		<official-title display="yes">To limit the reduction in the number of
		  personnel of the Air Force Space Command, and for other
		  purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="id0D1BB294FB6044449B087ABBC65DBADA" section-type="section-one"><enum>1.</enum><header>Limitation on reduction in
			 personnel of Air Force Space Command</header>
			<subsection commented="no" display-inline="no-display-inline" id="idB717228636F04980B7D6985A18D1442D"><enum>(a)</enum><header>Limitation</header><text display-inline="yes-display-inline">The Secretary of the Air Force may not
			 reduce the number of military personnel, civilian employees, or contractor
			 support personnel assigned to the Air Force Space Command, or any component of
			 the Air Force Space Command, from the number of such personnel or employees
			 assigned to the Air Force Space Command as of January 1, 2006, until the
			 Secretary submits to the appropriate committees of Congress the report
			 described in subsection (b).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id288D253414EC47C294B9BCEC787D476A"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">The report described in this subsection is
			 a report that includes the following:</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idADF7CEEBC9CC4295B1D2BB766724F4F3"><enum>(1)</enum><text display-inline="yes-display-inline">A description of the proposed reduction in
			 the number of military personnel, civilian employees, or contractor support
			 personnel, as the case may be, assigned to the Air Force Space Command.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA6875D73D0E440B09D26BDB5CB3EB164"><enum>(2)</enum><text display-inline="yes-display-inline">A justification for the proposed
			 reduction.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idECFB04F981A244A0801C9214407E52FC"><enum>(3)</enum><text display-inline="yes-display-inline">An assessment of the effect of the proposed
			 reduction on the capacity of the Air Force Space command to conduct its mission
			 in support of operational commanders.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idBAC74C91EAC947D2B2764FB1B582D82D"><enum>(4)</enum><text display-inline="yes-display-inline">An assessment whether or not the effect of
			 the proposed reduction could be mitigated by granting the commander of the Air
			 Forces Space Command, or the appropriate program executive officers, enhanced
			 authority to make personnel and resource decisions in implementing the proposed
			 reduction.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA7A9F6D4CEDA4E8CB84664A0F43148AD"><enum>(5)</enum><text display-inline="yes-display-inline">A certification that the proposed reduction
			 will not impede, disrupt, or otherwise diminish or interfere with the national
			 security space acquisition programs of the United States, national security
			 space operations of the United States, or national security space technology
			 development by the United States.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idAB049D4BF33543039FCC17D0E38B98A4"><enum>(c)</enum><header>Appropriate
			 committees of Congress defined</header><text display-inline="yes-display-inline">In this section, the term <term>appropriate
			 committees of Congress</term> means—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idB5156DC0B2FF4C5DBB9FAE3D90193CD3"><enum>(1)</enum><text display-inline="yes-display-inline">the Committees on Armed Services and
			 Appropriations and the Select Committee on Intelligence of the Senate;
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9C81B6E1FF4F49248727864FE9355332"><enum>(2)</enum><text display-inline="yes-display-inline">the Committees on Armed Services and
			 Appropriations and the Permanent Select Committee on Intelligence of the House
			 of Representatives.</text>
