		<official-title display="yes">To amend title 38, United States Code, to
		  eliminate the deductible and change the method of determining the mileage
		  reimbursement rate under the beneficiary travel program administered by the
		  Secretary of Veterans Affairs, and for other purposes.</official-title>

			 <quote><short-title>Emergency Energy Assistance for
			 Disabled Veterans Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H6B82814899D94B70B152654194F674D3" section-type="subsequent-section"><enum>2.</enum><header>Veterans beneficiary
			 travel program</header>
			<subsection commented="no" display-inline="no-display-inline" id="H20B86A2CE8324776BC6F762088F2FDB"><enum>(a)</enum><header>Elimination of
			 deductible</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id583C04735F7D419F8BD945E7FE4F139D"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subsection (c) of
			 section 111 of title 38, United States Code, is repealed.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF7E67D9BA90B4C83BBC63F3FD6ACD992"><enum>(2)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">Subsection (b)(1)
			 of such section is amended by striking <quote>Except as provided in subsection
			 (c) of this section and notwithstanding</quote> and inserting
			 <quote>Notwithstanding</quote>.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HB1A994282D6547AF9C67D79F027139E0"><enum>(b)</enum><header>Determination of
			 mileage reimbursement rate</header>
				<paragraph commented="no" display-inline="no-display-inline" id="HF793D978ECF748D5A5439D00A4213109"><enum>(1)</enum><header>Determination</header><text display-inline="yes-display-inline">Paragraph (1) of subsection (g) of such
			 section is amended to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="H3F30627DF68D4091A5689976E5FBF1FF" style="USC">
						<paragraph commented="no" display-inline="no-display-inline" id="HEB926E3E42674356AB8200B6238F2B8" indent="up1"><enum>(1)</enum><text display-inline="yes-display-inline">In determining the amount of allowances or
				reimbursement to be paid under this section, the Secretary shall use the
				mileage reimbursement rates for the use of privately owned vehicles by
				Government employees on official business, as prescribed by the Administrator
				of General Services under section 5707(b) of title
				5.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H76A19AA213724F73B7E397750061F126"><enum>(2)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">Subsection (g) of
			 such section is further amended by striking paragraphs (3) and (4).</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H98824E517A3E45539EB774DD2516F100"><enum>(c)</enum><header>Source of
			 funds</header><text display-inline="yes-display-inline">Such section is further
			 amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HD7653DC656E34DAB828908D6C400ACD6" style="USC">
					<subsection commented="no" display-inline="no-display-inline" id="HBFB5FC9BF12B4937BA091083F1C7D23"><enum>(i)</enum><text display-inline="yes-display-inline">Funds for payments made under this section
				shall be appropriated separately from other amounts appropriated for the
				Department.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H3C929B37D48A40D0846F76147CFC5CCE"><enum>(d)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this Act shall apply with respect to travel expenses incurred after the
			 expiration of the 90-day period that begins on the date of the enactment of
			 this Act.</text>
