		<official-title>To permanently prohibit oil and gas leasing off the coast

		  of the State of California, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short

			 title</header><text display-inline="no-display-inline">This Act may be cited as

			 the <quote><short-title>California Ocean and Coastal

			 Protection Act</short-title></quote>.</text>

		</section><section id="id839D6D6BE10C4198AA0B47B2B989BEDA"><enum>2.</enum><header>Prohibition of

			 oil and gas leasing in certain areas of the outer continental

			 shelf</header><text display-inline="no-display-inline">Section 8 of the Outer

			 Continental Shelf Lands Act (43 U.S.C. 1337) is amended by adding at the end

			 the following:</text>

				<subsection id="id39F248700380423AB47BFA0B734577C8"><enum>(q)</enum><header>Prohibition of

				oil and gas leasing in certain areas of the outer continental shelf</header>

					<paragraph id="id6E0F11828F404FB09CF2D3F4CCDB71B8"><enum>(1)</enum><header>In

				general</header><text>Notwithstanding any other provision of this Act or any

				other law and except as provided in paragraph (2), beginning on the date of

				enactment of this subsection, the conduct of oil and gas preleasing, leasing,

				and related activities is prohibited in areas of the outer Continental Shelf

				located off the coast of the State of California.</text>

					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE39A2FF870C64D36950CE96824EBDD15"><enum>(2)</enum><header>Effect</header><text display-inline="yes-display-inline">Nothing in this subsection affects any

				rights under leases issued under this Act before the date of enactment of this

				subsection.</text>

					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>

		</section><section id="id1EE04A6B9CCC41EA94BE523F7D9FF750"><enum>3.</enum><header>Comprehensive

			 inventory of outer continental shelf oil and natural gas

			 resources</header><text display-inline="no-display-inline">Section 357(a) of

			 the Energy Policy Act of 2005 (42 U.S.C. 15912(a)) is amended by inserting

			 after <quote>Continental Shelf</quote> the following: <quote>(other than the

			 areas of the outer Continental Shelf off the coast of the State of

			 California)</quote>.</text>
