		<section id="id39B055C7A28A4B33AE408B8B64EEDA0E" section-type="section-one"><enum>1.</enum><header>Offshore oil and gas leasing

			 in 181 Area of Gulf of Mexico</header>

			<subsection id="ID541aa192d0d94df9bb3a791108530d80"><enum>(a)</enum><header>Definitions</header><text>In

			 this section:</text>

				<paragraph id="ID7318b5df014c42b8a7596d8e664990df"><enum>(1)</enum><header>181

			 Area</header><text>The term <term>181 Area</term> means the area identified in

			 map 15, page 58, of the Proposed Final Outer Continental Shelf Oil and Gas

			 Leasing Program for 1997–2002 of the Minerals Management Service.</text>

				</paragraph><paragraph id="id5D1FE4EB938542128DFE980123C0F448"><enum>(2)</enum><header>Military

			 Mission Line</header><text>The term <quote>Military Mission Line</quote> means

			 the north-south line at 86°41′ W. longitude.</text>

				</paragraph><paragraph id="ID2955b56ecd944011ad092ed21ac2cd04"><enum>(3)</enum><header>Secretary</header><text>The

			 term <term>Secretary</term> means the Secretary of the Interior, acting through

			 the Minerals Management Service.</text>

				</paragraph></subsection><subsection id="ID44c99ad0de2a42e38275c318221b10d2"><enum>(b)</enum><header>Lease

			 sale</header><text>Except as otherwise provided in this section, the Secretary

			 shall offer the 181 Area for oil and gas leasing pursuant to the Outer

			 Continental Shelf Lands Act (43 U.S.C. 1331 et seq.) as soon as practicable,

			 but not later than 1 year, after the date of enactment of this Act.</text>

			</subsection><subsection id="id8F6DF0C4BDB040E185D1C4739355E694"><enum>(c)</enum><header>Excluded

			 areas</header><text>In carrying out subsection (b), the Secretary shall not

			 offer for oil and gas leasing—</text>

				<paragraph id="id8DCEA57E30044F68B11088E76D0ADBCD"><enum>(1)</enum><text>any area east of

			 the Military Mission Line, unless the Secretary of Defense agrees in writing

			 before the area is offered for lease that the area can be developed in a manner

			 that will not interfere with military activities; or</text>

				</paragraph><paragraph id="idBED1035D2BAF4A5980DA0AB5D6ED983D"><enum>(2)</enum><text>any area that is

			 within 100 miles of the coastline of the State of Florida.</text>

				</paragraph></subsection><subsection id="ID805c73413e0e4578ab75e2d6bd413aa9"><enum>(d)</enum><header>Leasing

			 Program</header><text>The 181 Area shall be offered for lease under this

			 section notwithstanding the omission of the 181 Area from any outer Continental

			 Shelf leasing program under section 18 of the Outer Continental Shelf Lands Act

			 (43 U.S.C. 1344).</text>
