		<official-title display="yes">To amend the Small Business Act to improve
		  loans for members of the Guard and Reserve, and for other
		  purposes.</official-title>

	<legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC">
		<section commented="no" display-inline="no-display-inline" id="idE67C765A514E40049E19C049A69E7C64" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Patriot Loan Act of
			 2006</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id51FF5838457B4D2B8A36A202D144A908" section-type="subsequent-section"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="id9466D842B2CF4DDA9168F83D70252EE1"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>activated</term> means
			 receiving an order placing a member of the Guard and Reserve on active
			 duty;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF1E5781D7EC84677B456C3EC549A3F88"><enum>(2)</enum><text display-inline="yes-display-inline">the term <term>active duty</term> has the
			 meaning given the term in section 101 of title 10, United States Code;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE67F5CDE859749E7AFDB7F639FF62A74"><enum>(3)</enum><text display-inline="yes-display-inline">the term <term>Administrator</term> means
			 the Administrator of the Small Business Administration;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD3F161B4C0DD460DA63CA179C8EA4521"><enum>(4)</enum><text display-inline="yes-display-inline">the term <term>member of the Guard or
			 Reserve</term> means a member of a reserve component of the armed forces, as
			 defined in section 10101 of title 10, United States Code;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idAB4D7D226CFD40A2B60BAE703F13F578"><enum>(5)</enum><text display-inline="yes-display-inline">the term <term>Secretary</term> means the
			 Secretary of Defense;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id09179C8F90334747AB472D2E372DB98A"><enum>(6)</enum><text display-inline="yes-display-inline">the term <term>small business
			 concern</term> has the same meaning as in section 3 of the Small Business Act
			 (15 U.S.C. 632); and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA930BA7A17D64D1A92E48DB243542442"><enum>(7)</enum><text display-inline="yes-display-inline">the term <term>veteran</term> has the same
			 meaning as in section 101(2) of title 38, United States Code.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="id7755D1679923489EB382DEC2146C9B31" section-type="subsequent-section"><enum>3.</enum><header>Guard and reserve
			 loans</header>
			<subsection commented="no" display-inline="no-display-inline" id="id10420A16D52E486A9961BE7E9DBA9EFF"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 7(b)(3) of
			 the Small Business Act (15 U.S.C. 636(b)(3)) is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id51722044CDF0403D98795ED643A6048B"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (E), by striking
			 <quote>$1,500,000</quote> each place such term appears and inserting
			 <quote>$2,000,000</quote>; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7D83AD1A269F4371BDEA3A720876B1C5"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="id4C983D154C4B477BB7A63750FF4DBC83" style="OLC">
						<subparagraph commented="no" display-inline="no-display-inline" id="idF258BDE3A67C40068CEF5A58A963E27D"><enum>(G)</enum><text display-inline="yes-display-inline">Notwithstanding any other provision of law,
				a loan not greater than $25,000 may be made under this paragraph without
				collateral.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id15C3F5C7B3BA4259A55121A252CCD9A0"><enum>(H)</enum><text display-inline="yes-display-inline">The Administrator shall give priority to
				any application for a loan under this paragraph and shall process and make a
				determination regarding such applications prior to processing or making a
				determination on other loan applications under this subsection, on a rolling
				basis.</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id4F0BAA7E18434D4D9861B47B1B06B084"><enum>(b)</enum><header>Loan
			 information</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idB901C8DAB67E4AFE9A1BE5684EF916B2"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Administrator and
			 the Secretary shall develop a joint website and printed materials providing
			 information regarding the program under section 7(b)(3) of the Small Business
			 Act.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4A4ABF1CAD6B40B8BB0225F57E532908"><enum>(2)</enum><header>Marketing</header><text display-inline="yes-display-inline">The Administrator is authorized—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="idFCCF9C2CEF6143348E83BC89FE49CBB5"><enum>(A)</enum><text display-inline="yes-display-inline">to advertise and promote the program under
			 section 7(b)(3) of the Small Business Act jointly with the Secretary and
			 veteran's service organizations; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1AB1444A8BA8470587BBBBCBE73363B1"><enum>(B)</enum><text display-inline="yes-display-inline">to advertise and promote participation by
			 lenders in such program jointly with trade associations for banks or other
			 lending institutions.</text>
					</subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id4FD882443ED14463AB946D0F48E7EE19" section-type="subsequent-section"><enum>4.</enum><header>Study</header>
			<subsection commented="no" display-inline="no-display-inline" id="idF2C00E4DC4ED42139D2C41D21465E97E"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Administrator and
			 the Secretary shall jointly conduct a study of the feasibility of—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id6F3ADBA321BA43E9B5568E95E218E12F"><enum>(1)</enum><text display-inline="yes-display-inline">creating a business mobilization and
			 interruption insurance program for members of the Guard or Reserve who own or
			 operate small business concerns;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id76963B441B7E4DA4BAA587E230E5E507"><enum>(2)</enum><text display-inline="yes-display-inline">creating an insurance program to repay
			 debts to the Administrator in the event of the death or significant injury of a
			 member of the Guard or Reserve who is activated; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID837457fa82a94e11ae9c864996bcbed1"><enum>(3)</enum><text display-inline="yes-display-inline">increasing the utilization of credit unions
			 affiliated with the Department of Defense in programs administered by the
			 Administrator.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id364E335FF11549039787CD5DDFD07265"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 6 months after the date of
			 enactment of this Act, the Administrator and the Secretary shall submit a joint
			 report to the Committee on Small Business and Entrepreneurship of the Senate
			 and the Committee on Small Business of the House of Representatives regarding
			 the study conducted under subsection (a).</text>
