		<legis-type display="yes">A BILL</legis-type>
		<official-title display="yes">To amend title 18, United States Code, to
		  provide a national standard in accordance with which nonresidents of a State
		  may carry concealed firearms in the State.</official-title>

		<section commented="no" display-inline="no-display-inline" id="H4E404EF1B12441CCAE05D900D0E9F00" section-type="section-one"><enum>1.</enum><header>National standard for the
			 carrying of certain concealed firearms by nonresidents</header>
			<subsection commented="no" display-inline="no-display-inline" id="H8F99E831E65C48FAB1B3B38BE5AF2C05"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 44 of title
			 18, United States Code, is amended by inserting after section 926C the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="H9D17662D639840F096282FD9EB5BE6BA" style="USC">
					<section commented="no" display-inline="no-display-inline" id="H6899172A1EBC4294BE967FB53FCD7517" section-type="subsequent-section"><enum>926D.</enum><header>National standard
				for the carrying of certain concealed firearms by nonresidents</header>
						<subsection commented="no" display-inline="no-display-inline" id="id69F6DAA8193147C5A12E71D34763E492"><enum>(a)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section, the term <term>another
				State</term> means a State other than the State from which a person holds a
				license or permit described in subsection (b)(2).</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="H331EBC88FE8C4C40A7E09422A587D6A4"><enum>(b)</enum><header>Authorization</header><text display-inline="yes-display-inline">Notwithstanding any provision of the law of
				any State or political subdivision thereof, and subject to subsection (c), a
				person may carry a concealed firearm (other than a machinegun or destructive
				device) that has been shipped or transported in interstate or foreign commerce
				in another State if the person—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="id83EE87D844B74EDFAC70A8A008630A30"><enum>(1)</enum><text display-inline="yes-display-inline">is not prohibited by Federal law from
				possessing, transporting, shipping, or receiving a firearm; and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1F734B8067034A768C59F2CFA0E06AF6"><enum>(2)</enum><text display-inline="yes-display-inline">is carrying a valid license or permit
				that—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="idB777C8A55D10464EB583417FF3EC9F2C"><enum>(A)</enum><text display-inline="yes-display-inline">is issued by a State; and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id26112AC61C444568BA6BEA67E2D823BE"><enum>(B)</enum><text display-inline="yes-display-inline">permits the person to carry a concealed
				firearm (other than a machinegun or destructive device).</text>
								</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H47CC32C5672C4FF19E67321EE12459F7"><enum>(c)</enum><header>Licensing</header>
							<paragraph commented="no" display-inline="no-display-inline" id="id0F25178A8968439AB1D84334E27F330E"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">If another State
				issues licenses or permits to carry concealed firearms, a person may carry a
				concealed firearm in that State under this section under the same restrictions
				that apply to the carrying of a concealed firearm by a person to whom that
				State has issued such a license or permit.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2572806B91504E80AA5F76F00B10120"><enum>(2)</enum><header>No licenses by
				State</header><text display-inline="yes-display-inline">Except to the extent
				expressly permitted by State law, if another State does not issue licenses or
				permits to carry concealed firearms, a person may not carry a concealed firearm
				in that State under this section—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="id42714F2300AC4A7485295941FA28DD3C"><enum>(A)</enum><text display-inline="yes-display-inline">in a police station;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4B281F91B997417D84AE8DB5176C5E95"><enum>(B)</enum><text display-inline="yes-display-inline">in a public detention facility;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idFB914AB7B74C4B91B82AF16577CCA2ED"><enum>(C)</enum><text display-inline="yes-display-inline">in a courthouse;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id507B8360BCEF488996BF45C7A5349E9C"><enum>(D)</enum><text display-inline="yes-display-inline">in a public polling place;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE4B4DE6422184971B707B9FD8B4D3B47"><enum>(E)</enum><text display-inline="yes-display-inline">at a meeting of a State, county, or
				municipal governing body;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id93EF0BB80E9C4F2793E30A00FA3E79AE"><enum>(F)</enum><text display-inline="yes-display-inline">in a school;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9FFE7FDAB5AA41A5A7467D1760B1FF92"><enum>(G)</enum><text display-inline="yes-display-inline">at a professional or school athletic event
				not related to firearms;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8068AA93682B4C48AD1182DB433C2508"><enum>(H)</enum><text display-inline="yes-display-inline">in a portion of an establishment licensed
				by that State to dispense alcoholic beverages for consumption on the premises;
				or</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7504CDF9275E4EE7876E76713981E8DE"><enum>(I)</enum><text display-inline="yes-display-inline">inside the sterile or passenger area of an
				airport.</text>
								</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H24FDB1124B2741BEA9FF48FBBD633BDD"><enum>(b)</enum><header>Clerical
			 amendment</header><text display-inline="yes-display-inline">The table of
			 sections for Chapter 44 of title 18, United States Code, is amended by
			 inserting after the item relating to section 926C the following:</text>
