		<official-title>To establish a language arts facility for Homeland

		  Security personnel and law enforcement officers.</official-title>

		<section id="idC47EFBA4E97A438182A4EB860236C07D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Foreign Language Training Act of

			 2006</short-title></quote>.</text>

		</section><section id="id14AE7E6F9E314603926B08539476B5A4" section-type="subsequent-section"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text>

			<paragraph id="id39825A0323C7443A94324D2D80D91642"><enum>(1)</enum><text>the term

			 <term>executive agency</term> has the same meaning as in section 105 of title

			 5, United States Code, except that the term does not include the Department of

			 Defense;</text>

			</paragraph><paragraph id="id035673BAF7064F7F99DFB94A6D0EAD5E"><enum>(2)</enum><text>the term

			 <term>law enforcement officer</term> has the same meaning as in section 8331 of

			 title 5, United States Code; and</text>

			</paragraph><paragraph id="id5C7D9C8ABEB549ADBC135560C30CC528"><enum>(3)</enum><text>the term

			 <term>Secretary</term> means the Secretary of Homeland Security.</text>

			</paragraph></section><section id="id0644AD897CD94139A028EBFACED9B960"><enum>3.</enum><header>Language arts

			 program and facility</header>

			<subsection id="idFC2ED537D07B4593B37304D5D29B4080"><enum>(a)</enum><header>Program

			 expansion</header><text>The Secretary shall expand the language arts program at

			 the Federal Law Enforcement Training Center in Artesia, New Mexico, to provide

			 training for the Department of Homeland Security personnel and law enforcement

			 officers identified under section 4.</text>

			</subsection><subsection id="id46EB6801C595488190DF22A25F955A2B"><enum>(b)</enum><header>Facility</header><text>The

			 Secretary is authorized to construct a language arts facility at the Federal

			 Law Enforcement Training Center in Artesia, New Mexico.</text>

			</subsection></section><section id="id602DF08A910047758205D4FEC4FF4523"><enum>4.</enum><header>Training

			 requirement</header>

			<subsection id="idC3E6BBA98C234663A1B68A1539709A0F"><enum>(a)</enum><header>Homeland

			 Security</header><text>The Secretary shall—</text>

				<paragraph id="id2EAD10F6D6D841B0ACFC67DDA5C63803"><enum>(1)</enum><text>identify any

			 employee of the Department of Homeland Security for whom foreign language

			 education is necessary; and</text>

				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idCC40F0A7380743AEA5444D90414A2750"><enum>(2)</enum><text>require foreign

			 language education for any employee identified under paragraph (1).</text>

				</paragraph></subsection><subsection id="idCEFF8AD072A64197B59CFDD86A72D636"><enum>(b)</enum><header>Law

			 enforcement</header><text>The head of each executive agency shall—</text>

				<paragraph id="id0DA421BC81054BEFA22BFD56BE9B36AC"><enum>(1)</enum><text>identify any law

			 enforcement officer employed by such executive agency for whom foreign language

			 education is necessary; and</text>

				</paragraph><paragraph id="idB8DA8EE65367452996572C990BBF5970"><enum>(2)</enum><text>require foreign

			 language education for any law enforcement officer identified under paragraph

			 (1).</text>

				</paragraph></subsection><subsection id="idDDC57637483747959EB573713DCC7395"><enum>(c)</enum><header>Training</header><text>Foreign

			 language education for any individual identified under subsection (a)(1) or

			 (b)(1) shall be provided at the language arts facility authorized under section

			 3(b).</text>

			</subsection></section><section id="idECAD798FAD8E4C49B53B2D9F11EEEA0A"><enum>5.</enum><header>Authorization of

			 appropriations</header><text display-inline="no-display-inline">There are

			 authorized to be appropriated such sums as are necessary to carry out this

			 Act.</text>
