		<official-title>To amend title 49, United States Code, to require that

		  automobiles and light trucks manufactured after model year 2007 be able to

		  operate on a fuel mixture that is at least 85 percent ethanol, and for other

		  purposes.</official-title>

		<section id="idBAD762791A4D40228C91081EAC752E03" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the

			 <quote><short-title>Freedom From Foreign Oil Act of

			 2006</short-title></quote>.</text>

		</section><section id="ID41447004CA494C6C9EB62D5F34C1E6A0"><enum>2.</enum><header>Requirement to

			 permit automobiles to use certain alternative fuels</header>

			<subsection id="IDEF2BF82C67A84EE3B2F5887204D7573A"><enum>(a)</enum><header>Requirement</header><text>Chapter

			 329 of title 49, United States Code, is amended by inserting after section

			 32902 the following new section:</text>

				<quoted-block id="ID092E2CCEB49C4D5CBF5D8128D0A659B6" style="USC">

					<section id="ID3389FB87B3CA4464B4DA06BA97A39D9D"><enum>32902A.</enum><header>Requirement

				to equip automobiles to use alternative biofuels</header>

						<subsection id="ID3077E685C6924081B00235E383D539DC"><enum>(a)</enum><header>Requirement</header><text>A

				passenger automobile, an automobile capable of off-highway operation, or a

				light truck manufactured that is by a manufacturer for a model year after model

				year 2007 and is capable of operating on gasoline shall also be capable of

				operating on a flexible fuel mixture.</text>

						</subsection><subsection id="ID73CE819C9AEE473F98C27756E3EFCD65"><enum>(b)</enum><header>Consumer

				Information</header><text>The Secretary of Transportation shall prescribe

				regulations that require the manufacturer of passenger automobiles, automobiles

				capable of off-highway operation, or light trucks—</text>

							<paragraph id="IDD82B27D5ED964C09AA363B8132E628E1"><enum>(1)</enum><text>to prominently

				display a permanent badge or emblem on the quarter panel or tailgate of each

				such automobile or light truck manufactured by the manufacturer that indicates

				such automobile or light truck is capable of operating on a flexible fuel

				mixture; and</text>

							</paragraph><paragraph id="IDA5196567218D42EFB5701A4C60A1EFC4"><enum>(2)</enum><text>to include in the

				owner’s manual of each such automobile or light truck information

				describing—</text>

								<subparagraph id="IDDD24A5ECB9CD4E10B1E81C31C5339EFD"><enum>(A)</enum><text>the capability of

				the automobile or light truck to operate using a flexible fuel mixture;

				and</text>

								</subparagraph><subparagraph id="IDDDD985051C7742A28DF22D845419AF20"><enum>(B)</enum><text>the benefits of

				using a flexible fuel mixture, including the renewable nature, the increased

				fuel efficiency, and the environmental benefits of using flexible fuels.</text>

								</subparagraph></paragraph></subsection><subsection id="ID4578CBA121844637B919DF02A069421C"><enum>(c)</enum><header>Definitions</header><text>In

				this section:</text>

							<paragraph id="ID524C557328DF40639B7BA5707A55003B"><enum>(1)</enum><header>Automobile

				capable of off-highway operation</header><text>The term <term>automobile

				capable of off-highway operation</term> has the meaning given that term in

				section 523.5 of title 49, Code of Federal Regulations (or any successor

				regulation).</text>

							</paragraph><paragraph id="ID42885C29B98F41BE99A20136CE5763A5"><enum>(2)</enum><header>Flexible fuel

				mixture</header><text>The term <term>flexible fuel mixture</term> means a

				mixture of gasoline and ethanol at least 85 percent of which is ethanol, as

				measured by volume.</text>

							</paragraph><paragraph id="IDC73AD186FA284FA9B3DBC7325205D474"><enum>(3)</enum><header>Light

				truck</header><text>The term <term>light truck</term> has the meaning given

				that term in section 523.5 of title 49, Code of Federal Regulations (or any

				successor

				regulation).</text>

							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>

			</subsection><subsection id="ID4CDAA214624A4DBCA69C8A9993F3853F"><enum>(b)</enum><header>Clerical

			 Amendment</header><text>The table of sections at the beginning of such chapter

			 is amended by inserting after the item relating to section 32902 the following

			 new item:</text>

			</subsection></section><section id="IDFEF52A120BC542259A286C0DC6B399F7"><enum>3.</enum><header>Violations

			 before 2009</header><text display-inline="no-display-inline">A person may not

			 be treated as being in violation of section 32911(a) of title 49, United States

			 Code, for a failure to comply with section 32902A of such title, as added by

			 section 2, on any date before January 1, 2009.</text>

		</section><section id="IDB863AB416D134F82A8E43E3D4CBA7343"><enum>4.</enum><header>Activities to

			 promote the use of certain alternative fuels</header><text display-inline="no-display-inline">The Secretary of Transportation shall carry

			 out activities to promote the use of a mixture containing at least 85 percent

			 of ethanol by volume with gasoline to power motor vehicles in the United

			 States.</text>
