection></section><section commented="no" display-inline="no-display-inline" id="IDC4AEF52112C04A34AD8D2FEBEC9F6D3D" section-type="subsequent-section"><enum>406.</enum><header>Study on service
science</header>
<subsection commented="no" display-inline="no-display-inline" id="IDFAF8B698C90C479090DF6EC88E404BB5"><enum>(a)</enum><header>Sense of
Congress</header><text display-inline="yes-display-inline">It is the sense of
Congress that, in order to strengthen the competitiveness of United States
enterprises and institutions and to prepare the people of the United States for
high-wage, high-skill employment, the Federal Government should better
understand and respond strategically to the emerging vocation and learning
discipline known as service science.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="IDD47C97D1C64449D6AD204FD0CC40A4C8"><enum>(b)</enum><header>Study</header><text display-inline="yes-display-inline">Not later than 270 days after the date of
the enactment of this Act, the Director of the National Science Foundation
shall conduct a study and report to Congress regarding how the Federal
Government should support, through research, education, and training, the new
discipline of service science.</text>
</subsection><subsection commented="no" display-inline="no-display-inline" id="IDB04F284C70164682994217E65599E850"><enum>(c)</enum><header>Outside
resources</header><text display-inline="yes-display-inline">In conducting the
study under subsection (b), the Director of the National Science Foundation
shall consult with leaders from 2- and 4-year institutions of higher education,
leaders from corporations, and other relevant parties.</text>
