		<official-title>To establish an Office of Consumer Advocacy and Outreach

		  within the Federal Trade Commission to protect consumers from certain unfair or

		  deceptive acts or practices, and for other purposes.</official-title>

		<section id="ID5D7A45665DC84A1383A7D89473C7FA12" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Federal Trade Commission Consumer

			 Advocacy Act</short-title></quote>.</text>

		</section><section id="IDB83A09E31D5648258BA5B006916628B0"><enum>2.</enum><header>Establishment of

			 the Office of Consumer Advocacy and Outreach</header><text display-inline="no-display-inline">There is established within the Federal

			 Trade Commission an Office of Consumer Advocacy and Outreach.</text>

		</section><section id="IDBF0C0ECF33F046EFBFE71738665D93A6"><enum>3.</enum><header>Purpose of the

			 Office of Consumer Advocacy and Outreach</header><text display-inline="no-display-inline">The purpose of the Office of Consumer

			 Advocacy and Outreach is to protect minority consumers, disabled consumers, and

			 other targeted consumers from unfair or deceptive acts or practices that

			 violate section 5 of the <act-name parsable-cite="FTCA">Federal Trade

			 Commission Act</act-name> (15 U.S.C. 45).</text>

		</section><section id="ID84663AC5086B498A9DB4040D4DD0F58D"><enum>4.</enum><header>Responsibilities

			 of the Office of Consumer Advocacy and Outreach</header><text display-inline="no-display-inline">The head of the Office of Consumer Advocacy

			 and Outreach shall—</text>

			<paragraph id="IDAE5BFABAA9E647E8B8D9B741A6D5B230"><enum>(1)</enum><text>assist law

			 enforcement personnel in—</text>

				<subparagraph id="ID78B6B6DC8CD6473A993D5E86030B6D38"><enum>(A)</enum><text>investigating

			 unfair or deceptive acts or practices that violate section 5 of the

			 <act-name parsable-cite="FTCA">Federal Trade Commission Act</act-name> (15

			 U.S.C. 45) and that affect minority, disabled, or other targeted consumers;

			 and</text>

				</subparagraph><subparagraph id="IDA9A63C7FB8AC4A57B7DF74D2BDC76E53"><enum>(B)</enum><text>increasing the

			 amount of information available about such acts or practices through the

			 Consumer Sentinel database system or an equivalent database system;</text>

				</subparagraph></paragraph><paragraph id="ID8656B30FBD744E7B9DF1E180DE1321E2"><enum>(2)</enum><text>provide

			 consumers, including minority, disabled, or other targeted consumers,

			 information regarding detecting unfair or deceptive acts or practices;</text>

			</paragraph><paragraph id="ID5378F11D609A46AABB47988047A004EA"><enum>(3)</enum><text>administer a

			 program that permits individuals to anonymously report information regarding an

			 unfair or deceptive act or practice that affects minority, disabled, or other

			 targeted consumers;</text>

			</paragraph><paragraph id="IDD12D10EC3F6742ABAF218495C199870C"><enum>(4)</enum><text>carry out a

			 program to provide a monetary reward to an individual who reports an unfair or

			 deceptive act or practice that affects minority, disabled, or other targeted

			 consumers if such report results in the Federal Trade Commission obtaining a

			 civil penalty from a person liable for such act or practice; and</text>

			</paragraph><paragraph id="ID49B4C42110444B66B5C9AFDDC46BE2DC"><enum>(5)</enum><text>carry out a

			 public awareness campaign in Spanish to inform Spanish-speaking consumers about

			 the services provided by the Office and the award program described in

			 paragraph (4).</text>
