		<section id="IDDE6F86212D16445CA91EBEAF44043736" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Caribbean National Forest Act of

			 2005</short-title></quote>.</text>

		</section><section id="ID7516F2B991F6454A87FFE2233EECEE05"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>

			<paragraph id="ID038A803EA3DA4A81BA5D94AFA343C29C"><enum>(1)</enum><header>Map</header><text>The

			 term <term>map</term> means the map dated April 13,

			 <deleted-phrase committee-id="SSEG00" reported-display-style="strikethrough">2004</deleted-phrase>

					<added-phrase committee-id="SSEG00" reported-display-style="italic">2004,</added-phrase> and entitled <quote>El

			 Toro Proposed Wilderness Area</quote>.</text>

			</paragraph><paragraph id="IDD784D0EFEBDE4B1984B5F8B333AC4EC3"><enum>(2)</enum><header>Secretary</header><text>The

			 term <term>Secretary</term> means the Secretary of Agriculture.</text>

			</paragraph></section><section id="ID277F6589C86D4B3BB23ED5510B1EA98B"><enum>3.</enum><header>Wilderness

			 designation, caribbean national forest, Puerto Rico</header>

			<subsection id="ID7A47200EFA474E859160C2C440C5AE3D"><enum>(a)</enum><header>El Toro

			 Wilderness</header>

				<paragraph id="IDCF5E28DB1E2E4A0DBC685F32F8C94FD1"><enum>(1)</enum><header>In

			 general</header><text>In furtherance of the purposes of the Wilderness Act (16

			 U.S.C.

			 <deleted-phrase committee-id="SSEG00" reported-display-style="strikethrough">1113</deleted-phrase>

						<added-phrase committee-id="SSEG00" reported-display-style="italic">1131</added-phrase> et seq.), the approximately

			 10,000 acres of land in the Caribbean National Forest/Luquillo Experimental

			 Forest in the Commonwealth of Puerto Rico

			 <deleted-phrase committee-id="SSEG00" reported-display-style="strikethrough">described in</deleted-phrase>

						<added-phrase committee-id="SSEG00" reported-display-style="italic">as

			 generally depicted on</added-phrase> the map are designated as wilderness and

			 as a component of the National Wilderness Preservation System.</text>

				</paragraph><paragraph id="IDB24E5D73E21C478FA28D52F230F77161"><enum>(2)</enum><header>Designation</header><text>The

			 land designated in paragraph (1) shall be known as the El Toro

			 Wilderness.</text>

				</paragraph><paragraph id="IDDC4895B57D874741A96AEC3F8C78354E"><enum>(3)</enum><header>Wilderness

			 boundaries</header><text>The El Toro Wilderness shall consist of the land

			 <deleted-phrase committee-id="SSEG00" reported-display-style="strikethrough">described in</deleted-phrase>

						<added-phrase committee-id="SSEG00" reported-display-style="italic">generally

			 depicted</added-phrase> on the map.</text>

				</paragraph></subsection><subsection id="ID3AB80439B2B848909A385EC1C09644CC"><enum>(b)</enum><header>Map and

			 boundary description</header>

				<paragraph id="ID40D5F218AFD34DB7B21FEA70D8E5CD2D"><enum>(1)</enum><header>In

			 general</header><text>As soon as practicable after the date of enactment of

			 this Act, the Secretary shall—</text>

					<subparagraph id="ID7ED3A7BE6C924ADDBB7F513724A94A07"><enum>(A)</enum><text>prepare a

			 boundary description of the El Toro Wilderness; and</text>

					</subparagraph><subparagraph id="ID354A03E1834A4873BDE2975F156EB61C"><enum>(B)</enum><text>submit the map

			 and the boundary description to the Committee on Energy and Natural Resources

			 of the Senate and the Committee on Resources of the House of

			 Representatives.</text>

					</subparagraph></paragraph><paragraph id="IDDA954864B09F4FD1A98AAED286078FA5"><enum>(2)</enum><header>Public

			 inspection and treatment</header><text>The map and the boundary description

			 prepared under paragraph (1)(A)—</text>

					<subparagraph id="IDDC9101443DB541EFB83CC3C33A9E1674"><enum>(A)</enum><text>shall be on file

			 and available for public inspection in the office of the Chief of the Forest

			 Service; and</text>

					</subparagraph><subparagraph id="ID49248187E2F849D790A01ADFBCEAC2B0"><enum>(B)</enum><text>shall have the

			 same force and effect as if included in this Act.</text>

					</subparagraph></paragraph><paragraph id="ID141212B47BE840D1A23B3187BD10FF3B"><enum>(3)</enum><header>Errors</header><text>The

			 Secretary may correct clerical and typographical errors in the map and the

			 boundary description prepared under paragraph (1)(A).</text>

				</paragraph></subsection><subsection id="ID0EDC139334494BC180678A60EBD5AD5D"><enum>(c)</enum><header>Administration</header>

				<paragraph id="IDE0925632D7DC4DB7897A5F1F291F9743"><enum>(1)</enum><header>In

			 general</header><text>Subject to valid existing rights, the Secretary shall

			 administer the El Toro Wilderness in accordance with the Wilderness Act

			 (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C.

			 1131</external-xref> et seq.) and this Act.</text>

				</paragraph><paragraph id="ID17A4F34D45EA48CAA08DBDF102C1263E"><enum>(2)</enum><header>Effective date

			 of Wilderness Act</header><text>With respect to the El Toro Wilderness, any

			 reference in the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.) to the

			 effective date of that Act shall be deemed to be a reference to the date of the

			 enactment of this Act.</text>

				</paragraph></subsection><subsection id="IDF8805F46B5704587ACB0C60FA790B102"><enum>(d)</enum><header>Special

			 management considerations</header><text>Consistent with the Wilderness Act

			 (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C.

			 1131</external-xref> et seq.), nothing in this Act precludes the installation

			 and maintenance of hydrologic, meteorological, climatological, or atmospheric

			 data collection and remote transmission facilities, or any combination of those

			 facilities, in any case in which the Secretary determines that the facilities

			 are essential to the scientific research purposes of the Luquillo Experimental

			 Forest.</text>

			</subsection></section></legis-body><official-title-amendment>Amend the title so as to read:

	 <quote>A bill to designate certain National Forest System land in the

	 Commonwealth of Puerto Rico as a component of the National Wilderness

	 Preservation System.</quote>.</official-title-amendment>
