		<official-title>To require the FCC to issue a final order regarding white

		  spaces.</official-title>

		<section id="idBA3F1B455EE34E69B8BE61C6AB8207BC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Wireless

			 Innovation Act of 2006</quote> or the <quote>Winn Act</quote>.</text>

		</section><section id="id35E7EDD10E42413492012EE646433EF1" section-type="subsequent-section"><enum>2.</enum><header>White Spaces</header>

			<subsection id="idCE8909264B59476DABC8AE1CBACDC36A"><enum>(a)</enum><header>Completion of

			 order</header><text display-inline="yes-display-inline">Not later than 180 days

			 after the date of enactment of this Act, the Federal Communications Commission

			 shall complete its proceeding and issue a final order regarding white space in

			 the matter of Unlicensed Operation in the TV Broadcast Bands, ET Docket No.

			 04–186.</text>

			</subsection><subsection id="idED0FA4F11F494231AF3E815750E30C8A"><enum>(b)</enum><header>Conditions</header><text display-inline="yes-display-inline">In completing the requirement described in

			 subsection (a), the Federal Communications Commission shall in such final

			 order—</text>

				<paragraph id="IDbb29527173104c0587df3ab72a6b0bb0"><enum>(1)</enum><text>permit

			 unlicensed, non-exclusive use of unassigned, non-licensed television broadcast

			 channels between 54 MHz and 698 MHz;</text>

				</paragraph><paragraph id="ID9cb16fa97a6c4c2f92ff3de8c3e35a85"><enum>(2)</enum><text>establish

			 technical guidelines and requirements for the offering of unlicensed service in

			 such band to protect incumbent licensed services and licensees from harmful

			 interference; and</text>

				</paragraph><paragraph id="IDe4e3aa6a514d4ea48b57552718b6662f"><enum>(3)</enum><text>require

			 unlicensed devices operating in such band to comply with existing certification

			 processes.</text>
