		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Homeland Security Professional
			 Development Act of 2006</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="ID674d78a759d84111ae95fef4a0a3b726" section-type="subsequent-section"><enum>2.</enum><header>Establishment of
			 professional development programs at the Department of Homeland
			 Security</header>
			<subsection commented="no" display-inline="no-display-inline" id="IDb79975fc4ec344518163b23deda69fc0"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Title VIII of the
			 Homeland Security Act of 2002 (6 U.S.C. 361 et seq.) is amended by inserting
			 after section 843 the following:</text>
				<quoted-block display-inline="no-display-inline" id="id60A8B083F8894BF4973CED28A9D96B02" style="OLC">
					<section commented="no" display-inline="no-display-inline" id="IDbb35e77f3b9846d7aade93c09eb4edb9" section-type="subsequent-section"><enum>844.</enum><header>Homeland Security
				Mentoring Program</header>
						<subsection commented="no" display-inline="no-display-inline" id="ID192ab9e7371d4e40b45c3851840c13ac"><enum>(a)</enum><header>Establishment</header>
							<paragraph commented="no" display-inline="no-display-inline" id="IDd51896bf77704c5fa39c4c2181cec727"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Not later than 180
				days after the date of enactment of this section, the Secretary shall establish
				the Homeland Security Mentoring Program (in this section referred to as the
				<quote>Mentoring Program</quote>) for employees of the Department. The
				Mentoring Program shall use applicable best practices, including those from the
				Chief Human Capital Officers Council.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID3bdc37aac3e0448b9ad7a33cd575d4ae"><enum>(2)</enum><header>Goals</header><text display-inline="yes-display-inline">The Mentoring Program established by the
				Secretary—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="idAEE41304A8FE4FCEA3D7909558EC773A"><enum>(A)</enum><text display-inline="yes-display-inline">shall be established in accordance with the
				Department Human Capital Strategic Plan;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID97686f20b1dc45ab8ccfb35ffe920ea9"><enum>(B)</enum><text display-inline="yes-display-inline">shall incorporate Department human capital
				strategic plans and activities, and address critical human capital
				deficiencies, recruitment and retention efforts, and succession planning within
				the Federal workforce of the Department;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID2e8656784d39446da692f8f970790b11"><enum>(C)</enum><text display-inline="yes-display-inline">shall enable employees within the
				Department to share expertise, values, skills, resources, perspectives,
				attitudes and proficiencies to develop and foster a cadre of qualified
				employees and future leaders;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDaa097f7db8134b849fb872d1f356d208"><enum>(D)</enum><text display-inline="yes-display-inline">shall incorporate clear learning goals,
				objectives, meeting schedules, and feedback processes that will help employees,
				managers, and executives enhance skills and knowledge of the Department while
				reaching professional and personal goals;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDad1422e15f0b44cdbe8c282355495f41"><enum>(E)</enum><text display-inline="yes-display-inline">shall enhance professional relationships,
				contacts, and networking opportunities among the employees of the
				Department;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID3f86b46222d348d49199951b1e4451a6"><enum>(F)</enum><text display-inline="yes-display-inline">shall complement and incorporate (but not
				replace) mentoring and training programs within the Department in effect on the
				date of enactment of this section; and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID237b118f051e4af5993ed06901609451"><enum>(G)</enum><text display-inline="yes-display-inline">may promote cross-disciplinary mentoring
				and training opportunities that include provisions for intradepartmental
				rotational opportunities, in accordance with human capital goals and plans that
				foster a more diversified and effective Federal workforce of the
				Department.</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDb42d64a39528490b8bc2d0d21c46b8bc"><enum>(3)</enum><header>Training
				leaders council</header>
								<subparagraph commented="no" display-inline="no-display-inline" id="id62EAA0FA5176468F86AADD77707EA5BB"><enum>(A)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Training Leaders Council established by
				the Chief Human Capital Officer shall administer the Mentoring Program.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5606D91DC89E482896B35354C97EDE77"><enum>(B)</enum><header>Responsibilities</header><text display-inline="yes-display-inline">The Training Leaders Council shall—</text>
									<clause commented="no" display-inline="no-display-inline" id="IDff30bbf2398c41f3aa69c64261251a0d"><enum>(i)</enum><text display-inline="yes-display-inline">provide oversight of the establishment and
				implementation of the Mentoring Program;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID6df41e5eb30d4cd0bf7b0b7dc14d688e"><enum>(ii)</enum><text display-inline="yes-display-inline">establish a framework that supports the
				goals of the Mentoring Program and promotes cross-disciplinary mentoring and
				training;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID337be9ca7b8d4aec81c02804b97f6891"><enum>(iii)</enum><text display-inline="yes-display-inline">identify potential candidates to be mentors
				or mentees and select candidates for admission into the Mentoring
				Program;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDcfce5673929c41adbc033af95d9978ce"><enum>(iv)</enum><text display-inline="yes-display-inline">formalize mentoring assignments within the
				Department;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID852da21aec964453bf65a9ead0ca90ad"><enum>(v)</enum><text display-inline="yes-display-inline">formulate individual development plans that
				reflect the needs of the Department, the mentor, and the mentee;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDa75f2da92db14d798ec34d72d2a282e7"><enum>(vi)</enum><text display-inline="yes-display-inline">coordinate with mentoring programs in the
				Department in effect on the date of enactment of this section; and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID91ab74e117a94cd9a64eed39ca9ca9ba"><enum>(vii)</enum><text display-inline="yes-display-inline">establish target enrollment numbers for the
				size and scope of the Mentoring Program, under the human capital goals and
				plans of the Department.</text>
									</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID83005af0592842a98a82376b46086790"><enum>(4)</enum><header>Selection of
				participants for mentoring program</header>
								<subparagraph commented="no" display-inline="no-display-inline" id="id1393EF3E2AFB485A93C302D74F56732D"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Mentoring Program
				shall consist of middle and senior level employees of the Department with
				significant experience who shall serve as mentors for junior and entry level
				employees and employees who are critical to Department succession plans and
				programs.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDa7d2c787a21a45af8a82c2616240e510"><enum>(B)</enum><header>Selection of
				mentors</header><text display-inline="yes-display-inline">Mentors shall be
				employees who—</text>
									<clause commented="no" display-inline="no-display-inline" id="ID076a964c54d54ec79e5192ae7a2bc889"><enum>(i)</enum><text display-inline="yes-display-inline">understand the organization and culture of
				the Department;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID0fc2c95f679143979d887dcadba9ab70"><enum>(ii)</enum><text display-inline="yes-display-inline">understand the aims of mentoring in Federal
				public service;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDd96a76cf076248548d8eef98a822796f"><enum>(iii)</enum><text display-inline="yes-display-inline">are available and willing to spend time
				with the mentee, giving appropriate guidance and feedback;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID9afb9321ff53444192cb7d0296f4886f"><enum>(iv)</enum><text display-inline="yes-display-inline">enjoy helping others and are open-minded,
				flexible, empathetic, and encouraging; and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDad0818350e2f431ebcba26a23bbc11e8"><enum>(v)</enum><text display-inline="yes-display-inline">have very good communications skills, and
				stimulate the thinking and reflection of mentees.</text>
									</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID5058f6c352554c2ab475a9231f3dbc0e"><enum>(C)</enum><header>Selection of
				mentees</header><text display-inline="yes-display-inline">Mentees shall be
				motivated employees who possess potential for future leadership and management
				roles within the Department.</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5f983bad26a74eccb4fbf7882095453e"><enum>(5)</enum><header>Roles and
				responsibilities of participants in the mentoring program</header>
								<subparagraph commented="no" display-inline="no-display-inline" id="ID1c4306fdd076479a9bca8610d9007b70"><enum>(A)</enum><header>Mentors</header>
									<clause commented="no" display-inline="no-display-inline" id="idF8348DFF9DEB4393BD099D6AE0D3DEBB"><enum>(i)</enum><header>Role</header><text display-inline="yes-display-inline">A mentor shall serve as a model, motivator,
				and counselor to a mentee.</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="idAE742923D4FE4969A7404D7A3C9C8047"><enum>(ii)</enum><header>Limitation</header><text display-inline="yes-display-inline">Any person who is the immediate supervisor
				of an employee and evaluates the performance of that employee may not be a
				mentor to that employee under the Mentor Program.</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id17925C791AC14E5697F18C17E79CDCA5"><enum>(iii)</enum><header>Responsibilities</header><text display-inline="yes-display-inline">The responsibilities of a mentor may
				include—</text>
										<subclause commented="no" display-inline="no-display-inline" id="ID57ea0740a54b4447b11b156a2987bf7e"><enum>(I)</enum><text display-inline="yes-display-inline">helping the mentee set short-term learning
				objectives and long-term career goals;</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="ID327f2b8b6aa341f882608af3e205b464"><enum>(II)</enum><text display-inline="yes-display-inline">helping the mentee understand the
				organizational culture of the Department;</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="IDe41989c288be4a8493d3ac4e71c20ea1"><enum>(III)</enum><text display-inline="yes-display-inline">recommending or creating learning
				opportunities;</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="IDa2572483f084492e9c44de2a8612d0c9"><enum>(IV)</enum><text display-inline="yes-display-inline">providing informal education and training
				in areas such as communication, critical thinking, responsibility, flexibility,
				and teamwork; and</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="ID3ddada6652d7484a8054d565df3fadb3"><enum>(V)</enum><text display-inline="yes-display-inline">pointing out the strengths and areas for
				development of the mentee.</text>
										</subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID67adc2cced954c4daf3f2a1311740f8e"><enum>(B)</enum><header>Mentees</header><text display-inline="yes-display-inline">The responsibilities of the mentee may
				include—</text>
									<clause commented="no" display-inline="no-display-inline" id="ID84b80bf384b147eb93028971f6a92a81"><enum>(i)</enum><text display-inline="yes-display-inline">defining short-term learning objectives and
				long-term career goals;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID1685a27555624a978da79c27528b687f"><enum>(ii)</enum><text display-inline="yes-display-inline">participating in learning opportunities to
				broaden knowledge of the Department; and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDd0b58f5176e746698c06b12788698085"><enum>(iii)</enum><text display-inline="yes-display-inline">participating in professional opportunities
				to improve a particular career area, develop an area of technical expertise,
				grow professionally, and expand leadership abilities.</text>
									</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID869d2a05e1604964bc21861d9a4c7e81"><enum>(6)</enum><header>Reporting</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
				the establishment of the Mentoring Program, the Secretary shall submit a report
				on the status of the Mentoring Program and enrollment, including the number of
				mentors and mentees in each component of the Department and how the Mentoring
				Program is being used in succession planning and leadership development
				to—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="id92512D0F75A349D78E3925EA44F2BF60"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Homeland Security and
				Governmental Affairs of the Senate;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD4E73460CC6B4EDBA8B6EB1A77495C02"><enum>(B)</enum><text display-inline="yes-display-inline">the Committee on Homeland Security of the
				House of Representatives; and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idCA72E585EE574DD988EA54EFC00D3BD0"><enum>(C)</enum><text display-inline="yes-display-inline">the Committee on Government Reform of the
				House of Representatives.</text>
								</subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="IDdc402296081f4127ac1249b1674154ab" section-type="subsequent-section"><enum>845.</enum><header>Homeland security
				rotation program</header>
						<subsection commented="no" display-inline="no-display-inline" id="ID9cded937b50f4392a65c393518cf9443"><enum>(a)</enum><header>Establishment</header>
							<paragraph commented="no" display-inline="no-display-inline" id="IDac24cd775a05446aae44252f29704497"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Not later than 180
				days after the date of enactment of this section, the Secretary shall establish
				the Homeland Security Rotation Program (in this section referred to as the
				<quote>Rotation Program</quote>) for employees of the Department. The Rotation
				Program shall use applicable best practices, including those from the Chief
				Human Capital Officers Council.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6a161f10c01e43969ea2806f9c62f0cd"><enum>(2)</enum><header>Goals</header><text display-inline="yes-display-inline">The Rotation Program established by the
				Secretary shall—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="idE196342B7F414C2EA55F976D572F62AC"><enum>(A)</enum><text display-inline="yes-display-inline">be established in accordance with the
				Department Human Capital Strategic Plan;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDd6716357e3de4b119c467b957f434542"><enum>(B)</enum><text display-inline="yes-display-inline">provide middle level employees in the
				Department the opportunity to broaden their knowledge through exposure to other
				components of the Department;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID77f22ad93fa5487c8ba32a3893088123"><enum>(C)</enum><text display-inline="yes-display-inline">expand the knowledge base of the Department
				by providing for rotational assignments of employees to other
				components;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDbc95314f93bd40499dae464213c78907"><enum>(D)</enum><text display-inline="yes-display-inline">build professional relationships and
				contacts among the employees in the Department;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idAE5892FCFC6F40B8BCA994587335A4E5"><enum>(E)</enum><text display-inline="yes-display-inline">invigorate the workforce with exciting and
				professionally rewarding opportunities;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID44dd0c7935c0474bab4177ef35d5fa8c"><enum>(F)</enum><text display-inline="yes-display-inline">incorporate Department human capital
				strategic plans and activities, and address critical human capital
				deficiencies, recruitment and retention efforts, and succession planning within
				the Federal workforce of the Department; and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID66af27510092439c83c187e67fc9d95d"><enum>(G)</enum><text display-inline="yes-display-inline">complement and incorporate (but not
				replace) rotational programs within the Department in effect on the date of
				enactment of this section.</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6b6c614ef4fd44c8b2e240c50abcf8ea"><enum>(3)</enum><header>Training
				Leaders Council</header>
								<subparagraph commented="no" display-inline="no-display-inline" id="idF98CBF524371459194B3A44C5EFA7929"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Training Leaders
				Council established by the Chief Human Capital Officer shall administer the
				Rotation Program.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id08F65D0705F549CDBDD6D0A53AAD3A4C"><enum>(B)</enum><header>Responsibilities</header><text display-inline="yes-display-inline">The Training Leaders Council shall—</text>
									<clause commented="no" display-inline="no-display-inline" id="IDff1b96be22614a098a82567d5a93b999"><enum>(i)</enum><text display-inline="yes-display-inline">provide oversight of the establishment and
				implementation of the Rotation Program;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID42b5a01d25634c918df12329c8060517"><enum>(ii)</enum><text display-inline="yes-display-inline">establish a framework that supports the
				goals of the Rotation Program and promotes cross-disciplinary rotational
				opportunities;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID6c8a30655dbc41a79795042951f1fbd0"><enum>(iii)</enum><text display-inline="yes-display-inline">establish eligibility for employees to
				participate in the Rotation Program and select participants from employees who
				apply;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDf9836da1cd5f4e69b02008ab367297ec"><enum>(iv)</enum><text display-inline="yes-display-inline">establish incentives for employees to
				participate in the Rotation Program, including promotions and employment
				preferences;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID47b73a9ef9b64cfa87641bdb36ae22bd"><enum>(v)</enum><text display-inline="yes-display-inline">ensure that the Rotation Program provides
				professional education and training;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID5b140e9833b64a22a3acabb692ea67cc"><enum>(vi)</enum><text display-inline="yes-display-inline">ensure that the Rotation Program develops
				qualified employees and future leaders with broad-based experience throughout
				the Department;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID62a0ef4f432248a590668f79f8441d43"><enum>(vii)</enum><text display-inline="yes-display-inline">provide for greater interaction among
				employees in components of the Department; and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDe1eb6a4bc83d410f892e2c03893ac738"><enum>(viii)</enum><text display-inline="yes-display-inline">coordinate with rotational programs within
				the Department in effect on the date of enactment of this section.</text>
									</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID556775c8bbf4423fbc216edf556544e8"><enum>(4)</enum><header>Allowances,
				privileges, and benefits</header><text display-inline="yes-display-inline">All
				allowances, privileges, rights, seniority, and other benefits of employees
				participating in the Rotation Program shall be preserved.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDc7cb08b0b4f64641abd11808a1fef662"><enum>(5)</enum><header>Reporting</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
				the establishment of the Rotation Program, the Secretary shall submit a report
				on the status of the Rotation Program, including a description of the Rotation
				Program, the number of employees participating, and how the Rotation Program is
				used in succession planning and leadership development to—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="idA37705801670442083C8C1C0A6B37EB0"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Homeland Security and
				Governmental Affairs of the Senate;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id20EC824DEBFB40D7B6A53F6A512F121A"><enum>(B)</enum><text display-inline="yes-display-inline">the Committee on Homeland Security of the
				House of Representatives; and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idF8D08709C6714A28917FEECAB2168C52"><enum>(C)</enum><text display-inline="yes-display-inline">the Committee on Government Reform of the
				House of
				Representatives.</text>
								</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>

			 general</header><text display-inline="yes-display-inline">Chapter 41 of title
			 5, United States Code is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id71531B6EB02548B6ADA0274164946A60" style="OLC">
					<section commented="no" display-inline="no-display-inline" id="IDb68d90ec8ce4472089db41465988a0a0" section-type="subsequent-section"><enum>4122.</enum><header>Reports to
				Congress</header><text display-inline="no-display-inline">The Director of the
				Office of Personnel Management shall report annually to the Committee on
				Homeland Security and Governmental Affairs of the Senate and the Committee on
				Government Reform of the House of Representatives on the training, mentoring,
				and succession plans and programs of Federal agencies, including the number of
				participants, the structure of the programs, and how participants are used for
				leadership development and succession planning
				programs.</text>

			 table of sections for chapter 41 of title 5, United States Code, is amended by
			 inserting after the item relating to section 4121 the following:</text>
