		<official-title>To amend the Petroleum Marketing Practices Act to
		  prohibit restrictions on the installation of renewable fuel pumps, and for
		  other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Renewable Fuels Promotion
			 Act</short-title></quote>.</text>
		</section><section id="idF63DEE3638034A3096D0B0EC908E80BA"><enum>2.</enum><header>Prohibition on
			 restriction of installation of renewable fuel pumps</header>
			<subsection id="id05B3F8EAB0C94FABADBABE5FA490F866"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Title I of the
			 Petroleum Marketing Practices Act (15 U.S.C. 2801 et seq.) is amended by adding
			 at the end the following:</text>

					<section id="idCA4DA48080B948808249EAB1657DDA2E"><enum>107.</enum><header>Prohibition on
				restriction of installation of renewable fuel pumps</header>
						<subsection id="idED0CF65E48C240B18D2B90A9D3805858"><enum>(a)</enum><header>Definition of
				franchise-related document</header><text>In this section, the term
				<term>franchise-related document</term> means—</text>
							<paragraph id="id5C3612A4EBCD411B85BCEA06628AFF0D"><enum>(1)</enum><text>a franchise under
				this Act; and</text>
							</paragraph><paragraph id="id41883074BD7143FB8A852607F0AD28B9"><enum>(2)</enum><text>any other
				contract or directive of a franchisor relating to terms or conditions of the
				sale of fuel by a franchisee.</text>
							</paragraph></subsection><subsection id="id00ADBBB595A34B378721BE4D38FB0C22"><enum>(b)</enum><header>Prohibition</header><text>No
				franchise-related document shall contain a provision under which a franchisor
				restricts a franchisee (or an affiliate of a franchisee) from installing on the
				marketing premises of the franchisee a renewable fuel pump.</text>
						</subsection><subsection id="idAD58A7831AC8478184049372A33120D9"><enum>(c)</enum><header>Enforcement</header><text>Any
				provision described in subsection (b) that is contained in a franchise-related
				document and in effect on the date of enactment of this Act—</text>
							<paragraph id="id5599C4A636C94D09B3E5DDA3B1816F17"><enum>(1)</enum><text>shall be
				considered to be null and void as of that date; and</text>
							</paragraph><paragraph id="id3AF9592EFD544E64AF4675E2ED14E404"><enum>(2)</enum><text>shall not be
				enforced under section
				105.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idEAC6D31F827543BE8FE3B92899FDFF9C"><enum>(b)</enum><header>Conforming
			 amendments</header>
				<paragraph id="id25A8E9F60ECF462BB146F33B23D37B73"><enum>(1)</enum><header>In
			 general</header><text>Section 101(13) of the Petroleum Marketing Practices Act
			 (15 U.S.C. 2801(13)) is amended by adjusting the indentation of subparagraph
			 (C) appropriately.</text>
				</paragraph><paragraph id="id5400273262DC4B9DAC19245C6C15C31F"><enum>(2)</enum><header>Table of
			 contents</header><text>The table of contents of the Petroleum Marketing
			 Practices Act (15 U.S.C. 2801 note) is amended—</text>
					<subparagraph id="id5CAC1ABEB2BC44A09AF59F5488BF6FE4"><enum>(A)</enum><text>by inserting
			 after the item relating to section 106 the following:</text>

						<continuation-text continuation-text-level="subparagraph">and</continuation-text></subparagraph><subparagraph id="idAB098B7E07724E81A76431ED3D920266"><enum>(B)</enum><text>by striking the
			 item relating to section 202 and inserting the following:</text>

				rating testing and disclosure

					</subparagraph></paragraph></subsection></section><section id="idBB99A79B3D51416B850C1BB93B60D4E6"><enum>3.</enum><header>Refueling</header><text display-inline="no-display-inline">The Energy Policy Act of 1992 is amended by
			 inserting after section 304 (42 U.S.C. 13213) the following:</text>
			<quoted-block display-inline="no-display-inline" id="id4B6FEAFC5C2447B3AEB8F78E32C83218" style="OLC">
				<section id="idE72FFA13FD314849A58DEC99C7350B71"><enum>304A.</enum><header>Federal fleet
				fueling centers</header>
					<subsection id="id975360712D174DA5AFF49577E4122BC2"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">Not later than
				January 1, 2008, the appropriate Federal agency shall install not less than 1
				renewable fuel pump at every Federal fleet fueling center in the United
				States.</text>
					</subsection><subsection id="id6B5D92F3354345F88613785C159F5D5E"><enum>(b)</enum><header>Authorization
				of appropriations</header><text>There are authorized to be appropriated such
				sums as are necessary to carry out this
				section.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="IDab9136100c344512b11330a70a22187d"><enum>4.</enum><header>Report</header><text display-inline="no-display-inline">Not later than October 31 of each year
			 beginning after the date of enactment of this Act, the President shall submit
			 to Congress a report that describes the progress of the agencies of the Federal
			 government (including the Executive Office of the President) in complying
			 with—</text>
			<paragraph id="id45E086F87DE04CB09EC1AC5C82E28295"><enum>(1)</enum><text display-inline="yes-display-inline">the Energy Policy Act of 1992
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/13201">42 U.S.C.
			 13201</external-xref> et seq.);</text>
			</paragraph><paragraph id="idD3A92C52744B4450873BD2AA4B32805C"><enum>(2)</enum><text display-inline="yes-display-inline">Executive Order 13149 (65 Fed. Reg. 24595;
			 relating to greening the government through Federal fleet and transportation
			 efficiency); and</text>
			</paragraph><paragraph id="idA5850CB4743C4E3BBDA585FF8BFD3AEC"><enum>(3)</enum><text>the Federal fleet
			 fueling center requirement under section 304A of the Energy Policy Act of 1992
			 (as added by section 3).</text>
