		<official-title display="yes">To designate certain National Forest System

		  land in the State of Vermont for inclusion in the National Wilderness

		  Preservation system and designate a National Recreation Area.</official-title>

		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Vermont Wilderness Act of

			 2006</short-title></quote>.</text>

		</section><section commented="no" display-inline="no-display-inline" id="ID60D58BB58831446F87CA38004B3EFC34" section-type="subsequent-section"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>

			<paragraph commented="no" display-inline="no-display-inline" id="IDE217F08919E741D584BBE8CA02F12417"><enum>(1)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the

			 Secretary of Agriculture, acting through the Chief of the Forest

			 Service.</text>

			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9FBD5A7A584347479CAE06FBA8C08CCF"><enum>(2)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> means the State

			 of Vermont.</text>

			</paragraph></section><title commented="no" id="idE50CAC81A002449BBB9389FF83D44713" style="OLC"><enum>I</enum><header>Designation of wilderness areas</header>

			<section commented="no" display-inline="no-display-inline" id="ID3ABF5F7CA93645B2A45F01ADE1875DAE" section-type="subsequent-section"><enum>101.</enum><header>Designation</header><text display-inline="no-display-inline">In accordance with the Wilderness Act

			 (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C.

			 1131</external-xref> et seq.), the following areas in the State are designated

			 as wilderness areas and as components of the National Wilderness Preservation

			 System:</text>

				<paragraph commented="no" display-inline="no-display-inline" id="ID0d35d8a863bd4424aad8465b664dfa65"><enum>(1)</enum><text display-inline="yes-display-inline">Certain Federal land managed by the United

			 States Forest Service, comprising approximately 28,491 acres, as generally

			 depicted on the map entitled <quote>Glastenbury Wilderness—Proposed</quote>,

			 dated March 2006, which shall be known as the <quote>Glastenbury

			 Wilderness</quote>.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3F7643583BD74F47AD4F98C0CF38EE2A"><enum>(2)</enum><text display-inline="yes-display-inline">Certain Federal land managed by the United

			 States Forest Service, comprising approximately 12,437 acres, as generally

			 depicted on the map entitled <quote>Joseph Battell Wilderness—Proposed</quote>,

			 dated March 2006, which shall be known as the <quote>Joseph Battell

			 Wilderness</quote>.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id61A2FD837D7C420FAF475294756D4E5E"><enum>(3)</enum><text display-inline="yes-display-inline">Certain Federal land managed by the United

			 States Forest Service, comprising approximately 4,223 acres, as generally

			 depicted on the map entitled <quote>Breadloaf Wilderness

			 Additions—Proposed</quote>, dated March 2006, which shall be known as the

			 <quote>Breadloaf Wilderness</quote>.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id07C7D9D9DDFA4F8BB2DBCABE4A11EC99"><enum>(4)</enum><text display-inline="yes-display-inline">Certain Federal land managed by the United

			 States Forest Service, comprising approximately 2,171 acres, as generally

			 depicted on the map entitled <quote>Lye Brook Wilderness

			 Additions—Proposed</quote>, dated March 2006, which shall be known as the

			 <quote>Lye Brook Wilderness</quote>.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEF171723E9224ADCA9E29A10AF814729"><enum>(5)</enum><text display-inline="yes-display-inline">Certain Federal land managed by the United

			 States Forest Service, comprising approximately 797 acres, as generally

			 depicted on the map entitled <quote>Peru Peak Wilderness

			 Additions—Proposed</quote>, dated March 2006, which shall be known as the

			 <quote>Peru Peak Wilderness</quote>.</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idEA566A60A1034595BBEDCD672A34A1D6"><enum>(6)</enum><text display-inline="yes-display-inline">Certain Federal land managed by the United

			 States Forest Service, comprising approximately 42 acres, as generally depicted

			 on the map entitled <quote>Big Branch Wilderness Additions—Proposed</quote>,

			 dated March 2006, which shall be known as the <quote>Big Branch

			 Wilderness</quote>.</text>

				</paragraph></section><section commented="no" display-inline="no-display-inline" id="ID36151779f156448a975b3765b6f77cf5" section-type="subsequent-section"><enum>102.</enum><header>Map and

			 description</header>

				<subsection commented="no" display-inline="no-display-inline" id="id49EA3A9F9CE847B9A0A012283A3267AB"><enum>(a)</enum><header>In

			 general</header><text display-inline="yes-display-inline">As soon as

			 practicable after the date of enactment of this Act, the Secretary shall file a

			 map and a legal description of each wilderness area designated by section 101

			 with—</text>

					<paragraph commented="no" display-inline="no-display-inline" id="id7D3A3F70920C452CB0601717F6A4A167"><enum>(1)</enum><text display-inline="yes-display-inline">the Committee on Resources of the House of

			 Representatives;</text>

					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id267BCF80E131436DA579B6EF7DC3BAF0"><enum>(2)</enum><text display-inline="yes-display-inline">the Committee on Agriculture of the House

			 of Representatives; and</text>

					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE077188EF5C0409D976A684D766C6CFF"><enum>(3)</enum><text display-inline="yes-display-inline">the Committee on Agriculture, Nutrition,

			 and Forestry of the Senate.</text>

					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id2CC3E4B7057E4B06A8658C8264241378"><enum>(b)</enum><header>Force of

			 law</header><text display-inline="yes-display-inline">A map and legal

			 description filed under subsection (a) shall have the same force and effect as

			 if included in this Act, except that the Secretary may correct clerical and

			 typographical errors in the map and legal description.</text>

				</subsection><subsection commented="no" display-inline="no-display-inline" id="idCDBAAA0A3C5D4FE18D12F365A981F517"><enum>(c)</enum><header>Public

			 availability</header><text display-inline="yes-display-inline">Each map and

			 legal description filed under subsection (a) shall be filed and made available

			 for public inspection in the Office of the Chief of the Forest Service.</text>

				</subsection></section><section commented="no" display-inline="no-display-inline" id="ID8ea68c07d49c43c097d9fd0c1b570fe5" section-type="subsequent-section"><enum>103.</enum><header>Administration</header>

				<subsection commented="no" display-inline="no-display-inline" id="ID08984E2BAFA443C6A42760936CB3F7FF"><enum>(a)</enum><header>Administration</header><text display-inline="yes-display-inline">Subject to valid rights in existence on the

			 date of enactment of this Act, each wilderness area designated under this

			 section shall be administered by the Secretary in accordance with—</text>

					<paragraph commented="no" display-inline="no-display-inline" id="ID09B1452F4ECD4D1F9683F8BDA3FBD750"><enum>(1)</enum><text display-inline="yes-display-inline"><act-name parsable-cite="FLPMA">the Federal

			 Land Policy and Management Act of 1976</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701</external-xref> et

			 seq.); and</text>

					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID8D9CBB7474FA47D8BAF3C32F033EDEF8"><enum>(2)</enum><text display-inline="yes-display-inline">the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et

			 seq.).</text>

					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID3a8e48ab07aa4f54adaf03c8c6f1a6b5"><enum>(b)</enum><header>Fish and

			 wildlife</header><text display-inline="yes-display-inline">Nothing in this

			 title affects the jurisdiction of the State with respect to wildlife and fish

			 on the public land located in the State, including the stocking of fish

			 in—</text>

					<paragraph commented="no" display-inline="no-display-inline" id="idA550E24BC4B348EBA6D61B1DC3084631"><enum>(1)</enum><text display-inline="yes-display-inline">lakes and ponds in the State that the State

			 has historically stocked; and</text>

					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id557198E82AE742D092885A3AFC58BE4B"><enum>(2)</enum><text display-inline="yes-display-inline">rivers and streams in the State to support

			 the Connecticut River Atlantic Salmon Restoration Program.</text>

					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID952d13521b4f4600ae1cf3368d9037b4"><enum>(c)</enum><header>Trails</header>

					<paragraph commented="no" display-inline="no-display-inline" id="idBBBF16F5EBD9484EAE04103CA1D8E02F"><enum>(1)</enum><header>In

			 general</header><text display-inline="yes-display-inline">The Forest Service

			 shall permit the use of minimum tools and traditional, trail-specific methods

			 to mark and maintain—</text>

						<subparagraph commented="no" display-inline="no-display-inline" id="id178E0E0B15DE4925AF5E60B466278FAB"><enum>(A)</enum><text display-inline="yes-display-inline">the Appalachian National Scenic

			 Trail;</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idEBC23BBD31DA417B8CD5EC491AACD201"><enum>(B)</enum><text display-inline="yes-display-inline">the Long Trail;</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE09A41DD4DBF47E0AE45D2B32C389303"><enum>(C)</enum><text display-inline="yes-display-inline">the Catamount Trail; and</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD5E7433500CD4465BE9450E3FBC81B9C"><enum>(D)</enum><text display-inline="yes-display-inline">associated trails and structures of the

			 Trails specified in this subsection, as generally depicted on the map entitled

			 <quote>Trails within the Green Mountain National Forest Wilderness

			 Areas</quote> and dated April 2006.</text>

						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id28C62C27541242A1805B8862AA27880B"><enum>(2)</enum><header>Catamount Trail

			 relocation and completion</header><text display-inline="yes-display-inline">For

			 the segment of the Catamount Trail that is located in the Lye Brook Wilderness,

			 the Secretary—</text>

						<subparagraph commented="no" display-inline="no-display-inline" id="idCF006FB2542446228A5905203047B633"><enum>(A)</enum><text display-inline="yes-display-inline">may waive the requirements described in

			 paragraph (1); and</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id340E30BDE54F483B9F1E7327EF756D1C"><enum>(B)</enum><text display-inline="yes-display-inline">shall assist the efforts of the Catamount

			 Trail Association to relocate and complete the construction of the Catamount

			 Trail.</text>

						</subparagraph></paragraph></subsection></section></title><title commented="no" id="id9CD8D2415A2C4657B637AB76370C75DA" style="OLC"><enum>II</enum><header>Moosalamoo National Recreation Area</header>

			<section commented="no" display-inline="no-display-inline" id="id1889B07141D0437AAA143EFEA3C39CB1" section-type="subsequent-section"><enum>201.</enum><header>Designation</header><text display-inline="no-display-inline">Certain Federal land managed by the United

			 States Forest Service, comprising approximately 16,890 acres, as generally

			 depicted on the map entitled <quote>Moosalamoo National Recreation

			 Area—Proposed</quote>, dated March 2006, are designated as the

			 <quote>Moosalamoo National Recreation Area</quote>.</text>

			</section><section commented="no" display-inline="no-display-inline" id="idBD4AA4F47AB84FE390CD2195FEC4768B" section-type="subsequent-section"><enum>202.</enum><header>Map and

			 description</header>

				<subsection commented="no" display-inline="no-display-inline" id="id01C7EE89AF784B539E97674E7A68A302"><enum>(a)</enum><header>In

			 general</header><text display-inline="yes-display-inline">As soon as

			 practicable after the date of enactment of this Act, the Secretary shall file a

			 map and a legal description of the national recreation area designated by

			 section 201 with—</text>

					<paragraph commented="no" display-inline="no-display-inline" id="id55B71273856F42538D01C63AF3B4CA13"><enum>(1)</enum><text display-inline="yes-display-inline">the Committee on Resources of the House of

			 Representatives;</text>

					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA7445129E85B4D508EE53907EAD0E0FC"><enum>(2)</enum><text display-inline="yes-display-inline">the Committee on Agriculture of the House

			 of Representatives; and</text>

					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF30480BC876647968F7004014C627CA8"><enum>(3)</enum><text display-inline="yes-display-inline">the Committee on Agriculture, Nutrition,

			 and Forestry of the Senate.</text>

					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idAC9D157FA41D46D9A74246E9DB1ADEDB"><enum>(b)</enum><header>Force of

			 law</header><text display-inline="yes-display-inline">A map and legal

			 description filed under subsection (a) shall have the same force and effect as

			 if included in this title, except that the Secretary may correct clerical and

			 typographical errors in the map and legal description.</text>

				</subsection><subsection commented="no" display-inline="no-display-inline" id="id4415D411FF3547A8B2C55B2CFD48BF27"><enum>(c)</enum><header>Public

			 availability</header><text display-inline="yes-display-inline">Each map and

			 legal description filed under subsection (a) shall be filed and made available

			 for public inspection in the Office of the Chief of the Forest Service.</text>

				</subsection></section><section commented="no" display-inline="no-display-inline" id="ID35a8f9ecc9d54df7a9998517d9d33af6" section-type="subsequent-section"><enum>203.</enum><header>Administration of

			 national recreation area</header>

				<subsection commented="no" display-inline="no-display-inline" id="IDe33e927d0c8a44b6841a3d749d46fe3d"><enum>(a)</enum><header>In

			 general</header><text display-inline="yes-display-inline">Subject to valid

			 rights existing on the date of enactment of this Act, the Secretary shall

			 administer the Moosalamoo National Recreation Area in accordance with—</text>

					<paragraph commented="no" display-inline="no-display-inline" id="idFCBA9373C0C846D99AF9655380B15198"><enum>(1)</enum><text display-inline="yes-display-inline">laws (including rules and regulations)

			 applicable to units of the National Forest System; and</text>

					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3B129F00B0D446DDA5624BDFC7C04831"><enum>(2)</enum><text display-inline="yes-display-inline">the objectives described or specified in

			 the Green Mountain National Forest Land and Resource Management Plan—</text>

						<subparagraph commented="no" display-inline="no-display-inline" id="IDdcd55d40ef084e99aaf09ab25f7c24f7"><enum>(A)</enum><text display-inline="yes-display-inline">to provide a showcase for multiple use

			 management of the National Forest System;</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDb517aa13a32f4d61b3dad2d80e627ab9"><enum>(B)</enum><text display-inline="yes-display-inline">to provide outstanding educational and

			 interpretation opportunities in the areas of ecological processes and forest

			 management;</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID944cd54b19814772bbff8c9c0cbe25d8"><enum>(C)</enum><text display-inline="yes-display-inline">to provide for public enjoyment of the area

			 for outdoor recreation and other benefits; and</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDc3cbbf6999f249a8a3a360540605a16f"><enum>(D)</enum><text display-inline="yes-display-inline">to manage for the other resource values

			 present in the Area, in a manner that does not impair the public recreation

			 values and other special attributes of the Area.</text>

						</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID10f8bf33bc40470ba49c14c0b2f8d509"><enum>(b)</enum><header>Fish and

			 wildlife</header><text display-inline="yes-display-inline">Nothing in this

			 title affects the jurisdiction of the State with respect to wildlife and fish

			 on the public land located in the State.</text>

				</subsection><subsection commented="no" display-inline="no-display-inline" id="IDb07f250d1a7f477a94b1d03f8be03096"><enum>(c)</enum><header>Escarpment and

			 ecological areas</header><text display-inline="yes-display-inline">Nothing in

			 this title prevents the Secretary from managing the Green Mountain Escarpment

			 Management Area and the Ecological Special Areas, as described in the Green

			 Mountain National Forest Land and Resource Management Plan.</text>

				</subsection><subsection commented="no" display-inline="no-display-inline" id="idD2EEBEF0AF624E44900AD2379FFF284D"><enum>(d)</enum><header>Comprehensive

			 management plan</header>

					<paragraph commented="no" display-inline="no-display-inline" id="ID17e92b2e07b44d7597b5365c27ab37b5"><enum>(1)</enum><header>In

			 general</header><text display-inline="yes-display-inline">Not later than 18

			 months after the date of enactment of this Act, the Secretary shall develop and

			 submit a comprehensive management plan for the Area designated by section 201

			 of this title to—</text>

						<subparagraph commented="no" display-inline="no-display-inline" id="idBBFEB7352C004960BD423B08D28A7C28"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Resources of the House of

			 Representatives;</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id58444B9862C145D98075156B83C40522"><enum>(B)</enum><text display-inline="yes-display-inline">the Committee on Agriculture of the House

			 of Representatives; and</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id484F96DD73524576AC3CD6E664D9BFB1"><enum>(C)</enum><text display-inline="yes-display-inline">the Committee on Agriculture, Nutrition,

			 and Forestry of the Senate.</text>

						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDd8ee7fa9d575425982a79d313294aa96"><enum>(2)</enum><header>Administration</header><text display-inline="yes-display-inline">In conducting the reviews and preparing the

			 comprehensive management plan required by paragraph (1), the Secretary

			 shall—</text>

						<subparagraph commented="no" display-inline="no-display-inline" id="id80CC4AF8DAEE48AEBAA200EFE870800C"><enum>(A)</enum><text display-inline="yes-display-inline">provide for full public participation;

			 and</text>

						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0E28DCC6A14E45D58931649444667269"><enum>(B)</enum><text display-inline="yes-display-inline">consider the views of interested agencies,

			 organizations, and individuals.</text>

						</subparagraph></paragraph></subsection></section></title></legis-body>
