		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>United States Direct Investment Act of
			 2006</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id306B4CA51D324C48889AB45A3E1F088D" section-type="subsequent-section"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="id51CC3B5A0FB24F049D529F67834FE60B"><enum>(1)</enum><header>Administration</header><text display-inline="yes-display-inline">The term <term>Administration</term> means
			 the United States Direct Investment Administration established under section
			 4.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id20D2CD6E8409400B95DAC5D8A8B15D4B"><enum>(2)</enum><header>Appropriate
			 congressional committees</header><text display-inline="yes-display-inline">The
			 term <term>appropriate congressional committees</term> means the Committee on
			 Finance and the Committee on Commerce, Science, and Transportation of the
			 Senate and the Committee on Energy and Commerce and Committee on Ways and Means
			 of the House of Representatives.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0F8DFE90C2CE40579C7B8C2E69F880CF"><enum>(3)</enum><header>Critical
			 high-technology industries</header><text display-inline="yes-display-inline">The term <term>critical high-technology
			 industries</term> means industries involved in technology—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="idC50F707FCFCE4334907E025B91CCB224"><enum>(A)</enum><text display-inline="yes-display-inline">the development of which will—</text>
					<clause commented="no" display-inline="no-display-inline" id="idB2F4C2380EFD4D71ACF435A5F8C3259E"><enum>(i)</enum><text display-inline="yes-display-inline">provide a wide array of economic,
			 environmental, energy, and defense-related returns for the United States;
			 and</text>
					</clause><clause commented="no" display-inline="no-display-inline" id="id1A6A253A23D647D7BC7A1F0FAA7CDEF8"><enum>(ii)</enum><text display-inline="yes-display-inline">ensure United States economic,
			 environmental, energy, and defense-related welfare; and</text>
					</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idBE20CA67150D42729FB094DA4ED8C64B"><enum>(B)</enum><text display-inline="yes-display-inline">in which the United States has an abiding
			 interest in creating or maintaining secure domestic sources.</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id86086A0B9B4B4F9A885B9DA137D35A7B"><enum>(4)</enum><header>Department</header><text display-inline="yes-display-inline">The term <term>Department</term> means the
			 Department of Commerce.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id69F983D6CAB24C51A5CDEFA12D125C6A"><enum>(5)</enum><header>Under
			 secretary</header><text display-inline="yes-display-inline">The term
			 <term>Under Secretary</term> means the Under Secretary of Commerce for United
			 States Direct Investment described in section 4(a).</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1E5F941334244B97A3286C213F58F51F"><enum>(6)</enum><header>United States
			 direct investment promotion committee</header><text display-inline="yes-display-inline">The term <term>United States Direct
			 Investment Promotion Committee</term> means the Interagency United States
			 Direct Investment Promotion Committee established under section 7.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2D7693F70DF14421A463428747F8A33D"><enum>(7)</enum><header>WTO
			 agreement</header><text display-inline="yes-display-inline">The term <term>WTO
			 Agreement</term> means the Agreement establishing the World Trade Organization
			 entered into on April 15, 1994.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="idD32274095DC84A4EA9B40D3B82B572AE" section-type="subsequent-section"><enum>3.</enum><header>Relation to
			 CFIUS</header><text display-inline="no-display-inline">The provisions of this
			 Act shall not affect the implementation or application of section 721 of the
			 Defense Production Act of 1950 (50 U.S.C. App. 2170) and the activities of the
			 Committee on Foreign Investment in the United States (or any successor
			 committee).</text>
		</section><section commented="no" display-inline="no-display-inline" id="id43EFCD7CC1B64A44812188BE10CC3C05" section-type="subsequent-section"><enum>4.</enum><header>Establishment of
			 United States Direct Investment Administration</header>
			<subsection commented="no" display-inline="no-display-inline" id="id1082F28B1F004A1EA6F7A686450A0F11"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">There is established
			 in the Department of Commerce a United States Direct Investment Administration
			 which shall be headed by an Under Secretary of Commerce for United States
			 Direct Investment. The Under Secretary shall be appointed by the President, by
			 and with the advice and consent of the Senate, and shall be compensated at the
			 rate provided for level III of the Executive Schedule in section 5314 of title
			 5, United States Code.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id92CD8476660049B3996AF409503C40EE"><enum>(b)</enum><header>Deputy Under
			 Secretary</header><text display-inline="yes-display-inline">There shall be in
			 the Administration a Deputy Under Secretary for United States Direct Investment
			 who shall be appointed by the President, by and with the advice of the Senate,
			 and shall be compensated at the rate provided for level IV of the Executive
			 Schedule in section 5315 of title 5, United States Code.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id3A099AD7A0F44D3F9426FE23C6306E30"><enum>(c)</enum><header>Staff</header><text display-inline="yes-display-inline">The Under Secretary may appoint such
			 additional personnel to serve in the Administration as the Under Secretary
			 determines necessary.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id88BC47113206465E84D9CEF1E7263205"><enum>(d)</enum><header>Duties</header><text display-inline="yes-display-inline">The Under Secretary, in cooperation with
			 the Economics and Statistics Administration and other offices at the
			 Department, shall—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idA94D019256F04DFE93F36E66CCBAE261"><enum>(1)</enum><text display-inline="yes-display-inline">collect and analyze data related to the
			 flow of direct investment in the United States and throughout the world, as
			 described in section 5;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idDA0847BE054D4680A6E79F597A0A16C5"><enum>(2)</enum><text display-inline="yes-display-inline">submit to the appropriate congressional
			 committees an annual United States Direct Investment Report, as described in
			 section 6;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5C56D65F989C4160B2AED99ED7EE0EF0"><enum>(3)</enum><text display-inline="yes-display-inline">develop and publish an annual United States
			 Direct Investment Agenda;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEA26008600034D1D84C8BE5AFB3D7178"><enum>(4)</enum><text display-inline="yes-display-inline">assume responsibility as the lead agency
			 for advocating and implementing strategic policies that will increase direct
			 investment in the United States;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id50AD2E22E8DA492E98F257C184B98DE0"><enum>(5)</enum><text display-inline="yes-display-inline">coordinate with the President regarding
			 implementation of section 721 of the Defense Production Act of 1950 (50 U.S.C.
			 App. 2170) and the activities of the Committee on Foreign Investment in the
			 United States (or any successor committee); and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1645D0BE12824115985EC7CB81B3F07B"><enum>(6)</enum><text display-inline="yes-display-inline">in cooperation with the Economic
			 Development Administration, administer an investment zone program for
			 communities that have been negatively impacted by either trade or economic
			 cycles.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idC1FDC76D95CF48B3B1A4FED0D81F34CD"><enum>(e)</enum><header>Conforming
			 amendments</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idF0817329E2E04DBDA10C47E8C4259C59"><enum>(1)</enum><text display-inline="yes-display-inline">Section 5314 of title 5, United States
			 Code, is amended by adding at the end the following: <quote>Under Secretary of
			 Commerce for United States Direct Investment.</quote>.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id58DDBA75416E46E88205BACA1FE5EB6E"><enum>(2)</enum><text display-inline="yes-display-inline">Section 5315 of title 5, United States
			 Code, is amended by adding at the end the following: <quote>Deputy Under
			 Secretary of Commerce for United States Direct Investment.</quote>.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id12153299B50540288511C5A5D85CB99F" section-type="subsequent-section"><enum>5.</enum><header>Annual Direct
			 Investment Report</header>
			<subsection commented="no" display-inline="no-display-inline" id="id18A99F59FDFF488BA0823DF3149B6E1B"><enum>(a)</enum><header>Annual direct
			 investment report</header><text display-inline="yes-display-inline">Not later
			 than April 30, 2007, and on or before March 31 of each succeeding calendar
			 year, the Under Secretary shall submit a report on the data identified and the
			 analysis described in subsection (b) for the preceding calendar year (which
			 shall be known as the <quote>Annual Direct Investment Report</quote>). The
			 Report shall be submitted to the President and the appropriate congressional
			 committees.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID201f51035d424b15bb23c9e537e72120"><enum>(b)</enum><header>Data
			 identification</header>
				<paragraph commented="no" display-inline="no-display-inline" id="ID44bf7d9b2b634751a2cc79212b85d3dc"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The data identified
			 and analysis for the Report described in subsection (a) means the data
			 identified and analyzed by the Under Secretary of Commerce, in cooperation with
			 the Economic and Statistics Administration and other offices at the Department
			 and with the assistance of other departments and agencies, including the Office
			 of the United States Trade Representative, for the preceding calendar year
			 regarding the following:</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="IDfce2297aa1c44e33afe6310e7c75a28c"><enum>(A)</enum><text display-inline="yes-display-inline">Policies, programs, and practices at the
			 State and regional level designed to attract direct investment.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id879D9FEDC6B14EE390E55628108BA25D"><enum>(B)</enum><text display-inline="yes-display-inline">The amount of direct investment attracted
			 in each such State and region.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID5182cfb7d265443fac2cd5badcf7e59f"><enum>(C)</enum><text display-inline="yes-display-inline">Policies, programs, and practices in
			 foreign countries designed to attract direct investment, and the amount of
			 direct investment attracted in each such foreign country.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID515b835239644603b286460e6769fa7b"><enum>(D)</enum><text display-inline="yes-display-inline">A comparison of the levels of direct
			 investment attracted in the United States and in foreign countries, including a
			 matrix of inputs affecting the level of direct investment.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDebb3309a8ea24f88a211bf348c26bf67"><enum>(E)</enum><text display-inline="yes-display-inline">Specific sectors in the United States and
			 in foreign countries in which direct investments are being made, including the
			 specific amounts invested in each sector, with particular emphasis on critical
			 high-technology industries.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID62b89241e4c441608103a9ae96fc6832"><enum>(F)</enum><text display-inline="yes-display-inline">Trends in direct investment, with
			 particular emphasis on critical high-technology industries.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDebf9b2916b1343308871dcc46cfb63af"><enum>(G)</enum><text display-inline="yes-display-inline">The best policy and practices at the
			 Federal, State, and regional levels regarding direct investment policy, with
			 specific reference to programs and policies that have the greatest potential to
			 increase direct investment in the United States and enhance United States
			 competitive advantage relative to foreign countries. Particular emphasis should
			 be given to attracting direct investment in critical high-technology
			 industries.</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID797a4f1a81b545c89577453ee7204578"><enum>(H)</enum><text display-inline="yes-display-inline">Policies, programs, and practices in
			 foreign countries designed to attract direct investment that are not in
			 compliance with the WTO Agreement and the agreements annexed to that
			 Agreement.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID13ab1e712cb240c085a5fa7627203657"><enum>(2)</enum><header>Certain factors
			 taken into account in making analysis</header><text display-inline="yes-display-inline">In making any analysis under paragraph (1),
			 the Under Secretary shall take into account—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID04881b850e984f41a40ba33d735a4df5"><enum>(A)</enum><text display-inline="yes-display-inline">the relative impact of policies, programs,
			 and practices of foreign governments on United States commerce;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID80c5ebcf83aa456abc61e2c5a09adb20"><enum>(B)</enum><text display-inline="yes-display-inline">the availability of information to document
			 the effect of policies, programs, and practices;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDc1d1d44e406447518d9fd10fd87f2607"><enum>(C)</enum><text display-inline="yes-display-inline">the extent to which such act, policy, or
			 practice is subject to international agreements to which the United States is a
			 party; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID4e0012f50b084f1880fd489e6c027559"><enum>(D)</enum><text display-inline="yes-display-inline">the impact trends in direct investment have
			 had on—</text>
						<clause commented="no" display-inline="no-display-inline" id="ID8ac0a8d4e7eb481d8aa1528db5d0bc69"><enum>(i)</enum><text display-inline="yes-display-inline">the competitiveness of United States
			 industries in the international economy, with particular emphasis on critical
			 high-technology industries;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID9e50ab804dd2413c9e62d9aaf928b75b"><enum>(ii)</enum><text display-inline="yes-display-inline">the value of goods and services exported
			 from and imported to the United States;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="IDcada6644a4ba46889705f15adb56ec29"><enum>(iii)</enum><text display-inline="yes-display-inline">employment in the United States, in
			 particular high-wage employment; and</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="ID32071929bd344befa5d96363ec8bfaba"><enum>(iv)</enum><text display-inline="yes-display-inline">the provision of health care, pensions, and
			 other benefits provided by companies based in the United States.</text>
						</clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idF52AE3393BD74C4A9F7A58D92BF16EE2"><enum>(c)</enum><header>Assistance of
			 other agencies</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idEEEB862F3ED94F83AE323DBE163DC978"><enum>(1)</enum><header>Furnishing of
			 information</header><text display-inline="yes-display-inline">The head of each
			 department or agency of the executive branch of the Government, including any
			 independent agency, is authorized and directed to furnish to the Under
			 Secretary, upon request, such data, reports, and other information as is
			 necessary for the Under Secretary to carry out the functions under this
			 Act.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD44256BECF6741BD9D5B5D7B9EF8EFF7"><enum>(2)</enum><header>Restrictions on
			 release or use of information</header><text display-inline="yes-display-inline">Nothing in this subsection shall authorize
			 the release of information to, or the use of information by, the Under
			 Secretary in a manner inconsistent with law or any procedure established
			 pursuant thereto.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7B2D4985C7C746D6B3F89414171FBC2F"><enum>(3)</enum><header>Personnel and
			 services</header><text display-inline="yes-display-inline">The head of any
			 department, agency, or instrumentality of the United States may detail such
			 personnel and may furnish such services, with or without reimbursement, as the
			 Under Secretary may request to assist in carrying out the functions of the
			 Under Secretary.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDf642215abdf048e1baa34a21421947fa"><enum>(d)</enum><header>Annual
			 revisions and updates</header><text display-inline="yes-display-inline">The
			 Under Secretary shall annually revise and update the Report described in
			 subsection (a).</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="ID8e9816121c5440169e57e1426e0f5529" section-type="subsequent-section"><enum>6.</enum><header>Annual direct
			 investment agenda</header>
			<subsection commented="no" display-inline="no-display-inline" id="id9BFC96D405654F4BAB0B18FB48073677"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than April
			 30, 2007, and on or before March 31 of each succeeding calendar, the Under
			 Secretary shall submit an agenda based on the data and analysis described in
			 section 5 for the preceding calendar year, to the President and the appropriate
			 congressional committees. The agenda shall be known as the <quote>Annual Direct
			 Investment Agenda</quote> and shall include—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id02C7A280BA724E5DADF7D8219B2CA921"><enum>(1)</enum><text display-inline="yes-display-inline">an evaluation of the research and
			 development program expenditures being made in the United States with
			 particular emphasis to critical high-technology industries considered essential
			 to United States economic security and necessary for long-term United States
			 economic competitiveness in world markets; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1426cf658862493b9ceab40fd9405f9b"><enum>(2)</enum><text display-inline="yes-display-inline">proposals that identify the policies,
			 programs, and practices in foreign countries and that the United States should
			 pursue that—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="IDd6d82fe436b54805874891739caacaea"><enum>(A)</enum><text display-inline="yes-display-inline">encourage direct investment in the United
			 States that will enhance the country’s competitive advantage relative to
			 foreign countries, with particular emphasis on critical high-technology
			 industries;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID98885b31790045cdbf5f5240664088fd"><enum>(B)</enum><text display-inline="yes-display-inline">enhance the viability of the manufacturing
			 sector in the United States;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID0465b6d7858348c4b6831b0061d562cb"><enum>(C)</enum><text display-inline="yes-display-inline">increase opportunities for high-wage jobs
			 and promote high levels of employment;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDe0d69964b1af4250b5becff1b72eef3d"><enum>(D)</enum><text display-inline="yes-display-inline">encourage economic growth; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDdd185b4813d349aaba5cf8e785229cc1"><enum>(E)</enum><text display-inline="yes-display-inline">increase opportunities for the provision of
			 health care, pensions, and other benefits provided by companies based in the
			 United States.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDC451268952BE43E689D48CA96878B3A8"><enum>(b)</enum><header>Consultation
			 with congress on Annual Direct Investment Agenda</header><text display-inline="yes-display-inline">The Under Secretary shall keep the
			 appropriate congressional committees currently informed with respect to the
			 Annual Direct Investment Agenda and implementation of the Agenda. After the
			 submission of the Agenda, the Under Secretary shall also consult periodically
			 with, and take into account the views of, the appropriate congressional
			 committees regarding implementation of the Agenda.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="ID926d894f602b4719a3f0b5aaabc00166" section-type="subsequent-section"><enum>7.</enum><header>United States Direct
			 Investment Promotion Committee</header>
			<subsection commented="no" display-inline="no-display-inline" id="ID72060eea80824c189201c3a3812cb652"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The President shall establish and the Under
			 Secretary shall assume lead responsibility for an Interagency United States
			 Direct Investment Promotion Committee. The functions of the Committee shall be
			 to—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="IDa78ea9ed5d174d8f8ed3475fe74c3a8f"><enum>(1)</enum><text display-inline="yes-display-inline">coordinate all United States Government
			 activities related to the promotion of direct investment in the United
			 States;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5d7dc516d5e246baa58d228908abcff0"><enum>(2)</enum><text display-inline="yes-display-inline">advocate and implement strategic policies,
			 programs, and practices that will increase direct investment in the United
			 States;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5b659dba61f0470ea8336e9a4f671bc0"><enum>(3)</enum><text display-inline="yes-display-inline">train United States Government officials to
			 pursue strategic policies, programs, and practices that will increase direct
			 investment in the United States;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID759c461301b240d8b1a02cf62e878852"><enum>(4)</enum><text display-inline="yes-display-inline">consult with business, labor, State,
			 regional, and local government officials on strategic policies, programs, and
			 practices that will increase direct investment in the United States;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDf04badccd8c541db9b9bc0940af382d8"><enum>(5)</enum><text display-inline="yes-display-inline">develop and publish materials that can be
			 used by Federal, State, regional, and local government officials to increase
			 direct investment in the United States;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDe1de97d5f60c48ffbcabe91e0a237671"><enum>(6)</enum><text display-inline="yes-display-inline">create and maintain a database of direct
			 investment opportunities in the United States;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDc5e7886bcd7448f6b8b6dd934f6555eb"><enum>(7)</enum><text display-inline="yes-display-inline">create and maintain an interactive website
			 that can be used to access direct investment opportunities in different sectors
			 and geographical areas of the United States, with particular emphasis on
			 critical high-technology industries;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID54c099b939f04b1ba5dd272910140246"><enum>(8)</enum><text display-inline="yes-display-inline">coordinate direct investment marketing
			 activities with State Economic Development Agencies; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDdb922e78f52646028e6598488ef6254d"><enum>(9)</enum><text display-inline="yes-display-inline">host regular meetings and discussions with
			 State, regional, and local economic development officials to consider best
			 policy practices to increase direct investment in the United States.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDb3e06cfe37a248d1bc1a45d7601fe507"><enum>(b)</enum><header>Members</header><text display-inline="yes-display-inline">The Committee shall be composed of the
			 following:</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID4664664c4fe94ce3a6087316c1c954c4"><enum>(1)</enum><text display-inline="yes-display-inline">The Secretary of Commerce.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDb757ddfc39234518acedbdf6df398447"><enum>(2)</enum><text display-inline="yes-display-inline">The United States Trade
			 Representative.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID23a0cde0cf614b92aace74356782b87d"><enum>(3)</enum><text display-inline="yes-display-inline">Members of the United States International
			 Trade Commission.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDecfa5c64a1d945fb99679c1c49ac3df4"><enum>(4)</enum><text display-inline="yes-display-inline">The Secretary of the Treasury.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDfdf9854fd5254b3a95598f938b9aa018"><enum>(5)</enum><text display-inline="yes-display-inline">Members of the National Economic
			 Council.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID05c37569acb0481f93ab1f151811b143"><enum>(6)</enum><text display-inline="yes-display-inline">The Secretary of Agriculture.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID3adce0f1d8a14d46a5d3e338fb1b1444"><enum>(7)</enum><text display-inline="yes-display-inline">Such other officials as the President
			 determines to be necessary.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id6B903284F6834134A7C4CB068EF5B251" section-type="subsequent-section"><enum>8.</enum><header>Designation of
			 additional renewal communities</header><text display-inline="no-display-inline">Section 1400E of the Internal Revenue Code
			 of 1986 (relating to designation of renewal communities) is amended by adding
			 at the end the following new subsection:</text>

				designations permitted</header>
					<paragraph commented="no" display-inline="no-display-inline" id="idF6627AF5EFC84262BC7ED9578A039752"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">In addition to the
				areas designated under subsection (a), the Under Secretary of Commerce for
				United States Direct Investment, after consultation with the Secretary of the
				Treasury, may designate in the aggregate an additional 10 nominated areas as
				renewal communities under this section, subject to the availability of eligible
				nominated areas.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id71B5B4874ACC473FBC05DC71D54DCBB1"><enum>(2)</enum><header>Period
				designations may be made and take effect</header><text display-inline="yes-display-inline">A designation may be made under this
				subsection after the date of the enactment of this subsection and before the
				date which is 5 years after such date of enactment. Subject to subparagraphs
				(B) and (C) of subsection (b)(1), a designation made under this subsection
				shall remain in effect during the period beginning with such designation and
				ending on the date which is 8 years after such designation.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idAD6CCA5D5BE64AB3B3A0C64BF9352433"><enum>(3)</enum><header>Application of
				rules</header><text display-inline="yes-display-inline">Except as otherwise
				provided in paragraph (1), the rules of this section shall apply to
				designations under this
				subsection.</text>
